(Continued from pg
into Monroe County.”
Starcher says he looks
at a school board position
as just another way to give
back to the community
that has accepted him.
He is 62 years old, a
retired pipefitter, and
married to wife Nanci.
The couple has five children and two step-children. Son Anthony Venis
will be a senior at
Sequoyah High this fall
and Abigail will attend
sixth grade at Vonore
Middle School.
Originally from West
Virginia, Starcher says he
likes Monroe County
“weather, people, and the
relaxed lifestyle.”
“Both sides of my family came from West
Virginia and I feel right at
home here in Tennessee,”
he said.
Starcher is seeking a
seat on the school board
“to do my part to help
ensure success for the students after graduation, for
all the students in Monroe
County.”
His qualifications for a
seat are “honesty and
common sense.”
Your biggest challenge?
“Getting up to speed on
the operation of the entire
school system in general
and the school board in
particular.”
What expertise do you
bring to the school board’s
annual budget process?
“Only the aforementioned honesty and common sense and having my
children in three different
school systems before
coming to Tennessee.”
Are your children as
students a benefit? “Yes,
because with kids in
school you’re more in the
loop.”
Is teaching experience
necessary for sitting on
the board? “No. I have
worked with children my
whole life. My own kids

Cell phones in school?
“No. Unnecessary.”
Dress code? “Yes.”
Corporal punishment?
“I am in favor of it, with
strict guidelines, of
course.”
What about No Child
Left Behind and Race to
the Top? “”Any program
at any level, fed, state,
county, must be properly
funded.”
Should teachers be
tenured? “Yes. So good
teachers feel secure and
safe. But be careful.
Don’t award tenure if they
don’t measure up.”
How to address the
current drug problem
among today’s American
youth? “Educate, educate,
educate.”
How would you justify
a school board member’s
$4,000-plus
annual
salary? “By being at every
meeting possible and
making decisions to best
benefit students of
Monroe County, based on
the information at hand.”
Religious symbols in
school? “I have no problem with anyone respecting his or her religion as
long as he or she doesn’t
force it on someone else.”
Posting

Ten

in
schools? “For.”
One to five - five being
the best - how would you
rate the administrative
staff of the system, school
director, principals, and
others? “Threes across
the board. I think there is
always room for improvement, including the
school board.”
Board members with
term limits? “Yes.”
What about board
members who regularly
miss meetings?
“You
should be replaced.”
Should the school
director or principals campaign or endorse a school
board candidate over
another? “No.”
What should the voting public know about
you? “I believe board
members should act in the
best interest of the students first. Teachers and
coaches second. And
their friends third!”
Your campaign?
“We should make the
right decisions for the
right reasons!”

Family members on
both sides were silent as
the verdict was pronounced but several persons broke down and
sobbed quietly. Cochran
lowered his face and
wiped his eyes.
“I am disappointed in
the verdict,” prosecuting
Sheriff ’s
Lieutenant
Detective Travis Jones
told the BUZZ afterward.
“But I respect the jury and
its decision and the time
the jury spent on this
case.”
State prosecutor Jim
Stutts, the assistant district attorney who presented Jones’ evidence
and who pressed the
state’s case while seeking a
first-degree murder conviction, was no less eloquent in his remarks to
the BUZZ.
“Trial juries are partisan,” Stutts said. “We had
hoped for a higher degree
of conviction. But the
jury hears two sides. We
respect the jury’s verdict
and now we’ll begin preparations for sentencing.”
Defense
attorney
James Logan of Bradley
County spoke briefly with
Cochran’s family members and friends after the
jurors were dismissed
from the courtroom.
He assured the small
assembly the verdict has
been a favorable one for
his client. To the BUZZ
he also tendered a positive
statement.
“The jury system
worked today,” Logan
said. “Twelve good citizens of Monroe County
evaluated the evidence
and applied the law. And
returned a just verdict.”
During the trial,
Cochran did not dispute
he killed Curry.
In
Cochran’s defense, Logan
crafted “ a sense of selfdefense” with no premeditation on his client’s part
in sorting out the details
of a night during
Memorial Day weekend
two years and two months
ago when Curry and
another camper tried to
quieten an intoxicated
Cochran who was yelling
and keeping others awake
late in the night at
Notchey
Creek
Campground in Vonore.
Grappling
with
Cochran at one point,
Curry was stabbed in the
chest with Cochran’s
knife and died from a
large wound to his chest.
Following the verdict,
Reedy allowed Cochran to
remain free on a
$200,000 property bond
until his sentencing in two
months.

Animal Shelters
Receive $12,500 Grant
County, Two Towns Get Much-Needed Funds
The animals of Monroe
County are $12,500 richer.
On Thursday, “Maddie’s
Fund” presented the
county’s animal shelter
and the two shelters of
Madisonville
and
Sweetwater with the
money in a special ceremony at the Monroe
County Courthouse.
“Maddie” was a beloved
miniature
schnauzer
whose unconditional love,
devotion, loyalty, and spirit inspired her guardians
to start a charitable foundation in her name.
The grant was allocated
by Maddie’s Fund to the
Monroe County Animal
Shelter in the amount of
$8,000,
to
the
Madisonville pound for
$2,500,
and
to
Sweetwater’s pound for
$2,000.
The funding will support collection and publishment of data concerning dog and cat populations impounded by the
three shelters and other
animal rescue groups for a
period of three years.
The Monroe County
Friends of Animals is the
major supporter of the
county’s animal shelter,
providing funds and volunteers. Its three major
initiatives for 2010 are
increasing the number of
animals sent on the
Rolling Rescue program,
obtaining funding for an
animal control officer, and
initiating the building of a
new Monroe County
Animal Shelter.
Needed are $25 donations to sponsor a puppy
or cat for the Rolling
Rescue program and three
acres of land for the new
shelter.
The
Spay-Neuter
Assistance for Pets
(SNAP) has funded nearly
6,000 spay-neuter operations of county animals.

position for animal services is to be within a law
enforcement agency.
MCAC is working
closely with Chief Isbell in
this transition. With its
experience, equipment,
and training, and Isbell’s
law enforcement status, a
county-run animal control
program will finally be
available to continue protecting the animals.
Monroe County has huge
problems with animal
neglect and abuse.
The transition will take
some time to go into
affect. Currently, all complaints should be referred
to the shelter. MCAC will
do its best to respond to
the most egregious and
urgent calls. (Isbell will be
available for warrants and
arrests, if necessary).
Chief Isbell will seek a law
enforcement grant to
obtain funding for the animal control officer selected. He is working on a
procedure to redirect all
animal complaints to
county dispatch to then
be forwarded to a phone
within his department.
MCAC thanks everyone who supported the
'forays' into the world of
animal cruelty. Having
prayers, pats on the back,
and 'go git 'ems', has made
a nasty job bearable. With
the future of animal services assured, MCAC is
dancing around with
happy feet.

Vote for Honesty and experience for A Better future in 2010

NATIONWIDE
A new study conducted
by
the
Rockefeller
Foundation and released
to the public on Thursday
- one day after President
Obama signed a financialreform law aimed at curbing predatory lending and
preventing another financial collapse - suggested
Americans are less secure
economically now than at
any other time during the
past quarter century. The
study considered three
typical measurements of
economic
insecurity:
decreased income, high
out-of-pocket medical
bills, and lack of savings.
Meanwhile, the economic recovery was
reported on Thursday as
slowing as home sales continue to fall and unemployment benefits keep
on rising. The National
Association of Realtors
said the job market was
“sluggish.”
Federal
Reserve
Chairman Ben Bernanke
addressed Congress on
Thursday, telling lawmakers the country’s fragile
economy still requires
government
stimulus
spending to strengthen
the recovery and reduce
unemployment.
Bernanke warned against
slashing spending and
boosting taxes or a combination of both.
A Greyhound bus
crashed on a state highway in central California
on Thursday, killing six
persons out of 47 passengers as it avoided an overturned minivan and
slammed into a concrete
center divider. The driver
was also killed, highway

Another
tropical

the Atlantic Ocean near
the
Bahamas,
the
National Hurrican Center
said on Thursday, sustaining winds of 35 miles per
hour and possibly threatening cleanup operations
by BP in the Gulf of
Mexico.
The system
showed significant signs
of intensification with
increased thunderstorm
activity late Thursday.
Sixteen climbers had
to be rescued from the
top of 13,770-foot Grand
Teton in Wyoming on
Wednesday during a complicated eight-hour operation that secured three
groups on the mountain
as a lightning storm hit. A
search for a missing 17th
climber got underway on
Thursday.
And according to a survey by television shopping
network QVC, a woman’s
looks are at their peak at
age 31. Over 2,000 men
and women provided
input into the survey, saying women entering their
fourth decade hit their
prime in terms of confidence, style, and beauty.
Voting
(Continued from pg 1)
The number puts the
period on pace to tally
approximately 7,500 early
ballots.
Since July 16, the first
day of early voting, there
have been 2,377 walk-up

The Beat Goes On...
As Reported to the Officers
Around The Globe
General
David
Patraeus is planning to
“ramp up” the U.S. military offensive by intensifying the troop level in
Afghanistan, senior military officials said on
Thursday. The conclusion
out of the Pentagon is setbacks in the war effort
have not been the result of
strategy but of flaws of
how the strategy has been
implemented.
Over 5,700 homes have
collapsed and as many as
152,000 residents have
been relocated in northeastern China this week
due to relentless flooding,
the state-run Xinhua news
agency said on Thursday.
According to China Daily,
flooding this year has
caused over $21 billion
(142.2 billion yuan) in damage.
North Korea agreed on
Thursday to hold talks
before the weekend with
the U.S.-led Command
over the sinking of a South
Korean warship in March.
It will be the second meeting between the two parties since the attack on the
Cheonan which killed 46
South Korean sailors.
The Jerusalem District
Court on Thursday convicted an Arab man of
“rape by deception” after
introducing himself to a
30-year-old Jewish woman
as a Jewish bachelor to get
her to have sexual relations with him. The
woman, when she found
out the man was Arab,
filed a police complaint
alleging rape and indecent
assault.
The deaths of over 550
penguins whose bodies
washed up on the shores
of Brazil in the past ten
days are being blamed on
cold waters and starvation
as the birds began their
annual
migration.
Researchers said it was
possible a regional cold
front made the fish the
penguins eat seek warmer
currents.
A tropical fungus
apparently has taken hold
in the Pacific Northwest
and officials in Oregon,
Washington, Idaho, and
California are blaming it
for at least 60 illnesses and
15 deaths, the Centers for
Disease Control and
Prevention
said
on
Thursday. It is still considered rare but grows on or
around trees and causes
coughs, headache, and a
fever.
And on Thursday,
researchers with the

announced the discovery
of Stonehenge’s “lost

on Salisbury Plain in
Wiltshire. Using groundpenetrating radar, experts
said a circular ditch containing 22 holes from rotten poles long rotted away
exist with the same orientation at the worldrenowned monument.

Hope
(Continued from pg 1)
Attorney
District
General’s office and the
state Bomb and Arson
Squad has cleared Monroe
County Sheriff’s Captain
Kenny Hope as a person
of interest in the ongoing
Jim Miller homicide
investigation,” Helm said
in an email press release.
Helm said Sheriff Bill
Bivens, his department,
and Hope himself “have
cooperated fully” with the
investigation and Hope
will return to his road captain duties as scheduled.
“Meanwhile, agents
and investigators are continuing in their work in
the homicide investigation,” Helm said.
The BUZZ spoke by
phone with Helm in her
Nashville office around
10:30 a.m. on Thursday.
She said there had been
no new developments in
the case since Miller’s
body was “tentatively”
identified following an
autopsy on Wednesday.
She reiterated that
Miller died of “gunshot
wound” and was emphatic
that the TBI would not be
releasing the wound location, or locations, on
Miller’s burned body.
“We have an investigation to complete,” she
said, “and to reveal where
Mr. Miller was shot or
how many times would be
a compromise in the
investigation.”
When told an official
within a state agency may
have divulged such information to another media
outlet, Helm said she
would neither deny nor
confirm the official’s
statement.
On Wednesday, Helm
told the BUZZ that the
medical examiner in
charge of Miller’s autopsy
identified the body found
in the trunk of Miller’s
burned car on Sands Road
as Miller, terming the
identification “tentative.”
“We won’t really know
for sure the body is Mr.
Miller until a complete
DNA profile is established,” Helm said. “And
that could take weeks or
months.”
Reportedly, the DNA
matching has already
begun.
Helm confirmed the
investigation was “a homicide.”
“Several TBI agents
have been assigned to it,”
she said, “and there have
been numerous statements from numerous
individuals taken.”
No one person has
been singled out as a
“major suspect” in the
case, Helm said.
“This is a wide-open
investigation,” she said.
“And we’re working very
hard to complete it.”
Reportedly, the TBI
has issued several “gag
orders” on local agencies
and individuals. Sheriff
Bivens told the BUZZ on
Thursday he had agreed
with TBI and District
Attorney General officials
not to speak publically
about the investigation
per the TBI’s request.
“All release of information on the case will come
through the TBI,” Bivens
told the BUZZ.
Miller’s car was found
on fire in a semi-wooded
farm area off Sands Road
about a mile from Old
Highway 68 Saturday
evening, July 17. His
burned body was discovered in the trunk of the
car.
Anyone with information regarding the homicide is asked to call the
TBI’s special 24-hour “tip
hotline” at 423-519-TIPS
(8477).
Dear Buzz, I just wanted to say something about this
investigation into/ about Kenny Hope.
I've known Kenny Hope all my life, since the days of
Hope Tire and Battery in Sweetwater.
Kenny has
always been a big cut up and can always make you
laugh!!
He has dedicated his life for the last 15 years to serving the people of Monroe County. It always amazes me
how quickly the so called friends will turn on you and
hang you out to dry totally on your own.
Well, I want to show everyone what a true friend
would do. A true friend will stick by a friend through
thick and thin. There is no doubt in my mind whatsoever that Kenny Hope had nothing to do with Mr Miller's
death or knew anything about it.
I think this is POLITICS at its WORST. When this is
all over, I guarantee that Hope will be found totally in the
clear, but the thing is, the damage has already been
done.
Kenny's reputation will never totally recover from
this smear.
I just wanted to let Kenny know that I will stand
behind him till the end. All the people that really know
Kenny need to show their support and not stand in the
background quietly and let an innocent man be railroaded into this and out of a job!!!!!
My thoughts and prayers are with you Kenny.
god bless and be with you.
your friend,
Dewayne Mason
