Imala sam mnogo ideja o kojima sam vam željela pisati u ovom broju Debatnih novosti. Željela
sam vam pisati o Sarajevo film festivalu npr., o 7 davinčijevskih vještina o kojima sam dosta
čitala ovo ljeto, o aferi po sarajevskim univerzitetima, o načinu medisjkog izvještavanja u BIH
povodom hapšenja osoba optuženih za počinjenje ratnih zločina u prethodonom ratu. Ali,
nažalost, 23. 07. 2011. god., je poništio sve moje ideje o tematici uvodne riječi i predodredio
ovaj prostor za samo jednu misiju: sjećanje na mlade ljude, osuđivanje svake vrste promoviranja
svojih stavova putem nasilja i počinjenja gnusnih zločina i najbitnije, svjedočenje primjeru u
kakvom svijetu živimo i na kakvom oprezu moramo biti.
U startu, da pojasnimo. Kada kažem „na kakvom oprezu moramo biti“, to se ne odnos isključivo
na nadzor nadležnih organa poput policije, već ovim putem govorimo o nečemu mnogo dubljem.
To se odnosi na odgoj naše djece u svrhu razumijevanja drugačijeg, tolerancije i napredovanja
putem znajnja i kompromisa. Učenje društva da nasilje nije rješenje i da postoje brojni načini
kako da se borimo protv njega je suština moje rečenice.
Tu svakako dolazimo do prethodne premise koja me i prvobitno potakla da pišem o ovome u
malo drugačijem kontekstu. Naime, par sati nakon što se dogodio masakr u Norveškoj, mediji su
počeli da se zanimaju za identitet počinitelja. Trebalo je samo par sati da se počinitelj i otkrije,
imenom i prezimenom. Nakon što se otkrilo ime i prezime počinitelja, odmah je uslijedila druga,
opet očekivana aktivnost. Nagađanje i pokušaj otkrivanja motiva za zlodjela. Samo par sati
nakon što je objavljena brojka od 93 osobe koje su ubijene, medisjko izvještavanje usmjereno je
ka imenu Anders Behring Breivik, političkim konotacijama i objašnjavanju njegovih motiva.
Ogromni članci ispisivani su svakodnevno o Anders-u Behring Breivik-u, o njegovim
protuislamskim opredjeljenjima te o njegovom životu prije nego je počinio ovaj masakr. Jedno
ime poprilično je stavilo u drugi plan čak 93 imena. Jedno ime nekog Andersa ugasilo je 93
imena mladih Norvežana. No o tim imenima, o ta 93 imena, malo se čulo. Grupisani su u brojku.
Samo 93. To je sve što znamo.
Ovaj aspekt već je postao tematika brojnih blogova. Nekima su u fokusu i dalje 93 imena. Prošla
su tek tri dana. Zar da za samo tri dana glavni akcenat već odavno bude skinut sa imena 93
nedužna mlada čovjeka, koja su se igrom sudbine zadesila baš na mjestu gdje je onaj jedan
čovjek, Anders odlučio sprovesti svoje mračne ideje u djelo, budu tek tako prepoznati kao
brojka?
Drugi aspekt koji već dobija svoj primat u analizi brojnih teoretičara jeste i sljedeći: „Da li smo
zaista naučili?“ I zaista, sjećamo li se Oklahoma City-ja i 160 imena jednake sudbine kao i ova
93? Sjećamo li se Salt Lake City-ja i 5 imena jednake sudbine kao i ova 93? Sjećamo li se
stotine imena iz Rusije, Španije, Irske, Engleske jednake sudbine kao i ova nesretna 93 imena?
Možda oni koji svakodnevno prolaze pored spomen obilježja ovim imenima. Mi? Mi se uglavnom
sjećamo ime poput: Andras, Sulejman Tahirović, ETA, IRA, Al-Quida, teroristi, (protu)islamska
orijentacija. I sl.
Neka bar ovaj članak oda poštovanje svim onima koji su nevini stradali uz samo jednu poruku:
„Ne dozvolimo da se ovo ponovi. Neka broj 93 uvijek bude sinonim za stradanje koje nas je
naučilo da se moramo boriti protiv predrasuda, pogrešnih razmišljanja, nacionalizma i
ekstremizma!“

Debata Savjeta bezbjednosti UN-a
BiH osuđuje kršenje međunarodnog prava djece
„Ministar vanjskih poslova BiH Sven Alkalaj istakao je na debati Savjeta bezbjednosti UN da BiH oštro
osuđuje svako kršenje međunarodnog prava djece, te da država pridaje veliki značaj zaštiti djece
pogođene oružanim sukobima. On je izrazio zabrinutost zbog konstantnog i nekažnjenog kršenja
normi međunarodnog prava koje se odnose na zaštitu prava djece u oružanim sukobima, saopšteno
je iz Ministarstva vanjskih poslova BiH. Alkalaj je naglasio da bi sva dostupna sredstva trebalo da
budu iskorištena kako bi se to okončalo, a svi počinioci privedeni pravdi i kažnjeni, čime bi se poslao
jasan signal da nasilje i zlostavljanje djece u oružanim sukobima neće biti tolerisano i proći nekažnjen.
On je dodao da BiH podržava akcione planove usmjerene ka jačanju zaštite prava djece u oružanim
sukobima, te podsjetio da je BiH prošle godine bila jedan od glavnih sponzora Rezolucije pod nazivom
"Pravo na obrazovanje u vanrednim situacijama", koja je u Generalnoj skupštini UN usvojena
konsenzusom. Savjet bezbjednosti UN jednoglasno je usvojio rezoluciju kojom se škole i bolnice
prepoznaju kao sigurna utočišta za djecu, a napadi na škole i bolnice tretiraju kao teško kršenje prava
djece. Rezolucijom se apeluje da počinioci tih zlodjela budu pozvani na odgovornost i da u UN-ovoj
godišnjoj listi budu navedeni kao počinioci teškog kršenja prava djece. Na zasjedanju su, između
ostalih, učestvovali generalni sekretar UN Ban Ki Moon, izvršni direktor UNICEF-a Anthony Lake i
specijalni predstavnik UN-a za djecu i oružane sukobe Radhika Kumaraswamy.“

Ombudsmeni BiH o pravima djece
Dječija prava se u BiH krše u svim segmentima života
„U BiH postoje kršenja dječijih prava u svim oblastima, ocjena je Ombudsmena za ljudska prava u
BiH, koji su prezentirali preliminarne rezultate triju istraživanja u vezi s pravima djece u BiH, a
povodom 20. novembra, Međunarodnog dana djeteta i 20 godina od usvajanja UN-ove Konvencije.
Istraživanja su se bavila pitanjima: koliko su djeca informisana o svojim pravima, koji su najčešćim
oblicima kršenja dječijih prava i koji su mehanizmi ostvarivanja najboljeg interesa djeteta, prosjačenje
djece u BiH, te pojavnost djece i dječijih prava u medijima. Ombudsmeni BiH Jasminka Džumhur,
Nives Jukić i Ljubomir Sandić su na pres-konferenciji održanoj u Sarajevu kazali da se prava djece
najčešće krše zbog loše ekonomske i socijalne situacije i u segmentima obrazovanja i socijalne i
zdravstvene zaštite. Tokom deset mjeseci ove godine, ombudsmeni su primili 25 predmeta koji se
odnose na kršenje prava djece, a uglavnom na zlostavljanje i zapostavljanje djece, ali i prosjačenje. U
istraživanju o informiranosti djece o njihovim pravima, utvrđeno je da djeca nisu u dovoljnoj mjeri
informirana o Konvenciji o pravima djeteta i da nemaju iskustva s obraćanjem Instituciji ombudsmena
BiH. Utvrđeno je i da su najčešće žrtve prosjačenja djeca iz romske zajednice i to mlađa od 14 godina
I da ih roditelji svjesno zloupotrebljavaju. Uzroci za ovakvo ponašanje roditelja su uglavnom
siromaštvo i teška materijalna situacija, a neke od mjera za suzbijanje ove pojave bi mogle biti
adekvatno definisanje zakonskog okvira, edukaciju i poboljšanje materijalnog statuta ugroženih
obitelji, cijene ombudsmeni. Preliminarni rezultati istraživanja o dječijim pravima u medijima pokazuju
da se mediji gotovo nikako ne bave pravima djece i njihovim potrebama ili problemima u kojima žive.
Istovremenos e nerijetko pred tv-kamerama otkriva i identitet djeteta, a elektronski mediji, osim javnih
servisa, objavljuju i snimke maloljetnika čija su prava ugrožena. Ombudsmeni BiH su zabrinuti
ovakvim angažmanom mediji I cijene da on pokazuju da djeca nemaju nikakav značaj za društvo u
cjelini što bi bila potpuno pogrešna poruka.“

Predizborna trka ili kršenje prava Bošnjaka

„Novi Pazar - Bošnjačka demokratska zajednica (BDZ) optužila je narodnog poslanika i
predsednika Izvršnog odbora Bošnjačkog nacionalnog veća u tehničkom mandatu (IO BNV) Esada
Džudževića da je „navodnim zamrzavanjem mandata u Narodnoj skupštini i formalno otpočeo
izbornu kampanju političke grupacije koju predvodi Sulejman Ugljanin“ .
Za ovu najmlađu bošnjačku političku partiju, čiju okosnicu čine kadrovi nepriznatog BNV i
Bošnjačke kulturne zajednice (BKZ), neprihvatljivo je Džudževićevo obrazloženje o „neostvarivanju
prava Bošnjaka, jer je samo pre nekoliko meseci tvrdio da su prava Bošnjaka u Srbiji na najvišem
nivou“, dok je one koji su ukazivali na diskriminaciju nad Bošnjacima nazivao remetilačkim
faktorom, huškajući državne organe da se sa njima obračunavaju“.
„Ukoliko su tačne Džudževićeve optužbe da iza ovoga stoje najviše vlasti Republike Srbije, to
razumemo kao početak obračuna režima sa saradnicima kojima je istekao rok“ - navodi se u
saopštenju BDZ. Liderima dve najjače bošnjačke partije SDP i SDA - Rasimu Ljajiću i Sulejmanu
Ugljaninu upućen je poziv da se „vrate izvornoj bošnjačkoj i sandžačkoj politici na kojoj su nastali“,
a radi „postizanja punog konsenzusa na putu rešavanja statusa Sandžaka i bošnjačkog naroda“.
Od policije traže da što pre „otkrije stvarne počinioce i pozadinu napada na Džudževića“.
Zbog napad na službeno vozilo narodnog poslanika oglasilo se i Predsedništvo koalicije Bošnjačka
lista za evropski Sandžak, čija je članica Džudževićeva Bošnjačka demokratska stranka Sandžaka.
Predsedništvo ove koalicije, koju predvodi Ugljaninova SDA, traži je od republičkog parlamenta da
na prvoj narodnoj sednici „otvori raspravu o kontinuiranom kršenju ljudskih i manjinskih prava
Bošnjaka u Sandžaku i Srbiji dela državnih organa, tužilaštva, sudstva i policije“. Bošnjačka lista
traži od državnih organa izveštaj o rezultatima „dosadašnje istrage i zahteva da se protiv počinilaca
i nalogodavaca hitno pokrene krivični postupak“.
Pre nedelju dana na Novom Beogradu isečene su sve četiri gume na službenom automobilu Esada
Džudževića, za koje je rečeno da je vlasništvo BNV u tehničkom mandatu. To je bio povod da
Džudžević „zamrzne“ svoj mandat u Skupštini Srbije.“

CRNA GORA
Nezakonit progon monaha u Crnoj Gori
„Mitropolija crnogorsko-primorska Srpske pravoslavne crkve saopštila je da je Ministarstvo
unutrašnjih poslova Crne Gore obmanulo javnost navodeći lažne razloge zbog kojih pravoslavnim
sveštenicima i monasima, koji nisu crnogorski državljani, nije odobravan privremeni boravak. "MUP
Crne Gore nije odgovorio na ključno pitanje zbog čega u zakonskom roku od 60 dana nije rešavao
po blagovremeno uloženim žalbama na zaključke kojima je prekidan postupak i rešenja kojima su
odbijane molbe za odobrenje privremenog boravka", kaže se u saopštenju objavljenom na sajtu
SPC. Mitropolija crnogorsko-primorska je podsetila je da MUP Crne Gore potvrdio da su žalbe
blagovremeno uložene, ali da skoro dve godine na njih nije odgovoreno. "Sasvim logično, MUP
Crne Gore je delu sveštenstva i monaštva nezakonito prekršio zakonom garantovana prava pri
čemu je derogirao pravo na žalbu koju je u svojim aktima naveo kao pravnu mogućnost", ukazala je
Mitropolija. Crnogorsko Ministarstvo unutrašnjih poslova saopštilo je 13. juna da 86 sveštenika
Srpske pravoslavne crkve u Crnoj Gori nema odobren boravak u toj drzavi. Te osobe, kako se
navodi, svoj status mogu rešiti na tri načina - da prijave boravak na 90 dana, zatraže privremeni
boravak ili stalno nastanjenje u Crnoj Gori, ali ako ispunjavaju zakonom propisane uslove.“

Crna Gora krši sopstveni Ustav
„PODGORICA - Vest da će premijer Igor Lukšić 24. juna u Vatikanu potpisati konkordat sa Svetom
stolicom o pravnom položaju Rimokatoličke crkve i vernika u Crnoj Gori, izaziva veliku pažnju
javnosti, mada se još ne zna da li će samo biti ratifikovan ugovor koji je svojevremeno sa Vatikanom
potpisala crnogorska knjaževina ili će biti sačinjen novi. Konkordat je najavljen još prilikom posete
Ranka Krivokapića, predsednika Skupštine Crne Gore, Vatikanu, kao “kruna u saradnji Crne Gore i
Svete stolice”. Ugovorom bi trebalo da budu uređeni položaj i prava katoličkih vernika, veronauka,
pomoć države crkvi, ali i pitanje imovine. U Mitropoliji crnogorsko-primorskoj, uz podsećanje da
neke države, poput Hrvatske i BiH, takođe imaju potpisan konkordat sa Vatikanom, smatraju da je u
slučaju Crne Gore reč o - kršenju Ustava. - Nijedna od dve mogućnosti, ratifikovanje konkordata iz
1886. ili zaključivanje novog, u ovom trenutku i po sadašnjem pravnom sistemu Crne Gore ne bi
bila zakonita - tumači za “Novosti” Velibor Džomić, koordinator Pravnog saveta Mitropolije. - Pre
svega, po važećem Zakonu o pravnom položaju verskih zajednica, sve zajednice su ravnopravne i
njihov pravni položaj, iako zakon iz 1977. nije savršen, jednako je regulisan. Konkordat narušava
Ustavom zagarantovanu ravnopravnost. Nastupiće diskriminacija, pošto bi položaj ostalih crkava u
Crnoj Gori bio i dalje rešen na osnovu zakona i “državne volje”. Vatikan bi dobio i povlašćeni status
kada je reč o zaštiti imovine, pa i - što će se znati kad se vidi sadržaj konkordata - tačno određenoj
finansijskoj pomoći države. - Sve i kada bi sve crkve i verske zajednice dale saglasnost na
potpisivanje konkordata, takav ugovor bi i dalje bio neustavan i nezakonit - uveren je Džomić.
Prethodnim konkordatom Vatikan i Crna Gora su krajem 19. veka precizirali položaj rimokatolika,
veronauku u školama, a knjaževska vlada dobila je pravo da utiče na izbor barskog nadbiskupa.
Posebnim članom je u molitve “koje se imaju pjevati na slovenskom jeziku” uveden deo “molitva za
Vladaoca”: “Gospodi spasi Knjaza...” Budući rimokatolički sveštenici iz Crne Gore bili su obavezani
da tokom teološkog školovanja u Rimu obavezno uče srpski jezik! Hoće li ugovor biti potpisan sa
državom Vatikan ili Svetom stolicom kao verskom institucijom? Po tumačenju Mitropolije cetinjske,
Crna Gora već ima uspostavljene diplomatske odnose sa Vatikanom na ambasadorskom nivou i
dobru bilateralnu saradnju. - Ugovor između dve države ne narušava ravnopravnost crkava, ali
ugovor o verskim pitanjima samo za rimokatolike je ugrožava - kaže Džomić. - Zakon, prosto,
zabranjuje bilo kakve povlastice, prednost ili posebnu zaštitu na osnovu verskih ubeđenja.“

reći na materijal koji služi

Tu, razumije se, postoji
beskonačno mnogo podjela,
ali osobne crte obaju
kategorija su dovoljno
izrazite: prvu kategoriju, to
jest materijal, općenito
govoreći, čine ljudi koji su po
svojoj prirodi konzervativni,
uljudni, ljudi koji žive u
poslušnosti i vole slušati.
Po mom mišljenju, oni su i
obvezatni biti poslušni, jer to
je njihova namjena i u tome
nema apsolutno ništa što bi ih
ponižavalo. Čitava druga
kategorija gazi zakon, to su
rušitelji, ili su, sudeći po
njihovim sposobnostima,
naklonjeni rušenju. Zločini tih
ljudi su, razumije se, relativni i
vrlo različiti; u većini
slučajeva, u veoma raznolikim
izjavama, oni traže obaranje
postojećeg u ime nečeg
boljeg. Ali ako je jednom od
tih ljudi potrebno zbog svoje
ideje pregaziti i preko mrtvog
tijela i krvi, po mom mišljenju,
on sam sebi to može dopustiti
- uostalom, sve u zavisnosti
od njegove ideje i njenih
razmjera - to imajte u vidu... „

'U Hrvatskoj se nastavlja erozija ekonomskih i socijalnih prava'
„Centar za ljudska prava ocijenio je danas predstavljajući izvješće o stanju ljudskih prava u Hrvatskoj u
prošloj godini da je jedan od ključnih problema erozija ekonomskih i socijalnih prava.

prava u Hrvatskoj u prošloj godini da je jedan od ključnih problema erozija ekonomskih i socijalnih prava.
"Možemo reći da ključni problem ljudskih prava postaje daljnja erozija ekonomskih i socijalnih prava uz
rastuću nezaposlenost te trend neisplate plaća i doprinosa radnicima", rekla je na konferenciji za novinare

Izvješće o stanju ljudskih prava u Hrvatskoj u 2010. temelji se s jedne strane na izvještajima relevantnih
institucija, organizacija civilnoga društva i međunarodnih dionika, a s druge strane na intenzivnom radu
centra u pojedinim područjima.
Jagoda Novak potkrijepila je ocjenu u stanju ljudskih prava u 2010. slučajem radnica zagrebačke tvornice
"Kamensko" kojima mjesecima nisu isplaćene plaćem niti uplaćeni doprinosi iako je to zakonska obaveza
poslodavca, pri čemu je upitala što su radile mjerodavne službe.
Upozorila je da su problemi uočeni i u ostvarivanju prava osoba s invaliditetom, slobodi izražavanja i
javnog okupljanja, ostvarivanju prava na besplatnu pravnu pomoć te u području zaštite okoliša.
Jagoda Novak najavila je za jesen javnu raspravu jer se taj centar i uredi posebnih pravobranitelja, npr.
onog za djecu ili ravnopravnost spolova, spajaju s Uredom pučkog pravobranitelja, što je najavljeno
prijedlogom novog zakona o pučkom pravobranitelju.
Članica Upravnog odbora Centra za ljudska prava Sandra Benčić rekla je da zakonski prijedlog koji je u
proceduru uputilo Ministarstvo pravosuđa nije onaj koji je predlagala radna skupina za izradu tog zakona.
Istaknula je da će biti veliki nedostatak ako se taj zakon donese bez javne rasprave i dodala da spajanje
posebnih ureda pravobranitelja u ureda pučkog pravobranitelja nije dobra ideja. Ako se provede "preko
noći i bez analize, što se time dobiva osim materijalnih ušteda?" upitala je Benčić.
Sustav besplatne pravne pomoći nije potpuno zaživio na državnoj razini, rekla je i dodala da je lani država
na besplatnu pravnu pomoć potrošila samo 70 tisuća kuna, a neke su nevladine udruge potrošile znatno
više novca za besplatnu pravnu pomoć.
Maja Hasanbašić iz Centra za ljudska prava izrazila je nezadovoljstvo zbog nedovoljne zaštite okoliša i
poštovanja prava osoba s invaliditetom te je naglasila da u zaštiti okoliša, što spada u temeljna ljudska
prava, vlada nije donijela potrebne dokumente, poput nacionalne liste pokazatelja. Također je zamjerila
vladi što nije, iako je ratificirala međunarodnu konvenciju o pravima osoba s invaliditetom, uskladila
nacionalno zakonodavstvo s konvencijom.
Kao pozitivne primjere u Centru za ljudska prava ističu uvođenje građanskog odgoja i odgoja za ljudska
prava u školski sustav, osvješćivanje građana u suzbijanju diskriminacije te reformski proces koji je počeo
radi jačanja institucija za ljudska prava u sklopu Poglavlja 23. Pravosuđe i ljudska prava i hrvatskog
pristupanja Europskoj uniji. No, baš je u jačanju institucija za ljudska prava potreban nadzor javnosti i
medija kako se ne bi zaustavili ti procesi, poručili su iz Centra za ljudska prava.“

The Super Aftermath of Super Referendum
„After the so-called super-referendum on Sunday, 5th June, with the Slovenian government
suffering losses in all three referendums, including one on pension reform, the political crisis,
which had started with the departure of the party DeSUS from the left-wing governing coalition,
only worsened. Even more, with the recent departure of the second party, Zares, Prime
Minister Borut Pahor finds himself leading a minority government, while the reforms, which he
had continually promised, seem to be both necessary yet impossible.

The global economic crisis found Slovenia off-balance and completely unprepared for the
resulting mass layoffs. Even in late 2008, governmental officials claimed that there was no
need to fear any economic downfall.
Janez Janša then lost the 2008 elections and Borut Pahor formed a new, left-wing coalition,
consisting of four parties: the winning Social Democrats (SD), the liberal democratic LDS,
newly formed party Zares and DeSUS, the pensioners’ party. Though they all claimed to be on
the left side of the political spectrum, it was not long before key differences among their aims,
strategies and ideas started to show. It became increasingly obvious that they were united
against one common enemy – the right-wing SDS party and its leader, Janez Janša. Once he
was defeated, and they had to form coalition aims and priorities, they found less and less
common ground.
Permanent threats of departure
It was no surprise, when in April DeSUS announced they are leaving the coalition. In fact, they
were only carrying out the threats they had repeated throughout their work in the coalition led
by Borut Pahor. They were the toughest nut to crack, even before the beginning of the
coalition, when their president Karel Erjavec left coalition negotiations in 2008, because his
wish to remain minister of defence was thwarted.
According to most politicians and economists, pension reform is necessary because of the
ageing Slovenian population. Its key solution was that people would retire later than in the
current system.
Even though it seems the final reason for their departure was the resignation of Duša Trobec
Bučan, minister for local self-management and regional development, the true reason lies
elsewhere. DeSUS actively opposed one of the key reforms of the coalition: pension reform.
According to most politicians and economists, pension reform is necessary because of the
ageing Slovenian population. Its key solution was that people would retire later than in the
current system. This reform encountered great opposition among unions, right-wing parties and
DeSUS. Six weeks before Pahor would face the people’s will on the matter in the referendum,
DeSUS decided to withdraw from the coalition, adding another twist to the coalition crisis.
Call for the elections
The departure the party DeSUS was not the start of crisis, since Karel Erjavec had resigned as
a minister months before, Duša Trobec Bučan left the government, environmental minister
Roko Žarnić left DeSUS and the last minister of their party, Minister of Labour, Family and
Social Affairs Ivan Svetlik, was denied their support....etc.“

UMD to EU: Macedonians Speak “Macedonian”, Not “Official Language” 1
„Washington, D.C. & Paris, France – The United Macedonian Diaspora (“UMD”) expresses its strong
outrage that the European Parliament has ceased referring – in official European Union (“EU”)
documents -- to the Republic of Macedonia’s language as “Macedonian” and, instead, has begun using
the mindless term “official language”. UMD, on behalf of its members and supporters in the EU, North
America, Australia and elsewhere, calls on the EU to immediately end this highly offensive practice.
UMD would like to think that the EU merely made an inadvertent mistake. If, however, the EU’s actions
were intentional – as we believe was the case – they fly in the face of one of the EU’s foundational
principles: an integrated Europe will respect the human dignity and liberty of all of its peoples.
“It is abominable to, in effect, de-recognize an official language spoken by more than five million people
world-wide,” said UMD President Metodija A. Koloski. “It is disgraceful in the extreme to succumb to
the petty machinations of Greece at the expense of the Macedonian people.”
Macedonian writers have captivated their countrymen with vivid and inspiring stories and Macedonian
poets have impassioned them with rich and meaningful poems over the centuries -- in their mother
tongue, Macedonian. The Macedonian language has served as a beacon to unite Macedonians,
especially when they have faced grave dangers, such as during the Ilinden Uprising of 1903, the
Balkan Wars of 1912-13 and the two World Wars. UMD believes that to so callously disrespect a
people – particularly a people who are so deeply enmeshed in the very fiber and heritage of Europe -is reprehensible.
UMD France representative Claude Zoran Spasevski urges all Europeans to contact their Members of
the European Parliament or local party representatives and tell them that Europe will not be whole
without Macedonia and that, accordingly, the EU should immediately resume referring to the
“Macedonian” language in the EU’s official documents. „

„Na referendumu u Švajcarskoj, većina je podržala zabranu minareta; u Francuskoj i Belgiji traje
rasprava o zabrani nošenja marama. I u Nemačkoj je rasprava o islamu često na samoj ivici
histerije. Zašto su Evropljani toliko zaokupljeni verskim simbolima i religijama „stranaca"?
O AUTORU
Rasprava u Evropi se u proteklih 25 godina pomerila sa pitanja imigranata na vidljive simbole
islama. To znači da sada čak i oni koji se protive imigraciji shvataju da su pripadnici druge i treće
generacije migranata ovde za stalno i da je islam pustio korene u Evropi. Rasprava je pošla
neočekivanim tokom: dok se antiimigraciono raspoloženje prvenstveno vezivalo za
konzervativnu desnicu, islam sada trpi napade i s leva i s desna, ali iz različitih pobuda.
Desnica smatra da je Evropa hrišćanska i da islam treba tolerisati, ali kao inferiornu religiju.
Dok joj ustavni princip slobode veroispovesti onemogućava da zabrani islam, ona koristi svaku
priliku da ga učini što neprimetnijim; na primer, Evropski sud za ljudska prava nije intervenisao
da spreči Francusku, koja je zabranila marame u školama.
Levica se zalaže za sekularizam i prava žena, a suprotstavlja fundamentalizmu: protivi se
nošenju marama, ne zato što je u pitanju obeležje islama, već zato što je u suprotnosti sa
pravima žena. Kao što vidimo, iza rasprave o islamu krije se mnogo komplikovaniji problem:
pitanje evropskog identiteta i uloge religije u Evropi.
Iako levica i desnica imaju sasvim različite stavove po ovim pitanjima, svedoci smo uspona
novih populističkih pokreta (kao što je Vildersova Slobodarska partija u Holandiji), koji kombinuju
dva pristupa, suštinski se svrstavajući u desnicu, ali služeći se argumentima levice.
U knjizi kažete da fundamentalističke grupe poput Al-Kaide nemaju mnogo veze s islamskom
tradicijom. Ali u Evropi se fundamentalistička ideologija smatra suštinskom za tradicionalnu
misao. Kako objašnjavate ovu kontradikciju?
Ovakav terorizam koji sprovodi Al-Kaida nema ni muslimanske ni hrišćanske korene. To je
potpuno nova pojava. Ako pogledamo njegove pojavne oblike - samoubilačke bombaške
napade, ubijanje talaca i civila - sve su to metodi kojima su se služile i druge organizacije pre AlKaide: na primer, Tamilski tigrovi su vršili samoubilačke napade; krajnja desnica u Italiji je
odgovorna za bombe u Bolonji u avgustu 1980; Al-Kaidin video snimak pogubljenja stranih
talaca u Iraku je potpuno preslikana egzekucija Alda Mora koju su izvršile Crvene brigade, sa
svojom zastavom i simbolom na zidu, taocem vezanim lisicama s povezom preko očiju, prekim
sudom, izricanjem kazne i pogubljenjem.
Način rada i organizacija Al-Kaide, navodnog neprijatelja imperijalizma SAD-a, regrutovanje
mladih muslimana školovanih na zapadu i islamskih preobraćenika - sve ovo jasno ukazuje na to
da Al-Kaida ne predstavlja ni tradicionalni ni fundamentalistički islam; to je nova interpretacija
islama, pod maskom zapadnjačke revolucionarne ideologije.
Kako objašnjavate uspeh takvih radikalnih pokreta i ideologija? Da li je to zaista povezano sa
siromaštvom i marginalizacijom?
Ne. Nije utvrđena veza između siromaštva i radikalizacije. U radikalnim islamskim pokretima ima
mnogo više Saudijaca nego Bangladešana; štaviše, gotovo da uopšte nema militantnih
Bangladešana.“

Science is Philosophical
Professor Hawking has probably been talking to the wrong philosophers, or picked up some wrong
ideas about the kinds of discussion that currently go on in philosophy of science. His lofty dismissal of
that whole enterprise as a useless, scientifically irrelevant pseudo-discipline fails to reckon with several
important facts about the way that science has typically been practised since its early-modern
(seventeenth-century) point of departure and, even more, in the wake of twentieth century developments
such as quantum mechanics and relativity. Science has always included a large philosophical
component, whether at the level of basic presuppositions concerning evidence, causality, theoryconstruction, valid inference, hypothesis-testing, and so forth, or at the speculative stage where
scientists ignore the guidance offered by well-informed philosophers only at risk of falling into various
beguiling fallacies or fictions. Such were those ‘idols of the theatre’ that Bacon warned against in his
New Organon of 1620, and such – albeit in a very different philosophic guise – those delusive ideas
that, according to Kant, were liable to lead us astray from the path of secure investigation or truthseeking enquiry. This was sure to happen, he warned, if the exercise of pure (speculative) reason
concerning questions outside and beyond the empirical domain were mistakenly supposed to deliver the
kind of knowledge that could be achieved only by bringing sensuous intuitions under adequate or
answering concepts. While in no way wishing to lumber science with the baggage of Kantian
metaphysics I would suggest that this diagnosis, or something like it, applies to a great many of the
speculative notions nowadays advanced by theoretical physicists including proponents of string theory
(Hawking among them) and some of the more way-out quantum conjectures. These thinkers appear
unworried – blithely unfazed, one is tempted to say – by the fact that their theories are incapable of
proof or confirmation, or indeed of falsification as required by Karl Popper and his followers. After all, it is
the peculiar feature of such theories that they posit the existence of that which at present, and perhaps
forever, eludes any form of confirmation by observation or experiment. True, science has achieved
some of its most notable advances precisely by venturing beyond the furthest limits of evidential proof. It
has often broken new ground by following some speculative line of thought that involves a readiness, at
least for the time being, to make do without the props and securities of ‘good’ scientific method. Indeed,
this reliance on theoretical commitments that exceed the utmost scope of empirical testing is something
that some philosophers would attribute even to basic physical laws or widely taken-for-granted scientific
truths. On their view there is no such thing as plain empirical self-evidence, since observations are
always to some degree theoretically informed. By the same token, scientific theories are always
‘underdetermined’ by the best evidence to hand, meaning that the evidence is always open to other,
equally rational interpretations given some adjustment of this or that ‘auxiliary hypothesis’ or negotiable
element of background belief. All the same, I don’t want to push that line of argument too far, because
among some philosophers of science it has now become an article of faith; a dogma maintained just as
fixedly as any precept of the old, unreconstructed positivist creed. Moreover it has given rise to a range
of relativist or ‘strong’ sociological approaches which use the theory-ladenness and underdetermination
theses to cast doubt on any distinction between true and false theories, valid and invalid hypotheses, or
science and pseudo-science. Very likely it is notions of this kind – ideas with their home ground in
sociology, or cultural studies, or on the wilder shores of philosophy of science – which provoked
Professor Hawking to issue his pronouncement. However they are in no way germane to my point about
the speculative element involved in many episodes of major scientific advance and how philosophy has
played its jointly enabling and regulative part in that process. By this I mean its role as a source of new
ideas or creative hypotheses and also as a source of guiding precepts with respect to such matters as
empirical evidence, logical validity, inductive warrant, corroboration, falsification, hypothesis-testing,
causal reasoning, probability-weighting, and so forth. These serve to keep science securely on track and
prevent it from taking the seductive turn toward pure, evidentially unanchored speculation or sheer
science-fiction fantasy. That scientists can mostly do this for themselves is no doubt true enough
although, I should add, it is very largely the long-term result of the work of philosophers. Ever since
Aristotle there has existed a close though historically fluctuating relationship between the natural
sciences and those branches of philosophy that took it as a part of their task to provide science with a
clearer grasp of its own methodological bearings. Moreover it has sometimes been primarily a shift of
philosophical perspective that has brought about some epochal change of scientific paradigm such as
those whereby, in the insouciant phrase of American philosopher W.V. Quine, “Kepler superseded
Ptolemy, or Einstein Newton, or Darwin Aristotle.”

„Let me first present what I take to be (roughly) our situation regarding freedom:
Our characters are determined by our genes, biology, environment, etc – all factors which are
essentially beyond our control. We may take steps to change our situations, but this decision is a
manifestation of characteristics in us which have been cultivated by the aforementioned factors: for
instance, a decision to move house may be necessitated by one’s socio-economic situation.
Consequently, I assert that our ‘choices’ are in fact illusions of choice, and that we therefore do not have
free will. I suggest that every time we make a decision we could not have chosen differently if the
situation was exactly the same, because every choice we make is for a reason; indeed a great number
of reasons, only some we are conscious of. I hope that those advocating free will agree that we make
choices for reasons, or their definition of free will must then entail arbitrary decisions. If we act according
to our will, whether under the libertarian or determinist conception, we surely must have reasons for our
choices or else they are capricious. However, if our decisions are founded on reasons – reasons that
are a product of our character and our environment – then if our character and situation remain
constant, how could our decisions be different? For example, I buy a cake on my way to meet a friend.
The libertarian might argue that I could have not done so. However, if I still have a partiality to cake, the
right change in my pocket, feel hunger… The decision to buy the cake is determined by those factors.
Luke might still argue that I could have not bought the cake: the decision was free and not determined. I
could have acted otherwise. Yet how could he ever demonstrate this? Every time I make a decision I
can never actualise the alternatives, so how could I ever know that those alternatives are not illusions?
Essentially, my argument is that our actions form part of a causal chain that operates ultimately on a
sub-molecular level. At this level events are in fact deemed undetermined, ie purely random (at a
submolecular level, quanta adopting one state rather than another is indeed undetermined, truly
random): but this makes them no more free than if they were determined. Yet above the level of
quantum pure randomness, every event has a cause. Every act is an event, and thus has a cause.
These causes exist independently of the choosing agent and so cannot be influenced by the agent.
Hence, the acts of each agent are caused (determined) by something beyond the agent’s control. ...
Luke Pollard:
Rebecca’s argument appears to me to be in two parts. First, she seems to be saying that free will makes
a nonsense of our actions, causing them to be meaningless and capricious. All actions, to be
meaningful, must have reasons, and our actions are meaningful, and do have reasons. But, claims
Rebecca, if our actions have reasons, they cannot be free! Second, Rebecca claims that I hold a
position which entails that we are free ‘independent of any influence’, and I know this because of our
everyday language, which embraces freedom. This, she claims, is an insufficient reason for holding my
opinion. Before answering these objections, I feel I must clarify my position. I do not claim that we act
entirely independently of any reasons or influence. I do not even hold to Descartes’ view that the will is
‘perfectly’ free. We are not unqualifiedly free: we are influenced by our surroundings, our upbringing,
and the facts presented to us when we must make a decision. We are swayed by the circumstances.
But ultimately, it is us who choose in which direction we sway. To define it further: we are self-causing
agents – free and responsible. Now let me respond to Rebecca’s first objection; that without reasons
(from which reasons determinism apparently follows) our actions would not be meaningful. We must
distinguish between sufficient and insufficient conditions. A sufficient condition would be where the
causes force the person to act in a particular way – there is no way it could have been different. An
insufficient condition would be where there are causes, but they are not overwhelming – one could
choose differently. In the words of William Hasker, “If you offer to sell me your old car, and I decide to
accept, then your making the offer is certainly a condition of my accepting it, and it may qualify as a
partial cause of my acceptance. But it is not a sufficient cause, because it does not necessitate my
acceptance.” This second ‘insufficient conditions’ form of reason allows for causes without determining
the outcome. The action still has meaning, because we choose to make it on the basis of the facts
presented. In fact, one may argue that if determinism, and thus ‘sufficient conditions’ were always the
case, actions would not be meaningful, because there is not real choice behind them.
Rebecca Massey-Chase:
In reply to Luke, I will again speak about the issue of language. Luke fails to clarify what he means by
‘freedom’; by ‘choice’; by ‘responsibility’. These, I argue, are not words with clear definitions. How can
Luke meaningfully state that we are free, but not be able to define what he means by this? He surely
cannot show that we are free if he is unable to say clearly what freedom is. I don’t even propose that he
should answer why we are free, only how we are free: in what way we are free. If he cannot define
freedom, then I challenge him to answer how it can be so apparent to him that we are free.“

To je sasvim opravdano, jer logički
posmatrajući, do 30 godine života se
prosječan građanin/student školuje. To
znači da do 30. godine života može
završiti visoke škole, npr.magistarski i
doktorski studij.
Biti zastupnik u Pralementu je iznimno
odgovorna funkcija. Upravo zbog težine i
važnosti donošenja ispravnih odluka u
ovom zakonodavnom organu, potrebno
je da zastupnici posjeduju znanje i
iskustvo. Do 30. godine, pored toga što
kandidati imaju dovoljno vremena da
uspješno završe i najviše nivoe studija,
mogu i steći radno iskustvo. Što više
iskustva, to više mogućnosti učenja te
Imogućnosti za što bolje donošenje
ispravnih odluka.

garancija. Znanje i edukacija su jedini
kriterij koji bi trebao da važi prilikom
odabira kandidata za ulazak u
Parlament.

se postati biranjem na
izborima, ili nekim drugim
kriterijem. Parlament
može biti jednodomno
tijelo (jedna skupina ljudi
izglasava sve zakone), a
poradi veće kontrole
može biti i dvodomno
tijelo (često se koriste
nazivi gornji i donji dom
prema britanskom
parlamentarnom sustavu House of commons je
donji dom čiji se
predstavnici biraju, a
House of Lords je gornji
dom čiji su predstavnici
aristokracija).
Hrvatski sabor je poslije
1990. godine jedno
vrijeme imao Zastupnički
dom i Županijski dom, no
od 2001. godine je Sabor
jednodomno tijelo.
IZVJEŠTAJ: 8. REGIONALNI SEMINAR ODRŽAN U KRANJSKOJ GORI, SLOVENIJA
U sklopu Projekta: „Provide a Good Reason for Ex YU Countries in the EU“, održan je seminar u
periodu od 02.07. do 05.07.2011. godine, u Kranjskoj Gori, Slovenija. Na trodnevnom seminaru,
24 učesnika iz Bosne i Hercegovine, Hrvatske, Srbije, Crne Gore, Makedonije i Slovenije imali su
poriliku da se upoznaju sa tehnikama debate, koje su im predstavili neki od najiskusnijih debatnih
trenera i sudaca, te da nauče dosta toga o pravima manjina u regionu ali i na globalnoj razini,
slušajući predavanja, debatujući na teme kao što su: Internacionalna zaštita manjina,
Multikulturalizam i prava manjina, Prava Roma, Integracija manjina i ostalih manjinskih skupina u
društvu, Manjine u Evropi i njihova borba za nezavisnost. Nakon održanih radionica u vezi sa
položajem manjinskih naroda a koje su zasnovane na case study metodi i debatnih rundi upriličen
je country expo, aktivnost na kojoj su debatanti imali zadatak da što bolje predstave svoje zemlje i
položaj manjina u njima na što kreativniji način. Na kaju seminara, svi učesnici su dali svoje
mišljenje o organizaciji. Mi vam donosimo generalne zaključke:

U Aprilu mjesecu održan je sastanak predstavnika CKD-a i Evropske komisije sa sjedištem u Briselu. Na sastanku je izvršena analiza
dosadašnjih poduzetih aktivnosti, a mi vam upravo donosimo iscrpan izvještaj o projektu.
Prema prvobitno utvrđenom planu, Projekat je trebao biti završen već u julu ove godine. Međutim, zbog iznimno pozitivnog učinka
Projekta na polju promoviranja manjinskih prava i razvijanju međusobne tolerancije među mladim ljudima iz regona, odlučeno je da se

Bosnia and Herzegovina: Roma from Bosnia: asylum seekers in Berlin. The number of requests in relation to the same period last year grew
by 80 percent. Serbs are in the first place of October statistics with nearly 23% of requests, then the Macedonians with nearly 16% of claims,
while in the third place are Afghans who are 11.5% of the total number of new asylum applicants. Asylum seekers who come from Serbia

Serbia: Roma people do not want to go in rural parts of Serbia, because they can not work there. The city government offered better shelter
in abandoned rural homes for Roma people several times, but they rejected it. Explanation is that they do not have any jobs there.

UNDERLINED – CONVERSATION WITH MS. TANJA FAJON
Ms. Tanja Fajon is one of 7 representatives of Slovenia in the EU, vice president of the Committee for the Balkan
countries accession the EU. Ms. Fajon underlined that the best way to protect minority rights, is to implement the existing
documents and conventions on minority rights. She also explained that EU citizens are afraid of losing their jobs. “It is
more and more difficult to explain the Enlargement process. It is more and more difficult to persuade EU countries to
support the arrival of new members, especially in the economic crisis. Croatia is familiar with the process of EU
enlargement and in approximately two years will join the EU. For the country to join the EU it is necessary to change the
organization of the administration, distribute the budget differently, decentralize the institutions, to introduce the
Ombudsmen. There are insufficient laws for people of lower intelligence in Croatia. Croatia did not address them properly
to integrate them into society. The main tasks of the delegation for the Western Balkans are: Fight against corruption, Freedom of media, Reduction
of administration, Independence of the Judiciary System…Many young people can not travel to the EU, and they do not know the benefits that the
EU brings. When you are part of a large family you help each other.”
Question: Which is the best way to protect minority rights?
Tanja Fajon: There are many different document and conventions that are made in order to protect minority rights. In European Parliament we have often faced a
problem of free movement: the liberalization of visa regime for Macedonia, Serbia and Croatia. We talk about Bosnia and Herzegovina and Albania every week.
Kosovo is still not part of those conversations.
Question: Is there a way to improve human rights and especially of minorities in the countries that are not in the EU?
Tanja Fajon: All the countries must respect conventions. Minority rights must be respected and protected too. I am sorry that Macedonia is still struggling with
problem regarding its name.
Question: There is an impression that the capitalism is in conflict with the human rights. Is it right?
Tanja Fajon: People are afraid of losing their jobs. It is more and more difficult to persuade EU countries to support arrival of new members, especially during the
economic crisis. Croatia is familiar with the process of EU enlargement and in approximately two years will join the EU.
Question: Which laws need to be changed in order to become a part of the EU as soon as possible?
Tanja Fajon: I really do not know because I am not familiar with the legislation of your country.
Question: Ok, what needs to be changed?
Tanja Fajon: Things that need to be changed are: the organization of the administration, different distribution of the budget, decentralization of the
institutions. There are insufficient laws for people of lower intelligence in Croatia. Croatia did not address them properly to integrate them into the
society.

Suggestions:
- Organize more seminars, instead of meetings. (Participants of the activities outlined that seminars are more useful than meetings.)
- Seminars should last at least 5 days so participants could get familiar with the country that they are visiting. It would also give them a
better chance to learn more about legislation and history of the host country.
- Organize online meetings. (Instead of travelling meetings should be held online e.g. via Skype)
- Include more visits to state's institutions or to EC offices in the host countries.
- Organize volunteer work as a part of the seminars or debate competitions. Beneficiaries of the volunteer groups would beRAZNO
minority groups.
- Publish on YouTube recordings from the activities and send information about the link to all those that participated in the particular activity.
- Send photos and information about volunteer work to media.
- Organize a Facebook group about project’s activities.
- Organize online radio debates. (A suggestion made by Macedonian representative. Teams in the studio would have debate, and listeners
would be judges.)
‐ A visit regarding to recording TV debates should last longer and include visit to some schools and attending few classes in the host school.
Hosts would than show monuments of the city to guests.
‐ International debate competitions should include touristic tour in the host city.
‐ International Debate News should be printed in more copies.
