We are delighted to welcome and partner with the 49th Commandant of the
U.S. Army War College, MG Tony Cucolo, who arrived this past summer.
Please read his letter on the next two pages carefully as he is making very
productive changes that enable the College to improve its education to
senior leaders and better integrate the many constituencies of the College.
I am continually amazed and gratified by the accomplishments of our
Foundation. We have increased our direct financial support for Army War
College programs this year to $665,000, up from $545,250 last year. At
the same time, we have increased the support and services we provide to graduates in every area,
e.g. magazines loaded with USAWC news, a formalized Tribute Program, an expanded gift
shop with high-quality items, reunions in Carlisle and around the country, and so much more.
Thanks to all of you for helping the Foundation support the College’s Margin of Excellence.
We are very pleased to tell you about the Foundation’s new Turning Point Strategic Leadership
Award. Our trustees developed the award over the past few years for two important reasons.
First, we wanted a fitting way to recognize senior executive leaders who have demonstrated
truly outstanding leadership and successful positive strategic focus and direction to their
challenged organizations. Second, we wanted to expose USAWC students and faculty to highcaliber civilian strategic leaders in order to enrich their education at the College.

The first recipient of the Army War College Foundation Turning Point Strategic Leadership
Award is Mr. W. James McNerney, Chairman of the Board, President, and CEO of The Boeing
Company. I cannot possibly describe to you in this short column the challenges that he faced
in 2005 when he became CEO, or his many initiatives and accomplishments that have resulted
in Boeing becoming the respected and successful organization it is today. We honored Mr.
McNerney with the award on October 10th and he honored us and the Class of 2013 with an
outstanding lecture on strategic leadership.
I extend a special thanks to four Trustees who completed their terms at our September meeting:
Mr. Lou Manzi, NSS ’03, Vice President, MG (Ret) Cliff Gibbs, DCS ’80, Chairman of
the Legal and Bylaws Committee, COL (Ret) Bob Hervey, RES ’85, past Chairman of the
Investment Committee, and Mr. Bill Alexander, now Chairman of the Board of the Geisinger
Foundation. Each will be greatly missed for his dedicated service to our Foundation.

Greetings to all alumni, friends and Families of the US Army War College,
It is my distinct honor to be your 49th Commandant! My wife Ginger and I are excited to be back at Carlisle Barracks and
the Army’s home of the strategic military art and generator of strategic leaders for the joint force. Much has changed since
we were a student Family with the Class of ‘98, snuggled warmly (tightly? compactly?) in our Smurf Village quarters on
Sumner Road and enjoying The Carlisle Experience. Have to admit though, this time around, the assigned housing for us
certainly is different. First couple of weeks here I needed a compass and a map to navigate the interior of Quarters 1…
As is quite familiar to all of you, summer is a traditional period of change in military organizations, and the summer of ‘12
was no different. And since it has been quite a while since this great institution changed both the Commandant and the
Dean of Academics at the same time, the pace and breadth of changes are beyond that of a routine change of command. The
theme of this brief column is, in fact, “change” and my intent is to give the best update I can in this small space. But make
no mistake – no decision has been taken lightly or merely for the purpose of doing something different; our intent is to create
movement and greater unity of effort with any reorganization action or reassignment of tasks and functions.
First, I cannot say enough about the handover we received from Gregg Martin and the great team in-place who brought us on
board. As we arrived in June, Dean Bill Johnsen completed ten years of selfless service in that position and transitioned to his
sabbatical. With Colonel Rob Nye holding the line magnificently as acting Dean, and Deputy Commandant Bobby Towery and
Chief of Staff John Laganelli as well as the great Garrison team showing me the ropes, we took a hard look at reorganization of
The War College in the face of budget-induced personnel cuts. After some deep study, several sessions of dialogue with the staff
and faculty leadership, and then finally with the arrival of Dr. Lance Betros to assume duties as our Provost (a more appropriate
title for the individual in charge of all academic endeavor across the entire institution), I directed some immediate changes.
I noted a bit of an identity crisis inside the gates; a traditional naming convention, in my opinion, inadvertently created silos
of effort and invisible barriers to coordination and mutual support among our incredibly diverse capabilities. There was
“The College” inside the US Army War College...did that mean the Center for Strategic Leadership or the Strategic Studies
Institute was somehow separate and not a part of the education or “think factory” effort? To resolve any confusion inside or
outside the gates, Dr. Betros and I chose to rename “The College” the “School of Strategic Landpower.” Not with intention
to walk away from the joint environment, this is merely our nod to the fact that our focus here at the Army’s War College
is the study of war and any and all applications of Landpower to achieve strategic objectives in the national interest. At
Newport, they study Seapower, at Montgomery, they study Airpower...here at Carlisle, we study Landpower. The School of
Strategic Landpower now includes the Department of Distance Education and the departments and faculty who teach both
resident and distance programs to get the greatest effect of combined faculty and educational delivery techniques. Colonel
Rich Lacquement leads this core function as our Dean of the School of Strategic Landpower.
We also consolidated the Army War College Press with the Strategic Studies Institute, and kept both “brands” seeking to
gain strength from a combined study, research and publication arm. Seems to me many people are tossing about the term
“grand strategy” these days but I too-frequently read imprecise and faddish attempts to explain the concept. The strategic
narrative is so critically important to our national security strategy, and to the thoughtful application of resources for our
national defense. We believe the best narrative comes from a steady stream of thoughtful and responsible discourse, hence
the consolidation-for-effect of our research and publication arm. Competing narratives create a healthy war of ideas and we
here at The War College aim to engage and provide the Landpower perspective where and when appropriate.
I am sure all you “old hands” like me fondly recall your Strategic Decision Making Exercise, that exceptionally wellorganized and wide-ranging strategic war game late in the academic year where we all assumed roles as strategic leaders in
a future world and applied what we learned during the year to a series of crises. I cancelled it. I have taken the seven days
of that exercise and applied three days (one each) to the three core course exercises to give those key experiential learning
events greater rigor, and applied four days to oral exams in the Spring. Yes, students will now take oral exams. After almost
three years of Division Command and my most recent year in the Pentagon on the Army Staff working programming and

budget, I detect (only my personal opinion) a growing weakness in the abilities of rising cohorts of officers to effectively
argue or make a point verbally to an audience of strategic leaders and policy makers. Don’t know what it is – lack of
practice, too little opportunity to do it, too much communicating virtually perhaps, but for all the good we do here to make
our officers and civilians strategically literate with our course load, we must also equip them with the ability to communicate
with policy makers in an effective manner – allowing them to be heard, listened-to. We’re running the pilot this Spring and
then plan to make oral exams a permanent fixture next academic year.
Collins Hall is now the Center for Strategic Leadership and Development, still running great courses all year such as the
Combined Joint Force Land Component Commanders Course, the Senior Leader Seminar, and numerous staff rides. But
we’ve added something else: with all that superb wargaming capability in residence for the now-shelved SDME, Doug
Campbell has created a quick-turn strategic wargame capability to assist in our role as a think factory for the Army. In all my
study and prep before arriving here, it was clear to me that in the past when resources were low, what saved our services was
a focus on professional military education and a willingness to experiment with concepts and ruthlessly challenge existing
concepts. During the interwar years (1919-1940) the Army and the Navy used this approach to great effect; we seek to do
the same, and involve students, our international fellows, and policy makers. Doug’s team recently completed a proof of
principle wargame in the Levant with very interesting results we have since passed on to senior leaders. A great capability!
There have been more and there will be more changes. For example, the Provost and I are undertaking an aggressive
curriculum review this Winter with an eye for significant change in Academic Year 13-14. The term “SSCF” for Senior
Service College Fellow is out, gone from the Army’s lexicon – replaced with US Army War College Fellow. We took
“ownership” of these outstanding young men and women (90 of them this year), extended their orientation period to two
weeks here in residence prior to heading to their fellowship, and even assigned them to resident seminars. Bottom line, we
want an organic and close-as-possible relationship with these Army strategic scouts scattered across the Nation at influential
locations and want to make sure they feel every bit a part of the Class of 13.
But perhaps the most significant change that will be of interest to my alumni is the fact that our direct oversight will shift
from Training and Doctrine Command to the Chief of Staff of the Army. This decision was made by General Odierno in
mid-October, and we are drafting a new charter right now to be signed by him that will outline this revised relationship.
There is no question we will still maintain very close, direct ties with TRADOC in two areas: Leader Development and
Concept Development, as General Cone and his organization lead the Army in both areas among their many responsibilities.
Having reported all that, many things remain the same. Carlisle Barracks, with a staff, faculty, and garrison totally focused
on their mission to educate and develop leaders and advance knowledge, remains the wellspring of the profession at the
strategic level. The magnificently historic setting and surrounding communities are still welcoming, and the area still
immensely inviting – as I write this, the nearby mountain ranges are bursting with Fall colors. Amazingly resilient military
brats still bike, skateboard and socialize like safe, small-town America (and most Army posts) of decades past. And our
students are still the best – certainly better than I was! All wonderfully professionally cynical, hard-bitten combat leaders of
every service and much of our interagency, who are poised to make the break from operational thought to strategic thinking
-- critical strategic thinking at that. If you met them, walked the hallways with them, heard their good-natured banter and
phenomenal good humor, and then listen to their penetrating and thoughtful questions in a lecture hall, you would have the
same great confidence I have in our future leadership. Being among them each day is fantastic (and entertaining!); I cannot
imagine a better place to be.
In closing my update for this issue, I want our alumni to know that here at your US Army War College we firmly believe
we are the Army’s home of strategic thought, the Army’s center for the strategic art, and the Army’s center for strategic
leadership development. We have proudly assumed our role as trustees of strategic landpower. With a refreshed focus, just a
little bit of new blood coursing through our veins, and a renewed and energized line of direct communication to the Chief of
Staff of the Army, we’re picking up the pace. Expect to hear more from this outfit – and our students! As ever, we welcome
your ideas, your questions, and certainly your visit back here to your professional home.

National Security Seminar Events
58th National Security Seminar
The U.S. Army War College was proud to host 160 citizens from across America for the 58th
National Security Seminar (NSS) in June 2012. This nominative program is the capstone event
each year for the resident class (with the equivalent Commandant’s National Security Program
for the Distance Education class in July). These seminars enable students to better understand
the society they serve and they enable the attendees to better know some of the future senior
leaders of the Armed Forces and government. Key events are lectures, seminar discussions on
national security, budget and resource implications, international policies, and a “staff ride” to
the Gettysburg Battlefield to study leadership in a strategic context for the nation.

Event
The Adjutant General (TAG) of Iowa has a long tradition of holding an annual event each August to share and celebrate the insights of attendees
to the U.S. Army War College’s National Security Seminar (NSS) and the Air War College’s National Security Forum (NSF). “Alums” of those
programs compare experiences with the newest attendees. The photo from this year’s event on August 23, 2012 features grads of both NSS and
NSF, and a number of USAWC grads from the Resident, Distance, and Fellows programs. We won’t try to name all the attendees but want to
thank MG Tim Orr, RES ’03, current Iowa TAG (in the front row in the red shirt), for continuing this outstanding tradition.

LTG (Ret) Dubik gave the opening Bradley lecture at Penn State Dickinson School
of Law on October 22, 2012. On hand to welcome him were MG Tony Cucolo,
RES ‘98 & 49th Cmdt, MG (Ret) John D. Altenburg, Jr., Bradley Chair 2010-2011,
and ADM (Ret) Dennis Blair, Bradley Chair 2007-2008. The Bradley Chair is a
partnership between the U.S. Army War College, Dickinson College, and the Penn
State Dickinson School of Law. Thanks to American Public University System,

Prof. (COL, Ret) Michael J. Pasquarett retired from the Center for Strategic Leadership
(CSL) on September 28, 2012 after a full and successful second career after military
retirement. His nephew, BG James F. Pasquarette, RES ‘08, was the retirement
official. One of the most interesting things we learned from the two of them is why
Mike doesn’t have an “e” on the end of his name like the rest of the Pasquarette family.
Congratulations to Mike for outstanding service to the U.S. Army War College and
for special support to the U.S. Army War College Fellows Program.

Greetings to all alumni and friends of the Department of Distance
Education (DDE). The past few months have been busy with a major
USAWC reorganization, new leadership, and the usual transition in
department personnel. In addition to the fast-paced summer sessions
of the First and Second Resident Courses, the department was able to
conduct two orientation sessions here at Carlisle Barracks last May to
greet many students from the new Class of 2014. We continue to see
students who are more technically savvy, have multiple deployments,
and seem more junior than previous classes. Students are organized
early now into seminars that they will remain in their first year of
studies. This provides better organization, support, and a sense of
community for the students as they progress in their studies.
Our expansion into elective courses for our second year students seems
a big success. We offered 17 stand-alone courses that ranged from
Achieving Unity of Effort in the Interagency to Defense Support to Civil
Authorities to Landpower: Theory, Practice and Application. These
courses enable students to focus on subjects in more depth.
We have also been experimenting with ways to improve our students’
ability to access materials. Some of the improvements focus on
greater ability to use mobile computing devices and the use of cloud

computing. Hopefully, we can expand this capacity throughout the
Distance Education Program.
During the First Resident Course this past summer, we expanded
the Washington, D.C. trip to include more embassy visits. Some
of the embassies the students visited included Brazil, Russia, India,
and China. We also had several small group visits hosted by DDE
alumni. This was a homerun since the agencies were better prepared to
present material and subjects at the appropriate level. During Second
Resident Course, the students finished their DDE education with a
flourish. After completing their Graduate Seminars, a major exercise,
Gettysburg staff ride, and seminar discussions, the students shared
their DDE experience with about 70 civilian Commandant’s National
Security Program guests.

Guide to the Battle of Gettysburg, Second Edition, Revised and
Expanded, by the late Jay Luvaas, BG (Ret) Harold W. (Hal)
Nelson, RES ’84, and COL (Ret) Leonard J. (Len) Fullenkamp,
RES ’90 & FAC. This is the long-anticipated revision of one of
the most respected and popular guides to the Gettysburg National
Military Park. The authors have made significant changes to the guide,
addressing alterations to the park during the past 15 years. The volume
retains its signature blend of official reports, commanding officers’
observations, and terrain descriptions, as well as easy-to-use maps
that allow park visitors to follow the battle as it actually unfolded.
In this new edition, the authors double the number of maps—this
time by master cartographer Steven Stanley—to effectively track
directional changes for visitors driving through the park. They include
new sections highlighting the strategic and operational context and
provide background about Lee’s decision to invade Pennsylvania.
They also added new information about the cavalry battle on Day 3
and the decisions and actions of General Meade. The “Capabilities and
Doctrine” appendix now addresses more fully the evolution of cavalry
tactics in the battle’s aftermath, and for the first time there is a useful

Wiki at War: Conflict in a Socially Networked World, by Dr.
(LTC, Ret) James Jay Carafano, DDE ’01. In this book, Carafano
explains why internet-born initiatives matter and how they are likely
to affect the future face of war, diplomacy, and domestic politics. It is
a timely analysis of the techno-future of information and the impact
of social internet networking. Drawing on his extensive knowledge
of history and defense strategy, he creates an analysis of what is truly
new about the “new media,” and what is simply a recasting of human
warfare in contemporary forms. Outlining the conditions under which
a difference in degree becomes a difference in kind, detailing how
ancient wisdom can still apply to national security decisions, and
examining the conditions under which new expertise is required to
wage effective diplomacy or successful military strategy, he casts in
stark relief the issues that face political, military, and social leaders in
trying to manage and control information in both the international and
domestic arenas. ISBN 978-1-6034-4656-3.
Carved from Granite: West Point Since 1902, by Dr. Lance
Betros, FAC. West Point’s early history (1802-1902) is interesting
and colorful, but its history since then is far more relevant to the
issues—and problems—that face the Academy today, according to
Betros. Drawing from oral histories, archival sources, and his own
experiences as a cadet and, later, a faculty member, Betros describes
and assesses how well West Point has accomplished its mission. He
also does not hesitate to expose problems and challenge long-held
assumptions. In a concluding chapter that is both subjective and
interpretive, he offers his prescriptions for improving the institution,
focusing particularly on the areas of governance, admissions, and
intercollegiate athletics. Photographs, tables, charts, and other
graphics aid the clarity of the discussion and lend visual and historical
interest. There are lively debates over some of the observations
made in this book, but if they are followed, the author asserts that
the Academy will emerge stronger and better able to accomplish its
vital mission in the new century and beyond. Dr. Betros became the
Provost, U.S. Army War College, in July 2012.

Mission 376: Battle over the Reich, May 28, 1944, by COL Ivo de
Jong, IF The Netherlands, RES ’12. Ivo de Jong has researched
the Eighth Air Force for nearly 20 years. This book is a highly detailed,
comprehensive narrative of Mission 376 of May 28, 1944, when over
1,000 B-17’s and B-24’s, along with hundreds of escort fighters, bombed
a number of targets deep in Germany, mainly synthetic oil refineries.
It was the first attempt to remotely-control glide bomb a target, in this
case, the marshalling yards in Cologne, which turned out to be a dismal
failure, despite no aircraft losses. The author describes the mission from
beginning to end, as well as the aftermath, as it pertained to casualties,
POWs, and a few atrocities perpetrated on downed fliers. This research
is illuminating, especially regarding the high number of aircraft aborts
and the difficulties in assembling such large numbers of heavy laden
aircraft prior to heading for the targets. The book contains accounts
from aircrew and pilots from both the USAAF and the Luftwaffe. Also
included are extensive lists of aircraft shot down, with full crew details,
along with fighters shot down on both sides.

Contractors and War: The Transformation of U.S. Expeditionary

Today’s armed forces are a third smaller than they were during the
Cold War, and yet are expected to do as much if not more than they
did during those years. Much of the transformation in the way
the U.S. government expects the military to conduct operations is
contingent on the use of contractors. The chapter authors are drawn
from a range of policy, legislative, military, legal, and academic
backgrounds. They lay out the philosophical arguments supporting
the use of contractors in combat and stabilization operations and
present a spectrum of arguments that support and criticize emergent
private sector roles. The book provides fresh policy guidance to
those who will research, direct, and carry out future deployments.

Red Teams and Counterterrorism Training by Stephen Sloan and
Dr. Robert J. Bunker, FAC. Keeping ahead of terrorists requires
innovative, up-to-date training. Quickly canvassing the evolution of
terrorism and of counterterrorism efforts over the past 30 years, the
co-authors draw on examples from the early 2000s, following the
World Trade Center and Pentagon attacks, to emphasize the need
to prevent or respond quickly to “active aggressors,” terrorists who
announce their presence and seek credibility through killing. Training
for such situations requires realistic simulations and incorporation of
“red teams,” the groups that play the part of active aggressors. The
authors explain how to create an effective red team whose members
can operate from within the terrorists’ mindset. A case study of the
2009 Ft. Hood shooting illustrates the cost of failures in intelligence
and underscores the still-current need for serious attention to potential

My Lai: An American Atrocity in the Vietnam War by Dr. William
Thomas Allison, FAC. On March 16, 1968, American soldiers killed
as many as 500 Vietnamese men, women, and children in a village near

30th Reunion, Class of 1982
The combined Army War College resident and distance learning
“Clausewitz” classes of 1982 returned July 12-15, 2012 to Carlisle
for the first reunion in 30 years. In the days together, we enjoyed
recalling past memories and rekindling associations while gaining an
appreciation for new facilities and developments in teaching technology
and the curriculum. We were proud to be the first combined reunion of
resident and distance classes.
Outstanding support and coordination was provided by the Foundation
and Alumni Office staff with an excellent mix of activities and events
that maximized our opportunities to catch-up, reminisce, and further
value our War College experience. We cannot say enough regarding
the planning and assistance provided by COL (Ret) Ruth Collins,
Foundation CEO, and her staff in coordinating our accommodations and
developing an excellent program of reunion activities. This included
not only appropriate college meetings, updates, and a post tour, but also
options for social events, shopping, golf, a staff ride to Gettysburg and
free time. Our schedule allowed us to visit the Jim Thorpe Sports Day
Trophy and our class gift (bust of Clausewitz)--two objects we proudly
identify with.

Here’s the four day schedule we developed and enjoyed:
Thursday, 12 July (Day 1): We had a welcome BBQ in the picnic area behind
the Letort View Community Center (referred to in our day as the Officers’ Club).

The reunion program left us humbled by the advances and rigor in the
curriculum. As students in 1981-1982, many of us found the opportunity
to “smell the roses,” but today’s academics are the drivers. Whereas
we left Carlisle upon graduation fully refreshed, today’s students
leave more with a sense of accomplishment and purpose, including a
master’s degree. It was an added surprise to witness the results of the
development and construction of AHEC—a new expanded facility with
displays and advanced techniques to store and preserve Army historical
documents, to include our student research papers.
Our class skit 30 years ago was “Looking Back Jack” –a perspective
from our future 50th Reunion in 2032. We are hoping that a graduate
or two from the Class of 1982 can be here to take part in that event in
20 years. Until then, a message we would like to leave classes is that
they should embrace the opportunity and diligently encourage other
graduates and spouses to participate in a USAWC Class Reunion. The
Foundation staff will initially notify graduates of upcoming reunions
and coordinate events, but the class itself should further encourage
participation. In our case, if more of our fellow graduates had been
personally involved and had insight into how meaningful the overall
experience would be, attendance would have been much larger.

Friday, 13 July (Day 2): This day was truly rewarding and had none of the down
side of a Friday the 13th! We were welcomed by the Deputy Commandant,
COL Bobby Towery, RES ‘06, and the Acting Dean, COL Rob Nye, RES ’05. They
shared with us comparisons and changes in the academic program from 1982
to 2012. We then had a class photo, a bus tour of Carlisle Barracks, including
the new quarters and facilities, a memorial tribute to our deceased classmates,
a tour of the new Army Heritage and Education Center (AHEC), and a dinner
at Marcello’s.
Saturday, 14 July (Day 3): We were given a Gettysburg Battlefield Tour by Prof. Len
Fullenkamp, RES ’90. This tour and stop at the new Gettysburg Visitors’ Center
were most informative and made the events of 150 years ago come alive in large
part due to Len’s insight, enthusiasm, and knowledge. We concluded with an
evening Reunion Dinner at AHEC that allowed us time to provide individual “5
minute updates” on the highlights of our activities since graduation.
Sunday, 15 July (Day 4): We checked out and travelled home, all glad we had
attended.

Twenty-four classmates and 18 spouses gathered at Carlisle Barracks
August 16-19, 2012 to celebrate our 25th reunion with a fun-packed
weekend. From the moment we passed the flashing “Welcome Class
of 1987” sign as we drove onto post, until our final breakfast together
Sunday morning, all had a marvelous time. As soon as we greeted one
another at our outdoor icebreaker behind the Club (where we had held
our informal graduation party), it was as though the intervening 25
years suddenly evaporated. The entire weekend simply brimmed with
camaraderie and good fellowship, rekindling old friendships and making
new ones. Unfortunately, none of our IFs could make the journey but
they were with us in spirit and remembered one and all.
Ruth Collins and Linda Caton from the Foundation and Alumni Office
and their fantastic staff supported our planning and execution of all
events. They arranged for us all to stay on post, set up the War College
events and all activities on Friday and Saturday, and even arranged for
optional golf tee times and a Gettysburg trip.
We had a great session Friday with the dynamic new Commandant, MG
Tony Cucolo, who was extremely generous with his time, explaining
what’s changed and his vision for the War College. Following our
group photo, and checking to see that our names were still on the bronze
plaque, we took a trip down memory lane on a windshield tour of the
post, marveling at the changes (e.g. the Hessian Guard house is now a
museum, the gas station is gone, and the last of the Smurf houses are
ready for demolition). Today’s Army families owe much to classmate
Geoff Prosch who put the residential community initiative in place with
its tremendous improvements in quality of life.
We toured Root Hall (by the way, the unit crest plaques are gone from
the cafeteria!), visiting seminar rooms and the remodeled Library before
holding a special memorial service in the foyer of Bliss Hall for our
departed U.S. and IF classmates. The afternoon culminated in a tour of
considerable degree of assistance if you can find a volunteer

Saturday was another busy day with 24 of us off to an early start for
the Gettysburg Battlefield, while others stayed back to alley-hoot, go
antiquing, or play golf. CAPT (Ret) Al Lord, RES ’03, superbly led
our battlefield tour and refreshed our memories of the three day battle’s
strategic implications. We reverently toured Little Round Top where
the 20th Maine made its courageous stand under Joshua Chamberlain, so
aptly depicted in our class gift, Bayonet Forward.

Place and enjoyed a delicious dinner. Dale Gallon recounted that he
had only been painting three years at the time we commissioned him
to do Bayonet Forward, and that print was one of his most successful
(now out of circulation and quite valuable). Also joining us were former
faculty members Dave Twining (Sem 6) and Dave Jablonsky (Sem 8)
and their wives. Ruth Collins was also our guest and told us more about
the Margin of Excellence the Foundation provides the War College,
enriching the experience for both the U.S. and IF students.
Although small in numbers, we were certainly spirited. With all but two
seminars represented (12 and 15), everyone had a great time and felt we
succeeded in renewing our ties to one another and to Carlisle. We pledged
to get the word out to gather an even larger turnout for our 30th. In the
meantime, check this space for mini-reunions in the intervening 5 years.

Third International Fellows (IFs) Reunion, Class of 1997
At our first reunion in Brussels in 2007, ten years after leaving Carlisle,
the assembled IFs decided to meet more often. Class IF President,
Maj General (Ret) Yacoub Haddad (Jordan), generously volunteered to
host a second meeting in Amman in 2010. In a well-organized event,
all participants enjoyed the hospitality of Jordan. We visited the main
attractions, like Jerash, John the Baptist’s settlement at Bethany beyond
history.

this lovely city.

June 23d included the
Viking Ship Museum
and the Holmenkollen
Ski Jump Area and Ski
Museum. We will long remember the delicious and stylish lunch at
Holmenkollen Park Hotel, after which we visited Akershus Castle and
Fortress. The day ended with the “Great 15-year Dinner” at our host’s
house. Again, we were spoiled by the hospitality and inspired by the
wise insights of our fellowship.

years and he invited all IFs for the third reunion in Oslo in June 2012.
On June 21st, 2012, all attendees were met by John and Mali personally
at Gardemoen Airport and were transported in style to their lovely
home. First-time participants were General (Ret) Pyar and Kamala
Thapa (Nepal), traveling from Washington. Die-hards Martin and
Miranda Vine (UK), Lars and Ingegerd Fagerberg (Sweden) and
Willem and Zinnia Bek (The Netherlands) were celebrating their third
IF reunion with John and Mali.
Our host provided enough food and drinks to recover from traveling and
at the end of the evening, it was like we never left Carlisle. Although
nobody noticed darkness in this midsummer night, we had to get some
sleep in preparation for the next day to visit the Nammo ammunition
and rocket motor factory at Raufoss, where John is still managing
director. All participants were impressed by the vast infrastructure and
After some discussion, we decided that General David Hurley, now
Chief of the Australian Armed Forces, was no longer in a position to
be our secretary. After a short fight, Lars Fagerberg adjudged this job
to Willem Bek. To further improve communication and to find more
IFs for our next reunions, we decided to start a LinkedIn group. All
agreed to accept the invitation of our well-esteemed Abdulla Althani,
who could not make it to Oslo, to meet again in Qatar in 2013. Pyar
ensured the fifth reunion as well, by inviting all IFs to Nepal in Autumn
2014 or Spring 2015.
Before we had to leave on June 24th, we visited the impressive Air
Force Museum in Gardemoen, laid flowers for victims of WWII,
and were introduced to the Constitution of Norway as laid down on
17 May 1814 by the Constituent Assembly at Eidsvoll. Our reunion
ended where it started -- at the house of John and Mali, our perfect
Norwegian hosts.

Language Program for
Family Members of
From late June until the start of class in early August, International
Fellows (IFs) participated in a six-week Orientation Program that
helped prepare them for their studies at the USAWC. They inprocessed, established their households, and received briefings and
training to familiarize them with their temporary home in the U.S.
During that same period, IF spouses and adult family members were
offered the chance to take classes in English as a Second Language
(ESL). This is one of the annual programs funded by the Army
War College Foundation.
This year, we provided the program to 35 IF family members, the largest
number in program history. After an initial assessment, family members
were divided into two groups, beginner and advanced. Classes focused
upon practical exercises, grammar instruction, conversation, reading
comprehension, and vocabulary. Some of the topical matter included
introductions, numbers, pronunciation, money, and other thematic
lessons. The ladies met four days a week and received the benefit of
100 total hours of instruction from a certified ESL instructor.
The end result of this program is IF family members with a strengthened
ability to communicate in English. Some of these individuals entered
the course unable or reluctant to speak more than a few words in English
and left able to ask and answer simple questions, initiate conversations,
and express increasingly complex ideas. This empowers IF spouses to
function more independently, make friends, and make the most of their
experience in the U.S. By any account, this is an amazing program,
made possible with donations to the Foundation from generous grads
and friends of the College.

The U.S. Army Heritage and Education Center
(USAHEC) is ever growing and changing!
Coming up on a year as Director, I am lucky
to be a part of such a great organization as it
continues to expand. Our busy spring and
summer included a significant number of tours
and VIP visits, a continued increase in the use
of our conference space, education programs
and lectures, and several large events,
allowing us to educate both the U.S. Army and
the public. Construction made the summer
even more exciting, as the Army Heritage
Center Foundation funded infrastructure
improvements to the campus that included the
addition of a parking lot and an event plaza.
These changes allow more people to visit
and expand the options for groups seeking to
use the facility as they learn more about the
history of the U.S. Army.

staff rides to various units as part of their

Welcoming visitors, active duty military,
Veterans, and the public remains a core part
of our mission, whether we provide training,
conference space, or tours and orientations.
Over the past six months, we have welcomed
a number of different visitors and groups,
including the USAWC reunion classes of
1982 and 1987, members of the DDE Class, a
Mississippi National Guard unit, and numerous
groups of Veterans. Our education programs
continue to attract schools from across the
region, as we host field trips in the spring and
camp groups during the summer, allowing the
students an opportunity to interact with reenactors and complete a scavenger hunt on
our outdoor Army Heritage Trail. Our large
living history events remain popular, drawing
thousands of visitors to our Army Heritage
Members of the 90th Infantry Division re-enactment unit
march through camp during the USAHEC’s World War II
event, “Training for the North African Campaign.”
Trail for a timeline event in the spring, Army
Heritage Days, and a themed event in the fall,
this year entitled, “Training for the North
African Campaign: WWII Living History
Event.” This event featured World War II reenactors camped on our trail, with lectures and
demonstrations, including a panel of WWII
Veterans who interacted with members of the
public about their experiences.
Outreach to Veterans and their organizations
has become a top priority for the USAHEC,
as we look to preserve their important stories
and experiences serving this nation. Members
of the USAHEC staff traveled this summer to
Reno for the Veterans of Foreign Wars National
Convention and Indianapolis for the American
Legion National Convention. These outreach
opportunities, including attendance at local,
regional, and state wide Veterans events, allow
us to connect with Veterans to help preserve
their stories and incorporate important parts of
the Army’s history into our collection.
The U.S. Army Heritage and Education Center
continues to be an exciting and engaging place
as we expand our service to the Army, while
continuing to preserve Soldier history. We
are an excellent resource for research, with a
state-of-the-art conference venue, high quality
educational programs for children and adults,
and a source of information for the Army and
units looking for training.

2012 at the 20th annual Ranger Hall of Fame ceremony in Marshall
Auditorium at Fort Benning, Georgia. He was one of 12 inductees
into the 2012 group.
COL (Ret) J.A. Barton Campbell, DCS ’85, was elected to the
Campbell
Board of Directors for the “Alumni and Friends of Princeton ROTC”
at the annual meeting at Princeton University in June 2012. He
received his commission in Field Artillery upon graduation from

enjoying his grandchildren and doing a bit of
consulting and volunteering. He volunteers

(NJ) Veterans’ Home. His wife, Miriam, is a
Singer professor at Farleigh Dickinson University,
so he takes interesting courses there,

Carl T. Reese, M.D., DDE ’10,
Reese COL
was appointed as the Associate Chief
Ruch
of Surgery at the Lebanon VA Medical
Center in Lebanon, PA. Dr. Reese came
from the Hershey Medical Center, where he has been an attending
urologist and assistant professor of surgery since 2002. He serves as
the Division Surgeon of the 28th Infantry Division in the PA Army
National Guard.
BG Garrett S. Yee, DDE ’09, was selected
for assignment as Deputy Commander for
Mobilization (IMA), Surface Deployment
and Distribution Command, Scott AFB, IL. He has been serving as
Commander, 505th Theater Tactical Signal Brigade.
COL Jayson A. Altieri, RES ’11, was
Altieri promoted to Colonel in May 2012 at the
NATO Headquarters in Brussels, Belgium,
where he is an Army Standardization
Planner. In July, he was awarded the Yee
Vierdaagsekruis after completing the
4-day, 160 kilometer Nijmegen March with a combined Belgium,
British, Dutch, French, German and USA team from EUROCorps.
Jayson has been selected to assume
command of the 110th Aviation Brigade at
Fort Rucker, Alabama.
COL Artur Tiganik, IF Estonia, RES
’11, has been appointed by the Estonian
Minister of Defence as Commander of the
Estonian Army. COL Tiganik assumed
command on July 20, 2012.
