PROHIBITION TO COLLECT AUTHORIZED VOLUNTARY CONTRIBUTIONS
DURING ENROLMENT PERIOD

1.
To reiterate the department’s thrust of free and quality basic education and to
prevent occurrences of complaints during enrolment, all public elementary and secondary
schools are directed to strictly adhere to NO COLLECTION OF CONTRIBUTIONS during
enrolment by any teacher/school head/or by any collecting officer/treasurer of the
PTA/PTCA.

Likewise, authorized voluntary contributions which are left unpaid for the School
Year 2014-2015 are considered expired and no longer collectable.

Collection of authorized voluntary contribution like PTA, Boy Scouts of the
Philippines (BSP), Girl Scout of the Philippines (GSP), Philippine National Red Cross (PNRC),
and the Anti-TB Education and Fund Drive and any other authorized contribution should
only be done starting August 2015.

School heads are advised to observe the following protocols during enrolment period:
a. Post streamer with tag line “STRICTLY NO COLLECTION OF CONTRIBUTIONS
DURING ENROLLMENT AND OPENING OF CLASSES”; and
b. No teacher or school personnel and staff should be assigned as collecting officer
of the PTA and other private organizations.
Any violation of this policy shall be dealt with administratively.
Immediate dissemination of and strict compliance to this Memorandum is directed.
