Mr. Lagua is concurrently Chief Executive Officer and Review Committee Member of the Industrial
Guarantee Loan Fund. He was similarly a member of the project steering committee of PEARL 2, a
Canadian-funded support program for Philippine SMEs
SMEs. He also chaired the ASENSO or Access of
Small Enterprises to Sound Lending Opportunities program. In his capacities, Mr. Lagua contributed to
the amendment of the Magna Carta for mSMEs (Republic Act 9501), and is the prime mover behind the
Risk Based Lending Movement in the country.
