COLLABORATIVE MAPPING TOOLS FOR STAKEHOLDER ENGAGEMENT
LOW-CARBON DESIGN FOR AN URBAN VILLAGE
TRANSPORT AND URBAN DESIGN STRATEGIES
RAPHAEL DUMAS
I research the connections between urban space and transit planning.
My experience with transport, through the lenses of engineering, planning,
and urban design, make me confident that better urban transit can be a
transformative tool for more sustainable cities.
I have worked with transit agencies, community-based organizations, and
municipal governments. As a 2010-2011 Thomas J. Watson Fellow, I spent
a year in Latin America and Africa researching emerging BRT systems and
their relation to existing operators. With a Lang Opportunity Scholarship, I
developed an environmental justice youth program in Los Angeles. I have been
named an Irvine Company Youth Leadership Award winner, reflecting, in part,
my longstanding interest in urban planning, design, and development. As a
graduate of Swarthmore College (BS in Engineering and BA in Urban Studies)
and MIT (MS Transportation and MCP), I understand the need for thinking
and action that cross boundaries in response to complex urban problems.

COLLABORATIVE ACCESSIBILITY-BASED MAPPING TOOLS FOR STAKEHOLDER ENGAGEMENT
Planners often lack platforms for meaningfully engaging stakeholders and the public around public
transport projects. The complexities of transit networks have traditionally made it difficult to move
beyond workshops and public hearings with pre-generated, static maps and abstract claims about
benefits of different scenarios.
CoAXs is designed to maximize the positive impacts of emerging urban accessibility standards by
building them into innovative tools to transform stakeholder engagement. An online front-end
connected to a server for on-the-fly network analyis allows participants to create and test their own
transport scenarios. As the technical lead for this multi-year project, I have helped coordinate teams
of software developers and workshop facilitators for multiple public events in Boston. I also led the
deployment of a version customized to show the impacts of planned works on the London Overground
at a public event with Transport for London.

LOW-CARBON DESIGN FOR AN URBAN VILLAGE
Like many Chinese cities, Taiyuan in Shanxi Province has expanded to engulf formerly separate villages.
Many of these villages, including Wucheng, are now surrounded by high-rise superblocks with extreme
carbon footprints attributable to embodied energy, household energy use, and inefficient transport.
Our challenge was to propose an alternative for
Wucheng that would balance immense development pressure with existing residents’ needs, provide
quality public space to reduce peoples’ time and
energy consumed indoors, and promote high-quality
low-carbon transport.

Taiyuan’s new Metro Line 2 will provide a transformative north-south travel option when opened. Leveraging
this investment, we propose high-frequency service on
University Road that will unlock new possibilities for
Wucheng. Strong public transport connectivity to the
university and emerging high-tech cluster in the south
of Taiyuan will enable a livelier, more pedestrian-scale
network of paths and places within Wucheng, with
reduced overall energy consumption compared to the
prevailing pattern of superblock towers.

Ù EXISTING STREET SECTION, CALLE 6
There are spaces throughout Bogotá where the city’s renowned urban redevelopment has fallen short
of its goals. Our site visit and subsequent analysis focus on the flows of goods and people around and
through Parque Tercer Milenio. Though these flows have the potential to be assets, the current design
of the park and its surroundings renders them liabilities.
North of the park, the San Victorino district is a global
hub in the international supply chain for textiles. Our
analysis of national and local freight traffic suggests
inefficient logistics impose high costs on producers as well
as local public space. Around the site, goods movement
is inefficient and trucks parked on sidewalks degrade
pedestrian space. Mass transit makes the site regionally
accessible, but anti-pedestrian roadway designs are a
liability for the park.
We propose a hybrid public-productive space that makes
visible the production and distribution processes of San
Victorino. Pedestrian patio-plazas with four different
characters form the basis of the proposed design. These
public spaces draw on the dynamism of San Victorino to
transform the park into an active public asset.

STOP CLUSTERS WITH MORE THAN 500 DAILY TAP FARECARD TRANSFERS
Quantifying bus volumes across LA County arterials is a key step in designing Metro’s new strategic bus network. I used GTFS data from Metro
and other operators to tally daily and peak halfhour bus volumes on block-by-block segments
throughout the county. The resulting documentation and outputs form an input a strategic bus
network project.
Understanding existing transfer behavior is also
crucial as the network expands. Using automated
fare collection data, I built a workflow to map
major transfer locations and build a line-by-line
breakdown of transfer activity at each.

Working in multidisciplinary and international
teams, we proposed transit oriented development
strategies and phasing along the Urban Ring
in Eastern Massachusetts. The Urban Ring, a
circumferential bus corridor first conceived over
fifty years ago, has long been stalled in the planning process. We sought to renew interest in the
project by pairing it with innovative TOD opportunities.

The Inner Belt in Somerville is a site that is ripe for
such development. Though proximate to Downtown Boston, today’s constrained transit options
restrict development. Our proposal carefully
phases new mixed-use development with transit
improvements and workforce initiatives to maximize both development and transit ridership.

Gran Avenida provides transport and commercial
services for the entire southern sector of Santiago.
Our team analyzed demand in the segment of
the corridor in the San Miguel and La Cisterna
municipalities. Line 2 of the Metro runs along
this segment, and a new transfer station with the
under-construction Line 6 is planned, making
coordination of intermodal demand a key concern.

As a team of planners, architects, urban designers,
and transport engineers based in the US and Chile,
we worked with teams for adjacent segments and
developed an integrated transport and development proposal that reduces space currently
dedicated to automobile through-traffic while
improving access and connectivity.
The new Franklin Station will see 6,000 transfers and 3,000 station entries per peak hour. Our
design for the station emphasizes multimodal
access to catalyze development at this key node.

In the midst of Transantiago’s most significant
restructuring since its inauguration in 2007, planners
were interested in passenger flows and operations
at key transfer locations. Circulation around the
Escuela Militar bus/metro transfer station, used by
tens of thousands of passengers daily, was of particular
concern.

The historic urban fabric of Cambridgeport, a dense and evolving residential neighborhood, is currently
separated from the Charles River waterfront by a major arterial, big-box retail stores, and extensive
surface parking. Magazine Commmons envisions a transformation of two key waterfront parcels into
a mixed-use neighborhood.
A reconfigured Memorial Drive hosts destination retail to
attract people driving by, while Pier Street offers boutique
retail that invites window shopping. Emphasizing
the new Pier Street axis promotes traffic calming and
renewed pedestrian activity across Memorial Dr. Livework housing provides space for medical offices, which
benefit the seniors in the new residences, as well as other
residents.
Pedestrian- and bike-friendly urban design, improved
pubic transit, mixed uses, and aggressive travel demand
management all reduce the need for parking and driving,
improving connectivity for existing residents and
leveraging the potential of the waterfront.

While BRT is often promoted as a transport engineering intervention, the experience in these cities
shows that successful projects depend on incorporating local knowledge, negotiating carefully with
incumbent operators, and designing for each city’s unique built environment,.

As part of a yearlong investigation into the transformation of these informal systems, I visited cities
in various phases of BRT planning and implementation, including Guatemala City, Managua, Panama
City, Buenos Aires, Santiago, Curitiba, Dar es Salaam, Cape Town, and Johannesburg. I spoke with
passengers and planners, learned the tricks of transport regulators and transmission mechanics, and
rode, drove, and decorated buses. These experiences helped me map not only the geographical routes
of informal transit systems, but also the economic, social, and urban forces with which they interacted.

In response to growing concerns about the safety, congestion, and environmental effects of these
old buses and informal transit systems, many cities are implementing BRT systems. BRT offers the
promise of vastly improved accessibility, but successful projects must grapple with complex issues of
governance, incumbent operators, and urban development.

Hundreds of buses are shipped from the United States to cities in Central and South America every
year. There, the buses are reincarnated as chicken buses or diablos rojos, assuming second lives as the
backbones of informal transit systems. Similarly, used buses from Europe and Japan are shipped south
to Africa, resold, and used to carry passengers as matatus or daladalas.
