Planning for Our Community’s Future
Dear Friends of BCH:
As we reflect on the highlights of 2010 at Boulder
Community Hospital, it’s striking how much of our energy
and effort were focused on taking important steps to
build an even healthier future for you, our community.
Sweeping changes are occurring in American health care.
Federal initiatives have started reforming how care will be
provided across the entire country. As your local hospital,
we are committed to ensuring that the medical needs
of you and your neighbors are met. We have provided
premier health services to Boulder County for almost
90 years, and we intend to become an even stronger
resource in years to come.
This report features some of our major plans for building
a healthier future. We announced last year that we are
embarking on a 10-year development strategy that will
reshape how we provide medical care. Our expansion
plan entails constructing a 46,000 sq. ft. Medical Office
Building on our Foothills campus and adding 100,000
sq. ft. of clinical space to that hospital. We will rework
our other facilities, too, in order to improve the quality
and magnitude of the services and resources that will be
available to you. This massive process is well underway,
and we anticipate breaking ground on the new Medical
Office Building by the end of 2011.
Providing local access to quality care is paramount to our
mission. We closely collaborate with local physicians to
ensure you have ample options when seeking medical care.
A great example of our collaborative approach was the
January 2010 opening of Buffalo Ridge Medical Center in
Broomfield. Buffalo Ridge has expanded that area’s access
to physicians specializing in internal medicine, cardiology,
gastroenterology, oncology, orthopedics and urology,
as well as offering more convenient lab, imaging and
audiology services. And that’s just one instance of how we
are expanding the physician resources available to local
citizens across Boulder County.
As we develop our ambitious plans for the future,
ensuring patient safety remains our number one priority.
This report notes several initiatives that have improved
patient care.
It is imperative that we expand and improve our
technological capabilities. The federal government has
mandated that every hospital have an electronic medical
record by 2014. This report outlines the progress we
have made toward achieving that goal. Our information
technology team, along with senior management and our
clinical staff, are committed to implementing a successful
clinical transformation.
Undergoing change is never easy, but we are confident
that our plans for the future will bring many benefits to

Expanding Operations
10-Year Development Strategy
In late 2010, BCH announced ambitious plans to centralize our services and
professional staff while expanding the resources available to local citizens.
Our goal is to be well prepared to care for the growing number of people
residing within Boulder County and adjoining communities.
We are excited to embark on this 10-year project. Intensive planning efforts
started months ago. We expect to break ground in late 2011 on a 46,000 sq. ft.
Medical Office Building on our Foothills campus. The next step, anticipated to
start in early 2012, will be adding 100,000 sq. ft. of clinical space to the existing
Foothills Hospital to expand our emergency, imaging and surgery capabilities.
The extensive plan also entails transforming our hospital at Broadway and
Balsam into a premier center for a wide range of outpatient services, along
with inpatient care for behavioral health and rehabilitation patients. Our
Broadway campus has been an important fixture in North Boulder for almost
90 years, and we intend to maximize its potential and ensure it continues to
offer valuable health care services to the community.

Expanding Physician
Resources
New Primary Care Physicians
Whether you want a wellness exam or need to address a serious medical concern,
everyone relies on a doctor at some point. BCH has an ongoing commitment to provide
local citizens with ready access to medical care, especially primary care. To be fully
prepared for the future, we keep a close eye on our hospital-owned clinics to ensure
they are adequately staffed to meet community need.
In 2010, we added six primary care physicians, an infectious disease specialist and a sports
medicine specialist to our network of physicians, bringing the number of employed BCH
practitioners to 43 as of December 2010. All of our hospital-affiliated clinics accept Medicare
as well as most major insurance plans.

Our future growth plans reach beyond expanding hospital facilities and primary
care services. BCH closely collaborates with local physicians to ensure you have
ample options when seeking medical care. Buffalo Ridge Medical Center opened
in Broomfield in January 2010. Buffalo Ridge has expanded that area’s access to

cardiology (Rocky Mountain Cardiology), gastroenterology (Gastroenterology of
the Rockies), oncology (Rocky Mountain Cancer Centers), orthopedics (Mapleton

Improving Patient Care
Life-Saving Cardiac Services
Heart disease is the #1 killer of Americans, so providing leading edge heart care
is a major focus for BCH. Our physicians, nurses and other members of the clinical
team have worked hard to hone our “rapid response” treatment plan for heart
attack patients. Their efforts are paying life-saving dividends.
According to a survey of 1,100 U.S. hospitals, BCH’s median response time for
treating heart attack patients was 52 minutes compared with a national average
of 64 minutes. The same survey showed that BCH had a very low mortality rate for
heart attack patients - 0.79 compared with the national average of 1.42.
Decreased Blood Utilization
Over the past two years, BCH has made notable progress in the management
of blood and blood products. While blood transfusions
have many benefits, those procedures also can
cause serious reactions and infections.
The best way to minimize the risk of
those complications is to minimize
transfusions. In 2010, the
transfusion of blood and blood
products declined 22% hospitalwide and 30% during open heart
surgery. Blood utilization during
orthopedic surgery at BCH
averaged only 1 unit of blood
for every 10 cases, while the
national average was 1 unit for
every 2 cases!

Department of
Organizational Excellence
BCH created the Department of Organizational
Excellence (DOE) in December 2010 to consolidate
our numerous ongoing efforts to improve the quality
and safety of patient care. The DOE touches every
key aspect of patient safety, from data management
and clinical education to infection prevention and
process improvement.
Mandatory Vaccination Policy
As part of our commitment to patient safety and
infection control, we introduced a mandatory influenza
vaccination program for all employees, medical staff
and volunteers. Introduced in October 2010, our
objective was to minimize the spread of illness within
hospital walls and ensure that everyone at BCH –
employees, patients and visitors – stayed as healthy
as possible during the active flu season.

Advancing Technology
Electronic Health Record
As we look to the future, every hospital across the nation will develop some form of electronic health
record (EHR). Over the past several years, BCH has made important progress in our multiphase multiyear
project to achieve a full EHR.
In 2010, all BCH-owned physician clinics went live with Greenway – an EHR system specifically designed
to help physicians manage their patients’ medical care more efficiently and effectively. This was an
important technology launch, as our affiliated clinics are now using an integrated system that organizes
patient information from initial scheduling through treatment and even billing.
2010 also saw tremendous progress for the hospital’s Patient Care System (PCS), which is designed to
replace paper record keeping for nurses, dietitians and other members of the clinical team. (PCS went
live in March 2011.)
These two technology milestones positively impacted patient safety, since important information is
stored electronically, creating health records that are easy to access and easy to share with appropriate
caregivers across the hospital.

Recognized for
Excellence
Regional Preeminence in Orthopedics
BCH ranked in the top 10% of hospitals in the nation for
patient safety and medical excellence in orthopedic care,
according to an analysis by CareChex, a national hospital
quality rating service. BCH Orthopedics was also in the top
10% in Colorado for patient safety.
According to the same 2010 report, BCH was in the top 10%
of hospitals both nationwide and statewide for the safety of
our overall medical care, and the top 10% in Colorado for
safety of overall surgical care.
The Local Hospital
of Choice
Citizens in Boulder County continued to
show confidence in BCH. We earned a
Consumer Choice Award from National
Research Corp. for the sixth consecutive
year. Participants in this study gave BCH
the top score among all Boulder County
hospitals in all four categories that
comprise the award – best doctors, best
nurses, best overall quality and best
image/reputation.

During 2010, some 370,000 patients (including about
8,700 inpatients) were provided services at BCH facilities.
It cost the hospital $247 million to deliver that care. The
major components of that expense are detailed in the pie
chart below.
As an independent, locally governed hospital, BCH is
strongly committed to providing necessary medical care
to all segments of our community. Despite the economic
downturn, the hospital maintained its pledge to provide
charity care to economically disadvantaged local citizens.
BCH was not immune to the national recession. Overall,
the hospital treated 8 more inpatients in 2010 than
we had the previous year, but a shorter length of stay
resulted in 1,301 fewer patient days.
BCH voluntarily participates in the Colorado Indigent Care
Program (CICP), which provides nominal reimbursement
for services provided to indigent state residents who do
not qualify for Medicaid. In 2010, the hospital had more
than $4.6 million in unreimbursed costs associated with
treating patients covered by CICP.
Despite that worrisome trend, the hospital maintained
its profitability. Net income for 2010 was $3.4 million,
which represented 1.2% of our revenue. That surplus
was reinvested in upgrading our facilities and bringing
new services to our community.

The Medicaid program, a state-federal partnership, pays
the hospital for treating qualified low-income citizens.
However, the Medicaid payment for most medical services
is less than what it costs BCH to provide that treatment.
In 2010, the hospital had more than $12.3 million in
unreimbursed costs associated with treating patients
covered by Medicaid.
“We Care” is a unique BCH program that provides lowincome patients with outright charity to cover their
hospital bills. The hospital incurred about $1.7 million
in unreimbursed costs associated with treating patients
utilizing the “We Care” program.
The hospital also provides services for many economically
disadvantaged citizens who do not qualify for CICP,
Medicaid or charity care. In 2010, the hospital incurred
$8.7 million in bad debt.

BCH Auxiliary
The volunteers of the BCH Auxiliary help generate needed
funds that enhance the services provided by the hospital.
In 2010, the Auxiliary hosted three major events: An Evening
in Buenos Aires, which raised $86,000 for autism services, the
annual Fashion Show and Luncheon, which raised $77,000 for
treatment and rehabilitation for stroke patients, and the second
annual Boulder Busts Cancer, which raised $38,000 for the
Breast Cancer Treatment Fund (designated for underinsured
or uninsured patients who need medical services following a
suspicious or positive mammogram).
