Welcome From the Board of Education
& the Superintendent
Dear Parent/Guardian:
It is our honor and privilege, to welcome you and your family to the 2014-15 school year. As
the Board President and Superintendent of the Poughkeepsie City School District, our mission
is to ensure that all students in the Poughkeepsie City School District receive the high-quality,
world-class education they so richly deserve. Our promise to all families is to work tirelessly
to ensure that rich and valuable learning experiences are provided to every child, every day, in
every classroom across our school District.
We have set clear, specific goals for achievement in the upcoming 2014-2015 school year and,
as a team, we pledge to take purposeful, intentional steps with “deliberate excellence” to achieve
these goals. Our 5 Evidence of Success Goals for the 2014-2015 school year are:

This academic year, we will focus on improving literacy across the curriculum areas. Our
Mission Literacy framework provides students with robust opportunities to practice reading,
writing, speaking, and analytical thinking in every content area. Please join us and support our
30-book reading campaign. Encourage your child to read at home daily. We have set a standard
across our school District from pre-K to grade 12 to read, minimally, 30 books this school year.
We will continue to focus on improving academic achievement at all levels, increasing our
graduation rates, increasing parent engagement, and leveraging the support of community
groups to serve our students. We are implementing a long-term strategic planning process to
address both academics and the development of 21st century educational facilities.
Together, we will continue to set specific, measurable, achievable goals and report back to you
regularly on our progress. Every school community will take a data-driven approach; they will
use data walls and data dashboards to monitor daily attendance, discipline, and overall teaching
and learning.
Together, we will achieve excellence. Thank you for entrusting us with your most precious gift-your child. Together, we will deliver on the promise of a high-quality education for the students
we serve in the Poughkeepsie City School District.

Este año académico, que se centrará en mejorar el alfabetismo en las áreas curriculares. Nuestra Misión Literal

Since 1843, the Poughkeepsie City School
District has provided city residents with excellent educational
opportunities. Today, the District offers a comprehensive
educational program designed to meet the needs of students
of diverse interests, abilities and backgrounds. Our student
enrollment is approximately 4,700.
ABOUT OUR SCHOOLS
The District is comprised of four elementary schools:
Clinton School, Krieger School, Morse School, and Warring
Academy, as well as Poughkeepsie Middle School (Gr. 6-8),
and Poughkeepsie High School (Gr. 9-12). Each of the
elementary schools offers programs for children in grade one
to grade five. Half-day pre-kindergarten and kindergarten is
offered at our Early Learning Center which is located at the
W. W. Smith School.
Board of Education
The Board of Education consists of five members of the
community, each elected to a three-year term of office. They are
elected by city residents to carry out functions mandated by the
State Constitution, Legislature and State Education Department
and are responsible for establishing school District philosophy,
policy and goals. The Board also appoints District personnel
and evaluates the effectiveness of District programs. Board
workshops and meetings are listed in this calendar.
BOARD ELECTIONS AND SCHOOL BUDGET VOTE
School Board Elections and the School Budget Vote are
held the third Tuesday in May. For information about the annual
election and polling sites call District Clerk Donna Stec at (845)
437-3416.

Parent/Student Information
PARENT/TEACHER CONFERENCES
Scheduled dates of official parent/teacher
conferences are listed on the calendar pages in this
publication. However, parents are encouraged to
contact their children’s teachers or guidance counselors
when they feel a need to discuss their child’s progress.
Individual conferences may be arranged by making an
appointment through the elementary school office or
secondary guidance office.
REPORT CARDS
Report cards are issued at the end of each quarter of
the academic year. At times, elementary report cards may
be distributed at parent/teacher conferences. Secondary
report cards are typically mailed home.
PROCEDURES FOR SOLVING
PARENT CONCERNS
If you have any concerns pertaining to your child’s
educational well being and/or academic performance at
their school:
1.Contact the staff member and schedule a conference.
2.If the conference fails to satisfactorily resolve the
issue, contact the building principal and/or designated
assistant principal to schedule a conference.
3.If the issue remains unresolved, contact the Deputy
Superintendent for Educational Services and
Systematic Initiatives to request assistance. The
Deputy Superintendent will gather the facts and
attempt to resolve the problem.
If the issue still remains unresolved, please state
the problem/concern in writing to the Superintendent of
Schools, 11 College Avenue, Poughkeepsie, NY 12603.
SCHOOL BREAKFAST AND LUNCH
To have an effective parent teacher conference:
• Be prepared by looking over your child’s classwork.
• Make a list of questions or concerns and send them
to the teacher ahead of time — this will also help the
teacher to prepare.
• Arrive on time.
• Raise your most recent concerns first.
• Listen carefully.
• Ask questions.
• Keep in touch with the teacher.
STUDENT RECORDS
Parents/guardians and students over 18 years of
age have the right of access to records, files, documents
and other materials containing information directly
related to their children. Parents/guardians or eligible
students should submit a written request that identifies
the record(s) they wish to inspect.
Non-custodial parents may receive their child’s
educational information if they make an annual request
to do so, unless the District receives a court order or
other legally binding document prohibiting the release of
information.

Free lunch and breakfast meals are offered in all schools in the Poughkeepsie City School District. Eligibility
for free and reduced meals is based upon the economic need of the community. Completed applications
may not be necessary to determine eligibility. Applications would be necessary if your family does not receive
assistance from the county social services department or if you are new to the district. If you believe you need
to fill out an application they maybe obtained through the school office in September and throughout the year.
The application must reach the Food Service Office as soon as possible after you register your child for school
and a new application may be required each year depending on your method of qualifying. The price of a
second meal for an elementary school student is Breakfast $1.25, Lunch $2.00. The cost for secondary students
is Breakfast $1.25, Lunch $2.25. Payments for purchases may be made in advance, by depositing money into a
student’s account. Menus for each month are sent home with students. For additional information regarding the
school lunch program call 451-4780. We will accept collect calls.
TITLE IX AND SECTION 504 COMPLIANCE
The Poughkeepsie City School District hereby
advises students, parents, employees and the general
public that it offers employment and educational
opportunities, including vocational education
opportunities without regard to sex, race, color, weight,
carrier status, perceived race, perceived gender,
national origin or disability. Secondary vocational
education opportunities available to District residents
under age 21 are courses in the business education,
home economics and technology industrial arts
programs. Inquiries regarding this nondiscrimination
policy may be directed to the Title IX Coordinators and
the Section 504 Coordinators at 11 College Avenue,
Poughkeepsie, NY 12603. Telephone: (845) 451-4900.
These officials will provide information, including
complaint procedures to any citizen, student or
employee who feels that his or her rights under Title IX or
Section 504 may have been violated by the District or its
officials.
PARENT PARTICIPATION
Parents are welcome to become active participants
in PTAs at the elementary schools; PTA at the Middle
School or PTSA at the High School.
Parent/Student Information
TESTING NEW ENTRANT SCREENING
In addition to registering your child for kindergarten a
screening is administered to measure the child’s abilities.
This will provide the District with a profile of your child in
order to assist in determining their kindergarten placement.
NORM-REFERENCED TESTS
In addition to tests that are developed by the
classroom teacher, children also take certain
standardized or “norm-referenced” tests to assess their
strengths and weaknesses in mastering the full-range
of learning appropriate to each grade level.
NYS TESTING PROGRAM
All students in grades three through eight in New
York State take the English language arts test and the
mathematics test in May.
The tests require students not only to show basic
skills in English and mathematics, but also to apply
the knowledge and skills they have learned. Students
read passages, answer comprehension questions and
complete writing exercises on the English language arts
tests. They solve mathematics problems and demonstrate
understanding of concepts and applications on the
mathematics tests. The tests are mandatory; there is no
“opting out.”
Students in grades four and eight take a state
assessment in science that consists of a performance
test (laboratory component) and a written test on
science skills and content. All exams scheduled by New
York State have been listed on this calendar.
PARENTS AND EDUCATORS NEED TO KNOW
Test results provide the student, teacher and
parent with a report of individual student strengths and
weaknesses in a variety of skill areas. The New York
State Testing Program provides our schools with data
that helps to assess the instructional programs that
students receive. They are also used to identify both
students and schools that need to improve performance
under state and federal accountability standards.
At the high school level, all students must now take
and score satisfactorily on Regents examinations in the
following subjects: English, mathematics, global history,
U.S. history and government, a living environment science
course and a physical setting science course. A more
comprehensive explanation of the diploma requirements is
available through the High School Guidance Office.
Emergency School Closings
SCHOOL CANCELLATIONS, DELAYS AND EMERGENCY EARLY DISMISSALS
The decision to close schools due to the weather or for other emergency conditions is made by Superintendent Nicolé Williams in consultation with
our weather service, the director of buildings and grounds, and other school superintendents. When a closing or delay is announced, it affects all schools
and programs of Poughkeepsie City School District, unless the closing or delay is due to an emergency situation specific to a particular building. Automated
calls will be made by the School Messenger System as soon as possible.

EMERGENCY EARLY DISMISSALS
The District makes every effort to avoid emergency early dismissals.
In the event of an emergency early dismissal, no elementary school
student will be released until contact has been made with a parent or
approved emergency contact person. Therefore, it is very important that
all students’ emergency cards have adequate and updated information.
CANCELLATION OF AFTER
SCHOOL ACTIVITIES
Sometimes it may be necessary to cancel after-school activities
although school has been in session for the full day. Information about
cancellation of after-school activities will be announced on the radio
stations and through phone calls to parents of affected children.
OTHER STANDARDIZED TESTS
The College Boards (Scholastic Aptitude Tests and
Achievement Tests) are required for admission to many
colleges. SATs are given in verbal and math sections;
achievement tests cover English, mathematics, social
studies, science and foreign languages. Poughkeepsie
High School is a center for CEEB tests.
The Preliminary Scholastic Aptitude Test and
the National Merit Scholarship Qualifying Test will be
administered in October. This combined examination
is recommended for juniors. Tenth grade students may
take the test for practice. The American College Test
will be given at Poughkeepsie High School. For more

administered at the middle school and high school level,
or for course requirements for graduation, call for an
appointment with your child’s Guidance Counselor.
Parent/Student Information
ADVANCED PLACEMENTSCHOLARSHIP OPPORTUNITIES
AND COLLEGE CREDIT OFFERINGS
The following scholarships are among the several
PCSD offers Advanced Placement (AP) courses
in a variety of subject areas. These AP courses are
available to qualifying students at the high school
level, as well as dual credit college courses in
conjunction with Dutchess Community College.
MUSIC INSTRUCTION
General music instruction is provided for all students
in Clinton, Krieger, Morse, Warring and Poughkeepsie
Middle School. Students who wish to play a musical
instrument may receive lessons. Band, chorus and/
or orchestra opportunities are offered throughout the
elementary schools, Middle School and High School.
STUDENT ACTIVITIES
Poughkeepsie Schools offer a wide range of
extracurricular activities and athletic programs including
baseball, basketball, crew, football, golf, soccer,
swimming and tennis. The Poughkeepsie Middle School
is equipped with a six lane, 25-yard swimming pool.
IMMUNIZATION
scholarship opportunities offered each year to
graduating seniors: The Poughkeepsie Education
Foundation Scholarship, totaling $4,000 for up to four
years of college study; the I. Ann Davidson Memorial
Scholarship, totaling $4,000 for up to four years of
college study; the Community Foundation of Dutchess
County John J. Cizmar Scholarship, $3,500 each for two
students; and the Howard Reid Scholarship, $5,000 each
for two students who attend college.
CENTRAL REGISTRATION
Families who are enrolling their children for the first
time must go to the Central Registration Office, located
in the Poughkeepsie Middle School, 55 College Avenue,
weekdays between 9:00am and 2:00pm.
ENTRANCE REQUIREMENTS
Children reaching five years of age on or before
December 1 may enter kindergarten in September.
Children who reach the age of six during a school year
are required to attend school at the start of classes in
September.
New York State Public Health Law, Section 2164 mandates that schools not permit a child to be admitted
unless the parent provides the school with a certificate of immunization or proof from a physician that the child
is in the process of receiving the required immunizations. The required immunizations are: 3 doses of diptheria containing toxoid (usually administered as DPT, DT or Td); 3 doses of oral polio virus vaccine (OPV) or enhanced
inactivated polio virus vaccine (EIPV); 2 doses of measles vaccine, the first dose administered on or after 12 months
of age and the second dose recommended to be administered at 4 to 6 years of age and required for kindergarten
entry; 1 dose of rubella vaccine; 1 dose of mumps vaccine; 3 doses of hepatitis B vaccine for Kindergarten for any
child born
on or after January 1, 1993; 3 doses of hepatitis B vaccine for students entering grade 7; 1 dose of varicella
(chicken pox) if born on or after January 1, 1994; Tdap booster vaccination if your child will be 11 years of age
or older as of September 1, 2007. (If your child will not be 11 years of age as of September 1, 2007, your child
will require the Tdap once they turn 11 years old.) All of the above immunizations must be documented by your
physician or local health department. This official copy of the immunization record from the child’s previous school
or current health care provider must specify the exact date each immunization was administered. The immunization
record must be legible and in English or it will not be accepted. Your child will not be permitted to attend school
without the necessary verification of immunizations.
If a child’s parents are members of a recognized religious organization whose teachings are contrary to
these requirements, no evidence of immunization will be required. Instead, a notarized written statement from the
religious organization indicating the basis for the exemption must be furnished to the District. Additional exception
is a physician’s certification that the administration of a particular vaccine will be detrimental to the child’s health.
DOCUMENTS REQUIRED FOR ADMISSION
• Birth Certificate or other evidence of age
• Evidence of family address in the City of
Poughkeepsie
• A physician’s certificate and evidence of required
immunization
INTERNAL MEDICATION
Before any medication may be administered to or
by any student during school hours, the written request
of the parent and the written order of the prescribing
physician must be submitted to the school nurse. All
medication must be administered in the health office by
the school nurse, parent, or with the parent’s permission,
the student himself/herself.
ACCIDENT AND ILLNESS
A student who becomes ill or injured is referred to the
school nurse, who functions under the guidance of the
school physician. In the event of an accident, first aid may
be administered. The parent will be called when a student
must leave school due to illness or injury and will be
asked to provide transportation for the child. The family
physician or, if not available, the school physician may be
contacted by the nurse if medical attention is indicated.
SCHOOL ATTENDANCE
It is important to make sure your child attends school
regularly. If your child is not in school they cannot learn.
Legal absence from school may be granted for the
following reasons: personal illness, illness or death in the
family, religious observance, required court appearance,
approved college visits, military obligations, or such other
reasons as may be approved by the Commissioner of
Education.
A note signed by the parent or guardian explaining the
cause of the absence must be presented upon the child’s
return to avoid the school recording an illegal absence. In
addition, parents are asked to make every effort to notify
the school by telephone on the day of the child’s absence.
If a child is absent for more than three days, parents may
expect a phone call from the health office.
All absences, lateness, or early departures (excused
or unexcused) are counted on a student’s attendance
record. If a student exceeds 28 absences for a full year
class or 14 absences for a half-year class or seven
absences for a 10-week course and does not makeup assignments, he/she will not receive credit for that
course and will not be allowed to sit for the exam(s).

SCHOOL HOURS AND ATTENDANCE
School hours vary and are listed in school handbooks.
New York State Education Dept. Law requires each child
from six to 16 years of age to attend school. However, our
District has made a true commitment to provide students
with many opportunities to remain in school in order to
earn a high school diploma and to move on to future
endeavors that would make them productive citizens.
TARDINESS
A note signed by the parent or guardian explaining
the cause of the child’s late arrival is required for the late
arrival to be considered legal.
RELEASE OF PUPILS DURING
SCHOOL HOURS
Pupils may be excused by the principal before
the end of the school day only when it is for a purpose
related to their best interests. Requests for early release
must be made in writing by the student’s parent or
guardian. The request must specify who the child is to
be released to.
VISITORS
All visitors to a school building are required to
report to the main office or building greeter upon arrival.
Parents who wish to visit their children’s classrooms
are welcome to do so, provided the principal is given
reasonable notice of the proposed visit.
SCHOOL CANCELLATIONS
If it becomes necessary to cancel any school
session, from our pre-kindergarten programs to our
high school, because of inclement weather or other
emergency situations, such notice will be posted on
the District’s Web site www.poughkeepsieschools.org
and broadcast by local radio stations. Automated
calls will be made by the School Messenger
System as soon as possible to allow families
to make any necessary arrangements. It is very
important that all students’ Emergency Cards have
adequate and updated information.
NOTICE TO PARENTS REGARDING PESTICIDE APPLICATIONS
New York State Education Law Section 409-H, requires public and non-public elementary
and secondary schools to provide written notification to all persons in parental relation,
faculty, and staff regarding the potential use of pesticides periodically throughout the school
year. Poughkeepsie City School District is required to maintain a list of persons in parental
relation, faculty, and staff who wish to receive 48-hour prior written notification of certain
pesticide applications. Certain applications are not subject to prior notification requirements:
a school remains unoccupied for a continuous 72-hours following an application; antimicrobial products; nonvolatile rodenticides in tamper-resistant bait stations in areas
inaccessible to children; boric acid and disodium octaborate tetrahydrate; the application
of EPA designated biopesticides; the application of EPA designated exempt materials
under 40CFR152.25; and the use of aerosol products with directed spray in containers
of 18 fluid ounces or less when used to protect individuals from an imminent threat from
stinging and biting insects including venomous spiders, bees, wasps, and hornets. If you
would like to receive 48-hour notification of pesticide applications that are scheduled to
occur in your school, or for further information, please notify Ronald Suits, District Pesticide
Representative, at (845) 451-4996.
HOMEBOUND INSTRUCTION
Individual instruction will be provided to students
who are confined to home or hospital for at least
two weeks due to a physical disability, illness, injury
or psychiatric cause. Applications for homebound
instruction should state the nature of the illness, the
possible length of absence from school, include a
physician’s recommendation and be approved by
the building principal. The Superintendent may also
recommend homebound instruction pending and/or
following a suspension hearing.
In accordance with the federal No Child Left Behind Act of
2001, parents and guardians have the right to request specific
information about the professional qualifications of their
child’s classroom teachers. Information on how to inquire
about the qualifications of your child’s teacher(s) is available
from the building principal of the school that your child
attends. You may also receive information about the request
process directly from the Assistant Superintendent for Human
Resources. Please call (845) 451-4975.
Code of Conduct
The Poughkeepsie City School District is committed to
maintaining high standards and expectations for the education
of all students. Because the District believes that order and
discipline are essential to being educated effectively, the
District is also committed to maintaining high standards
and expectations for behavior. A safe, orderly academic
environment is the shared responsibility among school, home,
and community. Section 100.2 of the Regulations of the
Commissioner of Education requires that each school District
adopt a written policy on school conduct and discipline
“designed to promote responsible student behavior.” This
section summarizes the main points of the Code of Conduct,
a copy of which may be obtained from the District Office, or
any school. It is also available on the District’s web site.
STUDENTS’ RIGHTS AND RESPONSIBILITIES
Students in the public schools of New York State have a right
to a free, appropriate education if they are between the ages
of five and 21 years (or until the child receives a high school
diploma, whichever comes first). All students in this state
between the ages of six and the school year through which
he or she becomes 16 are required by law to regularly attend
school, either in the public schools, non-public schools that
are approved for equivalency of instruction by the appropriate
school authorities, or in the home in accordance with the
Regulations of the Commissioner of Education.
The District expects each student to conduct himself or
herself in a manner which will create an appropriate atmosphere so that students may learn and thrive educationally
to the best of their abilities. Students are expected to understand that they have a responsibility to behave in an orderly
and respectful manner. To this end, each student shall also
be responsible for conducting himself or herself so as to
avoid the behaviors that could lead to being disciplined.
PROHIBITED STUDENT CONDUCT AND CODE
INFRACTIONS
Students may be subject to disciplinary action, up to and
including suspension from school when they engage in
conduct that is disorderly, insubordinate, disruptive, or violent;
endanger the safety, morals, health or welfare of others; engage
in misconduct while on a school bus and/or engage in any form
of academic misconduct. Definitions of these terms may be
found in the full version of the Code of Conduct.
BUS SAFETY AND CONDUCT
Inappropriate behavior on a bus is any behavior that disrupts
or distracts a bus driver, causes a dangerous situation for a bus
driver and/or students, disturbs the orderly operation of a bus, or
creates a dangerous situation for vehicles operating near a bus.
BYSTANDER MISCONDUCT
Bystander misconduct is when a student who does not initiate
or directly participate in an altercation with another person
stands by and objectively allows a preventable conflict to take
place or urges the participant to engage in the conduct. Based
on the facts of each individual circumstance, administration
will determine the extent to which and in what manner students
are to be considered bystanders. Students who are found to be
bystanders may be subject to discipline.
CELL PHONES & OTHER PERSONAL
ELECTRONIC COMMUNICATION DEVICES
The District recognizes that there are personnel electronic
devices that have educational applications such as calculators,
voice records, digital cameras, and musical listening devices.
In some instances a “smart phone” may include applications
that permit these functions. These devices shall be allowed to
be used in classrooms only when they are included as part of a
lesson under the direction of a teacher.
The display and/or use by students of cellular phones (including
“smart phones”), pagers, 2-way communication systems other
electronic devices, and/or their accessories shall be prohibited
from the time students arrive at school until the end of the regular
school day, unless specifically permitted to be used by a teacher
or administrator. Such devices must be turned off and stored out
of sight during this time period. The District is not responsible for
stolen, lost or damaged personal electronic devices.
In no event shall any individual take photographs or make a
record in a location where an individual has a reasonable
expectation of privacy, including but not limited to locker
rooms, lavatories, and nurse’s office. In addition, viewing,
sending or sharing pictures or text having sexual content
(sexting) in school, or at school activities, or form off-campus
sites is prohibited.
Cellular Phones and State Assessments:
In order to ensure the integrity of testing, in accordance with
state guidelines, students are not allowed to bring cell phones
or other electronic devices into classrooms or other exam
locations during state assessments. Test proctors, monitors, and
school officials shall have the right to collect cell phones and
other prohibited devices prior to the start of the assessment and
hold them for the duration of the test taking time. Admission
to the test will be prohibited to any student who has a cell
phone or other electronic device in their possession and does
not relinquish it. Students with individualized education plans
(IEPs), 504 Plans, or documentation from a medical practitioner
that specifically requires the use of an electronic device may do
so as specified.
CORPORAL PUNISHMENT
No teacher, administrator, officer, employee or agent of this
District shall use corporal punishment against a student.
HARASSMENT/INTIMIDATION
Harassment and intimidation of or by students, faculty, staff,
or visitors are strictly prohibited on school property, in school
buildings, on school buses, and at school-sponsored events and/
or activities whether occurring on or off campus. Included
is bullying behavior. The term bullying is defined in general
as a variety of negative acts carried out repeatedly over time.
Included bullying forms are physical, verbal, psychological, and
electronic (use of cyber tools such as e-mail, blogging, instant
messaging, chat rooms, pagers, and cell phones). All types of
bullying are violations of the Code of Conduct and shall be
dealt with immediately with appropriate discipline. Students
are encouraged to immediately report any act of bullying to a
staff member. Building administration shall investigate any such
complaint and take appropriate action, including disciplinary
action and/or referral to school counselors.
DRESS CODE
All students are expected to give proper attention to personal
cleanliness and to dress appropriately for all school functions.
Students and their parents have the primary responsibility for
acceptable student dress and appearance. Student dress shall
ensure that underwear is completely covered with outer clothing
and footwear shall be worn at all times. Student dress shall not
include: brief garments, plunging necklines, tight-fitting, and
see-through garments, items that are vulgar, obscene, libelous,
or denigrate others, and items that promote and/or endorse the
use of alcohol, tobacco, illegal drugs or illegal/violent activities.
The District has adopted a uniform style of dress. Essentially,
students choose from a palette of solid colors: navy blue, khaki,
gray and white for tops, and navy blue, khaki, gray and black for
bottoms. The elementary schools and the Middle School have an
additional school color to be worn on specially designated days,
such as Spirit Days. Details and information about the uniform

GANG RELATED ACTIVITY
The Poughkeepsie City School District strictly prohibits all
activities related to gangs and other organizations that engage
in unlawful or delinquent behavior. The District provides
support for students affected by gang activity.
GUN-FREE SCHOOLS ACT
Consistent with the Gun-Free Schools Act of 1994, any
pupil who is determined (in accordance with the procedures
provided in Education Law §3214) to have brought an
applicable firearm and/or other weapon to school shall be
suspended for a period of no less than one calendar year.
INTERSCHOLASTIC SPORTS
Additional details regarding behavior expectations for student
athletes are contained in the Interscholastic Handbook. The
handbook is available on the District Web-site.
LOCKER ROOMS AND RESTROOMS
All offenses enumerated in this Code of Conduct apply to
student behavior in school restrooms and locker rooms.
Students are expected to help keep restrooms clean and safe.
OFF CAMPUS MISCONDUCT
A student may be subject to discipline for criminal conduct away
from school premises or at non-school sponsored activities to
the extent that the superintendent of schools and/or Board of
Education reasonably believes that the continued attendance in
school of the student would endanger the health, safety, welfare
or morals of the student and/or others in our schools.
POSSESSION OF CONTROLLED
SUBSTANCES
While on school premises (including buildings and grounds)
or while in attendance at a school function or school-sponsored
function the following is prohibited:
• The use, possession, sale or gift of any drug or controlled
substances
• Instruments for the use of drug or controlled substances (i.e.
pipe, syringe or other paraphernalia)
• Being under the influence of any drug or controlled substance
REPORTING VIOLATIONS
All students are expected to promptly report violations of the
Code of Conduct to a teacher, guidance counselor, the building
administrator or his or her designee, or to law enforcement.
SELF-DEFENSE
Physical assault and fighting are not allowed. Those who are
involved in such physical altercations will be subject to disciplinary action. All circumstances of self-defense will be taken
under consideration by administration. Self-defense is using
reasonable force against another when and to the degree a person reasonably believes the force is immediately necessary to
protect himself or herself. Fighting after staff intervention is
prohibited.
STUDENT IDENTIFICATION
CARD VIOLATION
All Poughkeepsie High School students must carry ID cards while
on school property and at any school event. A suspected nonstudent with no ID card will be asked to leave the school grounds,
with police assistance if needed. A student who is not in possession
of his/her ID card is in violation of the Code of Conduct.
STUDENT SEARCHES AND INTERROGATIONS
The Board of Education is committed to ensuring an
atmosphere on school property and at school functions that
is safe and orderly. To achieve this kind of environment,
school officials may conduct searches of students and their
belongings if the authorized school official has a reasonable
suspicion to believe that the search will result in evidence that
the student violated the law or the District Code of Conduct.
The District has currently incorporated the use of a weapons
detection system at the COC building. It may use this type
of system in other buildings at a later date. The purpose
of the weapons detection system is to prevent concealed
weapons from entering the school environment and to
identify concealed weapons and contraband. Signs will be
posted outside of the building at every entrance in which the
weapons detection system is in operation to provide notice
to all persons entering the building that they are subject to a
screening for weapons as a condition of entry.
TECHNOLOGY
Access to the District’s computer network is provided solely
for educational purposes and research consistent with the
District’s mission and goals. Use of the District’s computer
network is a privilege, not a right. Inappropriate use may
result in the suspension or revocation of the privilege to use
the District’s technology system.
The Dignity for All Students Act prohibits discrimination and harassment of students on school property by any student or employee. Harassment (including harassment using interactive and
communication technologies) that takes place at locations outside of school grounds that can be reasonably forecast to materially and substantially disrupt the educational process or school environment is
prohibited and potentially may be subject to disciplinary consequences.
