Because of how amazing you all are, I anticipate a
hard time getting through the plethora of
applications for President’s Award of Distinction
and Recorder of the Year. It’s time for our
creative juices to flow with consideration of
whom you would like to nominate. The forms
will be in the summer newsletter, but if you
already have someone in mind and would like to
get the form in right away, let me know and I will
get it to you.
The Board held a meeting in February and some
of the highlights are listed below. You can check
out the full Board meeting packet on the website
and the draft minutes in this packet.
Audit Committee presented the first draft
of a Financial Policy.
Review and approve some committee job
descriptions.

Approved the 2014 Mid-Year Academy
speaker.

Received a report from the Conference
Siting Ad-hoc Committee reviewing the

The February League of Oregon Cities (LOC) Board meeting focused on working with a consultant to get
through their 2014 Strategic Plan. We finished that up in the middle of the afternoon and moved into a
business agenda. Actions and discussion by the Board during the meeting:
Updating their Records Request and Procedures Policy bringing language in conformity with
current practice.
Received a financial report with no dues increase projection at this time.
Continue financial support of outside organizations as approved at the December meeting, and
retain $5,000 for any additional support that may come up in the year.
Appointments to the Budget Committee.
Approved the LOC moving forward with the next step for an office remodel.
Received a report on the regional meetings and small cities network program and received the
spring schedule.
Heard from the legislative team on the hot topics happening at the Capitol.
I attended Region II’s training on candidate elections held January 31.
Ashland City Recorder Barb
Christensen, MMC, went over some of the new election laws and forms, and provided each attendee a
wonderful packet with examples. Even though I had attended her training in Region V, I gleaned even more
valuable tidbits that have helped me through this May election process. Thank you, Barb!
I’m sure Region II Director Debbie Manning has more fun things to say in her article about the entire day.
I’m sorry I had to miss the afternoon session on records management.

Nicole Morris,Tualatin, Earns CMC

Nicole Morris went to, in her words (and mine), “the best school on the planet!” (a.k.a. Oregon State
University) and graduated with a Bachelor of Science degree in Business Administration with an
emphasis in Marketing and Advertising and a minor in Fashion Merchandising. She has worked for the
City of Yachats as Administrative Assistant, the City of Newport as Executive Assistant to the City
Manager and as Deputy City Recorder for the City of Tualatin, which has been her post since January
2013.
Many of you likely work with Nicole since she is involved with the Education, Conference and
Mentoring Committees. She also chairs the Membership Committee. Nicole encourages others to
step outside their comfort zones and get involved in OAMR. It’s a great way to meet new people.
Now that she is a CMC, she has advice for others pursuing certification: make a plan and stick to it, gather your certificates
and get organized, attend classes whenever you can even if you think they won’t interest you (you will take something away
from every educational opportunity) and, if you have financial constraints, maximize your training dollars by applying for
OAMR scholarships.
As she works toward her MMC, Nicole also hopes to pursue a Masters Degree in Public Administration. When she’s not on
the job, Nicole enjoys crafting and spending time with her husband, Skylar, cooking and dreaming up future vacations.

Kelly Richardson, Aurora, Earns CMC

Kelly began her employment with the City of Aurora in 2007 after 23 years of owning her own successful
business as a beautician. She was the Utility Clerk when she joined the City in 2007 and in 2009 she took
over the role of City Recorder. She joined OAMR in 2009 and has served on the Records Management
Committee for two years and is currently on the Conference Committee. Her advice to other
recorders is to join OAMR and become involved. She feels that OAMR is a wonderful organization to be
a part of. She says you will meet all types of people and they will welcome you with open arms and
always be there when you need help or just a friendly hug.
On obtaining her certification, Kelly said OAMR is a very worthwhile organization and offers so much in the way of
educational opportunities that helped her earn her CMC. Her advice to others is to take advantage of all the training
offered, stay the course and finish as it feels great when you are notified that you have done it!
Kelly’s greatest achievements are being a proud wife of 25 years and the mother of two wonderful children. She is also very
proud of the fact that she was the first in her family to obtain any type of certification, having completed and obtained her
Cosmetology, barbering and nails certification. She loves to sew and make quilts and recently has begun experiencing the
world of machine embroidery. Kelly is an avid hunter with a rifle and bow, having shot her first deer and cow elk at 40
yards. She also loves to fish on their boat and recently has fallen in love with kayaking.
Congratulations, Kelly, it was a pleasure attending Professional Development with you.

2014 OAMR Annual Conference:
“Leadership: Exploring Possibilities”
Amy Sowa, MMC, First Vice President, Springfield
The 2014 Annual Conference will be held at The Riverhouse Hotel and Convention Center
located in Bend, Oregon, from September 17 through September 19. Your Conference
Committee is already working on making this a memorable and educational experience so
mark your calendars now to attend! We are confident you will walk away from the education
sessions with renewed energy and new ways to explore the many possibilities that await you
in your workplace and professional growth.
The 2014 Conference will kick off on Wednesday, September 17, with the Academy Session,
“The Leadership Lessons of Dr. Seuss” presented by Kathy Novak, Colorado Institute
Director. This session is bound to be full of fun and thought-provoking ideas about leadership
that we will all be able to use and apply to our daily lives. Following the Academy, President
Norma Alley will welcome new members and first time attendees at a “Meet-n-Greet”. This is
a great way for mentors and mentees to make a first “official” acquaintance and get the new
members introduced to the membership. We encourage everyone to attend and introduce
yourself!
We will have our opening ceremonies Thursday morning followed by concurrent sessions. I
am excited to announce that due to the success of the class last year, we will host our second
Athenian Dialogue, also on Thursday September 18. Kathy Novak will stick around and lead
this very special session using “Failure is Not an Option: Mission Control from Mercury to
Apollo 13 and Beyond” by Gene Kranz as the book of study. There is limited space, so let
Peggy Hawker know now if you are interested in participating to get on the pre-registration
list. You can email her at [email protected].
More details on other conference happenings, the concurrent sessions, and roommate
matching will be available in the coming months through the listserv and the OAMR Facebook
page. A complete schedule and registration form will be in the summer newsletter.
Room reservations can now be made for the conference by calling The Riverhouse Hotel and
Convention Center at 1.800.547.3928 and mention you are with OAMR. Rooms are just $89
per night plus a 13% hotel tax. Rooms will be released to the general public by the end of
August, so I encourage you to make those reservations as soon as possible.

Retired Clerks…What Are They Doing Now?
Betty Langwell, Retired Albany City Recorder

In July of 2012, Betty embarked on a new journey in her life…retirement! After working three years for the City of
Lebanon and 24 years for the City of Albany, she decided to join the ranks of many admired City Recorders before
her. Adjusting to retired life didn’t take long. She had prepared her family and friends ahead of time so that they knew
what to expect.
Betty spends some of her time volunteering in the community. She currently serves on a couple of boards. She has
also done some traveling within the United States, including Alaska, and has plans to travel to Colorado in May of this
year.
Betty is the proud grandma of Maddie whom she takes with her most everywhere she goes. Since birth, Maddie has
been attending board meetings with her and has learned to be quiet and respectful. She is a little concerned, though,
that when Maddie learns to talk that she may not be quite so quiet anymore.
Retirement has been a wonderful change of pace for Betty with less pressure. She is only concerned that she won’t be
able to participate in everything that she is interested in. Her suggestion to others considering retiring is to plan something to do during retirement, such as volunteering, working part-time, traveling or visiting family. Plan ahead and you
will be able to enjoy your time more.

Candidate for Position of Second Vice President
It is with pleasure that I submit my candidacy for Second Vice President with
OAMR. I have been a member of OAMR for over 15 years, from 1988
through 2000 and from 2011 through the present. My first tenure was
when I was the City Recorder and Municipal Judge for the City of Athena.
During that time I served on the Audit Committee and the Bylaws
Committee. I also had the privilege to serve as the Director for Region VII.
I was away from the public sector for several years and was happy to return
in 2011 when hired as the City Recorder for Nehalem. One of my first acts
was to again become a member of OAMR, knowing how valuable a resource
OAMR can be. I have had the pleasure of serving on the Audit and Bylaws
Committees since 2012 and Mentoring Committee since 2013. I have also
been the Director for Region I since 2012. Serving on the Executive Board
has been a wonderful experience and I now feel that I would like to take the
next step in serving OAMR.
Dale Shafer
City of Nehalem
In addition to my OAMR participation, I am a member of the International Institute of Municipal Clerks
(IIMC), Oregon City/County Management Assn. (OCCMA), and the International City/County
Management Assn. (ICMA). I have been the Municipal Judge pro-tem for the City of Cannon Beach
since 2004. I served on the Board of Directors for the Cannon Beach History Center and Museum for
eight years, including six years as President. I work with SOLVE on the annual beach cleanup, and I
have a Black Belt in Taekwondo and teach Taekwondo at the Sunset Empire Parks and Recreation
District.
I was appointed as the City Manager/Recorder for the City of Nehalem in December, 2012. I made
sure that my Assistant City Recorder also joined OAMR, knowing how much of an asset that
membership would be. The position of Second Vice President is vital to our organization. The job of
Chair of the Special Projects/Fundraising Committee is extremely important. I have seen the hard
work done by the membership and the previous Second Vice Presidents on the job of fundraising.
Serving as Second Vice President and Chair of the Special Projects/Fundraising Committee will be
challenging, but I feel that I am ready to take on this role. I believe that encouraging all the OAMR
members in this and every aspect of OAMR is extremely valuable and something that is important to
me. As Region Director I have enjoyed my role in OAMR and I am looking forward to continuing to
work for OAMR through the position of Second Vice President.

Candidate for Position of Treasurer
I have been a member of OAMR since August, 1997, when I was
promoted from Assistant City Recorder to City Recorder of the
City of Yachats. I received my CMC in November, 2000, and my
MMC in October, 2007. I have also completed the Professional
Finance Officers Certification Program with the Oregon Municipal
Finance Officers Association.
I am the current OAMR Treasurer, and have served on the following
committees:

My education and prior work experience before coming to the City of Yachats was in accounting, and I
currently serve as the City Finance Officer and Budget Officer, so I believe I am qualified for the
position.
In my first term as OAMR Treasurer, we upgraded our accounting software and I worked to
streamline the processes to account for all revenues and expenses for the organization. I suggested,
and received Board approval to send out membership renewal notices and raffle tickets by email as a
way to save the organization printing and mailing costs.
In my second term as OAMR Treasurer, I completed the process necessary for the organization to
obtain the 501(c)3 status with the IRS. That designation was approved and now members are able to
make tax deductable donations to OAMR.
During my time as Treasurer OAMR acted as the State Host for the IIMC Conference in Portland, and
it was my responsibility to track all of the additional fundraising efforts and report the raffle activities to
the State Department of Justice. I was also responsible for paying all of the bills associated with that
conference.
As OAMR Treasurer, I have tried to be responsive to requests for information from any member who
asks, be timely in paying all debts, and filling all reports and tax forms. The main purpose of OAMR is
to provide educational opportunities for the members, including scholarships to ensure that recorders
can take advantage of those opportunities. Making money for scholarships is a big part of what we do,
and I have been proud to do my part as Treasurer. I would like the opportunity to continue doing it
for two more years.

Candidate for Position of Region 1 Director
It is with great honor that I submit my Declaration of Candidacy for Region I
Director of Oregon Association of Municipal Recorders (OAMR). It is my intention
to serve Region I to the best of my abilities.
I have been a public servant since I was 16 years old, working in Oregon and
Washington at the state, county, local, and school district levels. I have truly
enjoyed my career and have learned so much from my 30 years of experience.
Kathy Payne, CMC
City of St. Helens
I have been a member of OAMR for five years, joining in 2008 after my promotion
to City Recorder at the City of St. Helens. I also joined the International
Association of Municipal Clerks (IIMC) the same year. In 2009, I began taking
Professional Development courses with the goal to become IIMC certified. I
achieved Certified Municipal Clerk designation on November 9, 2011, a great
professional and personal accomplishment. I am now working toward my Master
Municipal Clerk designation.
OAMR has helped me become the person that I am today. I have learned so much
from our members and from all of the valuable training sessions that are offered each year, whether it is at a
conference or an On-The-Road Workshop. I would not be as knowledgeable or as resourceful as I am today if it
weren’t for OAMR.
I have served on a number of OAMR committees, including the Internet Committee (2011/12 to present),
Newsletter Committee (2009/10 to present, Chair beginning in 2013/14), Conference Committee (2010/11,
2011/12, 2013/14), and Special Projects/Fundraising Committee (2013/14). I have been privileged to attend many
conferences and trainings offered by OAMR, with the support of my Council and City Administrator.
As Region I Director, I will lead our area by bringing members together and encouraging members to become
more active with OAMR in whatever capacity they are able to. I will endeavor to bring awareness to all
members in my Region of the scholarship and educational opportunities available to them. I will also encourage
networking, not only within our Region but within all of OAMR and internationally through IIMC. My goals will
be to inform, collaborate and help each member enjoy being a part of such a great organization. I think
knowledge is key and sharing information is an important part of being a leader.
Since I have been a member, I believe that OAMR has done a fabulous job meeting their objectives which include
encouraging members to participate in the organization, providing educational opportunities, informing members
of pertinent information, endeavoring to increase participation in the IIMC certification programs, and fundraising
moneys to continue a healthy scholarship program. I will work diligently to meet these objectives for my Region.
I am the proud mother of an almost 18 year old son, Noah, who graduates from high school this year. I have
been a single mom for almost all of his life; so, the majority of my time outside of work has been taking care of
him, managing his activities and his schoolwork. Being a single mom has brought many challenges our way but I
am happy to say that my son is a good kid and I am proud of the young man he has become. I couldn’t ask for a
better kid! We have a dog named Jack who brings us so much comfort and joy!
I am a very proud member of OAMR. With all of my experience and skills I have learned over the years, I will be
the best Region 1 Director that I can be if you so choose to elect me to this position. Thank you all for your

Candidate for Position of Region III Director
I have been a member of OAMR for almost seven years. I have achieved my CMC
and am currently pursuing my MMC (almost there!). My current volunteer
positions include being the Vendor Coordinator for our city’s July 4th Festival and
Chairman of the City’s Wellness Committee.
My committee activities with OAMR include:
Special Projects Committee, 2008-2009
Newsletter Committee, 2008-2014
Mentoring Committee, 2009-2014
Conference Committee, 2009-2010
Special Projects/Fundraising Committee, 2012-2014.
I have been in the Region III Director position since I was appointed in September
2013. I have enjoyed my time as the Region Director, so far.
I have had several leadership roles during high school and since including President
of the Monmouth Business Association, Bible study facilitator and a local trainer for
the Ford Leadership program. I have also taken the time to learn to be a better
follower. I would bring expertise at organizing events and functions and encouraging people. I love mentoring
new members and feel that it is a very important part of OAMR, along with the educational opportunities. I
believe it is very important to help our members feel like they are a part of the organization.

It would be an honor to continue to serve the members of OMAR as Region III director.
Candidate for Position of Region VII Director
I am applying for the position of Region VII Director because I feel it would be an
ideal opportunity for me to give back to OAMR. This position would allow me to
assist others in the region with their professional and personal development, and
any time you assist others you gain from the experience. Coming in as a new
recorder with very little training, OAMR was a great asset to me and I would like
to share my knowledge with others. I have been an OAMR member for two years,
serving on the Special Projects/Fundraising, Scholarship and Membership
Committees in 2012-13. This year I am on the Education, Scholarship and
Conference Committees. I have also attended OAMR workshops and will be a
presenter at our workshop in April. I am scheduled to attend the IIMC Academy in
June to begin pursuit of my CMC and MMC certification.

City of Athena
I have served in leadership positions in every job I have held, as well as multiple
civic and community organizations including: Athena Chamber of Commerce, Beta
Sigma Phi (both local and city wide chapters), Athena Weston Livestock
Supporters, PTA, and am on the Sunset Housing Board, which built 10 apartments
for senior living and are adding another four apartments this year.
I am organized, efficient and adhere to deadlines.

Candidate for Position of Region V Director
I am honored to submit my Declaration of Candidacy for Region V
Director. I was sworn in to finish a current term at the 2011 OAMR
Annual Conference and have enjoyed being the Region V Director. I hope
the membership will give me the privilege to continue for another term. I
have been a member of OAMR since 1999; received my CMC in 2002;
and my MMC in 2008. Continued education is very important for our
growth in the organization and life in general.
I have been successful this past year in getting training in the southern
region of the state. I believe I have support on both sides of the region to
help encourage that training. It is my goal to make sure Region V
members know the options available for scholarships that will allow them
to attend conferences and Professional Development opportunities. My
goal for 2014-16 will be to contact the cities that are not currently
members and encourage their membership.
Deanna Casey, MMC
City of Central Point
I am currently serving as Chair of the Historical Preservation Committee
and have been Chair of the Internet Committee twice. I have served on
the Membership Committee, Conference Committee, Nominating Committee and Records
Management Committee in the past. I have been privileged enough to attend several IIMC conferences
and will encourage all members to attend if they have the option. It can be a great learning tool for our
profession.
When I submitted my nomination two years ago I told you I thought I had overcome my phobia of
public speaking. That turns out not to be true, but I will do my best to represent Region V while
avoiding the pressure to speak in public.

Candidate for Position of IIMC Region IX Director
I am delighted to announce my candidacy for the position of IIMC Region IX
Director. Every six years, OAMR has an opportunity to put forth a candidate as
part of our rotation agreement with the other Region IX states (Washington,
Alaska, California, and Hawaii). Being an active member of OAMR for the last
22 years has given me the foundation and desire to represent you at the
international level.
When I first joined OAMR in 1992, my mentor encouraged me to get involved
with OAMR by signing up for committees. With a strong desire to learn more
about this special profession I had just stepped into, I took her suggestion and
signed up. My very first committee assignment was the Professional Image
Committee (now known as our Professional Growth and Leadership
Development Committee). Being part of this Committee instilled my passion
for personal and professional development. In 1996, I became chair of that
Committee and served in that capacity for four years. As chair, I was appointed

as the first OAMR representative on the Washington Municipal Clerk
City of Keizer
Association Professional Development Committee, who at that time exclusively
sponsored the professional development institute.
This was the start of a
relationship with WMCA that blossomed into today’s three-state agreement as partners in the Northwest
Clerks Institute program. In 1998, I was awarded the OAMR Recorder of the Year award for my work and
dedication to the professional development program. In addition to my service with the Professional Image
Committee, I have served on almost every other OAMR committee during my tenure. I have chaired the
Education Committee, Conference Committee, Special Projects/Fundraising Committee, Professional Growth
and Leadership Development Committee (second time), and am currently serving my fourth year as Chair of the
Northwest Clerks Institute Education Committee. In 1997, I received my Certified Municipal Clerk designation
and in 2005 received the Master Municipal Clerk designation.
In 1996, I was elected as OAMR Region III Director, serving two terms before announcing my candidacy for
OAMR Second Vice President. I ascended to the position of First Vice President and then President in 2002.
Representing OAMR as your President was one of the greatest highlights of my career. It also gave me my first
opportunity to attend an IIMC Conference. Attending a conference of this magnitude gave me new inspirations
and motivated me to get involved at a higher level. My first IIMC committee was the Membership Committee.
However, my desire to be involved with education and professional development prompted me to sign up for
the IIMC Program Review/Certification Committee the following year. I served on this Committee for three
years, including one year as the Chair. For the last five years, I have been a member of the IIMC Conference
Committee. Being a member of this Committee gave me great insight for preparations for the 2012 IIMC
Conference held in Portland.
Serving as IIMC Region IX Director feels like the next step on my professional path. I pledge to provide OAMR
and the members of WMCA, AAMC, and CCAC with professionalism, enthusiasm, and leadership with my
representation. I am committed to ongoing professional development and education and will strive to make
informed decisions for the betterment of OAMR, Region IX, and the entire IIMC membership. Thank you for
your support.

Happy spring OAMR!
As we start to see the daffodils, tulips, and hyacinths emerge from the soil and develop into beautiful

your training dollars. I encourage everyone to take part in these valuable programs. It is an experience
you will never forget.
During the last 10 years, we have been very fortunate to have Dema Harris as our Institute Director.
Late last year, Dema announced her retirement effective June 30, 2014. The 2014 Institute will be the
last under Dema’s reign. The Northwest Clerk Institute Education Committee sent out a request for
qualifications for a new Institute Director earlier this year and we received five responses. Interviews
took place on Friday, March 14, in Seattle,
Washington. The goal is to have the new
Institute Director on board by June 1 so she can
shadow Dema. OAMR will have an opportunity
to wish Dema a happy retirement at the annual
Conference banquet in September.

Region I News
Dale Shafer, City Recorder, Nehalem, Region 1 Director
Well March has definitely come in like a lion here on the coast. The weather is
crazy with high winds and heavy rains. Hope you are all staying warm and dry.
Region 1 members had our holiday meeting in December at the new Nehalem
City Hall. We had an ornament exchange and enjoyed getting together for lunch
and networking.
We always enjoy seeing each other, and exchanging
information and ideas.
We have not had a formal meeting yet this year due to winter weather and
other outside training obligations. It was nice to see so many OAMR members at the City/County
Insurance Services (CIS) Conference at the end of February.
I am planning a meeting in April after our Mid-Year Academy. I have had some requests to have it at
the Camp 18 Restaurant on Highway 26. For those of you who have never been there, they serve
lumberjack size meals. So we will have to bring our appetites.
We are hoping for another good turnout from Region 1 for the Mid-Year Academy and look forward
to another great academy session.
UPDATE FROM THE CITY OF DAMASCUS
In February, the Oregon Land Conservation and Development Commission voted to take enforcement action against the
City of Damascus for failure to adopt a Comprehensive Plan within the required four-year period following
incorporation. This means the City will lose its $300,000+ in State Shared Revenues (cigarette, liquor, gas tax and
miscellaneous funds) and repay grants received through the State.
The November 2013 General Election vote on disincorporation resulted in 2.947 yes (63.5%), 1,695 no (36.5%) votes,
but failed to meet the 50% plus one of the 6,879 total registered voters (3,440 yes votes were needed) in order to meet
Oregon Revised Statute requirements for disincorporation. In December 2013, the chief petitioner filed an appeal
through Clackamas County Circuit Court seeking review of the voting standard. The appeal indicated the voting
standard should have been that for citizen initiatives rather than disincorporation - meaning the popular vote standard
would apply. If the judge upholds this appeal, the City would disincorporate.
A citizen’s initiative petition to adopt the Comprehensive Plan, Transportation System Plan, Integrated Water Capital
Plan, Development Code, and related land use maps, which were accepted by the City Council in July 2013, but not
adopted and referred to the citizens to vote upon, received 571 verified signatures. The City Council referred the ballot
measure to Clackamas County on February 18 for placement on the May 20, 2014, election ballot.
The Mayor and Council President formed work groups to create new planning documents, one being more property
rights focused and the other environmental protection focused. The majority of Council voted to refer both sets of
documents to the voters on February 27 for inclusion on the May 2014 ballot.
Also on February 27, the Oregon Senate approved HB 2049A which would allow de-annexation of properties from a city
located within Metro and incorporated between January 1, 2000, and January 1, 2005, if city did not acknowledge a
comprehensive plan and land use regulations within four years after incorporation, and any portion of a tract is within a
half mile of an adjoining City’s boundary. The bill is now before the Governor for signature.

Debbie Manning, CMC, Assistant City Recorder, Dundee, Region II Director
Region II held a training event at the Lake Oswego City Hall on Friday, January
31, 9 a.m. hosted by Anne-Marie Simpson, Administrative Assistant, City of Lake
Oswego. Elections training was presented by Barbara Christensen, CMC, City
of Ashland, followed at 1 p.m. by Records Management with Tyrene Bada, MLS,
CRM, Vice-President, Programs/Immediate Past President Oregon Chapter of
ARMA International.
We had an estimated 20 clerks in attendance at each of the classes. We enjoyed
having attendees from as far away as Cannon Beach (Colleen Riggs,
Administrative Assistant, Cannon Beach).
Welcome new members: Scott Stauffer, Administrative Specialist II, City of Milwaukie and
Hannah Wells, Administrative Specialist III, City of Milwaukie. We look forward to meeting you
both at the upcoming Mid-year Academy.
Congratulations to Nicole Morris, City of Tualatin, on the accomplishment of her CMC.
The Tualatin City Council will be looking for a new home as of April 1. With construction of
the Nyberg Rivers Development (Cabela’s, New Seasons, Home Goods, and more) Seneca
Street is being extended through the current Council facility. The City Council will begin a
facilities study for the new location in the near future.

We are welcoming spring in Region III! The daffodils are blooming and so are the new
members in our region! We have added eight new members since November: Jeremy Teal,
Dallas; Hilary Norton, Halsey; Cassandra Baker, Idanha; Colleen Rogers, Aumsville; Heidi
Blaine, Donald; Carla Holzworth, Corvallis; Traci Archer, Gates; and Timothy Rhyne,
Gervais.
We just finished a Parliamentary Procedure/Elections Training session thanks to the
presenters - Julie Kreuger from The Dalles and Tracy Davis from Keizer. The sessions were
very informative and helpful.
We are working on scheduling a Notary Seminar in May. We are looking at the first four
Fridays in May and need 12 people committed to attend. We have six so far! If you are
interested in the training to learn about the new laws, become a notary or renew your

Region IV has a new member as of November 2013 which I neglected to mention
in the winter newsletter: Larisa Worthington with the City of Westfir. Welcome
to OAMR, Larisa!
On March 14, we have elections training scheduled with the Lane County Clerk,
Cheryl Bertschart; Douglas County Clerk, Patricia Hitt; and Ashland City
Recorder, Barb Christensen. We currently have 18 members signed up for the
training.
Congratulations to OAMR member and Veneta City Recorder, Chris Workman, who will be starting his
new career as City Manager with the City of Philomath on March 17, 2014. We are proud of Chris and
wish him the best in his new position.
Training and education are important to a City Recorder in order to keep on top of ever-changing rules,
laws and practices. If you’ve been thinking about starting the process to obtain your CMC (Certified
Municipal Clerk) certification, I would encourage you to do so. There are scholarship options available
from both OAMR and IIMC and you won’t have a better experience. Besides all the education you
receive, you form long-lasting friendships with clerks from Oregon, Washington and Alaska. Ask any City
Recorder with CMC or MMC behind their name and they will be glad to talk to you about their
experience.

Deanna Casey, MMC, City Recorder, Central Point, Region V Director
Welcome to new member Nickole Barrington from Klamath Falls. Some of you may have met her at
Mid-Year in North Bend. Lisa Olson told me that Nickole is currently the Paralegal/Municipal Court
Supervisor for the time being, but evidently she is being groomed to take over when Lisa retires.
Good luck Nickole, those are some pretty awesome shoes to fill.
I would like to welcome Aaron Prunty, City Administrator Pro Tem, in Shady Cove. Aaron has been a
member before but due to changes in City Hall he was not able to renew the membership. Region V
is glad to have his smiling face attending region events.
Oma Rowley from the City of Merrill has also joined OAMR this quarter. She has taken the place of
Deborah Guller. I look forward to getting to know Oma in the near future.
Our Valley Lunch in December landed on the day of the BIG STORM and several people were unable to attend. I am
going to try and schedule a spring lunch get together for anyone who is interested in attending. It is always nice to get
together and be able to catch up. Not to mention find out what all the other cities are doing about the hottest topic.
Can you crow like a rooster? Well, Rogue River is gearing up for their National Rooster Crowing Contest. The
weekend of June 28-29, 2014, will be a great time to test your skills. It will be a fun weekend of food, parades, museum
tours, and live entertainment. Carol Weir, MMC, will have all the details as the event gets closer. Come and enjoy this
great event for the entire family.
Central Point has started planning for our Battle of the Bones June
20 and 21. We have shortened the event this year to Friday evening
and all day Saturday. In the past, Sundays were very slow and City
employees and volunteers were tired! It didn’t help that it was very
difficult for the BBQ teams to have that much meat for the entire
weekend. We will have the event posted on our website any day
now.
Jacksonville City Recorder Jan Garcia has another grandchild to
spoil. Eliza Reign Crenshaw was born January 23. She is baby
number four, and grandbaby #5 is due in July. Jan had a dream this
baby was a boy. She is excited to see if her dream was a
premonition. Her 13-year-old Jack Russell Terrier ate 300 ¾ minus
gravel rocks because they had bacon grease on them. Pele is a
trooper; he came through the surgery with flying colors.

Region VI News
Lisa Morgan, City Recorder, Prineville, Region VI Director
Happy spring!!! Everyone has been pretty busy in their own corner of the region. As probably
with other regions across the state, the grass is starting to turn a little bit greener and everyone
is gearing up for all of their city projects and well into the budget process for FY 2014/2015.
Development is reportedly picking up for all cities in our region, as land use questions and
permits continually trend upwards.
LaPine is getting ready to look at complete sewer and water revamping. OAMR will be losing
Rick Allen, City Manager, as a member. However, thankfully Patti Morgan will still remain a
member.
Craft Brewing is spreading in Central Oregon. Juniper Brewery Company just had their grand opening in Redmond
and they expect more to follow.
Sisters is no exception to those big projects starting! The big news in Sisters is the Cascade Avenue improvement
project. Sisters is one of the only cities in Oregon where the main street in town is also a state highway and
designated freight route. The entire roadway is being redone from one end of town to the other with reroutes that
take you around town or to side streets. Semi-trucks are being spotted in lots of places we’ve never seen them
before! Construction began on Monday and is scheduled to be completed by Memorial Day weekend. Crews are
working day and night in order to create the least amount of impact to businesses. Streetscape improvements will be
done throughout the summer with new sidewalks, benches, landscaping, trees, lamp posts, etc. It’s going to be
beautiful once it’s done. We’re encouraging folks to continue to stop in Sisters and support the local businesses while
the project is underway. Everyone is still open which can be tough for small independent businesses when the main
road is closed.
In The Dalles, let’s all give Julie Krueger a round of applause!! She taught her first Parliamentary Procedure On-TheRoad Workshop on Friday in Independence. The next one is scheduled for Baker City on April 17. She has also been
accepted as a member of the National Association of Parliamentarians.
The Dalles has 84 reservations for cruise ship moorings. The first ship arrives March 26.
Prineville has been busy also. The City Manager is now on the LOC Board of Directors, the mayor is on the Board of
Directors for the Oregon Mayors Assn. (OMA) and all projects are well underway. The ground is being prepared at
the new St. Charles medical facility site as well as the new 750-student elementary school. We are almost complete
with a water project that will increase capacity by 50% and storage by 20%. We are expecting our new locomotive
from Iowa by the end of March or first of April. A couple of years ago, our City updated its Wastewater Treatment
Facility Plan which went from a mechanical treatment plan to wetland process. The designs have been completed for
phasing with input from irrigation districts, wildlife biologists, watershed experts, DEQ reps, vector control, and more
as you can imagine. Finally, this much anticipated project that will provide a 5k path around the wetlands, education
points where school students can have field classes, bird watching stands and more is getting closer to a reality. Who
knew that wastewater treatment could be so fascinating!
Other than that, this is the only news I have received by the publication deadline.
Our region is planning to have a luncheon on Friday, May 2 when road conditions are more predictable. I am really
looking forward to visiting with the rest of the cities throughout Region VI and find out more about all the great things
we have been up to since conference in September. If you happen to be in Central Oregon then, send us an email and

Region VII will be losing three members: Diane Clingman of Prairie City, Lila
Killingbeck of Boardman, and Penny Moore of Irrigon to the bug called “retirement”.
The following is what Penny wanted to share with everyone:
“I would like to thank OAMR for the welcome that I received from
the very first meeting in Eugene in 2009. As I was trying to find my
way to my room, the first person that I saw was Ruth Post (the First
Vice President). She introduced herself with a warm welcome and
asked if she could help me.
The organization was there when I needed help. The conferences
with all the jam-packed sessions are a wealth of information and you
learn so much networking with the ladies that you meet and visit
with. And I don’t want to forget the On-The-Road Workshops in
Baker City.
I am very proud to have belonged to this group of wonderful ladies.
I won’t thank any of you exclusively, that would be too many, but you
know who you are.
As I retire Aril 1, 2014, I will remember all of you with fond
memories.”
Congratulations to these ladies on their retirement. We will miss them and wish them the very best.
I would also like to welcome aboard Marcus Lester of Summerville, Angie Hughes of Umatilla, and
Dorothy Jordan of Monument.

Welcome back Jennifer Nelson, Deputy City Recorder, City of Newberg!
Scott Stauffer, Administrative Specialist II, City of Milwaukie, joined OAMR in February and has been in his current
position for about nine months. Scott learned about OAMR through his supervisor Pat DuVal, and his attendance at Records
Management Committee meetings. Before working for the City of Milwaukie, Scott worked for Concordia University in
Portland in the Advancement Services division. Scott is most interested in receiving support from OAMR in the area of
records management. Scott was born in Portland and earned a Bachelor’s in Political Science from Pacific Lutheran
University, and a Masters in Public Policy from Oregon State University. He is married to his 3rd grade sweetheart and has
two boys. Scott is a history nerd and political junkie. He is four years into reading his way through presidential biographies,
chronologically, and is currently in the Kennedy-Johnson years. Welcome, Scott!
Region III
Carla Holzworth, City Recorder, City of Corvallis, joined OAMR in February and has been in her current position for
about two months. Carla has worked for the City of Corvallis since 1992. She started as a management assistant in the
Police Department and then transferred to the City Manager’s Office in April of 2001. Her duties at that time included
budgeting, public information, and coordinating volunteers. Prior to working for the City of Corvallis, Carla was an office
manager for a division of PacificCorp, and before that she was a student at OSU where she completed her undergrad and
graduate degrees. She states “Go Beavs!” Carla learned about OAMR from Kathy Louie, Corvallis’ former City Recorder.
Carla and her husband Kevin moved to Oregon in 1987 to attend OSU, and they loved Oregon so much that they never
left. Their horse, cat and dog keep them pretty amused. Carla and her husband love doing car cruises in their old Corvette,
horseback riding, skiing, and just about anything that involves being outdoors. Welcome, Carla!
Heidi Blaine, City Manager, City of Donald, joined OAMR in February and has been in her current position since
March 2012. Heidi previously held positions at the City of Tualatin planning desk, and the City of Amity as the City Clerk.
Heidi hopes to gain more knowledge in records management through the organization. She is a native Oregonian and likes
gardening, water aerobics, home improvement projects, reading, and hiking. Welcome, Heidi!
Colleen Rogers, City Clerk, City of Aumsville, recently joined OAMR in February, and was a member for the first
time back in 2008. Colleen has been in her current position since January 2008. Prior to working for the City of Aumsville,
she worked for the Oregon Parks and Recreation Department as the Executive Assistant to the Assistant Director of
Operations. She looks forward to getting to know other OAMR members as well as using the listserv to research how
other cities are handling local government issues. Colleen was raised in Turner, Oregon, and has lived in Aumsville since
1975. She has two adult children and one granddaughter. Colleen is a passionate horse enthusiast and loves to ride and train
them. She is also a certified instructor and loves working with lower level riders giving them solid riding foundations.
Colleen is also involved in her local community theater group and loves acting. Welcome, Colleen!
Hilary Norton, Assistant City Recorder, City of Halsey, joined OAMR in December, 2013, and has been in her
position for almost six months. Hilary is new to municipal government, and looks forward to gaining knowledge and
experience in the areas of permitting and ordinances. Hilary and her husband are native Oregonians. They have been
married for 12 years and have three dogs who keep their lives interesting. Hilary likes to read a lot, and is an artist who
enjoys painting and drawing. She is also the chair of her City’s Library Committee and is working to raise money to
transform the old city hall building into a library. Welcome, Hilary!

Cassandra Baker, City Recorder, City of Idanha, joined OAMR in January and has been in her current position for a
year. She has no prior municipal government experience, and is looking to OAMR for help with budgeting. She is a native
Oregonian (and proud of it!) and has three children and two grandchildren. Cassandra enjoys traveling, camping, cooking,
reading, and crocheting. She enjoys learning new things and her current job likes to test that statement! Welcome,
Cassandra!
Traci Archer, City Administrator/Recorder, City of Gates, joined OAMR in February and has been in her current
position since July 2013. Prior to working for the City, she worked in the education field. Traci is hoping to gain knowledge
in all aspects of being a municipal clerk. She is a native Oregonian and the proud mother of two teenagers. Most of her free
time is spent raising her kids, but when she gets time outside of that, she loves working in the yard, hiking, and camping.

Timothy Rhyne, City Recorder, City of Gervais, joined OAMR in February when he started in his current position.

Region IV
Sina Streeter, City Recorder, City of Glendale, joined OAMR in December and has been in her current position for
about a year. She learned about OAMR through retired City Recorder Betty Stanfill. She hopes to gain knowledge in the
area of elections training through her membership with OAMR. Sina was born in San Diego, California, and was raised in
Oregon. She has been married to her husband, Dave, for 21 years and has two children, Morgan and Kyle. Her hobbies
include coaching volleyball, being outdoors, and spending time with her family and friends. Welcome, Sina!
Region V
Nickole Barrington, Paralegal/Municipal Court Supervisor, City of Klamath Falls, joined OAMR in December
2013 and has worked as the City’s Paralegal for 13 years, and the Municipal Court Supervisor for one year. Nickole has
worked at the City of Klamath Falls in several positions including Account Clerk for seven years. She hopes to use OAMR as
a resource for researching and networking for current government laws and regulations, as well as continue to gain
knowledge in the areas of parliamentary procedures, elections, and records law. Nickole is a native Oregonian and was born
and raised in Klamath Falls. She has been married to her husband, Chris, for 20+ years and has two wonderful boys,
Brandon and Colby. Her hobbies include scrapbooking, home decorating, and traveling with friends. She enjoys these
hobbies but they are currently on hold as she travels with her oldest son to varsity swim meets, and her youngest son to
baseball, basketball, and golf tournaments. What a busy lady! Welcome Nickole!

Welcome back Andrea Denton, HR Manager/City Recorder, City of Pendleton!
Dorothy Jordan, City Recorder, City of Monument, joined OAMR in January and has been in her current position for
nine months. Prior to working as the City Recorder, Dorothy worked in the manufacturing industry. She was a production
lead in a photo finishing lab for 16 years. Dorothy is a native Californian, born and raised in Sacramento. She moved to
Oregon three and a half years ago. Dorothy and her husband Brian, have been married for 12 years and have three dogs that
absolutely run their life. Her husband and she are both animal lovers. She enjoys all card and board games, loves to play
bingo, and enjoys traveling to Nevada. Welcome, Dorothy!
Marcus Lester, City Recorder, City of Summerville, joined OAMR after he was appointed to his position in February.
Summerville is a city in Union County in the northeastern part of the state. He heard about OAMR from the Mayor of
Summerville. Before his stint in local government, Marcus worked in several professions, including: carpenter, general
contractor, cartographer, computer systems development, project management, and business owner. Marcus says that he is
now “retired.” When asked what he feels he needs the most help with in his new position, Marcus responded, “everything.”
He was born in Honolulu, but many of his wife’s family live in the Grande Ronde Valley. When he is not working, Marcus
enjoys sailing, swimming, horsemanship, and stamps. Welcome, Marcus!
Terrie Simons, City Recorder, City of Halfway, joined OAMR in July 2013 after being appointed to replace Heather
Farley, the previous City Recorder. Halfway is a city in Baker County, which is located halfway between the communities of
Pine and Cornucopia, and less than 30 minutes from the Idaho border. Before her career in local government, Terrie
worked in the real estate field and the billing department of a telephone company. When asked what she feels she needs
the most help with in her new position, Terrie responded, “just learning all the basics.” She is a native Oregonian; third
generation born in Halfway. Terrie has two adult children and an awesome grandson and another grandchild on the way. In
her spare time, Terrie raises heritage breed pigs for consumption – they are free range and GMO free. She also has two
horses, chickens, a calf and three dogs. Terrie loves to hunt, fish, camp, snowshoe, volunteer at the fair and rodeo, and dress
up like a clown for parades. What you might never know about Terrie is that in 2005, she donated a kidney to a real estate
client in Phoenix; she is an avid Green Bay Packer fan; married on Memorial Day weekend in 2012; is learning to can pickles
and jellies; and she loves to laugh and sit out by a nice fire. Welcome, Terrie!

Legislative Committee Report

Let’s begin with the bill that captured everyone’s attention state wide. Yes, you guessed it: SB 1531 – Medical Marijuana which was
intended to clarify cities’ and counties’ rights to regulate MM dispensaries. This passed the Senate and the House, but not without
its share of political drama. Cities scrambled to pass ordinances that would either ban them; place a moratorium on them waiting
to see what the state would do; or just simply to place regulations on these facilities. This bill went back and forth several times,
adding this, deleting this, adding this back in. Everyone who participated in the fate of this bill compromised after the bill was sent
back to the House Rules Committee. Many thought sending it back to the House Rules Committee essentially killed it so close to
sine die, and was viewed as a stall tactic by some. Though this ended up not being the case.
SB 1531 passed the Senate and the House. What does this mean? It allows cities and counties to ban medical marijuana
dispensaries but only until May 1, 2015. Cities have until May 1, 2014 to decide whether to enact a ban or set policies to regulate
allowed dispensaries. The regulations could relate to hours of operation or location, etc. It is not ideal because it didn’t decide
once and for all whether cities or counties can ban them permanently. If it passes the Senate and is signed into law, advocates for
cities and public safety agencies will be back next year to extend or repeal the May 1, 2015 sunset. There is also language that will
allow legislators to make changes required if Oregonians vote in November to legalize marijuana.
HB 4017, which addressed litigation regarding LIDs and would have altered how they are formed, ended up with no votes taken.
The way this bill began would have affected all cities, then was whittled down to be specific to Keizer.
No votes were taken on HB 4125, which would have added reserve officers to the category of victims for which aggravated
murder can be charged when murder is related to performance of official duties. However, HB 4120 which expands scholarships
for children of public safety officers killed or injured in the line of duty to include children of reserve officers and volunteer
firefighters killed or disabled in the line of duty was signed into law March 3, 2014.
Also signed into law on March 3, 2014 was SB 1577. It requires the State Police and all sheriffs and municipal police departments
to adopt written policies relating to missing vulnerable adults on or before January 1, 2015.
Another long awaited step forward was HB 4055, which establishes procedures for collecting emergency communications tax on
prepaid wireless telecommunications and service and interconnected Voice Over Internet Protocol (VOIP) service, is now in the
Governor’s office awaiting signature. The associated HB 4080 which establishes the procedures for collecting the emergency
communications tax is currently in the House Committee on Revenue.
Another bill that caused some strife is HB 4119 that permits contracting agencies to solicit or use pricing policies or proposals or
other pricing information to determine compensation for consultants providing certain services only after a contracting agency has
selected a candidate and before entering into contract with a consultant. The word “permits” can be viewed as somewhat
misleading. It could potentially cost cities more in delaying contracting procedures if they have to wait until selecting a candidate to
discuss some pricing of a contract.
HB 4155, relating to the PERS Board came through weeks after the deadline to submit proposed bills. If this bill didn’t come
through, it could have caused cities to be out of compliance with Governmental Accounting Standards Board (GASB) Rule 68. Local
governments could have been affected by additional direct audit costs as well as likely resulting in a “downgrade” in credit ratings
which would affect bond costs for taxpayers and rate payers. This bill is in the Governor’s office awaiting signature thanks to the
hard work of LOC, school districts, and cities.
SB 1518, regarding supervisory employees was back again this session, passed and signed by the Governor on March 3, 2014.
SB 1543, which would make it an unlawful employment practice to reduce hours worked for the sole purpose of preventing an
employee’s eligibility for coverage under Patient Protection and Affordable Care Act has currently been referred to Health Care
and Human Services.
This is just a sampling of the bills that have come through. A more extensive update will be available in the legislative OAMR board
report for April.
I would like to thank the Legislative Committee members for all of their help putting together an initial tracking list of bills, tracking
the status of those bills and providing updates. Great job everyone!! Then we can relax until August when the deadline approaches
to submit legislative concepts and draft bills for 2015!

just 1,000 tickets printed. One winning Visa will be in the amount of $1,000, and there will be

Mid-Year Academy and Annual Conference in Bend, and all the store items are available for sale
on the OAMR website, too!

unframed OAMR City Recorder artwork for only $7.50. This item will only be on sale through the Mid-Year

auctions and do a fabulous job showcasing all of the wonderful items that are donated. The items
in the auction are donations from members, guests and businesses that generously provide items
from our member communities. Check now in your community for items that can be donated and
keep your eyes open for those great bogo sales that can be had. This is a great way for your local
businesses to advertise and get those tourism dollars! We will be designating special areas to drop
off your silent auction items, and will be reminding you to turn them in early at the Annual Conference. You can
sign up to be on the teams that will help organize the auctions too. It’s a great way to make new friends, and get
involved, without having to be on the full committee!
