The purpose of this report is to provide a
summary of financial information concerning
Nobles County for interested citizens. Questions
about this report should be directed to: Melvin J.

Administrator’s Office, 315 Tenth Street,
Worthington, MN.
A USER’S GUIDE TO COUNTY FINANCIAL
STATEMENTS:
The following definitions will help citizens understand the terminology that is used in the
County’s Financial Statement.
COUNTY GOVERNMENTAL FUND TYPES
The General Fund is the general operating fund
of the County. It is used to account for all financial
resources except those required to be accounted
for in another fund.
The Special Revenue Funds are used to
account for the proceeds of specific revenue
sources (other than major capital projects or
expendable trusts) that are legally restricted to
expenditures for specific purposes.
The Debt Service Fund is used to account for
the accumulation of resources for, and the
payment of principle, interest, and related costs of
general obligation bonds.
The Capital Projects Funds are used to
account for financial resources to be used for the
acquisition or construction of major capital
facilities.
COUNTY FIDUCIARY FUNDS
The Trust and Agency Funds are used to
account for assets held by the County as a trustee
or agent for individuals, private organizations, other
governments, or other funds. These include
expendable trust and agency funds. Expendable
trust funds are accounted for and reported similarly
to governmental funds.
Agency funds are
custodial in nature (assets equal liabilities) and do
not involve measurement of results of operations.
COUNTY ACCOUNT GROUPS
The General Fixed Assets Account Group is
used to record the County’s fixed assets.
The General Long-Term Debt Account Group
is used to record the County’s long-term liabilities.

EXPENDITURES
Current Expenditures include all expenditures
other than capital outlays.
General government activities include
expenditures for general County activities such as
the County Commissioner’s salaries and
expenses, the County Administration Office, the
County Attorney’s Office, the County AuditorTreasurer’s Office, the County Assessor’s Office,
the Judicial Offices, the County Recorder’s Office,
the Veterans Services Office, and other County
general service offices.
Public Safety activities include expenditures for
corrections activities, civil defense, the operation of
the Sheriff’s Office and the County Jail.
Highways and Streets activities include
expenditures for highway department construction
and maintenance programs.
Sanitation activities include expenditures for
County solid waste collection and disposal
programs, including County-subsidized recycling
programs.
Human
Services
activities
includes
expenditures for programs such as chemical
dependency treatment program, and child
protection services.
Health activities include expenditures for the
County public health department, including
inoculation programs, home health aid services,
and programs to protect public and private drinking
water systems.
Culture and Recreation activities include
expenditures for tourism, the Historical Society, the
County Fair, recreation programs, and the
development and maintenance of the County park
facilities.
Conservation of Natural Resources activities
include expenditures for County water
management, agriculture inspection, soil and water
conservation and the County Extension Office.
Economic Development activities include
expenditures for economic development programs.
Intergovernmental
activities
include
appropriations to joint powers entities.
