Message from the Chairman FPSC
Major General (R) Niaz Muhammad Khan Khattak, HI(M)
It is imperative for Federal
Public Service Commission to
face the challenges of keeping
pace with international
standards and practices being
followed as well as to curtail
financial cost and time
involved in recruitment process
through this prestige
institution. FPSC mainly focussed on revision and
updating in all existing practices, policies and way
forward to make the civil services more competitive,
selection more transparent and merit based.
The Commission pursued Reforms in CSS Competitive
Examination, Final Passing Out Examination, Section
Officers Promotional Examination as well as
Professional Screening Tests/ Written Descriptive Tests
in future with a uniform policy and its implementation.
The policy of the Commission regarding 100% online
information technology services is fully endorsed by its
all stakeholders.
We shall warmly welcome cooperation and support
from all Ministries/Divisions/Departments under
administration of Federal Government for their trust
and valuable input for recruitments as well as views of
applicants for concrete trust building in delegation of
powers to fast track public service delivery and
functioning of the Commission.

New Chairman for FPSC
Major General (R) Niaz Muhammad Khan Khattak, HI(M)
serving as Member FPSC, in pursuance of Establishment
Division Notification No. 11/01/2012-E-I, dated 06.11.2014,
has assumed the charge of Office of the Chairman FPSC on
06.11.2014. President Mr. Mamnoon Hussain administered
the Oath of Office to Major General (R) Niaz Muhammad
Khan Khattak, HI(M) in a ceremony held at Aiwan-e-Sadr on
17th November 2014.. The Oath taking ceremony was
attended by Members of FPSC, Federal Secretaries as well as
Senior Officers of President Secretariat and the FPSC. Latter
on, the newly appointed Chairman called on the president.
The President congratulated Major General (R) Niaz
Muhammad khan Khattak, HI(M) on joining the office of
Chairman FPSC and wished all success for performing his
duties honestly for selection of civil servants on merit.
Pakistan (BS-22), has assumed the charge of Office of the
Member, FPSC on 09.10.2014.
(ii) In pursuance of notification
No.41/371/2010-E-1 dated 06.11.2014 Mr.
Akhlaq Ahmad Tarar, a retired officer of the
Secretariat Group (BS-22) has assumed the
charge of Office of the Member, FPSC on
06.11.2014.
(iii) In pursuance of notification No.
41/419/2012-E-1, dated 01.12.2014 Mr.
Mazhar Ali Khan, a retired officer of
Secretariat Group (BS-22) has assumed the
charge of Office of the Member FPSC on
01.12.2014.
Chairman FPSC administered the Oath of Offices to the
Members FPSC in a grace full and prestigious ceremony on
17.11.2014 & 02.12.2014 respectively which was attended
by Members and Senior Officers of the Commission.

Completion of Tenure as Member FPSC
A delegation comprising two Members, Secretary and
Directors of AJK Public Service Commission visited FPSC
on 10.10.2014 to study in detail the examination system of
FPSC. Mr. Mansoor Suhail Senior Member FPSC
welcomed the delegation and chaired the meeting. Mian
Muhammad Sarwar DG (Research) delivered a detailed
presentation on different aspects of examination system of
FPSC. The briefing was followed by question answer
session discussed by the participants from FPSC & AJK
Public Service Commission. The meeting ended with a vote
of thanks to and from the Chair.

after completing three years tenure,
relinquished the charge of Office of Member
FPSC on 03.10.2014.
(ii) Mr. Mansoor Suhail Member FPSC, after
completing three years tenure, relinquished

The Commission highly appreciated their valuable policy
inputs and commendable services rendered for the cause of
public service and the Commission.

iii) Psychological Assessment and Viva Voce
Psychological Assessment of written qualified candidates
in CSS Competitive Examination 2014 was carried out at
Islamabad Centre (phase-I) from 21.11.2014 to 18.12.2014
and Peshawar Centre from 29.12.2014 to 01.01.2015.
The Committee held a meeting on 4.12.2014 in Conference
Room of FPSC and discussed in detail the implementation
status of the Scheme of CSS Competitive Examination and
its Syllabi. Especially the proceedings on a briefing given to
Secretary, Establishment Division on 14.10.2014 by the
Secretary FPSC, were discussed in length, which mainly
focussed on revision of CSS Syllabi to make the CSS
Competitive Examination more competitive, transparent
and merit based.
Presentation on Financial Management in FPSC
A presentation on Budget, Expenditure and other financial
matters of FPSC was made before the Commission by
Budget & Accounts section at Conference Room on
02.12.2014. The presentation was attended by Chairman
FPSC Major General (Retd) Niaz Muhammad Khan
Khattak, HI(M), Mr. Abdul Wajid Rana, Member, Mr.
Mazhar Ali Khan, Member and Senior officers of the
Commission. Deputy Director (B&A) Mr. Sagher Ahmed
explained in detail
issues of budget allocation
(headwise/regionwise) of FPSC, record of budget &
expenditure (past five years), re-appropriation of budget and
supplementary grant required for upcoming
Examination/Tests.

Updates On CSS Competitive Examination, 2014
i) Declaration of Result of CSS-2014
The result of written part of the CSS Competitive
Examination 2014 was announced on 15.10.2014. Out of
13170 candidates who appeared in the examination, only
439 candidates (3.3%) qualified the written examination.
ii) Medical Examination of Candidates Qualified in
CSS-2014
Letters to 272 candidates were issued to appear for Medical

A public notice inviting applications from intending
candidates for CE-2015 was published in leading
newspapers on 28.09.2014. The last date for submission of
online application was 31.10.2014. After the closing date,
total 22,412 applications were received. Centre-wise details

Recruitment Rules for Ex-Cadre Positions
The Commission concurred recruitment rules and finalized
58 cases, while 08 cases were closed due to devolution of
Ministries and 23 cases were under process for required
documents of various posts referred by Ministries/
Divisions, which include Science & Technology, Foreign
Affairs, Commerce, Communication, Ports and Shipping,
Housing and Works, Petroleum & Natural Resources,
Interior, Law, Justice & Human Rights, Defence, Railways,
Overseas Pakistanis & Human Resource Development,
National Food Security & Research, Finance, Planning &
Development Reforms, CADD, Aviation, Cabinet,
Establishment, Statistics, AJK Council, Marine Fisheries
Department (Karachi), FIA, FBR, Department of Libraries
Islamabad and different departments under the
administration of Gilgit-Baltistan (GB) Government.
General Recruitment for Ex-Cadre Positions
The Commission processed following activities for
recruitment against Ex-cadre positions in various

Ministries/Divisions/Departments during the 4 quarter
(October-December) 2014.
i) Advertisements
The Commission released 03 consolidated advertisements
containing 54 recruitment cases via press/ online services
for 563 posts in BS-16 & above, which were requisitioned
th
by various Ministries/Divisions/Departments, during the 4
quarter of 2014.
ii) Designing of Test Schemes and Syllabi for Ex-cadre
Positions
Test Schemes and Syllabi for 54 recruitment cases against
563 posts were finalized during the 4th quarter of the year by
Curriculum & Research Wing. After approval of the
Commission, these were placed on FPSC website for
advance information of the candidates.
iii) Conduct of Screening Tests/Written Descriptive
Tests
The Commission conducted Professional/Screening Tests
(Phase-II, III&IV/2014) as well as written descriptive test
for Ex-cadre posts in BS-16 to BS-20 at Islamabad, Karachi,
Lahore, Peshawar, Quetta, Multan, Sukkur, D.I.Khan and
Gilgit. Out of 151,896 applicants, 94,583 (62%) candidates
appeared in these tests.
iv) Interview Programs for Ex-Cadre Positions
The Commission conducted interviews of 572 short listed
candidates against 254 posts and made recommendations of
192 candidates for various posts in BS-16 to BS-19 during
4th quarter of 2014. The FPSC reported failure to the
requisitioning Departments/Ministries on 62 posts, due to
non-availability of eligible candidates from specific
region/quota as well as failure of candidates in the

v) Ministry/Division/Department-wise Selection
Selection of 192 officers in BS-16 to BS-19 for various posts
was made in following Ministries/Divisions/ Departments
during the period under report:-
vi) Alternate Nominations
Occasionally, the principal nominees recommended by the
Commission for different position(s) do not join for one
reason or the other. The Commission on receipt of such
reports from concerned Ministries/ Divisions/ Departments,
recommended 26 alternate nominees against recruitment in
BS-16 and 12 in BS-17, who were next on merit in waiting
list, for different recruitment cases.

General Recruitment
In response to consolidated advertisement Nos. 08,09,10
and 11/2014, total 28,992 applications were received which

were processed by the I.T Wing. Summary bio-data of 156
preselected candidates were also generated for conduct of
interviews by the Commission.
ii) Competitive Examination
Summary bio-data of 439 written qualified candidates of
CE-2014 were generated for Via-Voce Board. 22,412
applications received for Competitive examination 2015
were processed. Pre-scrutiny eligibility reports were
generated for conveying deficiencies to the applicants well
before conduct of the examination.
iii) Professional & Promotional Examinations
Processed the data of Probationers of two Services/Groups
for conduct of FPO examination and generated admission
certificates, attendance lists/sheets accordingly.
iv) Written Descriptive Tests
As per revised recruitment policy, Descriptive Tests were
conducted first time for the General Recruitment cases.
Accordingly, a new software module to cover the
requirements of descriptive tests was developed.
v) Online Services to the Candidates
a.Online Applications for CE-2015
As per approval of the Commission, 100% applications
for CE-2015 were invited online during the month of
October 2014. Accordingly IT Wing managed the
software application and ensured its smooth operation
for convenience of the candidates. A total 22,412
applications for CE-2015 were received online.
b.Admission certificate information
Facilities to view and print online admission certificates
particulars including Roll No, Date and Time of the test,
centre details etc were provided for General
Recruitment phase II&III/2014. Total 146,799
admission certificates, for screening and written
descriptive tests phase-III/2014 as well as 28,124
admission certificates for phase IV/2014 were
generated and placed on FPSC website.
vi) CNIC Verification through NADRA Verisys
The CNIC verification of all written qualified candidates of
CE-2014 through NADRA verisys system was carried out.
vii) SMS Based Information Delivery System
During the period under report, 411,361 SMS were sent to
the candidates on their cell phone numbers regarding major
events, including acknowledging their online applications,
schedule of tests, interviews and personal hearings, etc.
viii)
Website Management
FPSC's website www.fpsc.gov.pk has been an important
online service for information delivery to the general public
as well as candidates applying for various posts. All major
events relating to placement of consolidated advertisement
No.09,10& 11/2014 for inviting applications online,
placement of online admission certificates for General
Recruitment tests, placement of interview programme,

syllabi, press release, Annual Reports, Newsletters and
other related information of interest to general public and
candidates were uploaded on FPSC website well in time.
Right of Appeal for aggrieved Candidates
Candidates aggrieved by the Commissions' decisions have
the right to make Representations/ Review Petitions to the
Commission under Section 7(3) of the FPSC Ordinance
1977(amended from time to time). The candidates, who are
not satisfied with the decisions of the Commission have the
right to prefer appeal in the respective High Court. Latest
data of the petition/appeal related to Recruitment Cases,
Competitive Examination, SOPE and HR Cases, etc,
