Dear congress delegates,
The IAKS Congress for the Design, Construction, Modernization and Management of Sports and Leisure Facilities is the
international forum for experts in sports and leisure facilities.
From 22 to 25 October 2013, we are expecting over 500
participants from over 40 different nations in Cologne. These
include architects, engineers, clients, designers, local-authority decision-makers, technical and operative management,
sports federations and clubs and the European trade press.
We look forward to four inspiring congress days full of best
pratice presentations with 45 speakers from all around the
globe, giving the most international professional insights.
The absolute highlight of the IAKS Congress will be the
prize-giving ceremony for the IOC/IAKS Award, the IPC/IAKS
Distinction and the IOC/IPC/IAKS Architecture and Design
Award for Students and Young Professionals on the evening
of 22 October 2013.
The IAKS Congress is receiving top-level support from international and national sporting bodies. Dr. Thomas Bach,

Craven, President of the International Paralympic Committee,
Marius L. Vizer, President of SportAccord, and Dr. Hans-Peter

Welcome addresses
Welcome to Cologne for the 23rd Congress of the International
Association for Sports and Leisure Facilities (IAKS).
One year after the successful London Olympic and Paralympic
Games, the organisers could not find a better main topic for the
Congress than the post-Games use of venues.
Your programme also includes the community infrastructure for
sports, leisure and recreation in the United Kingdom, as well as the
new technologies for construction and management of facilities,
energy savings and climate protection. All these issues are of great
significance to the IOC.
In an ever-changing world, the IOC must ensure that organising the
Olympic Games is attractive and feasible for many cities and countries in the whole world with differing social, cultural and political
backgrounds. Leaving a positive legacy for the hosting community
and the world of sports at large is our top priority while organising
Games.
Thank you to the IAKS for its long-time and continued commitment
in developing and promoting accessibility to sports facilities all over
the world.

It is a privilege to once again welcome you back to Cologne, for the
23rd edition of the IAKS Congress, the world’s ultimate gathering
of the sport and leisure facilities industry.
This edition of course follows the hugely successful London 2012
Paralympic Games. Whilst the Games represented a major turning point in sporting terms, it is also an example of how inclusive
venue design and operations can make a significant contribution to
a fantastic global sporting event, and ensure a lasting legacy of fair
and equal access to facilities for everyone.
The vision of the Paralympic Movement is to contribute to a more
equitable society through the example of Paralympic sports and the
incredible achievements of athletes. The need for equal, dignified
and functional access to sport and leisure facilities for all members
of the community is therefore fundamental for the IPC.
It is through this window that the IPC’s partnership with the IAKS
needs to be viewed. The overall aim is to promote accessibility, allowing all people the opportunity to practice or view sport without
barriers. By joining efforts, IAKS and the IPC further advance their
common goal to safeguard and promote the right of all citizens to
have access to sport and leisure regardless of physical, sensory or
intellectual limitations.
Looking back to the great achievements so far and the promising
future ahead, I want to wish the best of success for the congress
that is about to start.

Welcome addresses
Continuing a long tradition, as President of SportAccord, I am very
pleased to be one of the Patrons of the 23rd IAKS Congress for
Sports, Leisure and Recreational Facilities representing our organisation at this prestigious event in the illustrious company of the IOC
and IPC.
IAKS as a non-profit organisation plays an invaluable role in the
field of sports and leisure facility development and by organising
the IAKS Congresses biannually it creates a great platform for architectural experts to exchange ideas at an international level.
Furthermore, presenting the Architectural Awards, IAKS brings to
public attention the importance of thoughtful design incorporating
the principles of sustainability, functional planning and aesthetics.
SportAccord is also strongly committed to the values of environmental protection, sustainability, social responsibility and integrity
and believes that sports facilities respecting the environment with
careful design and material use can create a high sports legacy.
In order that we can leave a better world to the future generations,
it is the responsibility of the sport governing bodies as well to encourage the architects, young or old all over the world to integrate
the above-mentioned values to their design concepts.

As patron of the 23rd IAKS Congress and speaking on behalf of the
Federal Government, I should like to warmly welcome everyone attending.
In keeping with hallowed tradition, I am delighted to be patron of
this probably unique international congress for the construction and
development of sports and leisure infrastructure. The main subjects of
the congress demonstrate the unbroken interest in the provision and
upkeep of high-grade and demand-driven sports facility infrastructure.
A theme also taken up by the 5th UNESCO World Conference of
Sports Ministers held at the end of May this year in Germany, which
was organised under the overall responsibility of the Federal Ministry of
the Interior in cooperation with UNESCO in Berlin. The 128 countries
represented approved new guidelines for sport worldwide. In their
Berlin Declaration, the delegates not only made a commitment to
accessible sports facilities, but also called on all advocacy groups to
ensure that investment in sports facilities and sports events is in tune
with social, economic, cultural and environmental needs.
These are principles which concern us all and which we are all called
upon to support. They apply not only to large-scale sports events, but
also find expression in the design of the many local sports facilities,
large and small, that have to be adapted to the sociocultural conditions
of the locality and respond to the expectations of the population.
In this respect, it will continue to be the Federal Government’s endeavour to contribute towards the provision of modern sports facility
infrastructure in Germany and develop the existing high standards further. I am convinced that we shall succeed in this and wish all congress
participants a constructive exchange of views in Cologne.

The IOC/IAKS Award and the IPC/IAKS Distinction are the most important international architecture awards for sports, leisure and recreational facilities.
This year, the IOC / IPC / IAKS Awards for Exemplary Sports and Leisure Facilities are
commended as follows: 3 IOC/IAKS Awards in Gold, 5 IOC/IAKS Awards in Silver, 12
IOC/IAKS Awards in Bronze and 3 IOC/IAKS Special Prizes.
Five projects are awarded the prestigious IPC/IAKS Distinction for Accessibility.
In the IOC/IPC/IAKS Architecture and Design Award for Students and Young Professionals 2013, one Gold, one Silver and one Bronze medal are awarded.
