This is a gray area. According to NSO standard, Guinsaugon
will be the smallest barangay in terms of population due to the
fact that it registered 0 in the 2007 NSO population survey. This
was so because the old site became a ghost barangay after the
2006 Guinsaugon tragedy. It was also the major cause of their
IRA share reduction, making it more difficult to recover and
rehabilitate from disaster.
But as to real situation (as in actual population count), it will be
