VIEW FROM THE PILOT HOUSE

One hundred years ago, Roger Upton and
his buddies at the New York Yacht Club
looked at the increasing popularity of power
boats and saw the need for an organization
to foster boating education, fellowship and
civic service. Their mission was "to promote
high standards of navigation and
seamanship.” A lot has happened since the
United States Power Squadron was formed
in 1914, and I am proud to see the original
goals of the organization being met so well
in 2014 by the talented men and women in
the Johnson City Sail and Power Squadron.
We are fortunate to have a strong Education
Department under the capable leadership of
P/C MITCH MEREDITH, and you'll read
about the educational accomplishments and
plans elsewhere in this edition. Our
civic service mission is being well executed
via Vessel Safety Checks, plans for National
Safe Boating Week May 17-23, the
upcoming Holston Home event and plans to
support the dragon boat races in September.

One of our challenges as we seek to
become more relevant in the local boating
community is simply telling people about our
organization and the good things we are
doing. I learned about the Power Squadron
at an early age. My Dad built a 15-foot
molded plywood runabout in our driveway
when I was seven years old. The boat was
powered by a 35 hp Evinrude outboard with
a pull-cord start. (The 35 hp engine was
traded in on a 40 hp electric start model the
following season, after many laborious
attempts to start the manual version.) As we
cruised down the lake we would invariably
see some display of poor seamanship such
as a violation of the rules of the road, not
having life jackets or an overloaded boat. As
a proud Squadron member, Dad was quick
to say, "That guy needs to take a Power
Squadron class."
Fortunately, the Tri-Cities Boating Club/
JCSPS is doing a great job of getting our
message out to the local boating community.
RAY WALKER'S excellent press releases
have been picked up a number of times by
local media. MITCH MEREDITH did a great
TV interview with the help of STEVE
BRUMIT, and JOHN WHITEHEAD was
interviewed about VSC’s. All this is excellent
publicity, and we can see the results in
multiple ways including attendance at our
boating education classes.
There is another important element of our
squadron--having fun--as MARSHALL
HERRON frequently reminds us. Boating
season is just getting cranked up, and we'll
have a number of opportunities for on-water
events. GREG ROBINS has orchestrated
what should be a great trip to the British
Virgin Islands May 17-24. That will be
followed by the Watts Bar event May 30June 1, our always-popular poker run on
Boone Lake June 14, and then a July 4th
fireworks outing, and the biennial Meredith
fish fry. Look for more details soon. And,
“See you on the water!”
EXECUTIVE NEWS

Since our last newsletter, the Executive
Office has been busy.
Our squadron
attended the District 17 Spring Conference
at the Lake Chatuge resort and was well
represented with eleven members attending.
If you would like to know more about district
meetings, do not hesitate to ask any bridge
member or, better still, plan on attending the
next meeting this fall.
Our VSC Chairman JOHN WHITEHEAD has
activated our squadron’s Vessel Safety
Examiners, and last I’ve heard they have
completed over 80 Vessel Safety Checks so
far this year. Many of these Vessel Safety
Checks were performed at Winged Deer
Park in support of the annual Boone Lake
Clean-up Day.
These examiners usually
meet on Saturday mornings for breakfast
before descending on a local boat ramp to
offer their services performing VSC’s.
Check the event calendar on our website for
upcoming VSC locations and dates.
If
anybody would like to get involved and
become a Vessel Safety Examiner, please
contact John; and he’ll be glad to show you
how.
National Safe Boating Week will be May
17-23 this year; and our squadron plans on
participating by issuing press releases,
performing VSC’s, and teaching a free
TWRA Safe Boating Course to the public.
It’s important to make the public aware of the
many hazards of boating and how they can
protect themselves and others while on the
water.
Our squadron voted at the last Executive
Committee meeting to support the “on water”
activities of the Mountain States Health
Foundation’s annual Dragon Boat Festival.
This will include providing patrol boats during
the practices and on race day, as well as
setting up the race course. This will be our
squadron’s first year supporting the “on
water” activities and promises to give us

great exposure.

to chair this event, so
please consider helping
her out if you can.
Our squadron is lucky to have many
sponsors, and that is the result of the efforts
put forth by several of our members. Our
Sponsor Relations chairperson STEVE
BRUMIT has been busy renewing
relationships with previous sponsors as well
as encouraging new sponsors to come
aboard.
KATH BOUCH, with some
assistance from NORMA MARTIN, has
also been busy renewing the many sponsors
of our newsletter.
If you know of any
business or organization that would like
to make a donation to our squadron, in
exchange for a display ad in the newsletter,
now would be the time to have them contact
Kath Bouch.
The bottom line is that our squadron is doing
what it can to be relevant in the community
when it comes to boating safety and
education.
The results of these efforts
seem to be our growing membership.

Our pre-boating season educational efforts
are well underway. JOHN WHITEHEAD'S
Seamanship course wrapped up a couple of
weeks ago. Although we haven't received
the test results back from HQ, a cursory
review of the students answers indicate they
all passed. Congratulations to BILLY AND
SUE BECKER, MARC NACHMAN, ALAN
NOVAK, DOUG RYMER, BILL SMITH AND
"DECK BOAT BOB" YOUNG. Also, a big
thank you to JOHN WHITEHEAD and his
instructor team of ED LOCKETT, BOB
RUSSUM, GREG ROBINS, HENRY AND
CHELE HARRIS, GARY MILLINGTON and
CLARKE LUCAS.

The public boating team just completed our
second TWRA Safe Boating course May 1
with all 13 students passing with very good
or excellent marks. The participants included
a higher-than-average number of adults
which I attribute to the excellent public
relations work RAY WALKER is doing. We
cover a lot of material in four short hours, but
the instructors are efficient and effective in
their delivery of the material. Special thanks
to CLARKE LUCAS AND MARSHALL
HERRON for the coordination and
administration of the class and to their
instructor team of WALT BRUMIT, KEN
FARST & GARY MILLINGTON. RICH
MOAKLER and JOHN WHITEHEAD ably
served as proctors. I believe we may have
added two or three member families as well.

The classes are held at NE State's library
and begin at 5:30 PM and end about 8 PM.

We are tentatively planning on conducting a
USPS seminar titled, "Partner In Command.”
The aim of the seminar is to teach nonskippers what is needed to handle many of
the skipper duties should the need arise and
to give skippers the tools to train potential
"first mates and crew." We will help the lessexperienced boaters gain confidence so that
they can contribute to the operation of a
boat. As skill develops through further
training, reading, and hands-on experience,
the participant will ultimately be able to
handle many aspects of boating in an
emergency or shared responsibility situation.
To p i c s o f t h e s e m i n a r i n c l u d e
communications, safety and safety
equipment, first aid, operating engines,
emergencies, leaving and returning to the
dock, man overboard, anchoring, and more.
The seminar will consist of two hours of
classroom presentation and three to four
hours of hands-on "on the water" training.
The seminar will be limited to four
individuals. Pre-registration is required on or
before May 15. Course fee is $55. Contact

Friday, May 30, on Boone Lake.

The next TWRA Safe Boating Classes will be
held on May 13 and 15 and June 10 and 12.
The membership roster of our squadron
continues to grow! While our focus is not on
membership numbers, increasing our
membership improves our ability to impact
safe boating and boating education on our
waters. The more we interact with our
community through boating activities,
education, and community support, the safer
our water activities and the more fun we will
have!

It was so good to have JIM AND BELLE
CROWDER with us. It had been quite a
while since we had seen this delightful
couple! They had recently returned from
their annual winter stay in Florida.
We
learned that they have recently moved to
Appalachian Christian Village in Johnson
City.
We wish them the best and look
forward to seeing more of them this summer!
After dinner, COMMANDER GARY presided
over a brief meeting. He reported that our
squadron had 11 representatives at the
recent District 17 Conference at Lake
Chatuge in Hiawassee, GA. Gary presented
the Distinctive Communication Award, which
was given at the conference for our
Dockside newsletter, to NORMA MARTIN,

OK, first of all I HAVE to have crab legs…oh,
and I love this sesame chicken…oh my,
oysters on the half shell, but they’re almost
gone…oh, great!
Here comes another
whole tray…and coconut shrimp…and some
rice…and some egg drop soup…HELP!!

After a nice social hour and the blessing,
about 45 members and guests enjoyed
going through the generous buffet at
EMPIRE BUFFET for our Spring Dinner
Meeting on Saturday, April 12. The food
selections were many, including numerous
desserts and hand-dipped ice cream!

It was also announced that
JCSPS received their 29th annual award for
contributions to the Education Program, and
Gary presented MITCH MEREDITH with that
award. Reports were given by Education
Officer MITCH MEREDITH, and Executive
OFFICER RICH MOAKLER, who outlined
upcoming events, and Treasurer WALT
BRUMIT.
KEN FARST introduced our guest speakers
from the TWRA, George Birdwell and Matt
Swecker, who had a very interesting
program regarding boating accidents on our
lakes. They noted that accidents and DUI’s
have been reduced in our district in the past
few years, which
they attributed to
enforcement and
education. George
thanked
our
squadron for our
to be fulfilling the dream they’ve been talking
to us about for quite a while!
It was good to get together again after the
cold winter, and we all look forward to being
out on the water again soon!
JCSPS members since 2006, Tracy and
Kathy have contributed to our squadron in
many ways. One of the most notable is their
“hosting” our annual chili cook-off the last
four years at Misty Waters Clubhouse. They
have also participated in our Watauga Lake
rendezvous, again “hosting” much of the
activity at their houseboat/boathouse. They
also have provided a great Poker Run stop
at the Misty Waters dock. (I remember those
jello shots well!) But I would say that their
largest contribution has been their
wonderful, fun-loving personalities! We will
surely miss them!

and a deep-sea fishing boat! So they are all
set to enjoy “the coastal life,” as Tracy calls
it. By the way, he also told me that they

and me!)

Nate Bill,” which has been introduced in our
state legislature as a result of two young
boys being electrocuted by stray electrical
current while swimming at a marina in
Cherokee Lake in 2012. We appreciated
George and Matt taking the time to speak to
us! We were also happy to have George’s
wife Monika with us.

the pool deck, where we shall have a
"Squadron Challenge." Then we shall all
depart aboard Mike Scher's beautiful
houseboat, "Seaduction," for a cruise to
Chandler's on the Lake at Euchee Marina for
our dinner.
Both restaurants need to have an accurate
count for our dinners. Friday night's dinner is
$22.00 per person, and Saturday's is $24.00
per person. Both include the meal, dessert,
tea, tax, and tip. Beer is sold at both
restaurants, or you may bring your
own wine. Please have any members of your
squadron who are planning to attend let me
know if they will be joining us for the two
dinners.
