BOARD PRESIDENT’S REPORT
Starting Point
As I come to the end of this OPA board year, I want to
take this time to thank the members for the opportunity
to serve on the Board and as president for four years. It
has been a privilege.
While there are many updates and much information
contained in this newsletter, in my segment I want to
Tom Terry
take stock of the status of our organization and highlight
some changes. One of my favorite sayings is, “Do Not Change Your Starting
Point”. If you keep changing your starting point, you will not know if you have, or
have not, made progress.
When I joined the Board of the OPA, we were following a year of turmoil. The
OPA had just replaced its general manager, but under Bill Rakow’s leadership,
it succeeded in having a positive financial year. Bill’s term as president followed
three previous consecutive years of losses aggregating $499,814 dollars, resulting
in a huge deficit for our OPA operating fund. Additionally, our roads resurfacing
program was significantly impacted by a loss of almost $500,000 dollars of annual
funding from the state of Maryland. This loss continues to this day.
Within the first few days of being in office, I was notified that the OPA had lost
the ten-year-old IRS issue regarding the taxability of the beach parking operations.
I was informed it was generally estimated that this issue would cost the Association
one million dollars. The management of this issue over the next two years included
multiple legal steps, but culminated in a final Board decision not to appeal to the
U.S. Supreme Court. This led to a $459,000 non-recurring expense in the FY 2012
financial statements (not the expected one million dollar loss).
We also had many amenities that were over 40 years old. Some had
significantly deteriorated and needed major maintenance, refurbishment, or
replacement. There was also a lack of financial foundation fully in place to address
the capital needs of the organization. Further, we had just seen the long-standing
positive relationship between the Ocean Pines Volunteer Fire Department
(OPVFD) and the OPA evaporate.
So there we were at our Starting Point, with a new GM, an IRS case, limited
financial foundation, a left over substantial deficit, amenities needing serious
attention and investments, endless stacks of reports and studies that had led to very
limited action, and state funding of OPA roads virtually gone. The relationship
between the OPA and OPVFD was in peril and our newly built Community
Center was closing at 5:00 pm every day and was closed on the weekends.
Over the last four years, through the execution of our plan to eliminate the prior
accumulated deficit of almost $500,000, we have reduced the deficit by 90%.
Since our Starting Point, including FY 2014 preliminary numbers, we have
had three of the last four years end with positive results to the operating budget.
The one year where we fell short on operating results was primarily due to the
OPA finally addressing the need to maintain and refurbish one of its founding
and primary assets, the golf course. Based on three separate independent
evaluations, we made the difficult decision to protect this key asset, utilizing the
best long-term solution.
Taking that action to protect that investment resulted in the golf course being
limited to a nine-hole course for an extended period of time, which greatly
impacted its marketability and had a significant negative (continued on page 11)

—For All Emergencies Dial 911—
Summer has arrived and we are in full swing with lots
of great things happening. Let’s begin with the new
Yacht Club! We opened on Memorial Day weekend as
promised. We met our commitments for our scheduled
events as promised. As a matter of fact, we have already
hosted 9 events including 5 weddings. Additionally,
we have a wedding scheduled at our new facility every
Bob Thompson Saturday from now until 1 November (except for the
4th of July weekend) and we have over 75 upcoming events or activities on
the schedule moving forward! It is very exciting to see the enthusiasm and
patronage from our membership and guests.
The really awesome part, which unfortunately most will never see, is how hard
the entire team worked to pull it all together. From Public Works jumping in to
assist with site work and landscaping, our PR & Marketing team assisting with
décor and menus or our Accounting Department assisting with last minute
payroll and set up challenges, the entire team pulled together to ensure we
opened on time. I also think it is important to point out the continuous
accolades that I have heard about the quality and consistency of the food coming
out of the kitchen. Thanks to Chef Tim, Chef Rob and the entire kitchen team
for their efforts! It is also great to hear all the positive comments about the
level of service our membership and guests have been receiving. While there
have been mistakes made (and you know I have heard about it) and we still have
many things to work on, like getting the Tiki Bar open, we are definitely off to
a great start with our new facility. Thank you all for your past support to allow
us to get the new facility built. Thank you for your support and patronage in the
short time we have been open. After several years of intense focus to get to this
point, it is very exciting to have so many of you coming out to enjoy yourselves
at your new facility.
AQUATICS
There are so many new things happening with Aquatics right now, starting with
our new Aquatics Director, Colby Phillips. With over 20 years of experience
with the Ocean City Beach Patrol and many years teaching swim classes here in
Ocean Pines, Colby will be a great addition to our Aquatics Department. Other
great changes you’ll want to check out include an expanded patio space and
all new furniture at the Yacht Club Pool, the new Splash Pad at the Swim and
Racquet Club and the changes to the Mumford Pool including the zero-entry
feature at the baby pool and the improved fence around the facility. Over the
next couple of weeks the Beach Club pool will also be receiving an upgraded
fence that will not only look great, it will allow more airflow during the really
hot summer days! In addition to all of our regular programs, you will want to
check out some of our new additions, like our new Jr. Life Guarding classes,
Kids Water Aerobics, Water ZUMBA, or our RUSTY WORKS class.
GOLF
Our golf course has received a lot of scrutiny from our membership and the
Board for losses over the last two years. With the financial losses, this type of
questioning and scrutiny is certainly expected. Unfortunately what seems to get
lost is the fact that we had anticipated additional losses when the work on the
greens was approved. We are fortunate that the majority of the current Board
recognizes the significant financial investments recently made (continued on page 11)

During the 14 years I have lived here I have seen great
progress but at times I have asked at what cost.
Using the above mentioned professional experience, I
hope to help Ocean Pines move in the future in a more cost
effective manner. At the same time I want the citizens of
Ocean Pines including my family to continue to enjoy all
of the wonderful amenities that originally attracted us to
this Eastern Shore community.

years. We moved here full-time
in 2001 and became actively involved in community affairs.
My career was in defense systems engineering, performing
planning, budgeting and operations management. I served
on The Parke Board through a smooth developer/resident
transition. I was elected to the OPA Board in 2007 serving
as Treasurer and President. These three years were filled
with many accomplishments, including a new Community
Center, Fire Station, Skate Park and a renovated S&R
Club pool and Tennis Facility. A Task Force was formed
with open and inclusive meetings and we developed a
specific plan for funding future facility needs. In 2010 I was
reelected. By contrast, the next three years were marked by
closed deliberations, presentations with more polish than
substance, unbudgeted capital expenditures and reports that
emphasized the “positive” rather than the truth. There was
a singular lack of accomplishment and Board responsibility
for governance was turned over to Management. Term
limits prevented me from running last year and I moved
into other volunteer pursuits. However, I was persuaded
by many members that change is needed and I think they
deserve the opportunity to see it happen.
My name is Jeff Knepper
and I am running for a seat
on the Ocean Pines Board of
Directors. My wife and I have owned property here since
2000 and lived in Colonial Village full time since 2006. I
have worked for major U.S. corporations my entire adult
life and will bring the knowledge and discipline learned
there to my work here. I am a fiscal conservative, which
means that I spend money wisely and believe that our
assessments must be as low as is consistent with that
principle. I am a member of the first Board of Directors
to lower Association dues since OPA was founded and I
was a leader in that effort. I am considered an expert in
the application of technology to business operations and
will use that expertise as we make needed upgrades to our

added to the fact that Ocean Pines has its own governance
with fully staffed police and fire departments.
Another and perhaps most important factor in our
choosing Ocean Pines was the diversity of the homes and
the people living in them. My wife and I have lived in
five different communities in our married life and we have
never seen homes ranging in value from $100,000 to over
$1 million dollars in the same community. While keeping
architectural integrity, Ocean Pines homeowners have a
great deal of latitude on the size and style of their homes.
When you ride up and down Ocean Parkway or duck in
and out of the side streets, you will be amazed as we were
about the collective tastes of our population.
The final factor is the citizens of Ocean Pines. We may
disagree on how things should be run here in the Pines but
I think that most, if not all, of us love living here. I am glad
we came here in 2000 and we plan to stay.
When I was asked this same question
four years ago, my visiting 13-year-old
grandson said, “Grandpa, tell them
that it’s beautiful, and full of nature
and near the beach with lots of things
to do.” I still can’t improve much on
that answer, but I would add “the

people.” For a community our size we
are remarkably diverse in age, education and economic
status and half of the members of our Association do not
live here full time. Mary and I consider this diversity a
strong positive, but we also realize that it is a challenge to
govern when everyone does not have the same needs and
priorities. Perhaps it is this diversity that helps foster the
tremendous volunteer spirit within Ocean Pines and the
boost that it gives to our community’s social, educational,
and healthcare systems.

2. What Is Your History Of Community Involvement
Within Ocean Pines And In Other Communities?
I assisted my wife in community
involvement in both the Stone Gate area
and at Manor Country Club. In the last
years of my corporate life as divisional
sales manager, I was required to travel 2
weeks every month. Then later, I spent
10-12 hours daily building my own

companies. Even with this schedule, I
managed to coach my children’s sports teams for over 10 years.
My community involvement in Ocean
Pines since we arrived in 2000 has been
mainly with my church, Community
Church at Ocean Pines. Since my
arrival, I have been in the Chancel Choir
and I have chaired several committees,
such as Worship and Stewardship.
Most recently I became a Stephen
PAT RENAUD
Leader after being a Stephen Minister
for over 20 years Currently, I am also serving as a volunteer
docent for the Ward Museum in Salisbury MD. My one
association with the OPA was as an unpaid consultant
concerning their employee benefit programs in 2007.
Outside of Ocean Pines, I was a member and
chairman of the Maryland Healthcare Coalition Board
for 16 years. Additionally, I was the general manager of
operations employed by the Local Government Insurance
Trust Board for 4 years. The combination of these two
different experiences gives me a unique perspective on the
dynamic that occurs between the Board and our general
manager. Besides the above-mentioned groups, I was on
the Board of Directors for the State and Local Government
Benefits Association; the Board of Directors for the MidAtlantic Business Group on Health and the Board of
Trustees for the Maryland Boards of Education as well as
the Governor’s Expert Panel on Drug Abuse.
My history of community involvement
includes serving on the Board of
Directors for the last 3 years. I have
held the positions of treasurer and
secretary of the organization and
have been the liaison to the Aquatics,
Environment and Natural Assets,
TERRI MOHR
Budget and Finance, Parks and
Recreation and Parks committees. I have participated
in many area volunteer activities including the Penguin
Swim, Susan Komen Race for the Cure and the American
Cancer Society Relay for Life. I am a former director of
two Chambers of Commerce in Anne Arundel County,
MD as well as a former member of the Rotary Club.
My wife and I have owned property in
Ocean Pines since 2000, and lived here
full time since 2006. For a short time
(2008-2011) we resided in Florida
so my daughter could complete her
college education. Since 2006, I have
attended virtually every meeting of the
JEFF KNEPPER
Board of Directors either in person or
by means of the internet. I have made public comments to
the Board on a number of occasions. In 2007 or so, I was
a member of the committee examining the development
of goal setting training for OPA staff. I have also served
on the General Manager’s Contract Review Group.
This group reviews major OPA contracts before they are
concluded and makes recommendations for the protection
of OPA’s interests to the GM. As a current member of
the Board of Directors, I am the designated liaison to the
Comprehensive Plan and Bylaws committees. Both before
and while on the Board, I have contributed significantly to
the planning part of the project to replace and upgrade our
information systems.
Prior to sitting out last year due to term
limits, I served for six years on the Ocean
Pines Board (2007-2013).I was appointed
treasurer in the first year and president
in the second. Before that I served for
four years on the Board of Directors of
the Parke and was president for the last

two during a very successful developerto-homeowner transition. (The Parke is a 503-home, over55 community with a $1M+ annual budget.) At the end
of my last Board term in 2013, Mary and I expanded our
involvement with the Mid-Atlantic Symphony Orchestra
(MSO) and I am currently serving as acting president.

3. How Would You Recommend The Board Of Directors
And OPA Administration Address Our Community’s
Aging Infrastructure?
Identify them, prioritize them and
resolve these situations in specific time
periods. In the last four years, emphasis
has been placed on amenities more
than site improvement. Assessments
and dues are paid by residents to care
for the infrastructure of roads, bridges
LAWRENCE LEE
and buildings. The new Yacht Club, the
cost of which has not been fully stated, is in my opinion
a financial mistake. We were led to believe that the cost
of this amenity would be 4.7 million. I believe the total
cost of the Yacht Club, including new kitchen, pool and
movement of gas tank, will be in excess of $1 million over
the initial price. Other communities in our area will be
developed. Let the Board be responsible for our own
residents and land owners, not to builders and developers.
Part of the aging infrastructure problem
has been addressed with the building of
our new Yacht Club. There was a lot
of happiness and backslapping among
the current Board members and general
manager for this accomplishment.
Some would like to see us rush into
solving the aging infrastructure problem
PAT RENAUD
of the Country Club the same way we
solved the Yacht Club problem. My feeling is that we need
to redirect our efforts elsewhere.
Instead of focusing on highly visible projects like the
Country Club, we should be spending most of our time
and money on finding a solution to fixing our deteriorating
roads and inadequate drainage systems. Last year in the
fall the Board decided to form a blue-ribbon panel to assist
the OPA in finding that solution. Such a panel of state,
county and private sector experts finally met for the first
time in March to review and comment on the problems.
Although there was no recommendation out of this first
meeting, it was agreed upon by all parties to meet again
to continue the process. There has not been any further
meeting scheduled at this date.
If I am elected, I will make this very important issue
a priority and further meetings will be scheduled until a
recommended resolution is made.
The Board and General Manager have
gotten off to a good start. We are
developing a comprehensive plan to
address all of our aging amenities and
infrastructure and have been able to
successfully address two of our major
amenities in the last three years – the
TERRI MOHR
Yacht Club and the golf greens. We
are poised to continue our process of positive progress as
we address issues such as drainage, aging facilities, and
information technology needs.
The best way to address our aging
infrastructure is to understand what
is required, understand the options
available to us, understand the time
frame when changes are needed, plan
for doing appropriate maintenance or
replacement, and then execute those
JEFF KNEPPER
plans effectively. Part of our issue
with this stuff comes from the fact that over the years we
have chosen to keep assessments low and have not, in my
opinion, maintained our assets properly. We now have a
listing of our major assets and a sense of when they need to
be maintained or replaced. We must keep that document
current and plan through our budgeting process to either
execute or abandon those plans, as appropriate.
Certainly not in the way that it has
been done (or not been done) over
the last four years. I will start with a
determination of how we will pay for
capital improvements as we go forward.
How long can we continue to “borrow
from ourselves” by depleting reserves
DAVE STEVENS
intended for other purposes? After
being told that the construction of the new Yacht Club
would be paid for out of the funds collected through the
5-Plan, we now know that collection for that purpose won’t
be completed for another three years. At the same time

Small team, drawn from the community, appointed by the

do not believe it can or should be done by the GM and his
staff, although their active participation is essential.
One thing that has happened in the past, and will happen
again if we allow it, is to confuse an actual need for aging
infrastructure upgrade with speculative business initiatives
designed to lower continuing amenity losses. Our reserves
are not a venture capital fund.

Our three principle amenities all saw a significant negative
variance in revenues during this period. Golf was affected by the
uncertainty of when it was going to open for a full 18
holes. Aquatics suffered because of the construction of the new
Yacht Club Pool and it’s late summer opening. And of course the
Yacht Club with it’s deteriorated condition and eventual early
closing all contributed to the shortfall in revenues. Management

What that means for us today is that

Package play is dramatically
increasing. While rounds of golf and

very aggressive budget numbers agreed

on revenue.
The actions led to a couple years large financial losses in golf, but also led to the
OPA now having one of the best golf courses in the area. While it is clear the
ongoing financial results of golf are not even close to the level where this amenity
needs to be, it has improved its performance by 40% over last year. Much more
work is needed to address the management of golf operations. This is an area
where the results have not been what we expected, or will accept.
At our starting point we made the commitment that the amenities of our
organization must be properly maintained. To this end we have hired a facilities
manager focused on facility repair, evaluation and planning. The Beach Club was
found to be inadequately maintained, with the second floor being virtually unused.
With a major cleaning of the second floor being achieved, and with the addition
of air-conditioning, it will now be more useable. This does not mean that facility
is adequate. Even though maintenance has occurred in the bathhouse, it will still
require major refurbishment.
The Country Club was, and is, in need of major attention, with the heating, air
conditioning and other equipment frequently failing. Further, the building needed
to be better maintained. There is only so much that can be done to the 40 plus
year old Country Club building. In many ways, while having different problems, it
is in a similar condition to the old Yacht Club.
The condition of the old Yacht Club was another inherited situation, where
decisions needed to be made and action taken. After years of indecision of
which building to address first, the Yacht Club or the Country Club, the Board
worked through a long and detailed assessment of the situation (continued on page 13)

One of the issues most recently
receiving more attention is the impact
of unmaintained member properties
and vehicles. While good processes
and approaches were designed by
previous Boards, these guidelines did
not completely address the need for the
financial commitment of the OPA to
take action to repair and/or refurbish
dilapidated houses where the OPA
might not be able to recoup the cost.
Further, these guidelines, unfortunately,
do not fully address repetitive violations
from the same OPA member. The OPA
team is currently evaluating the policy
changes that will be needed for the
OPA to fully commit to moving on
these eyesores.
We have made numerous changes
to the communications with our
members since our Starting Point. We
have added a highly utilized E-Blast
system to keep our members informed.
This is aligned with a newly designed
and more user-friendly website
for accessing information by our
members. The quarterly newsletter has
also moved from being a cost to our
members to having virtually all costs
covered by advertisement income.
We also expanded the openness
of the organization by not only
recording Board meetings, but also
streaming them live (continued on page 15)

to allow even more access to the
decision-making processes. An effort has also been made over
recent years to re-energize the effectiveness and collaboration
with Members via the Advisory Committees, to broaden
opportunities for Member input in OPA decisions and plans.
So, have we taken action since our Starting Point? Have
we moved in the right direction? Are we going to continue in
the right direction?
Do we want to go back to the days where we failed to adequately
fund needed maintenance and capital financial foundation
creation in order to keep assessments low? While such actions
may have temporarily held the assessments down, it led to our
facilities and amenities being inadequately maintained to the
point where some cannot be refurbished, but must be replaced.
Since the Starting Point, we have seen the Board receive
capital investment proposals from the GM and vote for
the priority ranking of amenities and facilities, as relating
to when they need to be addressed. In alignment with that
work, the Board and the GM have focused on the decision
making process to avoid continuous repetitive studies, which,
in the past, may have been duplicative and did not necessarily
lead to timely action being taken.
On another level, I am told, in the past, Boards have had
a very negative, conflicting relationship with the General
Manager (GM) position, which caused confusion and stress
We
in the organization. This has led to a change in the GM more
than once. Many believe constant changes in a key position
like the GM are not healthy for any organization. Since
our Starting Point, we have seen an evolution to having the
Board assume a collaborative working relationship with the
GM. Having a positive working relationship, which avoids
constant public conflict, does not mean the Board has lost its
position. In fact, if the GM were continuously bringing forth
ideas and plans that had to be rejected by the Board, it would
be the sign of a much different problem.
Even with this evolution, the Board still establishes,
and then communicates to the (continued on page 16)

its priorities, and then extensively reviews a very detailed
budget. Additionally, even if items are already in the budget,
the Board reviews and makes the decisions on significant
individual capital expenditures (over $15K). The Board also
receives programmatic proposals from the GM and the OPA
team to evaluate and approve, modify or reject.
The most recent Board has continued the move away
from the old concept that the Board should make all the
decisions and then simply instruct the GM in the actions
needed for implementation. This new collaborative approach
has supported more OPA members, Board and GM input on
issues. The old approach actually positioned the Board to decide

• The amenities were budgeted in FY 2014 to have an excess of revenues
Aquatics: Revenues were budgeted to increase 7%, but actually declined
4% from the prior year, undoubtedly reflecting the delayed opening of
the Yacht Club pool. Although membership dues were budgeted at the
prior year’s level, they actually declined 19%. Swim class revenues and cash
fees exceeded budget and were sharply higher than the prior year.
Yacht Club: The FY 2014 Budget, prepared in December of 2012, reflected
the opening of the New Yacht Club in early April of 2014.The actual
negative budget variance for the month of April was $77,000 of the total
FY 2014 negative variance of $97,000.
Summary Comments:
The Operating Fund’s positive variance to Budget marks the fourth
time in the last five years that the operating performance was better than
budgeted. The actual results, exclusive of the $459,000 Non-Recurring
Charge in FY 2012 for the cumulative financial impact of the 10-year old IRS
Beach Parking issue, are as follows:
FY 2010: $174,862 FY 2011: $38,212 FY 2012: $151,348 FY 2013: $(441,806),

• Renewed the Beach Club, and re-energized golf (and established golf goals that must be met);
• Significantly reduced the inherited deficits, and established a strong financial foundation for ongoing and necessary capital improvement projects
• Evolved the Board’s working relationship with the GM and OPA staff and worked to expand the inclusion of members in decision making
• Improved and expanded communications with our members
• Dedicated casino dollars for road resurfacing
• Seen the GM evaluate and make changes to key staff positions and worked to improve overall operational control and management
• Initiated the development of plans for the addition of paddle and pickleball courts, as well as improvements to the boat ramps
• Collaborated with the OPVFD to increase stability and predictability of their
funding while still resulting in a $352,000 decrease in expense to OPA since FY
2010 due to the OPVFD billing insurance companies for EMS Services
I believe this paints a picture of an organization and
community that has overcome challenges and is alive and
well as it looks to the future.
It has been an interesting four years and I thank you for
the opportunity to serve.
Please remember to vote in the upcoming OPA election.
It is only through your vote that we can continue the positive
direction of our community and organization.

Thanks to our residents for helping us be ranked as one of the
safest communities in Maryland. Keep up the great work! We are
always looking for volunteers. For more information on how to
help, call 410.641.7747 or email [email protected]. We
cannot let our guard down when it comes to crime. Always lock
your car, home and boat. Be careful of phone and email scams.
Never drink and drive.
Prescription drug abuse is on the rise across the nation and
people become desperate to get their hands on prescribed drugs.
So remember to discard your prescription drugs safely. Many
residents have old, expired prescription drugs and pill bottles of
which they should dispose. To safely rid your home of these items,
our Police Department, in conjunction with the Worcester
County Sheriff ’s Department, have installed a prescription drop
box in our Police Department lobby. This drop box, funded by
the National Association of Drug Diversion Investigators, is
available 24/7 for residents to safely dispose of prescription
drugs they no longer need. The box is
regularly emptied by the Worcester

GREEN STREET
by the Environment & Natural Assets Advisory Committee
Water, Water Everywhere
Stormwater management was a significant
topic of discussion at the recent OP
candidates’ forum. Roadside ditches
are the typical means for providing
flood control for roads, but if not managed
optimally, these ditches can contribute to
flooding and water pollution. Roadside
ditches, swales or similar drainage features
are installed to move water from
rain and runoff from the road to a pond, creek,
or other waterway. In Ocean Pines, this water is typically
moved from the roadway ditches to our canals and
then to the river and bays.
What Constitutes a Good Ditch?
• Shallow, wet ditches remove nutrients and settle out
sediments better than deep, narrow ditches.
• Stable, vegetated ditch sides prevent erosion.
• Small pools, if it is possible to provide them, trap
sediment.
• Should trees be removed from a roadside area, stumps
should be left in place to prevent erosion and retain
stability unless drainage is impeded.
• Grass buffers adjacent to a ditch/drainage area help
reduce erosion, therefore reducing the need for
maintenance. A wide, shallow drainage area can
reduce erosion and control sediments.
How Can Citizens Help Reduce
Flooding and Contribute to
Better Water Quality?
Recognizing the purpose of the roadside
drainage system and qualities of effective
environmentally friendly drainage is the first step.
Landowners (and homeowners associations)
should NOT:
• Scrape, dig or excessively mow, exposing bare soil, as
this can contribute to erosion and sediment
pollution. A deeper ditch is not a better ditch!
• Fertilize or apply herbicides, as this may pollute
water.
• Place any extraneous materials in the ditch
including: yard debris such as grass clippings or leaves, landscaping such as trees or rocks, or
pavement as this may impede road drainage.
Landowners (and homeowners associations)
SHOULD: Use absorptive materials for parking
areas and driveways and screened rainbarrels for
downspouts to further reduce runoff.
**The Environment and Natural Assets Advisory
Committee of Ocean Pines would like to thank
AMERICAN WATER, a publicly traded U.S. water
and wastewater utility company, for the environmental
grant they awarded to Ocean Pines to plant beach
grasses at the Swim & Racquet Club.
But What About Mosquitoes?
Unfortunately, mosquitoes are part of life on the coast.
Mosquitoes breed best in standing water without natural
predators. The best example of this is a household or
garden container left about that fills with rainwater.
Ditches that drain within 30 hours of a storm event
will not breed mosquitoes. Some ditches provide some
habitat for mosquito predators, such as frogs and fish,
which can minimize the mosquito population.

Ocean Pines Boat Club’s Festival of Boats – July 26
Members of the Ocean Pines Boat Club continue to plan
activities and events for the Festival of Boats scheduled for July
26, 2014. A community day of family fun and entertainment
with games, balloon-making clowns and Kiwanis Club hot
dogs just some of the events planned.
The day’s happenings will begin at high noon at Pintail Park,
where the boats will begin to line up. Everyone is invited to
bring chairs, perhaps pack a picnic lunch, bring a cooler and
enjoy the festivities. The Kiwanis Club will start cooking its
famous hot dogs which, along with soft drinks, will be on
sale until 4:00pm. The boats will begin to leave Pintail Park
at 2:00pm. They will be sequenced into the charted route and
will eventually pass by the judge’s station located at the end
of the Grand Canal close to Ocean Parkway.
Plans are being formulated for additional festivities following
the judging. Prizes will be awarded in four categories: 1st, 2nd,
and 3rd in each category as well as a Grand Prize for Best in
Show. To qualify, boats must be decorated, costumes should
be worn and music should be supplied if possible. The theme
this year is “Fantasy,” which covers just about everything
imaginable. Participation in the Festival of Boats is open
to all Ocean Pines residents, organizations, and businesses.
Ocean Pines Chamber of Commerce businesses that would
like to participate in the parade and advertise their businesses
are most welcome. Time is passing quickly, so if you are
interested in participating in this year’s Festival of Boats,
either as a volunteer or as a boat entry, please do not hesitate.
Sign up as soon as possible. Please visit the Ocean Pines
Boat Club website opboatclub.org for a registration form
or contact Steve Stein at [email protected] (410.641.8930),
or Fred Heinlen at [email protected] (410.208.3165) for
additional information.
Go Hawaiian On Our New Outrigger Excursions
In conjunction with Walk On Water Sup Co., the Swim and
Racquet Club is host to this new water activity. Ever wonder
what it would be like to ride the surf like the Hawaiians do in
a canoe? Join the certified staff from Walk On Water SUP as
they teach you how to maneuver their NEW 4 to 6 man 45
ft. outrigger canoe (just arrived from Hawaii). This one-of-akind excursion will give you the opportunity to experience not
only outrigger paddling, but learn of the sport’s significance
in Hawaiian culture. Call Walk On Water Sup Co. at
410.289.8SUP. or register at WalkonWaterSupco.com. Don’t
forget about their SUP fitness classes at the Swim & Racquet
Club on Tuesdays and summer camp on Thursdays.

New Trolley Service Links Ocean Pines, Berlin
and West Ocean City
Shore Transit has planned a new trolley route to help
visitors and residents in the West Ocean City, Ocean
Pines and Berlin area travel this summer.
Thanks to the support of Worcester County and the
Worcester County Tourism Office, the Town of Berlin,
the Ocean Pines Association, Ocean Downs Casino,
Burley Oak Brewing Company and the Ocean City
Chamber of Commerce, this service began Memorial
Day weekend and will operate until Labor Day.
The trolley is scheduled to operate from 10 am to
10 pm from Memorial Day to Labor Day. Runs will
connect the West Ocean City Park and Ride with
stops at the Casino at Ocean Downs, West Ocean City
Harbor/Marina, Ocean Pines Sports Core swimming
pool and Community Center, downtown Berlin and the
Berlin Walmart.
The funding provided by local businesses and
governments will allow the fare on this route to be $1.
Additional sponsorships and advertising are available
and will help keep the route operating. For more
information on these routes and the advertising, contact
Brad Bellacicco at 410-341-8951.

RECREATION DEPARTMENT SUMMER
The Ocean Pines Recreation Department has hit the
ground running this summer. Camp Ocean Pines has
achieved record attendance this year for the first weeks
of the 10-week camp season. We are proud to say
over 50% of our camp counselors have returned from
previous years. They bring a wealth of knowledge and
guidance to our campers ranging in age from 4-14 years
old. We have several new programs as well as returning
favorites. This year we debut free movie Monday in
White Horse Park. These family friendly movies are
shown on an inflatable screen under the pavilion with
fabulous outdoor sound! Movie-goers should bring
their own chair. We are happy to announce that concerts
in the park series on Thursday nights are returning with
fantastic bands. This has been an Ocean Pines tradition
for over 20 years. We welcome back Family Fun nights
on Wednesdays to the brand new Yacht Club Pool,
complete w/ DJ, pool toys, picnic food and the everpopular biggest splash contest.
Again this year, the Recreation Department is
offering discount tickets to Jolly Roger Amusement
Park in Ocean City. For tickets to Busch Gardens,
Dorney Park, Dutch Wonderland, Hershey Park, Kings
Dominion, Sesame Place, Six Flags America, Six Flags
Adventure & Water Country USA are also available
for purchase. While you are visiting the Recreation
Department, don’t forget about Regal Cinema discount
passes as well. These passes are valid at any Regal
Cinemas and are the perfect gift.
The department is happy to welcome Jackie
Stewart as a summer intern. Jackie is completing
her degree in Recreation & Parks Management from
Frostburg State University.
