tend to have uniformity because of the
consistent operations
→ It is difficult to develop materials with the main
training dept. from an operational viewpoint and
from the toll it puts on skills
It is more effective for the main training dept to
develop scenarios and to order special depts. or
subsidiaries to develop materials
