Chinese Vice President Xi
Jinping, who is expected to be
the next president of the world's
most populous nation, came to
Los Angeles yesterday for a
quick visit which was expected
to include a visit to the Port of
Los Angeles, the announcement
of an entertainment deal involving a major studio, and an economic forum downtown.
Xi, whose visit is the first to
L.A. by a high-level Chinese official in 13 years, also will
watch Friday's Los Angeles Lakers game with Mayor Antonio
Villaraigosa before flying home.
Analysts say the trip could
offer an important Sino-American relationship-building opportunity in the shipping,
tourism and entertainment industries.
They also expect Villaraigosa and Gov. Jerry Brown
to push hard for Chinese invest-
ment in a planned high-speed
rail project from Los Angeles to
San Francisco and regional L.A.

BHUSD To Refinance Bonds,
Save Taxpayers $2.5 Million

The taxpayers of Beverly
Hills may soon be realizing a
savings of up to $2.5 million after the BHUSD refinances its
bond measures.
The Board of Education gave
direction to continue with the
2002 Go Bond refinancing proposal and bring it back for official vote at its next meeting.
The district is going to refinance the Measure K and Mea(see ‘BONDS,’ page 11)
Metro now plans to stop its
Westside Subway Extention at La
Cienega for the time being, making that station a “terminus” and
thus almost 50 percent larger
than planned. The extra space is
needed to allow trains to shift
tracks for the return trip.
The La Cienega station expansion will cause much longer
excavation times, larger excavations and impact the surface
more. It also means that cement
trucks delivering concrete, dump
trucks removing dirt and equipment will enter and exit the subway tunnel at La Cienega and

AN ORDINANCE OF THE CITY OF BEVERLY HILLS
EXTENDING INTERIM ORDINANCE 11-O-2608 PROHIBITING HIGH IMPACT CONVENIENCE STORES UNLESS
SPECIFICALLY APPROVED BY THE CITY, AND DECLARING
THE URGENCY THEREOF.
AN AMENDMENT TO THE MASTER PLAN OF STREETS,
ALLEYS, AND HIGHWAYS AND ORDERING THE VACATION OF
AN ALLEY LOCATED BETWEEN 1111 AND 1115 COLDWATER
CANYON DRIVE PURSUANT TO SECTION 8300 ET SEQ. OF THE
STREETS AND HIGHWAYS CODE.
This Ordinance would extend the prohibition on the establishment of
new high impact convenience stores as defined in the ordinance, unless
the City is able to make specific findings to assure the use would not
affect the surrounding neighborhoods in a negative manner.
As required by Government Code Section 65858(d), the City will issue a
written report regarding the interim ordinance. The report will be available at the City Library at 444 N Rexford Drive, and in City Hall at the
City Clerk’s Office and Permit Counter at 455 N Rexford Drive ten (10)
days prior to the date of this public hearing.
This Ordinance has been assessed in accordance with the authority and
criteria contained in the California Environmental Quality Act (CEQA),
the State CEQA Guidelines, and the environmental regulations of the
City. It can be seen with certainty that there is no possibility that the
adoption and implementation of the Interim Ordinance or extension
thereof may have a significant effect on the environment. The extension
of the Interim Ordinance does not authorize construction and, in fact,
imposes greater restriction on certain development in order to protect the
public health, safety and general welfare. This extension is therefore
exempt from the environmental review requirements of CEQA pursuant
to Section 15061(b) (3) of Title 14 of the California Code of Regulations.
All interested persons are invited to attend and speak on this matter.

Alley Proposed
to be Vacated

existing system.

algebra 1/2 class and one basic
geometry class at Beverly Hills
High School to compensate for
the additional students added
to those classes after the beginning of the semester. Noah

added to the classes and then
about 10 students in each level
who had dropped down from
the honors class to the regular
class.
The addition of two math
classes showcases a problem
throughout the district with
open enrollment for all classes.
Because of open enrollment,
students of any level are able to
enter into honors or advanced
placement classes without any
sort of qualification to ensure
they are prepared for the rigor
and workload of the class.
Open enrollment is a requirement of the Western Association of Schools and Colleges
(WASC) accreditation.

BHHS Culinary Arts Team Scores High At Competition
The Beverly Hills High
School Culinary Arts Team
competed in the Skills USA Regional Competition last weekend.
The team of four students,
led by BHHS teacher and chef
Derrick Spears, earned the
highest points of all of the participating schools and will advance to the California State
SkillsUSA competition to be
held in April in San Diego.
SkillsUSA is a partnership
of students, teachers and industry working together to ensure
America has a skilled workforce. Its mission is to help its
members become world-class
workers, leaders and American
citizens.
The BHEF funded Chef
Spears stipend to work with the
team and attend the competitions and the BHHS PTSA
funded all of the cooking, uni-
form and other supplies.
ROP Director Steve Rappaport worked this past fall
with Chef Spears and Cindy
Dubin of the PTSA to bring the
SkillsUSA chapter to BHHS.
Melony Bronder, of the Architecture Department, with
PTSA volunteer Nathalie
Kunin, hopes to bring the architecture students to a Skills
competition next year.

Kindergarten If Mandatory

The Board of Education decided to move forward with the
transitional kindergarten program for the 2012/2013 academic year as long as it is mandated by California legislation.
It unanimously agreed to table
the issue of nonmandatory
transitional kindergarten until
the Feb. 28 meeting. Staff will
be coming back before the
board with options for the program if the legislation is
changed
and
transitional
kindergarten is no longer required.
The Board of Education
gave approval to launch a pilot
transitional kindergarten program as a result of the Kindergarten Readiness Act of 2010.
That act made transitional
kindergarten a requirement for
the 2012/2013 academic year
and also required that students
starting kindergarten turn five
by Sept. 1 to be phased in over
three years starting in 2012.
The transitional kindergarten program would be for
any student who turns five in
between Sept. 2 and Dec. 2
who miss the cutoff to start
kindergarten. However, now

Assemblyman Mike Feuer
Tuesday officially announced
his candidacy for city attorney
of Los Angeles in March 2013.
Feuer, who represents a
district that includes Beverly
Hills as well as West Holly-
wood and Studio City, first filed
papers to raise money for his
candidacy in September.
Atty. Gregory Smith, who
has represented Los Angeles
police officers and firefighters
in lawsuits against the city, is
also running for the office.

director of planning and facilities Karen Christiansen will be
held next week on Thursday
and Friday respectively.
Hubbard was found guilty
of two counts of misappropriation of funds in connection
with former BHUSD Director
of Planning and Facilities
Karen Christiansen Jan. 23. He
was charged with giving Christiansen an auto allowance increase from $100 to $500 and
a $20,000 stipend without the
property authority from the
Board of Education. Hubbard
faces up to five years in prison.

Heritage To Display Historical Silver Shekel From Jerusalem
The first silver shekel struck
in Jerusalem by Jewish forces
rebelling against Roman oppression in the first century AD,
one of only two specimens
known, will be available for
viewing as part of the Shoshana
Collection of Ancient Coins of
Judea, Friday and Saturday,
Feb. 24 to 25 at Heritage Auctions, 9478 W. Olympic Blvd.
The viewing is open to the
public from 9 a.m. to 5 p.m. ,
and admission is free.
Also available for viewing
will be an extremely rare coin
from the fifth year of the Jewish
War, said to be found at Masa-
da, the last bastion of Jewish resistance to the Romans, where
a heroic band of rebels committed suicide rather than surrender in AD 73.
The coins will come across
the auction block as part of a
special Heritage Auctions sale
on March 8 to 9, in New York
and online at ha.com.
The Beverly Hills viewing
will be the only display of these
coins in California. Earlier this
month, highlights of the collection were displayed at an international coin collecting convention in London, England.

CA State Fellowship Applications Due Wednesday
Applications are due next
week for paid, full-time positions as California Senate Fellows.
The fellowship program
provides college graduates
with professional employment
for 11 months in the capital office of a state senator or senate
policy committee and provides
participants with graduate
school credit.
Fellows participate in
weekly academic seminars
with senators, senior staff
members, journalists, lobbyists
and state government officials.
The program is open to anyone
who will be at least 20 years
old and a graduate from a university or four-year college by
Sept 1. Fellows receive a
stipend of $1,972 per month
plus health and dental benefits.

BookEnds is a group that
donates books to neighborhood schools and youth organizations. Its goal is to create

High-Impact Convenience Store
Ordinance Heads Back To Council

The Planning Commission approved the amendments to the high-impact convenience store ordinance 5-0,
after reviewing it for a second time. The
City Council postponed approving of
the ordinance at its Feb. 7 meeting once
it discovered it was not exactly what the
commission approved.
To grant a potential high- impact
convenience store a Conditional Use
Permit (CUP), the Planning Commission
determined the reviewing body would
need to make six findings. The first five
have remained consistent since the
commission approved them. They include ensuring the proposed use is
compatible, will have adequate buffer-
ing, will not create adverse traffic, will
not create excess noise nor create an
overconcentration of convenience
stores in the vicinity.
The Planning Commission approved a sixth finding, in which it said
that if a high-impact convenience store
is proposed at a gateway, anchor location or prominent intersection as defined by the City’s master plan, the decision making authority will determine if
the use is appropriate, was deemed difficult “to enforce in the longer term” by
the City Atty. Larry Wiener and was
amended to state that a high-impact
convenience store was not allowed.

Talk about FAST food: it doesn’t get any faster than at the new
U-Sushi on Beverly Drive. Step up to the counter, point to the
wrapping of your choice, the filling and toppings, then someone
rolls it up while you are paying for it and you’re good to go. It took
two of us less than 5 minutes from portal to table.
The wrapping can be either traditional nori, or a yellow
sesame sheet. You can choose either brown or white rice. There
is a nice selection of fillings, including snow crab (my favorite),
spicy tuna, eel, salmon and others. Then you can add jalapeno
peppers, avocado, or cucumber. Next is a selection of sauces.
The helping size is pretty
good, and price pretty reasonable, starting at around $7.50.
Personally, I like a smaller
diameter sized roll, so I can
get it into my delicate little
mouth. Michael seemed to
have no problem.
A few negatives, however. First of all, the fried foods,
including the shrimp tempura, are pretty terrible. My
shrimp were cold, and anyway, fried foods not made to order are rarely good.
The beverage selection is totally inadequate. Who eats sushi
without tea? Or beer. Even a few bottles of something other than
water in the refrigerator would be welcome. Red Bull, perhaps?
While the corner location is ideal, the seating is limited and
basically uncomfortable. A few cushions would be welcome.
And last, but not at all least, this is not really what sushi is all

Bilchik Returns To St. John’s As Chief Of Medicine
Anton J. Bilchik, MD, PhD,
FACS, an internationally recognized surgical oncologist has
returned to the John Wayne
Cancer Institute at St. John’s
Health Center.
Bilchik, a former JWCI Surgical Oncology Fellow, started
this month as JWCI chief of
medicine and chief of the Gastrointestinal (GI) Research Pro-
gram.
Since it opened at St. John’s
in 1991, JWCI has built its reputation as a top-notch center
for translational cancer research, particularly in melanoma and breast cancer. With
Dr. Bilchik’s guidance, JWCI
will expand its global presence
in gastrointestinal cancer research.
“Having Dr. Bilchik join us
greatly improves both the services we are able to offer our patients and the scope of the research being done at JWCI,”
said Lou Lazatin, president/
CEO of both St. John’s and
JWCI. “He has already done extensive work with our fellows
to create new studies. His new

Bilchik was largely responsible for
building JWCI’s GI program, and his return will allow JWCI to expand its clinical trial network for GI cancers. His return will also be pivotal in the mentoring
of JWCI’s surgical oncology fellows and
working with them to develop new research projects.
“One of the strengths of the JWCI is
the fellowship program,” Bilchik said.
Over the past year, he has resumed a
daily mentorship role for JWCI fellows,
first in the operating room and more recently in the academic aspects of the
surgical oncology training program.
Additionally, fellows under Dr.
Bilchik’s mentorship recently presented
their studies at the Southern California
Chapter of the American College of Surgeons, one winning the Young Surgeons
Travel Stipend (awarded to only three
surgeons each year).
Bilchik is also spearheading JWCI
and St. John’s participation in biotechsponsored research trials, new drug development and tissue procurement.
“I have been working on developing
and refining minimally invasive techniques to perform complex gastrointestinal surgeries, in particular colon, liver
and pancreas surgery,” Bilchik explained. “As a result, patients are fasttracked, start eating almost immediately
after surgery and are discharged home
within a few days. I also believe in
‘bloodless’ surgery and rarely transfusing
anyone, since it is well known that
blood loss has a negative effect on cancer.”
“I am encouraged by the changes I
have seen in the past six months and see
JWCI and St. John’s as well positioned to
continue the legacy that Donald L. Morton, MD, started,” Bilchik explained. “I
regard Dr. Morton not only as a mentor
and a friend, but as one of the greatest
surgical oncologists in the world today.
His contributions have changed the face
of cancer care in the 21st century, and I
cherish the opportunity to work with
him again.
“The recent return of Mark Faries,
MD, from Yale University has already
strengthened the translational research
program at JWCI, and I’m excited to join
him in designing important clinical trials
and brainstorming about ways of transforming cancer into a curable or chronic illness rather than a terminal event,”
Bilchik continued.
Bilchik has been involved in international multicenter clinical trials in collaboration with California Oncology Research Institute, UCLA, the United States
Military Cancer Institute, and investigators in Israel and Serbia.
Several of the studies he has worked
on have been published in peer-review
journals and their findings have helped
establish national guidelines and quality
measures for cancer patients.
Bilchik received his medical degree
from the University of Witwatersrand (Johannesburg) and his postdoctoral degree
in gastrointestinal physiology at Yale
University. He then became a surgical
oncology fellow at JWCI before joining
JWCI’s faculty after graduation.
During this time, Bilchik began his
seminal studies of occult nodal disease
in colon and GI cancers.
These investigations have been continuously funded by the National Institutes of Health since 2001 and are widely published in the peer-reviewed literature.

be controlled “given your
druthers… you avoid it.” It is
substantially more difficult and
expensive to build a station in a
high gas concentrated area; experts say it is “better practice to
avoid doing so.”
The methane concentration
is significantly lower at Santa
Monica Boulevard than Constellation in Century City. The station in Century City will also be
a terminus station.
In addition to the methane
implications moving the terminus station also presents many
challenges for those living in the

area. A terminus station is almost twice the size of a standard
station. But in addition to the extra length, the terminus station is
where all tunneling begins.
Metro construction workers
will begin at La Cienega and
tunnel east until they hit the old
red line. This will take nearly
twice as long as the time of construction for a standard station,

frame the intersection would be
impacted.
This will impact parking in
the already congested area for
twice as long as originally anticipated.

Subway Extension in his proposed FY 2013 budget. The proposed funding, if approved by
Congress later this year, combined with L.A. County’s Measure R sales tax revenue could
help get construction of both the
Westside Subway Extension and

of solutions.”
Despite an interest in continuing the conversation, Board
VP Jake Manaster reminded the
board that Woods and the committee already begun discussions to identify problems and
come up with possible solutions.

coming back to the board at a
later date to share the identified
problems and possible solutions.

Feuer introduced a bill into
the State Assembly on Jan. 4
proposing a fast track in California Environmental Quality
Act (CEQA) litigation for all rail
projects throughout the state,
potentially including the Metro
Westside Subway Extension.
This litigation proposes allowing any qualifying CEQA litigation to bypassing the trial court
and start in the appellate court.
The board could not agree
on the language for the resolution.
Board VP Jake Manaster,
who voted against the resolution, said he did not feel comfortable with the language. He
recommended a more generalized resolution that stated the
boards’ opposition to any legislation that changes the judicial
process for CEQA rather than a
direct disagreement to the specific bill.
“This is an attack on a
piece of legislation,” Manaster
said. “When it changes next
week, are we going to come
back and do another (resolution)? It’s a problem for me. I’m
concerned about the direct language.”
Boardmember Lewis Hall,
who abstained from the vote,
recommended two slight word
changes that were not approved because the board cannot predict what the “ultimate
legislation is going to be” and
the resolution may not “limit
the districts rights.” He did say
he agreed with the resolution
“in principal” but would prefer
“better language that is more
appropriate.”
Although Boardmember
Lisa Korbatov did not vote in
favor of the resolution, she said
it was important to oppose the
bill. She said she thought the
legislation “felt strange or too
coincidental.” Korbatov requested the resolution be
tabled and further discussed
with BHUSD CEQA attorney
Kevin Brogan. After another
motion to table was not seconded, Korbatov’s motion was
not even considered.
“I’m tired of letting the
long arm of government rule
the people,” Korbatov said. “It
isn’t good legislation in my
opinion, when it’s ever born
and it’s not good for us now. I
don’t think the government
needs any more advantages
that everyone else doesn’t get.”
Boardmember Noah Margo also voted against the resolution with very little comment.
Goldberg said he invited people from Feuer’s office to come
to the meeting, however they
did not attend.
The only one to vote in favor of the resolution, Goldberg
said he was “surprised” and
“disappointed” he was the only
board member to vote for it.
As of now, Goldberg said,
the resolution will not be coming back before the board.

there in terms of economic relations, is whether China begins to invest seriously in real
assets in the U.S., assuming
partial ownership of businesses
here, not just treasuries and
agency debt."
The prospect of transportation investments becoming the
first high-profile test of how
Americans react to Chinese coownership of public assets
seems "perfectly feasible," he
said.
"Foreign ownership even of
toll roads has been politically
difficult elsewhere in the U.S.,"
Lieberthal said.
Villaraigosa said co-ownership is not the focus of talks at
this point.
"They're not looking at that
as much, certainly, as they are
at a rate of return," Villaraigosa

Lauren’s wacky BFF, Tish

Amid the infighting of the
two macho guys for Lauren’s
love utilizing electronic spying
devices, there is a subplot of
spies, car chases and wrecks,
gunplay and barroom brawls.
And, of course, to validate this
genre of film, a paintball
mishap by Lauren that finds its
way to Tuck’s groin.
If you are wondering what I
thought of the film, here’s the
kicker. I thought it was pretty
funny. The interaction between
the adorable Lauren, the tall
pretty boy FDR and the shorter
rugged Tuck, whose looks and
acting make him the designate
English Paul Newman (If you
look closely, you will catch a
glimpse of Newman with
Robert Redford on TV in a
scene from Butch Cassidy And
The Sundance Kid), is very well
paced and directed by McG.

crooked teeth, I’d chalk it up to

Candlelight Protest At Cedars
Over New Mental Health Policy
PROTEST AT CEDARS–A candlelight protest by 70 was held outside
Cedars-Sinai Medical Center Monday led by Sharon Dunas (above),
president of the National Alliance on Mental Illness. The demonstration
focused on the closing of all inpatient and outpatient treatment at
Cedars Sinai and closing of Thalians Mental Health Clinic. The fear is
that the policy will leave those with mental illness on the streets. Ruta
Lee, co-founder of the Thalians, in a follow up interview with The
Courier commented that the center still holds millions of dollars in the
Thalians Endowment, which is expressly to be used for mental health.

WHAT TO DO ABOUT CHINA?
With today’s visit of the soon-to-be president
of China, Xi Jinping, all the politicians and pundits are weighing in. Typically, the main gripe is
“China is unfair.” We've seen this movie before.
Twenty-five years ago, United States manufacturers complained incessantly about Japanese
competitors beating them in automobiles,
machine tools, electronics and just about everything else. Japan was enriching itself on trade
with the U.S. while denying American companies
access to the Japanese home market. No question, Japan did exactly that. Its trade practices
were one-sided and discriminatory. No matter
what US manufacturers did, the Japanese authorities blocked our imports creating a massive trade
imbalance in Japan's favor.
Finally, our companies got the message and
started making better products, at least some of
them. The only answer is to compete better, not
to complain.
Today, we have a massive trade imbalance
with China yet China is trying to open its markets.
Granted, it's not particularly easy to sell things
into China compared with our domestic market,
but we believe that it is much more a problem of
American unwillingness to adapt to a different
market than it is a problem of intentional exclusion. Vice President Xi's trip to the United States
is a “buy American” venture. We won’t recover
our electronics industry; we lost that industry to
Japan. Still, few know that most Sharp products–a Japanese company–are actually made in
the United States. Ditto Honda automobiles
(most parts made in Japan and elsewhere; assembled here).
What is the deal with China? Are their markets open or not? To a large degree they are, but
we seem more intent on complaining that meeting the competition. A perfect example is the
upcoming China Import Exhibition next month in
Jiangsu Province. Jiangsu is the heart of Chinese
electronics manufacturing and the wealthiest per
capita in China.Their government, headed by
Secretary Luo Zhijun who is visiting here now,
actually sponsors “come here and sell” trade
shows. Who’s coming? Germany. Italy. Korea.
Japan. Australia. France. More than 50 countries, but the U.S. presence is almost non-existent. Why? What is it that calls most American
companies to spend most of their time complaining about currency, import restrictions, foreign
cultures and language differences rather than
adapting to a new market? Is it arrogance?
Laziness?
Structurally, the United States and particularly California are utterly hostile to business. Our
taxes are too high. Our government regulations
stifle activity. Our costs are too high. When governments and unions get together they always
make it so tough on companies that they simply
leave or die. That's why the businesses are in
China. China–Communist, remember? –has
essentially adopted extreme laissez-faire capitalism to cure poverty. They are now turning to
cleaning their environment according to the
authoritative China Daily newspaper. Why?
Because they can afford it.
Their workers demand higher wages and get
them because they command the wages but without unions. The purpose of Chinese business is
job creation. When our Presidents Bush and
Obama “stimulated” our economy, all the money
went to government at every level. Nothing
improved. China also had a “stimulus” program,
but their “stimulus” went to banks with orders to

This is not rocket science. China has warned
us about our path down the road to socialism
while they turned off the road years ago.
Our great dilemma stems from the fact that,
unlike Japan, China is using a large part of its
wealth to build a massive military with regional
and perhaps global reach. Japan swore off war,
letting us pay the tab. China is now in full development of an active military while President
Obama pulls back. Our economic stagnation
almost dictates this outcome, and the outcome is
not good for us. It’s not good for China, either.
China is still a massively poor country with
wealth concentrated generally along its coasts.
Still, China refuses to be held back because not
all advance at the same speed. We used to
believe that, like President Kennedy cited: “A rising tide lifts all boats.” It does. Trouble is we
don’t want anyone to raise the tide. Our mainstream political message today is: “Don’t raise
anyone higher than anyone else.” So, we get
nothing.

THE LOST ART OF CONVERSATION
Sometimes, as I am showered with the torrent of words emanating from the television, I begin to long for the days of relaxed conversation with friends. It’s not easy to launch into a truly gratifying
tête-à-tête.
Take WHAT’S NEW? How do you answer this question?
WHAT’S NEW could encompass the universe to the farthest galaxy.
But your opposite is probably just saying HELLO. So how do you
answer “What’s new?” If there’s something really new or exciting in
your business, profession, or family, you might want to share it. But
probably you will respond: “Nothing really.”
A friend may meet you and enquire, “HOW ARE THINGS?”
This raises a question: what things? Shall I tell him or her about family, my digestive tract, or the television show I saw last night? The
usual response would probably be, “There’s nothing new, really.
Things are as bad as ever.”
One difficult question to answer is, “HOW’S BY YOU?” What
does one answer to such a question, except either “Everything is
okay, thank you,” or, if you’re not too friendly with the other person,
you might say, “None of your business,” and terminate the friendship
altogether.
One way of discouraging future intrusions on your privacy is to
launch into a lengthy discourse on everything in your life, your business, your profession, your aspirations, your spouse, the children
who never call, never write. The length of your response will determine the length of time before the other party asks you anything.
“HOW’S YOUR HEALTH?” is a good opening gambit. There is
practically no one of my acquaintance or near my age who does not
have a biological litany to share. If you’re lucky enough the person
may even open his or her garment and show you what’s wrong. This
should be discouraged in public because it could be misunderstood
by a passerby.
Good conversations these days are hard to find. They require
sitting in pleasant surroundings with a dear friend you can trust with
your innermost thoughts. This does not occur too often, so treasure
it. I am reminded of Shakespeare’s famous lines: “Those friends thou
hast and their adoption tried, grapple them to thy soul with hoops of
steel.” These days, “hoops of steel” would be misinterpreted as hostile, but you know what he meant.
