POINTE DE L’ILE DE LA POTERIE Creating a port of call for river cruises, The Seine-Eure Conurbation Community (CASE) wishes to be a stakeholder in the development of the river cruise sector on the Seine, and has been working for over a year with cruise lines and partners (Rouen Normandie Metropolitan Authority as part of the Metropolitan Centre, the Chambers of Commerce and Industry, the Eure Tourism authority, various municipal authorities in the Eure County, private service providers, etc.) to provide quality tourist amenities in order to generate large-scale economic spin-offs for the region. The cruise lines have indicated a lack of ports of call in particular all along the Seine in the Eure County. Although the existing ports of call are being modernized or expanded they are no longer enough to cope with the expansion of this business. The CASE has carried out an extensive analysis and scoping study. It has proposed to create a pontoon for river cruises at the tip of the island «de la Poterie» which would be able to accommo- 27340 Pont-de-l’Arche date 135m long boats. The rest of the island, which is owned by the CASE, is protected and is the subject of a project to upgrade the natural environment.. This project is not limited to the development of the site. It forms an essential part of a comprehensive strategy developed at the scale of the Urban area in association with the Departmental Council. A study will be carried out to define how to welcome cruise passengers in the best possible conditions. Work on adapting the local tourist and business amenities offer will also be carried out, particularly with respect to foreign customers. Finally, a section consisting of regional marketing and the promotion of tourist services for cruise passengers will be developed in parallel. This project is an opportunity for the municipality to enhance the banks of the Eure and Seine rivers within its district. Construction of a footbridge over the river Eure linking the site to the town of Pont-de-l’Arche is possible (public investment). Existing buildings : not applicable. Current occupation : site partially used for grazing, plots unbuilt. Concrete structures are located on the west and north banks. The bank on the Seine side has been developed with sheet piling. Environmental location : at the confluence of the Eure and Seine rivers, forming a navigable passage between the Seine and Eure . Urban context : the town centre of Pont-de-l’Arche is in the immediate vicinity of the site on the other side of the river Eure. The historic town centre consists of quality heritage buildings and a large number of shops (pharmacy, food and beverage-related occupations, including numerous restaurants, etc.). A tour of the town is one of the primary assets of the port of call. However, since the latter is located on an island on the other side of the river Eure, the project will have to define the most appropriate solution to enable access to the town centre. Consideration will also be required on how to welcome cruise passengers in the best possible conditions, including providing information as soon as they leave the boat inciting them to go for a walk around the town. Quality of transport services : car and coach park on the quai de Verdun to Pont-de-l’Arche for easy access by coaches. Access to the A13 motorway in less than 5 minutes. Val-de-Reuil railway station (Paris-Le Havre line) 15 min away. - Public transport within the municipal district of Pont de l’Arche. - Very close to the greenway linking Pont-de-l’Arche to Pinterville (V41) but also to Poses. A study will be required to consider the feasibility as well as the technical and financial details involved in extending the utilities networks to the island. © IGN BD ORTHO 2012 - réalisation Aurbse - Tidal range on the river Seine: the design of the landing wharf should be adapted. - Bathymetry: additional studies are needed to confirm the feasibility in terms of draught. - The island is separated from the town centre by the river Eure. It is currently only accessible by a spiral staircase from the deck of the RD 6015 main road. A study on the accessibility of the island is therefore required. The problems of access for relief / first-aid / emergency services and the time required to access the pontoon will need to be taken into account.
