It is our great pleasure to welcome you to the 31st International Congress on Occupational
Health to be held in Seoul from 31 May to 5 June 2015. The Congress is organized as
the triennial Congress of the International Commission on Occupational Health (ICOH),
following the centennial 2006 Milan Congress and the 2009 Cape Town and 2012 Cancun
Congress. With the theme of “Global Harmony for Occupational Health: Bridge the World”,
the 2015 Congress will be an important milestone in meeting our challenges at the time of
rapid changes in work life in globalizing economy.
Seoul Congress provides the perfect setting for the international exchanges of advances in
research and practice in our field. It is timely to focus on harmonized action for managing
complex work-related risks in increasingly diversifying work situations. In the Centennial
Declaration of the 2006 Milan Congress, we reaffirmed the joint international effort on
action-oriented research and practice for health and well-being at work for all workers,
and the Seoul Declaration, adopted by the Safety and Health Summit during the 18th
World Congress on Safety and Health at Work in 2008, followed it up by calling for global
partnership in this direction. ICOH can play an important role in prioritizing proactive risk
assessment and control and extending effective occupational health services for all workers,
and the Seoul Congress will give us useful insight into constructive partnership actions.
The scientific programme of the 2015 Congress is being formulated by the active
participation of the 35 ICOH Scientific Committees. Particular emphasis will be placed on
solution-oriented risk management procedures and network-based interactions. We are
certain that the plenary speeches, symposia, mini-symposia, special sessions, and posters of
the Congress will provide useful insight into harmonized good occupational health practices.
We are delighted to confirm the excellent preparations for making the Congress successful
and productive. The National Organizing Committee headed by Dr. Lee, Young Soon, with
renowned colleagues and experts from the Korea Occupational Safety and Health Agency
(KOSHA) and the Korean Society of Occupational and Environmental Medicine (KSOEM),
is assuring a top-quality programme, reasonable fees and excellent facilities. By realizing
highly interactive exchanges of new developments, the Congress will lead to constructive

It is a great pleasure to invite you to the 31st International Congress on Occupational Health
(ICOH Congress 2015) to be held in Seoul, Republic of Korea from 31 May to 5 June 2015.
Korea Occupational Safety & Health Agency (KOSHA) is cooperating internationally in
order to disseminate global prevention culture as well as to implement “Seoul Declaration”
adopted in the 18th World Congress on Safety & Health at Work. Along with these efforts,
KOSHA is doing its utmost so that the ICOH Congress 2015 can serve as the venue to
bring harmony by bridging the gap of global occupational safety and health between
developed and developing countries.
In this regard, the ICOH Congress 2015 will be held under the motto Global Harmony for
Occupational Health: Bridge the world, which will be realized by active participation and
cooperation of global occupational health professionals and leaders.
The Congress organizer will spare no efforts to provide the best place where occupational
health experts can present their research performance they have made so far. I believe that
the experts will contribute to advancing occupational health in the world by exchanging
and discussing research, technology and knowledge on occupational health.
In addition, the ICOH Congress will see greater success by holding the concurrent events
such as the 10th Global Network Meeting of the WHO Collaborating Centers, the 30th
Annual Conference of Asia Pacific Occupational Safety & Health Organization, and the 25th
Korea-China-Japan Joint Conference on Occupational Health.
Once again, I would like to ask you to have interest and participate in the ICOH Congress
2015 to make the Congress more productive and successful.

The Korean Society of Occupational and Environmental Medicine (KSOEM) as a coorganizer, has a great pleasure of inviting you to attend the 31 st Congress of the
International Commission on Occupational Health (ICOH), which will be held from May 31
to June 5, 2015 in Seoul, Korea.
Seoul, with 600 years of history, is the city where the past, present and the future are in
harmony. There are also various kinds of historic monuments that represent the history
of occupational safety and health through which you can recognize the value of workers’
safety and health.
South Korea experienced very rapid economic development from the 1960s to 1990s,
with a focus on manufacturing. The KSOEM was formed in 1988, when Korean people
began to have serious concerns regarding workers’ health and safety. Since then, the
organization has collaborated with labor and management, and government to cope with
occupational health and safety problems in Korea. Thus Korean society has established
a useful and unique occupational health and safety system that involves cooperation
among labor, management, professionals, and the government.
However, we are currently challenged by rapid changes in our industrial structure,
such as increases in service industries, small businesses, and aging workers. We are also
being confronted with new patterns of occupational diseases such as work-related
musculoskeletal disorders, work-related cerebrovascular and cardiovascular diseases,
mental health problems and various occupational cancers, including asbestos-related
cancers.
The experiences of Korea can be a lesson for the countries where occupational health
problems are emerging as major issues. So I hope that we can exchange and share each
other’s experiences and knowledge to find out solutions to the traditional or new issues
when you are in the ICOH Congress 2015. The Congress will be a good opportunity for
sharing scientific evidence and good practices by professionals, researchers, and policy
makers in the occupational health.

The Ministry of Employment and Labor (MOEL) strongly supports the 31st ICOH Congress
which will be held in Seoul, Korea from May 31 to June 5, 2015.
The Korean government as well as MOEL has worked hard to bring the ICOH Congress to
Seoul in 2009. In 2012, the Minister of Employment & Labor with a member of the National
Assembly at the time attended the 30th ICOH Congress in Cancun, Mexico, in order to take
charge of the Congress Secretariat, and they showed their commitment to making it a
success.
The 31st ICOH Seoul Congress will be held under the motto of ‘Global Harmony for
Occupational Health: Bridge the World.’ The congress will serve as a venue for sharing
Korea’s occupational health policies and activities across the world and intensifying global
cooperation for a higher level of occupational health for workers in every country.
MOEL will spare no efforts to cooperate with workers, employers, and all those who are
involved in occupational health in order to make the Seoul Congress a chance to share
the latest in knowledge and technology. In addition, MOEL will do its best to help KOSHA
successfully host the Seoul Congress, which will be a tremendous avenue for active
exchanges and collaborations.

Congress Overview
ICOH Congress
International Congress on Occupational Health started in Milan, Italy
in 1906. The triennial congress is the most visible activity of ICOH
(International Commission on Occupational Health) whose aims
are to foster the scientific progress, knowledge and development in
occupational health and safety. The ICOH Congress is now one of the
world’s largest international congresses in the field of occupational
health and safety where experts from all around the world gather
every three years to share their experience and knowledge.
ICOH Congress 2015
ICOH Congress 2015 will provide participants with various opportunities
to exchange the latest knowledge and information on occupational health
and safety by holding five parallel conferences including the 30th APOSHO
Annual Conference, 25th KCJ Joint Conference, 10th WHO-CC Meeting,
etc. The Policy Forum will be also held to map out strategies for the
future challenge in occupational health and safety in Asian and
global perspectives. In addition, the International Safety and
Health Exhibition will serve as a good chance to introduce
and learn state-of-the-art technology and equipment
related to occupational health and safety.

During the ICOH Congress 2015 to be held in Seoul on
May 31 - June 5 2015, one of the key events will be a
Policy Forum that will bring together key ministries, WHO
and ILO leadership, Sister Organizations, representatives
of employers’ and workers’ organizations, stakeholders,
and high-level decision-makers all committed to making
workplace safe and healthy for workers everywhere.
The Policy Forum is expected to provide and adopt
unprecedented outputs and strategies in order to
address occupational health and safety challenges
around the world.
The Policy Forum will be divided into two parts—Asian
Policy Forum and Global Policy Forum. The Asian Policy
Forum will be followed by the Global Policy Forum, in
which the topics and results of the Asian Forum will be
discussed in a comprehensive way.
All participants of ICOH Congress 2015 can participate
in the Policy Forum where a good opportunity will be
provided to share information, to learn, to network and
to help build the preventive culture as a substantive
knowledge framework for policy makers to ensure that
workers can be protected from work-related illness,
injury and death.

Climate
Korea belongs to the temperate region, which
has clear climatic characteristics, the four distinct
seasons. The early summer begins in June. The
average temperature is between 21 and 26oC.
You will need a light jacket in the early morning
and near sunset.
Food
Food is one of the biggest delights of any tour of
Korea. Korean dishes are tasty and great for the
health, mostly comprising of various fermented
foods and vegetables that are rich in nutrition
and low in calories. Bulgogi and bibimbap are
quite well known around the world. For table
manners in Korea, you should keep the bowls
on the table instead of holding them by the
hands, keep pace with others, and place the
spoon and chopsticks in their original positions
after your meal.
Currency
The currency of Korea is the Korean won. Bills
include the 1,000 won, 5,000 won, 10,000 won,
and 50,000 won bills, and coins include 10
won, 50 won, 100 won, and 500 won coins. The
exchange rate is about 1,100 won for USD 1.
Traveler’s checks and major foreign currencies
can be exchanged at the Foreign Exchange
Bank of Korea or other exchange offices.

Tax
Value-added tax (VAT) is levied on most goods and
services at a standard rate of 10% and is included in
the retail price. At tourist hotels, this 10% tax applies
to meals and other services and is added to the bill.

Insurance
Participants are advised to get adequate travel and
health insurance before leaving their respective
countries.
Passport and Visas
All visitors to the Republic of Korea must have valid
passport and visa. Visitors from the countries that
have a special agreement with Korea can get a visa
exemption and stay in Korea without visa for 30
days or up to 90 days, depending on agreements
between Korean and the country concerned.

professional society founded in 1906 in Milan as the Permanent Commission on Occupational Health.

Established in December 1987, KOSHA has been concentrating on the prevention of occupational
accidents, devoting itself to the safety and health of workers with the aim to “Protect the life and health of
workers.”
KOSHA is focusing on the research, guidance, development, and dissemination of accident prevention
technologies, as well as the construction and operation of preventive facilities in an effort to prevent
occupational accidents.
All employees of KOSHA are striving to provide the best in safety and health services that impress
customers based on professionalism and creativity. The six regional offices, 18 area offices, and 1,300 or
more employees around the country, centering on the main office, are striving to prevent occupational
accidents in Korea.

Established in 1988, KSOEM is an organization comprised of over 1,000 occupational medicine specialists
and environmental medicine specialists in Korea.
Occupational medicine is intended to maintain and promote the health of workers and prevent diseases.
Environmental medicine is for preventing, diagnosing, and eliminating health hazards that can be caused
by harmful factors included in the environment surrounding us.
KSOEM is working hard to fulfill the nation’s demand for environmental medicine by preventing and
managing occupational diseases, establishing preventive measures for environmental diseases, and
preparing diagnosis criteria and treatment guidelines, along with efforts in the advancement and
development of occupational and environmental medicine.
