ABOUT MCSC
Manitoba Community Services Council Inc (MCSC) allocates funds and/or bingo events to Manitoba
volunteer non-profit organizations serving the community services sector.
Established in 1984 by the Province of Manitoba, MCSC funds projects and services of community
service, social service, recreation and health-related organizations. MCSC operates as an arm’slength organization. A committee of dedicated volunteers, representative of the Manitoba
community, is responsible for the allocation of dollars and/or bingo events.
MCSC receives funding from the Province and reports to the Minister of Housing and Community
Development. We also receive bingo events from Manitoba Liquor and Lotteries each year. These
bingo events are allocated to applicant groups as part of our grant program.
VISION
To strengthen and support the work and
changing needs of volunteer, non-profit
community services organizations in Manitoba
by providing funding, and/or the opportunity to
secure funding through bingo events.
MANDATE
To distribute provincial grant funds and bingo
events in a fair and equitable manner to volunteer,
non-proft community service organizations
throughout the Province of Manitoba by providing
an arm’s-length peer review committee composed
of Manitoba volunteers.

EXECUTIVE DIRECTOR’S REPORT
Since 1984, MCSC volunteers have reviewed over
10,000 grant applications. Over $85 million in
grants has been allocated towards requests totaling
over $220 million. That’s quite an investment
in Manitoba communities and MCSC is proud to
support the many volunteer groups involved in
making their communities vibrant and healthy
places to live.
Some of the highlights from the year include:
Grants were provided to 197 community based
organizations across Manitoba - investments which
will continue to make communities healthy and
vibrant places to live. These are the grant totals by
category (includes cash and bingo earnings):
• Child Care Centres -$207,464
• Children and Youth -$211,500
• Culture/Art/Heritage - $194,490
• Emergency Capital - $206,477
• Family and Community - $591,599
• Health - $323,432
• Recreation - $214,768
• Schools/Education with $121,415
• Seniors with $103,671
A total of $2,174,816 was granted by MCSC!
In April, National Volunteer Week was celebrated
and our volunteers were thanked for the time and
dedication that they give to the work of MCSC.
The theme of Volunteer Week was “Volunteers Cast
a Beautiful Shadow” and that is certainly true of
our volunteers. MCSC was nominated for the 2013
Premier’s Volunteer Service Award.
Our board of directors participated in a session
on Roles Responsibilities and Understanding
Governance presented by the Crown Corporation
Council. We were affirmed that MCSC practices
good governance!
In December, the new Minister of Housing and
Community Development, the Honourable Peter
Bjornson, met our Council at our monthly meeting.
We look very forward to working with him!
2013/2014 was a year of transitions and new
beginnings in many ways.
This is my last message that I write for the annual
report as I retired at the end of March from
my position as Executive Director at MCSC. It
has been a great 26 years where there have been
many changes, challenges, opportunities, and
new beginnings. MCSC is truly an organization
of volunteers helping volunteers and I feel very
privileged to have had the opportunity to work with
so many wonderful and dedicated volunteers.
I would like to express my appreciation to the MCSC
Board of Directors for their support over the years
and their commitment to the work of MCSC. It
has been an amazing board to work for. I would
especially like to thank our Chair this year, Isha
Khan, who dealt with many changes this year. She
handled it all with great professionalism and caring.
Thank you Isha.
I express my heartfelt congratulations to Michelle
Chudd, the new Executive Director at MCSC. The
organization is in good hands with Michelle, and I
look forward to hearing about all the great things
happening at MCSC! I extend my gratitude and
thanks to our amazing staff. I have the utmost
respect for their dedication to MCSC and their
professionalism. This last year, they worked to turn
challenges into opportunities and the results of this
year show they are successful in their efforts.
Over the years I have made many connections
with staff in various provincial departments and I
appreciate our good working relationships.
MCSC’s 30th Anniversary will be celebrated in 2014
and it will certainly be a year to celebrate! For 30
years MCSC has supported the important work
accomplished by Manitoba volunteers, as they
enrich our communities in so many valuable ways.
They make our Province such a great place to live!

CHAIRPERSON’S REPORT
MCSC was challenged in many ways this year and I am proud to say that MCSC’s Board and staff met each
and every challenge with thoughtful reflection, reasoned assessment and a willingness to embrace change. It
is with this attitude that MCSC was able once again to carry out its mission of supporting non profit community
groups in our province.
MCSC Board and staff renewed and strengthened MCSC’s relationship with its funding partners, the Province
of Manitoba and Manitoba Liquor & Lotteries, with a particular emphasis on streamlining support for community
groups across Manitoba. MCSC, in conjunction with the provincial Community Places Program, developed
and implemented an emergency capital granting program to meet the needs of groups that require funds for
capital improvements that are essential to their operations and the service they offer to Manitobans. With a
continuous intake stream and a volunteer Board representing all areas of Manitoba, MCSC recognizes that it
is uniquely placed to assist groups that require emergency funding for repairs and improvements. MCSC will
continue to work with the Community Places Program to refine and improve its newest funding program.
The Board was charged with the difficult task of replacing MCSC’s Executive Director, Catherine Roberts after
her 26 years of exceptional dedication and commitment to the organization. With the assistance of an external
human resources consultant, the Board engaged in a comprehensive process of identifying MCSC’s needs
and priorities. At the conclusion of that open competition, it was a pleasure to welcome Michelle Chudd, former
MCSC Grants Officer to her new position as Executive Director. Michelle’s enthusiasm for MCSC is infectious.
At the time of writing, Michelle has already begun to streamline processes and communications and the Board
has every confidence that she will surpass all expectations!
It is truly remarkable that our outgoing Executive Director, Catherine, was with MCSC through 26 of its 30
years. Catherine’s commitment and vision have been fundamental to establishing MCSC as a supporter of
non profit community service organizations in Manitoba. I wish to thank Catherine for her leadership and grace.
You will be missed.
At our Annual Meeting in June we welcomed four new members to MCSC – Dennis Bercier from Brandon,
Jay Boaz from Gimli, Gary Hanna from Pinawa, and Wendy Pongoski from Winnipeg. I am grateful to all of my
fellow Board members for their tireless commitment to community, their humour and collegiality. I must also
thank MCSC staff for their willingness to contribute this year and for their patience and support.
MCSC recognizes the financial support of the Department of Housing and Community Development and the
bingo events provided through Manitoba Lotteries. We value the trust they have in MCSC and are honoured to
be able to administer funds and bingo events that build the capacity of community groups and contribute to the
health and vibrancy of Manitoban’s diverse community organizations.

In Memoriam - Marlene Harlock
Our long-time colleague and friend, Marlene Harlock, passed away on February
27, 2014. Marlene worked for MCSC from 1984-2008. Marlene always took such
interest in the many volunteer groups that applied to MCSC so that even years after
she had retired, people would call and wanted to talk to Marlene! She loved going
out and meeting with groups in their communities and she wanted to hear every
detail about their organizations and their projects. Marlene made friends wherever
she went, her imperial cookies are unrivalled, and she made the world a better place.
MCSC extends their sincere condolences to Marlene’s family and her many friends.

FUNDING EMERGENCY PROJECTS

grant for the emergency repair towards the
elevator at Siloam Mission’s -The Madison,
a housing complex for 85 residents who
otherwise would be homeless without it.
There are many people living there that
have physical disabilities and the elevator
operating properly is crucial for their
mobility around the four story building.
I am happy to report the elevator has been

“First of all a very big thank you for the grant towards new furniture for the Plains Sunset Lodge. It has been
quite the buzz in the lodge with all the residents, since we first received the news for the grant. This grant is more
than just new furniture. The social gatherings, the talks, looking through catalogues, and the biggest trip of all, to
go to Dauphin and go shopping for ideas for the new furniture. This grant was a source of entertainment for this
past long, cold, windy winter.
It is a pleasure to hear and see the residents enjoying the common room that much more now. One resident
in particular, truly enjoys the freedom of the medic chair. And if that resident is not out sitting in it, the other
residents find it quite comfortable also, as it has massage in it. The residents have been back to building puzzles at
the new table. Enjoying the extra room on the table to put together a 1000 piece puzzle.

I have audited the accompanying financial statements of Manitoba Community Services Council Inc.,
which comprise the statement of financial position as at March 31, 2014 and the statements of changes
in net assets and financial activities for the year then ended, and a summary of significant accounting
policies and other explanatory information.
Management’s Responsibility for the Financial Statements
Management is responsible for the preparation and fair presentation of these financial statements in
accordance with Canadian Accounting Standards for Not-for-Profit Organizations, and for such internal
control as management determines is necessary to enable the preparation of financial statements that are
free from material misstatement, whether due to fraud or error.
Auditor’s Responsibility
My responsibility is to express an opinion on these financial statements based on my audit. I conducted
my audit in accordance with Canadian generally accepted auditing standards. Those standards require
that I comply with ethical requirements and plan and perform the audit to obtain reasonable assurance
about whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in
the financial statements. The procedures selected depend on the auditor’s judgment, including the
assessment of the risks of material misstatement of the financial statements, whether due to fraud or
error. In making those risk assessments, the auditor considers internal control relevant to the entity’s
preparation and fair presentation of the financial statements in order to design audit procedures that are
appropriate in the circumstances, but not for the purpose of expressing an opinion of the effectiveness
of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting
policies used and the reasonableness of accounting estimates made by management, as well as
evaluating the overall presentation of the financial statements.
I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my
audit opinion.
Opinion
In my opinion, the financial statements present fairly, in all material respects, the financial position of
Manitoba Community Services Council Inc. as at March 31, 2014 and its financial performance and its
cash flows for the year then ended in accordance with Canadian Accounting Standards for Not-forProfit Organizations.
