Prairie Rose School is a Nursery to Grade 6 school in the 1871 Cluster
of Schools in the Winnipeg School Division. Our School is home to two
special programs, the Intermediate Language Centre and an Adaptive
Skills Program.
This handbook has been compiled to provide you with important
information about your child’s school and for you to use as a quick
reference regarding school programs, procedures and policies.
At Prairie Rose School, we believe that the home, school and
community working together create a safe, caring environment where
students will acquire knowledge, respect and success.
The education of your child is of great importance to Prairie Rose Staff.
We ask that you join us on our educational journey and help us
promote the importance of education.
We work to ensure that you and your child find our school to be
a safe and stimulating learning environment. You are always
welcome at your child's school, as we are partners in the education

Arrival at School
The playground supervision begins at 8:45 a.m. (until 8:55 a.m.) in the
morning and after lunch from 12:45 - 12:55 p.m. Students are asked to
arrive after 8:45 a.m. and after 12:45 p.m. as this is when outdoor
supervision begins. Nursery and Kindergarten students need to be
accompanied by a parent/guardian or daycare and can be dropped off
after 8:55 a.m. and 12:55 p.m. in their classrooms.
Attendance
Regular attendance at school is one of the keys to a student’s success.
Please ensure that your child is in school each and every day. Should
your child be absent from school, please call the school office. If
attendance issues develop, the following procedures will be followed:
• The parent/guardian will be contacted by the student’s teacher.
• If the absences persist, a formal letter will be sent home informing
the parent/guardian about the number of absences and the need to
improve the attendance rate.
• If an improvement in attendance does not occur, a second formal
letter will be issued and sent home. This letter will highlight the
steps/support the school will take to improve the student’s
attendance.
• If there is no improvement in attendance after attempts to contact
the home, the service of the Winnipeg School Division’s Attendance
Officer, will be further used to support the child’s regular
attendance at school.
After a prolonged absence you may be asked for a doctor’s note to
indicate the severity of your child’s illness and the expected date of
return.

Students who arrive late, after 9:01 a.m. or 1:01 p.m., must sign in at
the office before they go to their classrooms.
Call Back Program
Child safety is the main purpose for the Call Back Program. If a student
has not arrived at school for the day, and the school has not received a
call from home explaining that the child will be away, it is the school
responsibility to investigate. A call will be made to the current listed
contacts in our system. Please make sure the school has your most
current and updated phone number and contact information.
If your child will be absent, we would appreciate a phone call to the
office between 8:00—9:00 a.m. or 12:40—1:00 p.m. If you have not
called, the school will try to contact you. Calls home will be made
between 9:10 - 9:40 a.m. and 1:00 - 1:45 p.m.
Permission to Leave School Grounds
Students are not permitted to leave the school or school grounds during
school hours unless written permission or a phone call has been
received from a parent/guardian. Students enrolled in the Parent
Council Lunch Program must remain on the school grounds for the
entire lunch period. Parents/guardians must sign students out at the
office if picking up the student outside of regular dismissal times.
Dismissal
After dismissal students are reminded that they must go straight home,
to daycare or to any after school arrangement that the parent/guardians
have made. Students in Nursery and Kindergarten need to be picked
up by an adult or sibling over the age of 12 at dismissal times. Students
may call parents only regarding school related extra-curricular activities
or emergencies. Parent/guardians will be informed of after school
extra-curricular activities and clubs with sufficient notice. Dates and
times will also appear in the monthly Prairie Rose newsletter and on the
school website.

Recess
Recesses are from 10:25 - 10:40 a.m. and 2:05 - 2:20 p.m. Students in
Grades 1-6 are supervised by teachers and educational assistants. The
play structure is available to all students. Should the weather be
inclement or the wind chill below –27° C, students will be kept indoors.
Supervision

Lunch Program
Prairie Rose Lunch Program has been developed to meet the growing
demand for affordable, safe lunch arrangements for the families in our
community. We are a non-profit organization run by the Prairie Rose
Parent – Staff Advisory Council. The Advisory Council is comprised of
parents, community members and staff.
Registration
Registration is accepted on a full-time, part-time, and casual basis.
The complete registration process includes the following:
A completed registration form must be signed and returned prior to a
child’s attendance at the program.
Student Code of Conduct read, discussed, and signed by parents and
children.
The Fee Schedule is as follows:
$28.00 a month for the first child
$22.00 a month for the second child
$15.00 a month for the third child
$10.00 a month for the fourth child
Casual/Part-Time Lunch Program $2.50 per day
(Milk is included)
School Patrols and Crossing Guards
Prairie Rose School has student patrols at designated intersections at
the following times:
• 8:45 - 8:55 a.m. and 11:55 -12:05 p.m.
• 12:45 –12:55 p.m. and 3:25 - 3:35 p.m.
Student patrols assist students crossing at;:
#1 – Lucas Avenue
#2 – School Bus Loop Entrance
#3 – School Bus Loop Exit
#4 – Parking Lot
#5 – Torwood Curve
#6 – Back Lane at Torwood
#7 – Barnham Cresent
#8 – Chisolm Bay
(Intersection coverage will be reviewed and adjusted based on traffic
and need)
Please remember to cross at designated cross walks and to always
check for traffic.

Students must bring their own bag lunches containing no nuts or fish
products, and are asked not to share their lunches.
Note: Students involved in special noon hour activities (Choir,
Intramural, etc.) will not have lunch room privileges
(unless paying the regular lunch program
fee), although milk will be available for
purchasing at 10 cents.

Weather Guidelines
Newsletters, Website, School Notices and Media
Should the weather be inclement or the wind-chill below –27° C,
students will be kept indoors. There are days when the school bus
transportation may be cancelled if the temperature is –45° C (with
wind-chill), but schools will remain open. The decision to cancel the bus
transportation will be made by the Chief Superintendent in consultation
with WSD Board Chair.
Prairie Rose School sends home a monthly newsletter with the students
at the beginning of every month. The newsletter is also available for
viewing online at www.winnipegsd.ca/schools/Prairie Rose. Newsletters
are also available at the office. School notices of upcoming events, field
trips or exciting announcements go home throughout the year. Parent/
guardians are asked to fill out a media consent form for their child,
according to Policy KBAA-E1. Once consent has been given, the child
has permission for media covered events. Should media attend a
school event involving Prairie Rose students, notes are sent home to
the parents/guardians informing them that their children may appear in
the media. You may change your consent at any time by contacting the
school principal.
Please listen carefully to updated radio broadcasts on the following
radio stations; CBC - Radio/French, CJOB, CTV News, 92 CITI FM,
94.3 FM, 99.9 BOB FM, Q94 FM, 1290 CFRW, QX 104 FM, Hot 103.1

website.
Lost & Found
The Lost & Found is located in the Parent Room. Please label all of
your child’s personal belongings and supplies to ensure that they can
be returned in the event that items are lost. All clothing items not
claimed will be donated to a local charity before the holiday breaks December, March, and June.
Toys, Cellular Phones and Other Valuables
Bicycles, Skateboards, Inline Skates and Scooters
Field Trips
General field trip and other permission forms are completed by parent/
guardians when the student is first registered at Prairie Rose School.
Students will be asked to return the signed forms to their classroom
teachers. Reminders will go home throughout the year regarding field
trips including details of each excursion.
Toys, cellular phones, iPods, electronics, scented products, trading
items, hairspray, video games or other valuables are not permitted at
school. The school does not take responsibility if these items are lost,
stolen or traded by your child. Bicycles brought to school are to be
locked on the bicycle rack. Students must bring their own locks.

Assemblies
Visitors
Every Day 5 from 2:20 to 2:55 p.m. the students, teachers, and staff
join for a school wide assembly. We come together as a community to
celebrate accomplishments, share achievements, watch students
perform, and recognize successes. Parents are always invited to attend
our assemblies.
All parents, guardians, and visitors coming into the school are required
to report to the office. Should you require your child before regular
dismissal, we ask that you inform the office. Your child will meet you in
the office to ensure his/her safety and reduce classroom disruptions.
Parents/guardians are requested to use the sign-out procedure in the
office at that time.
School Dress Code
Students must be dressed appropriately at all times at Prairie Rose
School. Short shorts, spaghetti strap tops, halter tops, tube tops, short
tops, or any other type of top that exposes the midriff or bare back are
not acceptable at Prairie Rose School. Hats and any other headwear
are to be removed as students enter the building, unless worn for
religious reasons. T-Shirts or clothing with inappropriate language,
sentiment or images are also unacceptable.
Telephone Use and Phone Messages
Parents/guardians are asked to make arrangements for after school
child care pick-up and after school activities, etc. with their children
before the start of the school day, unless, of course, an emergency
arises. Students will not be allowed to use the telephone to make after
school play or community club arrangements.
Child Guardianship
It is required that the school's office be updated on current legal
guardianship for students, court orders and/or visitation orders.
A current copy is to be brought to the office to assist the school in
following the document’s written procedures. Please inform the
school’s office and classroom teacher of any change in student
contact information.
Public Health Nurse do we have one
Ms Charan, Public Health Nurse, from the Winnipeg Regional Health
Authority, is available to the school upon request. She is able to assist
with health and medical concerns. She is also responsible for holding
immunization clinics as needed. Further information is available from
the school’s office.

Vehicle Pick Up & Drop Off
For the safety of all children, we ask that if you drop off or pick your
child up by vehicle that they use the designated crosswalks.
In the interest of safety for Prairie Rose students, parents are
requested NOT to use the staff parking lot as a drop off and pick up
area before school in the morning nor at dismissal times.
We also request that parents do not use the lot as casual parking.
Thank you for your cooperation in providing safety for all of our
students.
EMERGENCIES
Safety & Emergency Procedures
The Winnipeg School Division and Prairie Rose School believe the
safety and security of students and staff are first priorities. While
schools cannot prevent crisis situations they can be prepared to
respond quickly, efficiently, and appropriately to ensure the safety of
students and staff members when situations occur.
Throughout the school year, the students and staff of Prairie Rose
School will be practicing parts of the Crisis Response Plan. Below is a
list of the three procedures that will be practiced with a brief description.
Fire Drills
The students and staff will practice the fire evacuation procedure with
ten fire drills throughout the school year.
Lockdown/Hold and Secure
All students and staff will rehearse a lockdown or lockout of the building
three times per year. A reminder may be posted in the newsletter
before the first of these practices, but not all practices will be
announced.
In a Lockdown all students, teachers, and guests are locked in their
classrooms and remain quiet until the “all clear” is given. A lockdown
occurs when it is deemed appropriate and necessary to ensure the
safety of all students and staff in the building by keeping them inside
the school in a secured, safe environment.
A Hold and Secure occurs when a response is necessary to secure the
school to prevent unauthorized entry to the school building. Students
and staff in the building may be permitted limited movement, depending
on the circumstances of the incident.

Evacuations
A school evacuation occurs when it is deemed appropriate and
necessary to ensure the safety of all students and staff by leaving
the building. Parents will be notified before we have a school
evacuation practice that will include more details and dates. In an
actual, or practice, evacuation, students will be taken to
Garden Grove School at 2340 Burrows Avenue. 204-633-6477.

Students with severe allergies are initially identified by parents/
guardians through the school registration form. Students that have life
threatening allergies require a health care plan. The school must be
provided with any Epi-Pens or medications that are required in the
event of an emergency. They must be clearly labeled with the child’s
prescription and doctor’s instructions.
Due to students with life threatening allergies, we ask that you do
not send nut products to school.

SPECIAL HEALTH CARE NEEDS
Please notify your child’s classroom teacher, resource teacher or the
office if your child has any health care concerns or allergies. Health
Care Plans are required for students who bring medication,
Epi-Pens, Inhalers, etc.

Administering Medication During School Hours
In accordance with the Winnipeg School Division Policy JHCD, no
medication of any kind is to be in the student’s possession at any
time. Should it be required that the medication be administered to a
student at school, a written health care plan will be developed and
reviewed by the public health nurse, appropriate school staff, along
with the parent/guardian and then signed. Prescribed medication
from a physician must be in its original labeled container and will be
stored in a locked cabinet.
Life Threatening Allergies/Nut Policy
Student Accidents & Injuries
You will be notified by telephone of any serious injury to your child
(cuts, sprains, breaks, bumps, etc.) that requires medical attention. If
we are not able to contact you during an emergency, we will contact
the emergency contacts, or send a letter home. Student Insurance
Packages will be circulated at the start of the school year. This
package provides excellent coverage in the case of an emergency or
injury. Please look over the information provided.
Physical Education
Prairie Rose School has a full time Physical Education Specialist,
Mr. Smoke. Students in Grades 1 - 6 receive Physical Education
classes 5 days out of a 6 day cycle. Students in Nursery and
Kindergarten keep active daily with their classroom teacher.

Clinical Support Services (CSS)
Clinical Support Services provides clinical services to students, families
and schools. There are four departments: Reading, Speech and
Language, Psychology and School Social Work. The primary mission
of the CSS is to provide multidisciplinary support services to school
systems for children with special needs by providing preventative,
consultative, diagnostic and intervention services. The services
provided by the Clinic shall be consistent with the most relevant
research and proven methods in regard to the delivery of the innovative
and quality educational programs. To inquire about the supports
available from CSS, please contact Mr. Romaniuk.
School Resource Officer
Prairie Rose School is fortunate to have a School Resource Officer,
Constable Kevin Chinchilla, from The Winnipeg Police Service. The
Constable is available to meet with students and assist with community
issues. Please see Mr. Romaniuk if you would like an appointment with
the Constable.
Resource/Support Teachers
Prairie Rose School has three Special Education Resource Teachers
(SERTs) Ms Fernandes, Ms. Toews and one to be hired in the fall,
who offer students and teachers support in reading, writing, fine motor,
social, emotional, behavior, and or gifted and talented programming.

Adapted Skills Program
ADAPTED SKILLS PROGRAM
The Adapted Skills Program at Prairie Rose is an inclusive,
school-wide program for students who have multiple disabilities
and/or a significant cognitive disability paired with one of the following:
- communication disability, physical disability, behaviour disorder or
unable to function independently in a regular program.
The students have intensive school supports and access to
specialized staff, which may include:
- Occupational Therapist, Physiotherapist,
Speech/Language Pathologist, Reading Clinician,
Psychologist, Social Worker, Music Therapist,
Audiologist, Aquatic Therapist, Special Education Teachers
And Educational Assistants.
Students are integrated into the regular classroom as much as
possible. Alternative programs listed below are provided to meet the
students’ unique learning needs:
- Music Therapy, Life Skills, Sensory-Motor Training, and Adapted
Aquatics
Students are provided with a program that is adapted, modified, or
individualized by the Special Education team and classroom teachers.
Outcomes may focus on:
- Academics, Cognitive Development, Communication,
Self-management, Social/Emotional Development,
Motor Development and or Life Skills.
Each child has an “IEP” (Individualized Educational Plan).

Language Centre
This is a low enrollment
classroom for children with severe
communication difficulties in one
or more areas:
- phonology-saying sounds,
expressive language-saying ideas
clearly, maintains topics, using
appropriate grammar, receptive language-understanding language
that is heard, integrating new information.
The children currently are in grades 4, 5 and 6. Supports for the
children include: A full time educational assistant and a Part-time
speech/language clinician.
The focus of the program is to develop language and communication
skills and self-confidence in speaking and all areas of communication.
Some specific areas worked on include: Development of articulation
skills, Understanding and following directions, Development of
listening skills, Comprehension/vocabulary development,
Conversation skills, Oral and written expression, and asking
questions.
The children follow an academic program based on the Manitoba
Curricula Guidelines. Adaptations are set in place to meet each
child’s individual learning needs.
Each child has an individual education plan or IEP. This plan
highlights the key learning needs that will be worked on during
the year.

Parent-Staff Advisory Council
The Prairie Rose Parent Staff Advisory Council meets during the
months of October to November and January to May. The first
meeting is the evening of Wednesday, October 5, 2016 at 4:00 p.m.
Meetings have been scheduled for the first Wednesday of each Month.
All parents/guardians are encouraged to attend. Meeting dates and
times are indicated in the monthly newsletter. As well, we try to send
out a reminder note to all families. We thank all the parents who are
able to assist via Parent Staff Advisory Council and/or volunteer
throughout the school in some capacity. Every parent/guardian of a
child at Prairie Rose is encouraged and entitled to attend these
meetings. All parents, grandparents, aunts, uncles, cousins of students
at Prairie Rose are encouraged to join the Advisory group. As well, it is
hoped that community members will attend even if they do not have
children attending the school at the present time. We encourage you to
add your thoughts to everyone else’s ideas. Hope to see you there!
Volunteers
Volunteers are welcome at Prairie Rose School. Parents who are
interested in volunteering at Prairie Rose are encouraged to speak with
Volunteer Coordinator.
Volunteers who are not parents at Prairie Rose School are required to
complete School Division Volunteer forms which include a criminal
record and child abuse registry check. These forms can be obtained
through the Winnipeg School Division Volunteer Services or from the
school’s office.

Nor’West Early Learning and Child Care Program
Nor’West Early Learning and Child Care Centre located in Prairie Rose
Elementary School provides quality care for children from 12 months to
12 years of age. We are licensed to care for pre-school, toddlers, in
rooms 114 and 115. The Before and After School Program is held in
room 107.
The childcare program runs year round. We are open on school
in-service days and on school holidays with the exception of stat
holidays and holidays accepted by the Child Day Care Office.
Pre-school and Toddler hours of operation are 7:00 a.m.-5:45 p.m.
During regular school days, our school-age program runs from 7:00
a.m.-9:00 a.m. and 3:30 p.m.-5:45 p.m. For in-service and holidays our
hours are from 7:00 a.m.-5:45 p.m.

Prairie Rose School offers a high quality education that emphasizes

Pro Social Programming
Code of Conduct
The Pro Social Program is a school wide behavioural system that
promotes a positive school community. At our weekly assemblies we
come together to celebrate as a community of learners as well as
proactively educate students on targeted skills, appropriate responses
and school wide consequences. It also helps to supplement Prairie
Rose School’s Code of Conduct. The purpose of this is to promote a
healthy school culture where high levels of achievement occur within a
positive safe and caring school environment
All Prairie Rose staff follow a consistent process in dealing with
inappropriate behaviours. Minor offenses occurring at recess such as:
play fighting, unsafe physical contact, disrespect, non-compliance, and
inappropriate language receive:

3. 5 minute wall recess and note to classroom teacher The classroom teacher will then provide a consequence taking into
account the student and the classroom management system.
The Winnipeg School Division believes that effective student
management teaches appropriate behaviours and incorporates a range
of consequences for any inappropriate behaviours. Consequences
should be based on individual needs, the degree of the problem and the
ability of the person to understand and handle the consequences. The
student will have certain roles and responsibilities to ensure a safe,
positive and caring school.
The student is asked for the following, but not limited to:
• Be polite, respectful and cooperative to all, regardless of race,
religion, gender, age, or sexual orientation. Abusive language and
aggressive behavior are unacceptable at all times.
• Attend school regularly, be on time and have all required supplies
and completed homework.
• After the dismissal bells leave the school grounds promptly.
• Dress appropriately for classes and school activities.
• Respect school property and the property of others.
• Make the most of the time in school; strive for academic excellence
through classroom participation
• Solve conflicts peacefully through discussion or by seeking help.
Bullying or abusing another person verbally, socially, physically,
psychologically, including sexual intimidation, cyberbullying (or in
any electronic form) will not be tolerated.
• Students understand the ethical, cultural, and societal issues related
to technology.
• Students practise responsible use of technology systems,

Be aware that gang involvement will not be tolerated on school
sites or at any other school sanctioned event/activity.
Follow school and Division policies respecting appropriate use of
electronic mail and the Internet, including the prohibition of material
that the school has determined to be objectionable.
Be aware that trafficking, using, possessing or being under the
influence of alcohol or illicit drug is unacceptable and will not be
tolerated.
Any physical, out of control aggression with intent to hurt and injure
where a student does not respond to adult intervention will result
in a visit to the office, an incident report filled out and parents
contacted. If the principal observes that pupil of the school has
been harmed as a result of the unacceptable conduct, the principal
will, as soon as reasonably possible, notify the pupil's parent or
guardian of the nature of the harm, the cause and steps taken to
ensure the pupil’s future safety. Administration will review the
incident and decide on a consequence and inform both parents/
guardians.

Being Proactive and Preventative:
The teaching and learning of expected behaviours forms the basis of a
proactive, preventative approach to the development of a safe and
caring learning and working environment at Prairie Rose School. Prairie
Rose School students have ample opportunities to become positive role
models and engaged in various activities and events throughout the
school year. Some of these include:
• Sports clubs and teams
• Student Leadership Team
• Student Performing Arts activities
• Guest Speakers & Performances on Preventative topics
• Winnipeg Police Services Education Officer presentations
• Winnipeg Police Services School Resource Officer Support
• Province of MB LwICT Continuum and Guidelines
• Pro Social Skills Training at school assemblies
The Pro Social Skills Training includes different components and
strategies to reinforce weekly proactive messages throughout the
school year. Monthly topics facilitated by classrooms focus on: School
rules and expectations, Bully Proofing, Cyber Safety, River Safety,
Anger Management, Impulse Control and Problem
Solving, Active Healthy Living, Empathy, Environment, Social
Justice and Bicycle Safety. These are just some of the topics
covered school wide.
Parents are encouraged to attend Monthly Parent Council
Meetings where many of the programs, events and activities are
discussed and planned.

Intervention and Support Strategies:
Prairie Rose School Staff is dedicated to keeping current in areas of
Pro Social Programming. Some examples include: Non Violent Crisis
Intervention (NVCI), Kids in the Know, Don’t Laugh at Me, Play is the
Way, Peace in the Classroom, Second Step Program, PAX and Cyber
Safety. Professional Development, training, and the acquisition of
knowledge is an ongoing commitment.
The Winnipeg School Division has created pamphlets to assist
parents/guardians on various topics:
• A Code of Conduct
• What to do when you have a problem at your child’s school
• No Ifs, Buts or Maybes - Weapons in Schools
• Internet Chat Rooms and Instant Messaging
• Making a Difference in Bullying
• Moving is a Risky Business
These pamphlets are distributed during the Meet the Staff Evening in
September or are available upon request from the school’s office.
The School Support Team may consult with divisional support personnel
when developing an intervention plan or requiring additional supports,
involving the parent/guardian and the student in the process.
Students who are frequently having difficulties will also require a
Behaviour Plan as a proactive measure. Child Guidance Clinicians are
also available to support the student. The Winnipeg Police Service’s
School Resource Officer is available if deemed appropriate. To inquire

Education for Sustainable Development
To strengthen and enhance Education for Sustainable Development
initiatives that address environment, social and economic issues
worldwide will be explored and promoted.
Active Healthy School
Prairie Rose School is in compliance with the Winnipeg School Division
Nutrition Policy IGAE. Students receive nutrition education and are
encouraged to make good food and active healthy lifestyle choices.
Food at Prairie Rose School celebrations are healthy and multi-ethnic in
nature.

Information and Communication Technology
Prairie Rose School has a state of the art computer lab and all students
have access to computers. Many opportunities are offered for students
to learn and apply current skills in technology. All students from grades
one to six receive direct instruction in the Computer Lab, at least once a
cycle. Prairie Rose School will continue enriching the students’
knowledge of Literacy with Information and Communication Technology
according to the provincial curriculum.
Daily Attendance
Following the guidelines on attendance by Manitoba Education, Prairie
Rose School strives to keep the attendance rate over 90% by
continuing to support school attendance initiatives as well as
participation rates in school based activities. Together we will do all that
is required to have students attend school daily and on time.
Library
Prairie Rose School has a part time library clerk Ms. Kollar who also
assists students with book and research selections. In addition to book
and student work, the library also contains a computer pod, big screen
television, audiovisual equipment, professional resources. Everyone is
reminded to provide and care and handle all library material carefully so
that others will be able to enjoy and experience the same book or
materials for many years.
