Una manifestazione per ribadire l’importanza dello
sport come linguaggio universale di fratellanza e
di dialogo. Capace di aggregare all’insegna della
crescita delle nuove generazioni. La quinta edizione
del Torneo Internazionale della Pace, riservato a
rappresentative nazionali giovanili e dilettantistiche
under 18, rinnova una tradizione vincente che attraverso il calcio - raggiunge popoli e culture
diverse, coniugando valori di indubbia importanza.
Rivolgo il mio più sincero ringraziamento alla
Lega Nazionale Dilettanti e al Comitato Regionale
dell’Umbria, per l’ormai consueto appuntamento
annuale con un format di successo che sa valo
rizzare l’attività giovanile dandole adeguato
risalto. L’Umbria sarà il punto di incontro di ragazzi
provenienti da diverse federazioni europee,
consentendo quel termine di confronto che apre alla
globalizzazione esaltando le diversità. Una scuola di
vita che fa da sfondo alla competizione, mettendo
al centro l’importanza del messaggio didattico e
sociale, attraverso la competizione.
Un segnale positivo di integrazione, che accresce
la formazione sportiva contestualmente a
quella culturale. Il modo migliore per diffondere
l’importanza del rispetto delle regole e del fair
play, esaltando i principi etici che devono essere
punti di riferimento ineludibili nel decalogo
comportamentale di ogni giovane. La vittoria deve
essere conseguita grazie all ‘evoluzione individuale
ancor prima che tecnica, perché sport vuol dire sano
antagonismo e occasione di sviluppo. Sono sicuro
che anche quest’anno il Torneo saprà gratificare
gli appassionati, con contenuti all’insegna dello
spettacolo e del divertimento, lontani da ogni illogica
esasperazione. L’occasione mi consente quindi di
indirizzare il mio più sentito incoraggiamento a
tutti gli atleti, con la speranza che possano essere
protagonisti di un evento indimenticabile. In
nome della regione che ospita l’evento, da sempre
sinonimo di affermazione della pace e di proficua
collaborazione tra popoli. Per raggiungere l’obiettivo
più grande: radicare una nuova mentalità sportiva e
far crescere -sotto i migliori auspici- i campioni del
domani.
An event to reaffirm the importance of sport as a
universal language of brotherhood and dialogue,
able to join together new generations in favor of
development.
The fifth edition of the lnternational Peace
Tournament, for young and amateur Under 18
National representatives, modernizes a successful
tradition that - throughout football - reaches
peoples and different cultures, combining values of
undeniable significance. My sincerest gratitude goes
to the Lega Nazionale Dilettanti (Football Association
depending on the ltalian Football Federation) and the
Regional Committee of Umbria, for the usual yearly
appointment that knows how to appraise the youth
activity, giving it an appropriate emphasis. Umbria
will be the meeting point of youngsters coming from
different European federations, opening themselves
to globalization and enhancing their diversities. An
experience that will brighten up the competition,
focusing on the importance of the educational and
social message, throughout the competition.
A positive signal of integration, that expands the sports
education together with the cultural instruction. The
best way to spread the relevance of the respect of the
rules and fair-play, highlighting the ethical principles
that must be key reference points in the “manual of
behavior” of each youth. The victory must be achieved
first of all thanks to the individual evolution, because
sport means upright antagonism and opportunities
of development. l am certain that this year the
tournament will know how to reward the passionate
fans, mixing together show and entertainment.
l would like to take the occasion to address my
encouragements to all the athletes hoping that they
will be the protagonists of an unforgettable event,
that has always been synonym of peace and fruitful
collaboration between peoples to reach the highest
aim: settle a new sports mentality and make the
tomorrow’s champions grow under the best guidance.

Attraverso la quinta edizione di questo
torneo, promosso con lungimiranza dalla Lega
Nazionale Dilettanti e dal Comitato Regionale
Umbria, il calcio italiano continua a proporsi nel
panorama internazionale come forza trainante
della componente amatoriale, in grado di
promuovere eventi che sappiano valorizzare
il confronto sportivo e lo scambio culturale,
favorendo così la crescita di un calcio di base
senza frontiere.
With the fifth edition of this tournament,
promoted with foresight by the National
Amateur League (LND) and the Umbria Regional
Committee, Italian football continues to operate
on the international scene as a driving force of
amateur football activity, promoting events that
can enhance the value of sporting competition
and favour cultural exchanges, helping with the
growth of grassroots football without frontiers.
Il Torneo si propone inoltre il coraggioso
obiettivo di celebrare un messaggio di pace
e di cooperazione tra i popoli: la presenza
di formazioni provenienti da sei federazioni
europee (Inghilterra, Romania, San Marino,
Bulgaria, Ungheria e Turchia) ed una africana
(Congo), alle quali si aggiunge una selezione
locale, consente di costruire infatti, attraverso il
calcio, un solido ponte culturale, che da un lato
rafforza la comune identità europea e dall’altro
stimola la convivenza all’interno di una società
multietnica e multirazziale sulla base di valori
come il dialogo, il rispetto, la tolleranza e
l’interazione reale. The Tournament also has the bold aim of
furthering a message of peace and cooperation
among different peoples, with the presence of
teams from six European associations (England,
Romania, San Marino, Bulgaria, Hungary and
Turkey) and one African nation (Congo), plus the
local national team. This is a way of building solid
cultural bridges through football, reinforcing
a common European identity on the one hand
and encouraging peaceful coexistence in a
multiethnic and multiracial society on the other,
based on the values of dialogue, mutual respect,
tolerance and real interaction. Desidero ribadire, infine, il mio personale
compiacimento nei confronti della LND, del
Comitato Regionale Umbria, dei volontari
coinvolti nell’organizzazione, delle istituzioni
e dei partner che hanno scelto di sostenere
questo evento e rivolgo il mio sincero augurio
alla classe arbitrale ed a tutte le squadre
impegnate nella competizione, certo che
sapranno affrontarsi nel segno del fair play e
della correttezza sportiva.
Finally, I would like to personally thank the LND,
the Umbria Regional Committee, volunteers
involved in the organisation of the event, and
institutions and partners that have chosen to
support it. I would also like to send my best wishes
to the referees and to all the teams taking part in
the tournament, certain that they will compete in
a spirit of fair play and sportsmanship.

Il calcio internazionale torna protagonista in Umbria
in occasione della quinta edizione del Torneo
Internazionale per Rappresentative dilettantistiche e
giovanili Under 18, per il secondo anno consecutivo
“Torneo della Pace” in onore di Assisi, città della pace
famosa anche per essere il luogo in cui vissero e
morirono San Francesco, patrono d’Italia, e Santa Chiara.
La Lega Nazionale Dilettanti ritrova con immenso
piacere questo prestigioso appuntamento che, come
da tradizione, accoglierà squadre da ogni latitudine
geografica: oltre all’Italia e una Rappresentativa
amatoriale locale, saranno presenti Bulgaria, Congo,
Inghilterra, Romania, San Marino, Turchia e Ungheria.
Rivolgo, pertanto, il saluto della Lega Nazionale
Dilettanti a tutti coloro che prenderanno parte al
Torneo, con l’auspicio che possano trarre da questa
esperienza le giuste motivazioni per costruire un bel
percorso di crescita sia sportivo che umano. Il Torneo
è ormai diventato parte caratterizzante dell’attività
agonistica della Lega Nazionale Dilettanti, non solo
per la sua tradizione specifica ma anche per la grande
atmosfera di festa che lo contraddistingue, con i
giovani calciatori protagonisti di una competizione
entusiasmante, nel segno di un sano confronto anche
interculturale.
Ancora una volta, il Comitato Regionale Umbria
sarà al fianco della Lega Nazionale Dilettanti per
l’organizzazione di un evento di grande valore tecnico
e agonistico, di sicuro uno dei più importanti che
si giocano a livello europeo. Ringrazio, pertanto, il
Presidente Luigi Repace e lo staff del Comitato Regionale
per l’impegno che sarà profuso anche quest’anno, con
passione e competenza, per confermare il Torneo a
livelli di partecipazione e di qualità sempre più elevati.
Grazie, come sempre, alle società sportive umbre
e a tutte le aziende che, a vario titolo, offriranno il
proprio contributo a supporto della manifestazione.
Ai calciatori che scenderanno in campo va l’augurio
di una indimenticabile partecipazione nel migliore
spirito sportivo possibile, con la speranza che tutti
possano apprezzare anche le bellezze artistiche e la
meravigliosa cornice naturalistica della bella Regione
dell’Umbria.
International football is once again starring in
Umbria on the occasion of the 5th International
Tournament for Youth and Amateur U-18
Representative Teams. For the second consecutive
year, the event will be called “Tournament of
Peace” in honor of Assisi, the city of peace also
famous for being the place where lived and died
S. Francesco, patron saint of Italy, and Santa
Chiara.
The Italian F.A. - National Amateur League finds
with immense pleasure that this prestigious
event, as usual, will welcome teams from each
geographic latitude: in addition to Italy and
a local amateur Representative, there will be
Bulgaria, Congo, England, Romania, San Marino,
Turkey and Hungary.
I extend greeting of the National Amateur League
to all those who take part in the tournament, with
the hope that they can draw from this experience
the right motivation to build a nice growth path
both sporting and human. The tournament
has now become part of the National Amateur
League sporting activities, not only for its specific
tradition but also for its great festive atmosphere,
with the young players involved in a thrilling
competition, sticking to a healthy comparison
also intercultural.
Once again, the Umbria Regional F.A. will be
alongside the National Amateur League for
the organization of an event of great technical
and competitive value, that is one of the most
important played at European level. Therefore,
I thank the Chairman Luigi Repace and his staff
for the commitment that will be made also this
year, with passion and expertise, to confirm the
Tournament quality to ever higher levels.
As always, a big thank to the clubs of Umbria and
all the Companies who, for various reasons, will
offer its own contribution in support of the event.
My best wishes to the players for a memorable
participation in the best possible spirit of sport,
with the hope that everyone can appreciate
the artistic treasures and the landscape of the
beautiful region of Umbria.

Siamo nuovamente ai nastri di partenza di quella che
sarà un’esperienza indimenticabile.
Il 5° Torneo Internazionale per Nazionali
Dilettantistiche Under 18, Torneo della Pace, fonde
insieme valori sportivi ed umani, in una ricetta
perfetta che saprà regalare nuove emozioni a tutti
coloro che ne saranno protagonisti.
Un evento che rappresenta sicuramente motivo di
grande orgoglio per il nostro Comitato Regionale,
che vede ripagato l’impegno profuso negli scorsi anni
per la riuscita dello stesso.
Impegno che ci ha permesso di ampliare la rosa di
Nazionali che parteciperanno a questa importante
manifestazione sportivo – culturale: a completare il
roster, insieme alle già intervenute Rappresentative di
Inghilterra, Romania, San Marino ed Italia, troveremo
le novità di Bulgaria, Congo, Panama, Turchia ed
Ungheria.
Un mix esplosivo di razze, culture ed etnie che regalerà
un’atmosfera unica. Un tessuto di popoli diversi, uniti
dalla stessa passione per il calcio. Lo sport diventa così
un ponte socioculturale, che vede esaltare i valori su
cui, da sempre, si basa l’attività della Lega Nazionale
Dilettanti: il rispetto, il fair play e la lealtà sportiva.
E’ con questo spirito che do il benvenuto a calciatori,
dirigenti, tecnici e a coloro che contribuiranno al
successo del Torneo, invitando tutti a cogliere le
bellezze che la nostra Regione possiede, nel fascino
delle sue città, nell’incanto della sua natura e nella
peculiarità della sua cultura.
Un ringraziamento sentito va anche a tutte le nostre
Società, che, grazie alla loro disponibilità, mettono
a disposizione del Comitato impianti ad hoc, capaci
di garantire elevati livelli di qualità ed assicurare la
migliore riuscita della manifestazione.
L’Umbria avrà così a sua disposizione un veicolo
efficace per la promozione non solo dello sport nel
proprio territorio, ma anche dell’intera immagine
della Regione.
Un’occasione da non perdere allora, per tutti gli
appassionati e non di calcio, anche per chi è ancora
restio sul fondamentale valore sociale che lo sport
riveste, soprattutto in tempi difficili come quelli che
attraversiamo.

The 5th International Tournament for Amateur
Under-18 National Team, Tournament of Peace, blends
together sporting and human values , in a perfect
recipe that will give new emotions to all those who will
be involved.
An event that is surely a source of great pride for our
Regional Committee, which sees repaid the efforts
made in the recent years to the success of the same.
Commitment that has allowed us to increase the range
of National Teams who participate in this important
sporting – cultural event: to complete the roster, along
with the already made Representatives of England,
Romania, San Marino and Italy, we will find the latest
news from Bulgaria, Congo, Panama , Turkey and
Hungary.
An explosive mix of races, cultures and ethnicities that
will give a unique atmosphere. A tissue of different
peoples, united by the same passion for football. The
sport becomes a social and cultural bridge, which
sees exalted the values on which, as always, is based
the work of the National Amateur League: respect, fair
play and sporting honesty.
Is with this spirit that I extend my welcome to the
players, managers, coaches and those who contribute
to the success of the tournament, inviting everyone to
catch the beauty that our region has, in the charm of
its cities, the enchantment of its nature and peculiarity
of his culture.
Heartfelt thanks also go to all our sports clubs,
which, due to their availability, make available to the
Committee, ad hoc sports facilities, able to ensure high
levels of quality and to ensure the success of the event.
Umbria will thus have at its disposal an effective vehicle
for the promotion of the sport in its own territory, and
also of the whole image of the region.
An opportunity to shouldn’t miss then, for all who are
fans but also for who aren’t fans of football, even for
those who are still reluctant on the fundamental social
value that sport has, especially in difficult times like the
ones we are going through.

Sono davvero lieta di rivolgere il mio personale saluto,
e quello della Giunta regionale dell’Umbria, a tutti i
partecipanti del 5° TORNEO INTERNAZIONALE PER
RAPPRESENTATIVE NAZIONALI DILETTANTISTICHE
UNDER 18, che quest’anno per la seconda volta sarà
denominato Torneo della Pace, organizzato dal Comitato
Regionale Umbria della FIGC e dalla Lega Nazionale
Dilettanti. Grazie a questa importante manifestazione
sportiva l’Umbria ospiterà numerosi atleti provenienti
da vari Paesi, quali Bulgaria, Congo, Inghilterra, Italia,
Panama, Romania, San Marino, Turchia e Ungheria. A
tutti, dunque, va il mio saluto di ben venuti nella nostra
regione.
Mi piace sottolineare la felice scelta di chiamare questo
straordinario evento sportifo Torneo della Pace. Non
poteva esserci terra migliore dell’Umbria dove svolgere
un evento sportivo sotto il segno dell’impegno per
la Pace. La nostra è terra che si identifica ormai con
l’impegno per la pace e per il dialogo tra i popoli. Un
impegno che oggi rappresenta per noi un compito
ancor più significativo dopo la scelta del nuovo Papa di
chiamarsi “Francesco”, il Santo simbolo dell’Umbria e di
Assisi che alla pace e alla vicinanza ai poveri, agli ultimi,
ha offerto la sua intera vita.
Quanto all’evento in sé, vorrei cogliere questa occasione
per ricordare come in Umbria l’attività sportiva calcistica
interessa la quasi totalità del territorio regionale, anche
per il grande numero di impianti destinati al calcio
dilettantistico esistenti in Umbria. Nei piccoli comuni
del nostro territorio infatti, l’impianto di calcio, in quanto
sport più popolare e di facile pratica per i costi ridotti,
rappresenta un vero e proprio luogo di aggregazione
sociale per giovani e meno giovani. Ecco perché la
Regione Umbria ha sempre sostenuto e promosso
questa pratica sportiva, ed ha negli anni investito – pur
in presenza di una politica governativa che ha imposto
forti tagli proprio a questo tipo di investimenti pubblici
- in direzione della dotazione impiantistica, soprattutto
per lo sport dilettantistico.
Sono convinta che, come sempre, l’Umbria saprà
accogliervi con affetto. E con l’auspicio che tutti voi
possiate godere di giornate serene alla scoperta della
nostra magnifica ed affascinate terra vi rinnovo il mio
più sincero augurio di buona permanenza e di buon
divertimento.
I’m really pleased to extend my personal welcome,
and that of the Regional Council of Umbria, to all the
participants of the 5th INTERNATIONAL TOURNAMENT
FOR AMATEUR UNDER 18 NATIONAL TEAMS, that
this year for the second time will be denominated
“Tournament of Peace”, organized by the Umbrian
Regional Committee of FIGC and by the National
Amateur League. Thanks to this important sports
event, Umbria will host several athletes from various
countries, such as Bulgaria, Congo, England, Italy,
Panama, Romania, San Marino, Turkey and Hungary.
To everyone, then, I extend my welcome in our region.
I like to emphasize the happy choice to call this
extraordinary sporting event “Tournament of Peace”.
There couldn’t be better land than Umbria, where play
a sporting event, under the sign of Peace. Our land is
now identified with the commitment to peace and
dialogue among peoples. A commitment that today
represents for us a task even more significant after the
choice of the new Pope, to be called “Francesco”, the
Holy symbol of Umbria and of Assisi, that to peace and
to closeness to the poor and to the last, has offered his
entire life.
As for the event itself, I would like to take this
opportunity to remember how in Umbriam, football
activity interesting almost the entire regional territory
even for the large number of existing plants for
amateur football in Umbria. In the small towns of our
area in fact, the football facility, as the most popular
sport and easy to practice for reduced costs, represents
a real social gathering place for young and old. That’s
why the Region of Umbria has always supported and
promoted this sport, and has over the years invested,
even in the presence of a government policy that
has forced severe cuts precisely to this type of public
investment, in the direction of the plant assets,
especially for amateur sport.
I am convinced that, as always, Umbria will welcome
you with affection. And with the hope that all of you
can enjoy peaceful days to discover our beautiful and
fascinating land I renew my best and sincere wishes for
a good stay and good fun.

Il Torneo della Pace è una manifestazione che
fonde in sé i valori più alti dell’etica e della cultura
sportiva con quelli della fraternità, della solidarietà,
dell’amicizia e della convivenza. Dunque della pace,
alla cui ricerca e conservazione lo sport può fornire
un contributo fondamentale.
Il Comitato Regionale Umbro della Lega Nazionale
Dilettanti, in tempi certo non facili, per il quinto
anno consecutivo, riesce a dare vita in Umbria
ad un Torneo calcistico che superando l’ambito
prettamente agonistico, realizza una straordinaria
occasione di incontro, vicinanza, comunione
tra giovani di paesi diversi, ma tra loro uniti
nell’adesione ai valori dello sport.
Sono fermamente convinto che l’attività sportiva
è in grado di promuovere l’integrazione sociale e
di educare alla tolleranza, consegnando allo sport
come movimento un “potere” che può essere usato
come strumento per prevenire i conflitti, così come
per costruire una pace duratura.
Agli atleti, ai loro familiari, che sicuramente li hanno
accompagnati in questa avventura, ai tecnici delle
rappresentative dei paesi partecipanti, ai dirigenti
e ai componenti delle delegazioni nazionali e
internazionali, voglio rivolgere il mio più caloroso
benvenuto nella nostra terra, con l’augurio di
vivere una bella esperienza sportiva, ma anche un
indimenticabile soggiorno in quella che è senza
dubbio una delle più belle città italiane.
Esprimo, un sentito ringraziamento al Presidente
Luigi Repace ed al Consiglio Direttivo del Comitato
Regionale Umbria per aver fortemente voluto
questa manifestazione che oltre alla indiscutibile
valenza sportiva, contribuisce a valorizzare e
diffondere nel mondo l’immagine di Perugia e
dell’Umbria.
Come presidente di un ente che partecipa al
governo dell’economia locale, non posso inoltre
non sottolineare l’importanza crescente del turismo
sportivo, che fonde l’attività motoria dello sport e
i fattori culturali, artistici, paesaggistici presenti
sul territorio e li combina al concetto di viaggio e
soggiorno. Da qui la ricaduta positiva sull’intero
movimento turistico che interessa la nostra regione.

with those of fraternity, solidarity, friendship and
coexistence. So peace, whose research and conservation,
sport can make a vital contribution.
The Regional Committee of the National Amateur
League of Umbria, in times certainly not easy, for the
fifth consecutive year, is able to give life to a Soccer
Tournament that overcoming the purely competitive
scope, creates an extraordinary opportunity to meet,
closeness and communion between young people
from different countries, but that are bound together in
adhering to the values of sport.
I am firmly convinced that sport can promote social
integration and it can also educate to tolerance,
delivering to the sport as movement a “power” that can
be used as a tool for conflict prevention, as well as to
build a lasting peace .
To the athletes, their families, which will surely have
accompanied them on this adventure, to the technicians
of the representative of the participating countries,
to the managers and to the members of national and
international delegations, I want to extend my warmest
welcome in our land, with the hope to live a good
sporting experience, but also an unforgettable stay in
what is undoubtedly one of the most beautiful Italian
cities.
I express my sincere thanks to the President Luigi Repace
and the Executive Board of the Regional Committee
of Umbria to have strongly desired this event that in
addition to the indisputable sports values, it helps to
enhance and spread throughout the world the image of
Perugia and Umbria.
As the president of an institution that participates in
the government of the local economy, I can’t not to
emphasize the growing importance that sports has for
our tourism, which combines the physical activity of
sports and the cultural artistic and landscape factors,

REGOLAMENTO
Art. 1 – Squadre Partecipanti
La Lega Nazionale Dilettanti della Federazione Italiana Giuoco Calcio indice, con la collaborazione organizzativa del
Comitato Regionale Umbria – L.N.D., la 5.a edizione del Torneo Internazionale per Rappresentative Dilettantistiche e
Giovanili “2° Torneo della Pace” che, da questo punto in poi del presente Regolamento, sarà indicato come Torneo, senza
ulteriore specificazione.
Hanno aderito a partecipare al Torneo, su invito, con la corrispondente Rappresentativa Nazionale dell’Italia, le seguenti
altre otto Rappresentative Dilettantistiche e Giovanili:

Art. 2 – Regione e periodo di svolgimento
Il Torneo avrà luogo nella regione Umbria, dal 5 all’ 11 maggio 2014.
Art. 3 – Composizione delle Delegazioni
La Delegazione di ogni Rappresentativa sarà composta da un numero massimo di 27 (ventisette) persone.
Art. 4 – Limiti d’età e tesseramento dei calciatori
Nel numero delle persone, di cui all’art. 3, sono compresi 20 (venti) calciatori, nati dal 1° gennaio 1996 e di età non inferiore
al quindicesimo anno, anagraficamente compiuto al giorno (4 maggio 2014) che precede la data ufficiale d’inizio del Torneo.
Detti calciatori devono risultare tesserati, nella stagione sportiva 2013/2014, per Società dilettantistiche e giovanili.
Art. 5 – Elenco dei dirigenti – Certificazione medica ed assicurazione dei calciatori
L’elenco dei dirigenti accompagnatori ufficiali e quello definitivo dei calciatori (relativo ad ogni singola Rappresentativa
e predisposto in conformità ai limiti, numerico e di età, di cui agli artt. 3 e 4) saranno depositati, presso la Segreteria del
Torneo, entro le ore 19.00 di lunedì 5 maggio 2014.
Nell’elenco dei calciatori saranno indicati, per ognuno di essi: la data di nascita; la Società di tesseramento; il numero di
maglia, in ordine progressivo dall’1 al 20, assegnato per l’intera durata del Torneo.
Potranno partecipare alle gare del Torneo esclusivamente i calciatori registrati nel rispettivo elenco, di cui al presente art. 5.
Nella distinta, da consegnare all’arbitro prima dell’inizio della relativa, singola gara, potranno essere elencati tutti i 20 (venti)
calciatori, di cui all’elenco ufficiale depositato.
I dirigenti responsabili di ogni singola Rappresentativa saranno garanti – mediante specifica, espressa dichiarazione in calce
all’elenco, di cui a questo art. 5 – della posizione dei calciatori inseriti nell’elenco medesimo, sia agli effetti del tesseramento,
sia in ordine alla certificazione medica d’idoneità alla pratica sportiva agonistica, sia sotto il profilo della copertura assicurativa,
prescritta, dalla Federazione Calcio di rispettiva appartenenza, in relazione a rischi ed infortuni.
Art. 6 – Colori delle maglie
All’atto del deposito degli elenchi, di cui all’art. 5, saranno indicati i colori delle maglie delle Rappresentative.
Ad ognuna di esse è riservata la possibilità di indicare, in ordine preferenziale, tre diversi colori, che saranno segnalati sul
Comunicato Ufficiale n. 1 del Torneo, la cui pubblicazione è prevista per lunedì 5 maggio 2014.

Nell’ipotesi di maglie dal colore confondibile, dovrà provvedere al cambio la Rappresentativa prima nominata nel calendario
delle gare.
Art. 7 – Fasi di svolgimento del Torneo e modalità di suddivisione delle Rappresentative nei tre gironi
Il Torneo si svolge in tre fasi:
a) gare del primo turno (fase di qualificazione);
b) gare del secondo turno (semifinali; gara di assegnazione 5°-6° posto e gare per assegnazione 7° - 8° - 9° posto)
c) gara di finale (per l’assegnazione del primo/secondo posto).
Art. 8 – Primo turno (fase di qualificazione): periodo di svolgimento
Le nove Rappresentative saranno suddivise in tre gironi triangolari (contraddistinti dalle lettere A – B – C), ognuno composto
da tre unità, nel corso di un sorteggio che verrà effettuato in Umbria, in data e sede che saranno successivamente comunicati.
Le Rappresentative si affronteranno, per il primo turno (fase di qualificazione), in gare di sola andata, in 3 giornate
consecutive, nei giorni martedì 6, mercoledì 7 e giovedì 8 maggio 2014.
Art. 9 – primo turno (fase di qualificazione): composizione dei tre gironi
In seguito al sorteggio, i tre gironi saranno composti come segue:

Art. 10 – Primo turno (fase di qualificazione): articolazione del calendario delle gare e attribuzione dei punti
In seguito al sopra indicato sorteggio, il calendario del primo turno del Torneo (fase di qualificazione) risulta articolato come

Le classifiche dei tre giorni del primo turno (fase di qualificazione) saranno determinate mediante l’attribuzione di punti,
come segue:

alla Rappresentativa vincitrice della gara al termine dei due tempi regolamentari, quelli ordinariamente corrispondenti
alla vittoria (punti tre);
alle Rappresentative che al termine dei due tempi regolamentari si trovano in situazione di parità, quelli
ordinariamente corrispondenti a tale risultato (punti uno ciascuna).
alla Rappresentativa sconfitta al termine dei due tempi regolamentari, quelli ordinariamente corrispondenti a tale
risultato (punti zero);
Per determinare l’ordine delle squadre che riposeranno durante il turno di qualificazione, in caso di pareggio nelle gare
del 6 maggio 2014, si procederà come segue:
al solo fine di determinare la squadra che riposerà nella seconda giornata, in caso di pareggio al termine dei tempi
regolamentari, si procederà all’effettuazione dei tiri di rigore, secondo le modalità dettate dal Regolamento del Gioco del
Calcio. La squadra che risulterà perdente riposerà nella giornata dell’ 8 Maggio 2014, mentre la squadra vincente riposerà
nella giornata del 7 Maggio 2014.
Art. 11 – Gare dei gironi del primo turno (fase di qualificazione): orari d’inizio – modalità tecniche
Le gare dei tre gironi del primo turno del Torneo (fase di qualificazione) si disputeranno in due tempi di durata regolamentare
(di quarantacinque minuti ognuno), con inizio alle ore 15.00.
Il tempo di attesa, relativo ad ogni singola gara del primo turno (fase di qualificazione), è prescritto in minuti trenta.
Art. 12 – Formazione delle classifiche dei gironi del primo turno e criteri per le qualificazioni alle gare di semifinale
Le tre Rappresentative, rispettivamente prime classificate nei tre gironi (eventualmente, anche previa compilazione di una
speciale graduatoria, che sarà compilata nel rispetto dei criteri specificati, di seguito, in questo art. 12), si qualificheranno al
turno successivo (gare di semifinale).
Insieme con le tre Rappresentative, rispettivamente prime classificate nei tre gironi, si qualificherà al turno successivo
(gare di semifinale) la Squadra che risulterà – in conformità ai criteri specificati, di seguito, in questo art. 12 – nella migliore
posizione, tra le tre seconde classificate.
Nell’ipotesi in cui due Rappresentative concludessero il relativo girone del primo turno al primo posto in classifica, a parità
di punteggio, conseguito mediante l’attribuzione dei punti, di cui ai criteri definiti dall’art. 10, al fine della determinazione della
vincente si terrà conto esclusivamente dei punti conseguiti nell’incontro diretto. Nel caso in cui l’incontro diretto sia terminato
con un pareggio, al fine della determinazione della vincente si terrà conto dei seguenti criteri:

della differenza tra le reti segnate e quelle subite nelle gare dell’intero girone, con esclusione delle reti segnate e
subite mediante i tiri di rigore nella gara del 6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi
regolamentari;
del maggior numero di reti segnate nelle gare dell’intero girone, con esclusione delle reti segnate mediante i tiri di
rigore nella gara del 6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi regolamentari;
del minor numero di reti subite nelle gare dell’intero girone, con esclusione delle reti subite mediante i tiri di rigore
nella gara del 6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi regolamentari;
del sorteggio.

Nell’ipotesi in cui tutte e tre le Squadre concludessero la fase dei gironi al primo posto in classifica a parità di punteggio,
per determinare le posizioni di classifica e, quindi, la squadra prima classificata che acquisirà il titolo a partecipare alla gara
di finale, verrà compilata la c.d. “classifica avulsa” tra le squadre interessate, tenendo conto nell’ordine:

della differenza tra le reti segnate e quelle subite nelle gare dell’intero girone, con esclusione delle reti segnate e
subite mediante i tiri di rigore nella gara del 6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi
regolamentari;
del maggior numero di reti segnate nelle gare dell’intero girone, con esclusione delle reti segnate mediante i tiri di
del minor numero di reti subite nelle gare dell’intero girone, con esclusione delle reti subite mediante i tiri di rigore
nella gara del 6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi regolamentari;
del sorteggio.
In ordine alla migliore seconda classificata tra i tre gironi, si procederà preliminarmente – nel rispetto dei criteri indicati per la
determinazione della prima posizione in ognuno dei tre gironi – alla determinazione della Rappresentativa rispettivamente
seconda classificata in ognuno dei gironi medesimi.
Tra le tre seconde classificate, determinate come dal precedente capoverso, al fine dell’individuazione della migliore, che si
qualificherà al secondo turno (gare di semifinale), si terrà conto, nell’ordine (non saranno conteggiate le reti eventualmente
segnate mediante l’effettuazione dei tiri di rigore nelle gare del 6 maggio 2014):
- dei punti conseguiti nelle gare del girone del primo turno;
- della differenza tra reti realizzate e subite nel girone del primo turno;
- del maggior numero di reti realizzate nel girone del primo turno;
- del minor numero di reti subite nel primo turno;
- del sorteggio.
Art. 13 – Gare di semi-finale
Le quattro Rappresentative qualificate, disputeranno le gare di semifinale per l’accesso alla gara di finale per l’assegnazione
del primo e secondo posto del Torneo. Gli abbinamenti relativi alle gare di semifinale verranno definiti, tramite sorteggio che
effettuerà il Comitato Organizzatore Locale, come segue:

in un’ urna (A) verranno inserite le due sfere contenenti le due squadre provenienti dallo stesso girone e verranno
estratte una dopo l’altra al fine di formare i seguenti accoppiamenti

in un’altra urna (B) verranno inserite le due sfere contenenti le rimanenti due squadre qualificate e verranno estratte
una dopo l’altra al fine di formare i seguenti accoppiamenti

Le gare di semifinale sono programmate per sabato 10 Maggio 2014, con inizio alle ore 10.30.
Le gare di semifinale si disputeranno in due tempi di durata regolamentare (di quarantacinque minuti ognuno).Il tempo di
attesa, relativo a dette gare di semifinale, è prescritto in minuti trenta.
Al termine del secondo tempo regolamentare delle gare di semifinale, che si siano concluse con parità di reti realizzate, si
procederà, al fine della determinazione della Rappresentativa vincitrice, all’effettuazione dei tiri di rigore, come dalla Regola
7 delle Regole del Giuoco e Decisioni Ufficiali.
Le Rappresentative vincitrici delle gare di semifinale, si aggiudicheranno il diritto di disputare la gara di finale per
l’assegnazione del primo e secondo posto del Torneo.
Art. 14 – Gara per assegnazione 5° e 6° posto
Con esclusione delle Squadre qualificatesi per le semifinali, le rimanenti due Squadre seconde classificate nel rispettivo
girone - in base alle classifiche determinatesi agli effetti degli artt. 10 e 12 del presente regolamento - disputeranno la gara
per l’assegnazione del 5° e 6° posto del Torneo.
Tale gara è programmata per venerdì 9 maggio 2014 con inizio alle ore 15.00.

La gara si disputerà in due tempi di durata regolamentare (di quarantacinque minuti ognuno). Il tempo di attesa è prescritto
in minuti trenta.
Al termine del secondo tempo regolamentare della gara per l’assegnazione del 5° e 6° posto del Torneo, che si sia conclusa
con parità di reti realizzate, si procederà, al fine della determinazione della Rappresentativa vincitrice, all’effettuazione dei
tiri di rigore, come dalla Regola 7 delle Regole del Giuoco e Decisioni Ufficiali.
Art. 15 – mini-torneo per assegnazione 7° - 8° - 9° posto
Le tre Squadre terze classificate di ciascun girone - in base alle classifiche determinatesi agli effetti degli artt. 10 e 12 del
presente regolamento - disputeranno un mini-torneo triangolare per l’assegnazione del 7° - 8° e 9° posto del Torneo.
A seguito di un sorteggio che verrà effettuato dal Comitato Organizzatore Locale, le tre Squadre si affronteranno in gare di
sola andata della durata di un tempo di 45 minuti ognuna, nel corso della giornata di venerdì 9 maggio 2014, come segue:
gara 1 – ore 15.00:
gara 2 – ore 16.15:
gara 3 – ore 17.30:
prima estratta vs seconda estratta (riposa terza estratta)
perdente gara 1 vs terza estratta (riposa vincente gara 1)
terza estratta vs vincente gara 1 (riposa perdente gara 1)
Per determinare gli accoppiamenti della gara 2 e della gara 3, in caso di pareggio nella gara 1, si procederà come segue:
al solo fine di determinare la squadra che riposerà nella gara 2, in caso di pareggio al termine dei tempi regolamentari,
si procederà all’effettuazione dei tiri di rigore, secondo le modalità dettate dal Regolamento del Gioco del Calcio. La squadra
che risulterà perdente riposerà durante la gara 3, mentre la squadra vincente riposerà durante la gara 2.
Al termine delle gare, per la determinazione della classifica del mini-torneo triangolare che decreterà il 7°, 8° e 9° posto del
Torneo, si fa riferimento ai criteri di cui agli artt. 10 e 12 del presente regolamento.
Art. 16 – Gara di finale
Le due Rappresentative vincenti le semifinali, disputeranno la gara di finale per l’assegnazione del primo e secondo posto
del Torneo.
La gara di finale è programmata per domenica 11 maggio 2014, con inizio alle ore 13.30.
La gara di finale si disputerà in due tempi di durata regolamentare (di quarantacinque minuti ognuno). Il tempo di attesa,
relativo a detta gara di finale, è prescritto in minuti trenta.
Al termine del secondo tempo regolamentare della gara di finale, che si sia conclusa con parità di reti realizzate, si
procederà, al fine della determinazione della Rappresentativa vincitrice, all’effettuazione di due tempi supplementari di 15
minuti ciascuno e, in caso di ulteriore parità, si procederà all’effettuazione dei tiri di rigore, come dalla Regola 7 delle Regole
del Giuoco e Decisioni Ufficiali.
La Rappresentativa vincitrice della gara di finale, si aggiudicherà il 5° Torneo Internazionale per Rappresentative
Dilettantistiche e Giovanili “2° Torneo della Pace”.
Art. 17 – assegnazione 3° e 4° posto
Per l’assegnazione del 3° e 4° posto del Torneo - tra le squadre eliminate in semifinale - si terrà conto preliminarmente del
risultato conseguito nella rispettiva gara di semifinale. Al fine di determinare, quindi, la squadra 3.a e 4.a classificata si terrà
conto dei seguenti criteri:

della differenza tra reti realizzate e subite nella rispettiva gara di semifinale, con esclusione delle reti realizzate e
subite mediante eventuali tiri di rigore in seguito al risultato di parità al termine dei tempi regolamentari;
del maggior numero di reti segnate nella rispettiva gara di semifinale, con esclusione delle reti realizzate mediante
eventuali tiri di rigore in seguito al risultato di parità al termine dei tempi regolamentari;
del minor numero di reti subite nella rispettiva gara di semifinale, con esclusione delle reti subite mediante eventuali
tiri di rigore in seguito al risultato di parità al termine dei tempi regolamentari;
dei punti conseguiti nelle gare del girone del primo turno;
della differenza tra reti realizzate e subite nel girone del primo turno, con esclusione delle reti segnate e subite
mediante i tiri di rigore nella gara del 6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi
regolamentari;
del maggior numero di reti realizzate nel girone del primo turno, con esclusione delle reti segnate mediante i tiri di
del minor numero di reti subite nel primo turno, con esclusione delle reti subite mediante i tiri di rigore nella gara del

6 Maggio 2014 eventualmente finita in pareggio al termine dei tempi regolamentari;
del sorteggio.
Art. 18 – Sostituzione dei calciatori
Nel corso di ogni singola gara del Torneo è consentita la sostituzione di cinque calciatori, indipendentemente dal ruolo.
Art. 19 – Disciplina sportiva
La disciplina sportiva del Torneo è demandata agli Organi disciplinari del Comitato Regionale Umbria della F.I.G.C. - Lega
Nazionale Dilettanti.
Nel rispetto dei criteri stabiliti per le competizioni a rapido svolgimento, sono inappellabili le eventuali decisioni di carattere
tecnico, adottate dal Giudice Sportivo in ordine al risultato di ogni singola gara.
Sono prescritte le seguenti disposizioni e procedure speciali, ognuna delle quali avrà efficacia immediata, con decorrenza
dalla data di pubblicazione del Comunicato Ufficiale del Torneo:
A) Pubblicazione del Comunicato Ufficiale:

In ragione dell’esigenza di assoluta tempestività, il rapporto arbitrale, quello eventuale degli Assistenti dell’Arbitro
e gli altri eventuali atti ufficiali saranno recapitati alla Segreteria del Torneo, anche mediante trasmissione via fax,
entro le ore 19.30 del giorno di disputa della gara di riferimento;
in relazione ad ogni singola giornata di gare sarà pubblicato, entro le ore 10.00 del giorno solare immediatamente
successivo a quello della disputa, un Comunicato Ufficiale – che sarà affisso all’albo della Segreteria del Torneo
– sul quale saranno pubblicati tutti gli eventuali provvedimenti disciplinari e le decisioni in ordine alle gare di
riferimento;
ogni singolo Comunicato Ufficiale indicherà espressamente il giorno della sua pubblicazione ed affissione all’albo
della Segreteria del Torneo: esso si presume conosciuto – dalle Rappresentative partecipanti al Torneo e da
ognuno dei suoi tesserati – con effetto immediato, ovvero dall’atto della sua affissione.
B) Esecuzione delle sanzioni:

ogni singolo calciatore sarà gravato dal provvedimento di inibizione a partecipare alla successiva gara del Torneo,
in esito ad ogni eventuale cumulo di due ammonizioni, disposte a suo carico in due distinte gare, esclusivamente
nell’ambito del rispettivo girone del primo turno (gare di qualificazione);
al termine del primo turno (gare di qualificazione) saranno azzerate le posizioni in ordine alle ammonizioni, fermo
restando l’obbligo di esecuzione della sanzione, a carico del calciatore gravato dal provvedimento di inibizione a
partecipare alla successiva gara del Torneo, a seguito di seconda ammonizione conseguita nell’ultima gara del
primo turno, riferita alla Rappresentativa di rispettiva appartenenza;
l’eventuale espulsione dal campo di un calciatore comporta l’automatica inibizione, a suo carico, alla partecipazione
alla successiva gara del Torneo, fatte salve le eventuali, ulteriori sanzioni, che saranno pubblicate sul Comunicato
Ufficiale del Torneo;
l’eventuale provvedimento di inibizione a partecipare alla successiva gara del Torneo, a seguito di seconda
ammonizione conseguita nella gara di finale, nonché l’eventuale espulsione dal campo di un calciatore, conseguita
nell’ultima gara di partecipazione al Torneo da parte della Rappresentativa di sua appartenenza, saranno punite
con la sanzione minima dell’ammonizione nell’ambito del Torneo, fatti salvi eventuali, più gravi provvedimenti
disciplinari, che potranno essere determinati dal Giudice Sportivo e che saranno pubblicati sul Comunicato Ufficiale
del Torneo medesimo;
la squalifica a termine, eventualmente eccedente la durata del Torneo, comporterà la comunicazione alla
F.I.F.A. ed il divieto allo svolgimento di qualsiasi attività calcistica per il periodo temporale della sanzione,
come pubblicata sul Comunicato Ufficiale del Torneo.
C) Modalità in ordine ai reclami:

L’obbligo dell’immediata comunicazione (inclusa la trasmissione del relativo Comunicato Ufficiale del Torneo) di
eventuali provvedimenti disciplinari, a carico delle persone fisiche (calciatori, dirigenti, allenatori, e così via), sia in
ordine ad ogni singola persona fisica, sia in ordine alla rispettiva società di appartenenza, è prescritto a carico del
rispettivo Capo Delegazione della Rappresentativa;
i reclami avverso i provvedimenti disciplinari a carico delle persone fisiche saranno proposti (dal Capo Delegazione
della Rappresentativa di appartenenza, o direttamente dall’interessato, nei termini temporali e con le modalità di
cui alle prescrizioni, in via ordinaria, del Codice di Giustizia Sportiva) alla Commissione Disciplinare del C.R.
Umbria, alla quale è demandata la relativa competenza;

il reclamo in ordine ad una gara del Torneo (con esclusione di quelli avverso le decisioni di carattere tecnico, per
i quali è prescritta l’inammissibilità, e compresi, viceversa, quelli relativi alla posizione irregolare di calciatori che
abbiano preso parte ad una gara) deve essere preannunciato, a pena di inammissibilità del reclamo medesimo,
con atto scritto, firmato dal Capo Delegazione della relativa Rappresentativa (quale risulta dall’elenco ufficiale
depositato prima dell’inizio del Torneo, come dall’art. 5), consegnato all’arbitro della relativa gara entro il termine
di minuti quindici dalla conclusione della gara medesima. Le relative motivazioni dovranno essere consegnate, a
mano, con l’indicazione dell’orario di consegna, al Dirigente responsabile della Rappresentativa controparte (quale
risulta dall’elenco ufficiale depositato prima dell’inizio del Torneo, come dall’art. 5) ed alla Segreteria del Torneo, in
una con la prova documentale dell’eseguita consegna della relativa copia alla Rappresentativa controparte, entro
il termine di minuti sessanta dalla conclusione della gara medesima;
le eventuali contro-deduzioni al reclamo devono essere formalizzate, dalla Rappresentativa controparte, a pena
di inammissibilità delle contro-deduzioni medesime, con atto scritto, firmato dal Capo Delegazione della relativa
Rappresentativa (quale risulta dall’elenco ufficiale depositato prima dell’inizio del Torneo, come dall’art. 5), consegnato
a mano, con l’indicazione dell’orario di consegna, al Capo Delegazione della Rappresentativa reclamante (quale
risulta dall’elenco ufficiale depositato prima dell’inizio del Torneo, come dall’art. 5) ed alla Segreteria del Torneo, in
una con la prova documentale dell’eseguita consegna della relativa copia alla Rappresentativa reclamante, entro
il termine di minuti trenta dall’orario di ricevimento del reclamo;
la decisione relativa al reclamo sarà pubblicata sul Comunicato Ufficiale, del Torneo, del giorno solare
immediatamente successivo a quello di disputa della gara di riferimento.
D) Esclusione dal Torneo per rinuncia:
-
Nell’ipotesi di rinuncia, anche ad una sola gara del Torneo ed anche, eventualmente, mediante violazione del
termine massimo di attesa (prescritto, per ogni singola gara del Torneo, in minuti trenta), la Rappresentativa sarà
esclusa dal Torneo e le eventuali gare precedenti saranno ininfluenti ai fini della determinazione della classifica del
rispettivo girone, di cui al precedente art. 10.
Art. 20 – Direzione delle gare.
Le gare del Torneo saranno dirette da terne arbitrali, designate dall’Associazione Italiana Arbitri, per il tramite della
Commissione Arbitri Nazionale Dilettanti e del Comitato Regionale Arbitri dell’Umbria.
Art. 21 – Oneri finanziari: spese di viaggio – spese di soggiorno e di ospitalità – rimborsi arbitrali
Le spese di viaggio di andata e ritorno delle Rappresentative partecipanti al Torneo sono a carico delle stesse.
Le spese di soggiorno e di ospitalità, delle Rappresentative che prendono parte al Torneo (esclusi gli extra) sono a carico del
Comitato Organizzatore, a far data dal 5 maggio 2014 sino alla conclusione della partecipazione al Torneo stesso da parte
di ogni singola Rappresentativa, coincidente con l’eliminazione e, quindi, per le squadre 1.a e 2.a classificata la partenza è
prevista per il pomeriggio del giorno 11 maggio 2014, dopo la gara di finale; per le squadre 3.a – 4.a classificata la partenza
è prevista per il pomeriggio del giorno 10 maggio 2014, dopo le gare di semifinale; per le squadre 5.a – 6.a – 7.a – 8.a – 9.a
classificata la partenza è prevista per la mattina del giorno 10 maggio 2014.
Art. 22 – Programma logistico
Per la relativa specificazione, in dettaglio, si rinvia alle comunicazioni che saranno tempestivamente rimesse alle
Rappresentative partecipanti al Torneo.
Art. 23 – Norma di rinvio
Per quanto non previsto dal presente Regolamento, si fa espresso rinvio alle norme ed alle disposizioni, di cui ai Regolamenti
della F.I.F.A. e dell’International Board di ultima edizione.
Art. 24 – Comitato Organizzatore Locale (COL)
La Lega Nazionale Dilettanti, in collaborazione con il Comitato Regionale Umbria, istituisce un Comitato Organizzatore
Locale, deputato a dirimere eventuali controversie connesse allo svolgimento del Torneo e al presente Regolamento, con
eccezione delle materie direttamente collegate alla Giustizia Sportiva.

REPRESENTATIVE TEAMS
“2nd Tournament of Peace”
REGULATIONS
Art. 1 – Teams participants
The National Amateur League of the Italian Football Federation, together with the organisational collaboration of the Umbria
Regional Committee – L.N.D (National Amateur League), organizes the 5th edition of the International Youth and Amateur
Tournament for Representative Teams “2nd Tournament of Peace”, which, from this point of the present Regulations
onwards, will be indicated as Tournament, without further specification.
Another eight Youth and Amateur Teams have agreed to participate, upon invitation, in the Tournament, together with the
Italian National Team and they are as follows:

3. England
4. Hungary
5. Youth and Amateur Local Representative
6. Romania
7. San Marino
8. Turkey – Ankara Regional Team
Art. 2 – Region and date in which the Tournament is to take place
The Tournament will take place in the Umbria Region (Italy), from 5th to 11th May 2014.
Art. 3 – Composition of the Delegations
The Delegation of each Representative Team will be composed of a maximum number of 27 (twenty-seven) people.
Art. 4 – Age limits and Membership of the footballers
According to art. 3, within the number of people, 20 (twenty) footballers, who have been born dating from 1st January
1996 and who have exceeded 15 years of age, on the day (4th May 2014) which precedes the official date of commencement
of to the Tournament must be included. Every players must be registered for amateur and youth clubs for the regular season
2013/2014.
Art. 5 – List of Senior Staff – Medical Certification and Insurance of the Footballers
The list of the official accompanying senior staff and the final list of footballers (relating to each single Representative
Team and arranged in conformity with the limits of numbers and age, according to arts. 3 and 4) will be deposited, in the
Tournament’s Secretary’s Office, within 7.00 p.m. Monday 5th May 2014.
In the list of footballers the following items will be indicated for each one of them: date of birth; the club of Membership; the
number of the player’s shirt, in progressive order from number 1 to number 20, which will be given to wear for the entire
duration of the Tournament.
Only footballers can exclusively participate in the Tournament, registered in the respective list, as of this art. 5.
On the slip, to be handed over to the referee before the beginning of the relative, single match, all the 20 (twenty) footballers
can be listed, as of the official list which has been deposited.
The Senior Staff responsible for each single Representative Team will act as guarantor – by means of a specific, expressive
statement at the foot of the list, as of this art. 5 – of the position of the footballers, inserted in the same list, both as regards
Membership, and concerning the medical certification of fitness for carrying out competitive sports, as well as dealing with
the insurance, prescribed, by the Football Federation of the respective competence, in relation to the risks and injuries.
Art. 6 – The colours of the shirts
As of art. 5, upon the deposition of the lists, the colours of the shirts of the Representative Teams will be indicated.
It will be possible for each one of these to indicate, in order of preference, three different colours, which will be mentioned in

the Official Bulletin n. 1 of the Tournament, the publishing of which is expected for Monday 5th May 2014.
In the case of shirts whose colours can be easily confused, the Representative Team which is mentioned first in the
competition calendar should change their clothing.
Art. 7 – Execution phases of the Tournament and the methods of subdivision of the Representative Teams into three
groups
The Tournament will be carried out in three phases:
a) First round matches (qualification phase);
b) Second round matches (semi-final matches; match for the awarding of 5th and 6th position; triangular mini-tournament for
the awarding of 7th – 8th – 9th position);
c) Final match (for the awarding of prizes 1st and 2nd).
Art. 8 – First Round (qualification phase): period in which the Tournament is to take place
The nine Teams will be divided into three groups (distinguished by the letters A - B - C), each composed of three teams, by
a draw that will take place in Umbria region, date and place will be announced later.
The Representative Teams will play each other, for the first round (qualification phase), in outward matches, on three
consecutive days, on Tuesday 6th - Wednesday 7th - Thursday 8th May 2014.
Art. 9 – First Round (qualification phase): the composition of the three groups

The results tables of the three groups of the first round (qualification phase) will be determined by means of the awarding
of points, as follows:
- to the winning Representative Team at the end of a match composed of two regular times, those which are usually
awarded in case of victory (three points);
- to the Representative Teams which at the end of the match composed of two regular times are on equal footing, those
which are usually awarded in this case (one point each).
- to the losing Representative Team at the end of a match composed of two regular times, those which are usually awarded
in case of defeat (no points);
To establish the order of the Teams will rest during the qualifying round, in case of a draw in the matches of 6th May 2014,
will proceed as follows:
only to determine the Team that will rest on the second day of competition, in the event of a draw at the end of
regulation time, it will proceed to the execution of kicks from the penalty mark, on the basis of the procedure laid down
in the Laws of the Games applies. The loser Team will rest on 8th May 2014, while the winning Team will rest on 7th May
2014.
Art. 11 – Matches of the first round groups (qualification phase): kick-off times – technical details
The matches of the three groups of the first round of the Tournament (qualification phase) will be played in regular two times
of a duration which is in accordance with the rules (lasting 45 minutes each), with the kick-off being at 3:00 p.m.
The waiting time, relative to each single first round match (qualification phase), is expected to be thirty minutes.
Art. 12 – Formation of the classified results of the first round and the criteria for the qualification to the semi-final
matches
The three Representative Teams, which are respectively the first teams in the classified results in the three groups (eventually,
even by means of the compilation of a special classification which will be created according to special criteria, following
which, in this art. 12), they will qualify for the semi-final matches.
Together with the three Teams, respectively having been classified first in the three groups, the Team which results as
being – in conformity with the specified criteria, following which, in this art. 12 - will result as being in the best position,
amongst the three second placed Teams and will therefore qualify for the semi-final match.
In the case in which two Representative Teams should conclude the relative first round in the first place in the classification,
with equal points, carried out by means of the awarding of points, the criteria of which has been outlined in art. 10,
with the aim of determining the winning Team, the points awarded in the direct match will be exclusively taken into
consideration. In the event that the direct match ends in a draw, have been taken into consideration the following criteria:
- difference between goals scored and goals taken in the matches of the whole group phase, with the exception of goals
scored and taken by the penalty kicks in the match of 6th May 2014, eventually ended in a draw at the end of regulation
time;
- major number of goals scored in the matches of the whole group phase, with the exception of goals scored by the penalty
kicks in the match of 6th May 2014, eventually ended in a draw at the end of regulation time;

- minor number of goals taken in the matches of the whole group phase, with the exception of goals taken by the penalty
- by draw.
If all three Teams are equal on points on completion of the group matches, the following criteria are applied to determine
the rankings:
- difference between goals scored and goals taken in the matches of the whole group phase, with the exception of goals
scored and taken by the penalty kicks in the match of 6th May 2014, eventually ended in a draw at the end of regulation
time;
- major number of goals scored in the matches of the whole group phase, with the exception of goals scored by the penalty
- minor number of goals taken in the matches of the whole group phase, with the exception of goals taken by the penalty
- by draw.
In order of the best second Team classified amongst the three groups - with respects to the criteria indicated for the
determination of the first place in each of the three categories - the preliminary determination of the Representative Team
which has been classified second in each of the same groups will take place.
Amongst the Teams which have been classified second, determined as in the previous section, with the aims of the
identification of the best Team, which will qualify to the semi-final match, the following items, in order, will be taken into
consideration (eventual goals scored and taken by means of penalty kicks in the match of 6th may 2014 will not be counted):
- points awarded during the matches of the first round group;
- of the difference between goals scored for and goals scored against in the first round group;
- of the greatest number of goals scored in the first round group;
- of the minor number of goals taken in the first round group;
- by draw.
Art. 13 – Semi-final Matches
The four Representative Teams, qualified from the first round, will play the semi-final matches to qualifying for the final match
for the awarding of the 1st and 2nd place in the Tournament. The pairings for the semi-final matches are determined, by a draw
that will take place in Umbria region that will carry out the Local Organization Committee, as follows:

matches as follows

The semi-final games are planned for Saturday 10th May 2014, kick-off at 10.30 a.m.
The semi-final matches of the Tournament will be played in two regular times (lasting 45 minutes each). The waiting time is
expected to be thirty minutes.
At the end of the second regular time of the semi-final matches, which has concluded in a draw, with the aim of identifying
the winning Representative Team, penalty kicks will be carried out, as of Rule 7 of the Rules of Play and Official Decisions.
The Representative Teams winners of the semi-final matches will play the final match for the awarding of the 1st and 2nd place
in the Tournament.
Art. 14 – Match for the awarding of 5th and 6th place
With the exception of the Teams have qualified for the semi-final matches, the two remaining Teams runners-up – according
to the classifications determined at the end of the first round by the effects of articles 10 and 12 of this regulation – will play
the match for the awarding of 5th and 6th place in the Tournament.
This match is planned for Friday 9th May 2014, kick-off at 3.00 p.m.

The match will be played in two regular times (lasting 45 minutes each). The waiting time is expected to be thirty minutes.
At the end of the second regular time of the match, which has concluded in a draw, with the aim of identifying the winning
Representative Team, penalty kicks will be carried out, as of Rule 7 of the Rules of Play and Official Decisions.
Art. 15 – Triangular mini-tournament for the awarding of 7th-8th-9th- place
The three third-placed Teams of each group of the first round – according to classifications determined at the end of the
first round by the effects of articles 10 and 12 of this regulation – will play a triangular mini-tournament for the awarding of
7th-8th-9th place in the Tournament.
Following a draw that will carry out the Local Organization Committee, the three Teams will play each other in outward
matches of one time of 45 minutes. These matches are planned for Friday 9th May 2014, as follows:
Match 1 – kick-off at 3.00 p.m.: first extracted vs second extracted (rest: third extracted)
Match 2 – kick-off at 4.15 p.m.: loser match 1 vs third extracted (rest: winner match 1)
Match 3 – kick-off at 5.30 p.m.: third extracted vs winner match 1 (rest: looser match 1)
To establish the order of the Teams will rest during the triangular mini-tournament, in case of a draw in the first match, will
proceed as follows:
only to determine the Team that will rest on the match 2, in the event of a draw at the end of regulation time of the
match 1, it will proceed to the execution of kicks from the penalty mark, on the basis of the procedure laid down in the Laws
of the Games applies. The loser Team will rest on match 3, while the winning Team will rest on match 2.
At the end of the matches, for the determination of the classification of triangular mini-tournament that will decide 7th-8th-9th
place in the Tournament, it refers to the criteria laid down in articles 10 and 12 of this regulation.
Art. 16 – Final Match
The two Representative Teams, winner the semi-final matches, will play the final match for the awarding of the 1st and 2nd
place in the Tournament.
The final game for 1st - 2nd place is planned for Sunday 11th May 2014, kick-off at 13:30 a.m.
The final match of the Tournament will be played in two regular times (lasting 45 minutes each). The waiting time is expected
to be thirty minutes.
At the end of the second regular time of the final match, which has concluded in a draw, with the aim of identifying the
winning Representative Team, two extra-times of 15 minutes each will be carried out, in case of further draw, penalty kicks
will be carried out, as of Rule 7 of the Rules of Play and Official Decisions.
The Representative Team, winner of the final match, will win the 5th International Youth and Amateur Tournament “2nd
Tournament of Peace”.
Art. 17 – awarding of 3rd and 4th place
For the awarding of 3rd and 4th place in the tournament, in advance will take into consideration the results of the respective
semi-final matches in which the Teams were eliminated. In order to determine, therefore, the third and fourth classified teams
in the tournament, will take into consideration of the following criteria:
- difference between goals scored and goals taken in the respective semi-final match, with the exception of goals scored and
taken by the eventual penalty kicks for the match ended in a draw at the end of regulation time;
- major number of goals scored in the respective semi-final match, with the exception of goals scored by the eventual penalty
kicks for the match ended in a draw at the end of regulation time;
- minor number of goals taken in the respective semi-final match, with the exception of goals taken by the eventual penalty
kicks for the match ended in a draw at the end of regulation time;
- points awarded during the matches of the first round group;
- difference between goals scored for and goals scored against in the first round group, with the exception of goals scored
and taken by the penalty kicks in the match of 6th May 2014, eventually ended in a draw at the end of regulation time;
- greatest number of goals scored in the first round group, with the exception of goals scored and taken by the penalty kicks
in the match of 6th May 2014, eventually ended in a draw at the end of regulation time;
- minor number of goals taken in the first round group, with the exception of goals scored and taken by the penalty kicks in
the match of 6th May 2014, eventually ended in a draw at the end of regulation time;
- by draw.

Art. 18 – Substitution of players
During the course of each individual game in the Tournament the substitution of 5 players, independently of the position he
plays, is allowed.
Art. 19 – Sporting discipline
The sporting discipline of the Tournament is referred to the disciplinary Bodies of the Umbria Regional F.A.
With respects to criteria established for quick competitions, the technical decisions, taken by the Sports Judge concerning
the result of each individual match is not subject to appeal.
The following dispositions and special procedures are laid down, each of which will be immediately effective, starting from
the time of publishing of the Official Tournament Bulletin:
A) Publishing of the Official Bulletin:

For reasons of absolute timeliness, the referee’s report, that of the referee’s assistants and any other eventual
official acts will be delivered to the Secretary of the Tournament’s Office, even via fax, within 7.30 p.m. of the
actual date of the match in question;
in relation to each individual day of matches, an Official Bulletin will be published within 10.00 p.m. of the solar
day which immediately follows the day of the match – and which will be hung on the notice-board in the Secretary
of the Tournament’s Office – on which all the eventual disciplinary measures and the decisions taken referring to
the respective matches will be published;
every individual Official Bulletin will precisely indicate the day of its publishing and in which it was hung on the
notice-board in the Secretary of the Tournament’s Office: this is presumed to be known by all members of the
Teams taking part in the Tournament and by each of its members – and has immediate effect, that is from the
moment of its posting.
B) The carrying out of sanctions:

Every individual player will be forbidden to take place in the following match of the Tournament, after having
accumulated 2 yellow cards against him in two different matches, exclusively within the respective first round
category (qualification matches);
at the end of the first round (qualification matches) the positions as regards the fines will be cancelled, yet at the
same time the obligation to carry out the sanction given will still be enforced, that is the prohibition of the player
fined to take part in the next match in the Tournament, following a second fine given in the last match of the first
round, relative to the Representative Team to which the player belongs;
the eventual expulsion of a player from the field automatically forbids the player from taking part in the next match
in the Tournament, excepting for any other eventual sanctions, which will be published in the Official Tournament
Bulletin;
the eventual measure of the prohibition of the player to take part in the next match in the Tournament, following a
second yellow cards given in the final match (for 1st/2nd place), as well as the eventual expulsion of a player from the
field, carried out during the last match of the Tournament on behalf of the Representative of the Team to which he
belongs, will be punished with the minimum sanction of the fine given during the Tournament, except for any other
eventual, more serious disciplinary measures, which can be determined by the Sports and which will be published
in the Official Bulletin of the same Tournament;
the fixed period disqualification, which eventually exceeds the duration of the Tournament, will cause the
communication of such to the F.I.F.A. and will mean the prohibition to carry out any footballing activity
whatsoever during the period of the sanction, as is published in the Official Bulletin of the Tournament.
C) Methods of complaint:
- The obligation of the immediate communication (including the transmission of the relative Official Bulletin of the
Tournament) of eventual disciplinary measures taken against individuals (players, managers, trainers, etc.), both
in order of every individual, and in order of the respective to which the individual belongs, is given to the respective
Head of the Delegation of the Team in question;
- complaints regarding disciplinary measures against individuals will be proposed (by the Head of the Delegation of
the Representative Team to which the individual belongs, or directly by the interested party, within the time limit and
using the methods in conformity with the rules of the Sporting Law Code) to the Disciplinary Commission of the
Umbria Regional F.A., to which the relative competence is referred;
- complaints referring to a match in the Tournament (with exception of those of a technical nature, for which
complaints are not subject to appeal, and including those relating to the irregular position of players who have
taken part in a match) must be pre-announced, otherwise the complaint will not be accepted, by a written deed,
signed by the Head of the Delegation of the relative Representative Team (which results in the official list deposited

before the commencement of the Tournament, as in art. 5), handed to the referee of the relative match within the
time limit of 15 minutes from the conclusion of the same match. The relative motivations must be handed in,
with the specification of the time of delivery, to the Manager responsible for the Representative Team counterpart
(which results in the official list deposited before the commencement of the Tournament, as in art. 5) and to the
Tournament’s Secretary’s Office, together with documented proof of the actual delivery of the relative copy to the
counterpart of the Representative Team in question, within the time limit of 60 minutes from the conclusion of
the same match;
the eventual counter-deductions to the complaint must be formalised, by the counterpart of the Representative
Team in question, otherwise the same counter-deductions will not be accepted, by means of a written deed, signed
by the Head of the Delegation of the relative Representative Team (which results in the official list deposited before
the commencement of the Tournament, as in art. 5), handed in, with the specification of the time of delivery, to the
Head of the Delegation of the complaining Representative Team (which results in the official list deposited before
the commencement of the Tournament, as in art. 5) and to the Tournament’s Secretary’s Office, together with
documented proof of the actual delivery of the relative copy to the complaining Representative Team, within the
time limit of 30 minutes from the reception of the complaint;
the decision concerning the complaint will be published in the Official Tournament Bulletin, the day immediately
after that of the match in question.
D) Exclusion from the Tournament by renunciation:
-
In the case of renunciation, even from a single match of the Tournament and even, eventually, via the violation
of the maximum waiting time (expected, for each single match, as being 30 minutes), the Team will be excluded
from the Tournament and the eventual matches previous to the said moment will not influence the determination
of the classified results of the respective category, as mentioned previously in art. 10.
Art. 20 – The Direction of the matches
The matches of the Tournament will be directed by a short list of referees, appointed by the Italian Association of
Referees, via the National Committee of Referees / Amateurs and by the Umbria Regional Committee of Referees.
Art. 21 – Financial fees: travel expenses – expenses for the stay – referees reimbursements
The travel expenses of the Representative Teams which take part in the Tournament are at their own expenses.
The expenses for the stay and for entertainment of the Teams which take part in the Tournament, except for extras,
are at the expense of the Umbria Regional F.A. – Amateur League, from 5th May 2014 to the end of participation coincident with the elimination of the Representative Team - into the Tournament and, therefore, for the teams 1st
and 2nd ranked the departure is scheduled for the afternoon of May 11th 2014, after the final match; for the teams 3rd
and 4th ranked the departure is scheduled for the afternoon of 10th May 2014, after the semi-final matches; for the
teams 5th – 6th – 7th – 8th and 9th ranked the departure is scheduled for the morning of May 10th 2014.
Art. 22 – Logistic Planning
As for the relative specification, in detail, one refers to the information which will be immediately given to the Teams
taking part in the Tournament, as well as the leaflet, which will be distributed before the commencement of the
Tournament.
Art. 23 – Reference to standards
As of any other provision which has not been foreseen by the present Rules and Regulations, one refers to the
regulations and provisions mentioned in the F.I.F.A. Regulations and those of the International Board. All matches
shall be played in accordance with the Laws of the Game as laid down by the International Football Association
Board (IFAB) (current edition), unless specified otherwise in the present regulations.
Art. 24 – Local Organizing Committee
The Italian F.A. – Amateur League, in cooperation with the Umbria Regional F.A., sets up a Local Organizing Committee
(LOC), which will be responsible for all decisions concerning the Tournament and the present Regulations, except
for matters concerning control and sporting discipline. The LOC supports the Italian F.A. – Amateur League and the
Umbria Regional F.A. in an advisory capacity on all competition related matters.
