Dear Friends,
We are proud to present our 2013-2014 Biennial Report for your review.
Over the past two years, CMCS programs have been filled with growth as we
continue to expand our efforts to provide quality care for some of the most
vulnerable children and adults in our communities. Undeniably, measured

achieve our important mission of protecting, empowering, and promoting
independence for at-risk children, families, and adults with developmental
disabilities.
During this time period in particular, our Developmental Disabilities division has made incredible advancements
towards program expansion. We are happy to announce that we received approval to open two new residential
homes for an additional eight individuals and received funding to expand our day habilitation enrollments.
Additionally, in our Early Childhood Division, we completed our merger with the Little Angels Head Start
program as well as being selected as a primary provider of Universal Pre-Kindergarten services in New York City.
Finally, in our Children’s Division, we were able to expand both our children’s residential programming as well as
our direct clinical service delivery for children in foster care. Overall, it is because of our prestigious reputation of
quality service delivery that we have been afforded these opportunities to grow and expand the important work
we do on a daily basis.
The needs of the individuals we serve are always at the forefront of our service delivery; it still remains a primary
driver of our work and our mission. While we have myriad examples that embody this personalized attention, one
example in our Children’s Division program particularly stands out. In our Prevention program, our dedicated
staff members are working with the parents of a medically frail 12 year-old girl who had been struggling to
provide their daughter with the proper care; unfortunately, these parents simply did not have knowledge about
the necessary resources needed to assist their daughter in her daily living. This young girl had outgrown her wheel
chair years before coming to us. With our advocacy, we were able to guide her parents in navigating their way
through the complicated Medicaid system to get a new wheelchair and obtain beneficial specialized transportation
services for medical appointments. Our goal, of course, is teaching the needed advocacy skills to her parents so
that in the future, they could in turn advocate for their daughter without our assistance. This is only one example
of a loving family pushed beyond their limits while trying to do what was best for their daughter. CMCS was
merely a conduit for these parents to become better equipped to care for their medically frail child.
These are the stories that, through your unwavering support, we gladly share with you today. It is important
that we also share with you that with the increased demand for services comes a demand on our infrastructure/
resources. As a result of our program expansion, we must also develop all of the support services required of our
larger organization. From recruiting qualified personnel, hiring additional members for our finance team, and
securing appropriate office space within financial constraints, our growth has brought increased responsibility and
needs. Therefore, we have placed an increased emphasis on raising awareness levels of the agency, our services and
philanthropic needs. In March of 2013, we are proud to have been selected “Agency of the Month” by the New
York Nonprofit Press. An informational article about our agency and its programs, touting our stellar provision
of services, highlighted by key staff interviews, was published and disseminated to a large network of providers.
Moreover, in the summer of 2013, we updated and launched our new website (www.cmcs.org) in order to best

communicate information about our agency and its programs and further drive additional donations to support
CMCS as a whole. We are also well underway in developing and distributing new program agency marketing
materials that will assist us in our grant application and fundraising efforts. One marketing campaign centered
around posting an agency advertisement on the Metro-North trains. We received tremendous positive feedback
on the posters we placed in the Metro-North cars asking those in our community to “Help us as we help others.”
Our plea to “help us help others” did not stop there! To
help spearhead and meet the needs of our growth, in the
summer of 2014, we began terrifically important work
on our upcoming “The Partnership of Hope, Growth
and Promise” Campaign to help meet the financial
demands of the agency. This is a five year campaign with
a goal of raising $10-$15 million dollars for CMCS. A
critical part of our mission is that we not just treat the
immediate needs of those in our care, but impact their
lives in a way that helps change and improve their paths
so they live safer, more fulfilling and enriched lives. To
achieve just that, we need to be able to subsidize the
monies received from our governmental contracts as, unfortunately, this revenue is simply not enough to assist
us in our expansion.

As you can see, it has been quite an exciting and challenging two years for Cardinal McCloskey Community
Services. As we move forward to achieving the goals laid out in our Strategic Plan, I know we will continue to add
to our service delivery in the midst of governmental and regulatory changes. We are currently awaiting changes
in health care laws for individuals being served in our Children’s and Developmental Disabilities divisions and
this brings with it much uncertainty. Of what I am certain, though, is that while we adapt to changing laws and
requirements, our steadfast focus will always be, first and foremost, caring for the children, families, and adults
with developmental disabilities who we are proud to call a part of our CMCS family.

FOSTER CARE SERVICES
FOSTER CARE SERVICES
As a provider of child welfare services, CMCS knows well
the traumatic impact that foster care placement has on
children, as it means being removed from the care of their
parents and from their homes and families. At the same
time, removing a child from his/her parents may be critical
to the child’s safety, health and well-being. The unfortunate
reality is that some of NYC’s children are living without
even a basic level of security and care, and may also be
experiencing abuse and other dangers that many people
would find hard to fathom. As such, children come to
CMCS having experienced very real and significant trauma,
loss and fear in their young lives. They have complex needs
for treatment and care to help them heal, begin to form
healthy relationships and return safely to their families.
The goal of our Foster Care programs is to provide
the appropriate range of services for children, adults and
families to meet their emotional and physical needs and help
them begin a path towards a healthy and productive life.
All of our staff operate with the commitment that no child
should linger in foster care and that each and every one is
entitled to a safe and stable home where they can thrive,
enjoy life and be successful. Our services include Family
Foster Care, Treatment Family Foster Care, Preparing
Youth for Adulthood (PYA), Strategies for Success, and
Adoption Services. Some services are partially funded by the
New York City Administration for Children Services (ACS),
while others (like Strategies for Success) are funded solely
by private donations.
FAMILY FOSTER CARE (FFC)
The CMCS Family Foster Care program provides children
whose families are unable to care for them a safe home
environment with trained and certified foster parents. These
children come to us with a history of having suffered trauma
and neglect, be it emotional, physical and/or sexual abuse.
Our goal is to treat each child and help them overcome the
abuse they have suffered. Our foster parents provide the
love, care and stability that was lacking in their homes.
Our service milieu provides children with counseling,
medical care, mental health services and social work and
educational support. These children quickly experience
CMCS’ primary purpose: to take good care of them, keep
them safe and enhance their well-being. Our foster care
program is intended to be a temporary safe haven for the
children we serve; therefore, equally important to treating
our children is providing their birth families with needed
services so that they may resume parenting in the near
future. These services can include parenting skills programs,
mental health treatment, and/or substance abuse services.

We engage parents and connect them with these and other
supports with the hope that each child and family can
be safely and securely reunited without a future risk of
maltreatment to the child. Sadly, there are instances where a
child cannot return their birth parents, despite considerable
diligent efforts to help parents make necessary behavior and
other life changes. Our goal then becomes finding the child
a safe and stable permanent home, with adoptive parents or
legal guardians.
TREATMENT FAMILY FOSTER CARE (TFCC)
Our Treatment Family Foster Care program is designed for
children who present with serious emotional disturbances
and other mental health and behavioral conditions that call
for specially trained foster parents and a more intensive set
of services. These children, mostly youth aged 12 and above,
have generally been in foster care for an extended period of
time, and have experienced placements in multiple foster
homes, with each movement creating additional stressors
and trauma for them. The children in TFFC typically
require more intensive individualized treatment plans
and services to help them overcome behavioral problems
that interfere with their functioning in their homes,
schools, and communities. Some of these youth may have
experienced extreme traumatic experiences including food
and emotional deprivation and physical and sexual abuse,
with some having endured psychiatric hospitalizations and/
or placement in residential treatment facilities during their
young life. Our purpose is to work toward and establish
the proper and most effective ways to serve these very
fragile children and youth. Social workers and Behavioral
Specialists work with each child intensely on a weekly basis in
conjunction with specialized medical and clinical personnel
who provide added support to fully address behavioral and
medical challenges. Our TFFC Foster Parents participate
in special annual training programs to qualify initially and
then retain their certification as Treatment Foster Parents.
These trainings help foster parents recognize the impacts
of trauma, understand the treatment methods and work in
partnership with treatment team to meet the needs of these
children.
PREPARING YOUTH FOR ADULTHOOD (PYA)
CMCS aims to have a long-term positive impact on the lives
of children in our foster care programs. To that end, we
work to help facilitate the changes that will shape and define
a brighter future for them. Since 1989, our Preparing Youth
for Adulthood (PYA) program has assisted older children
in foster care, ages 14 to 20 years old, transition from

foster care to independent, successful lives. Educational
support plays a large role in our PYA program with
workshops, SAT prep sessions and tutoring. A highlight
of our PYA program is the weekend life-skills retreats held
in Saugerties, New York. These weekend retreats and all
PYA programs offer important guidance and tools that
help empower and encourage our youth, allowing them
to believe that they can succeed in life. We assist them in
evaluating their talents and opportunities. Exploring higher
education or various vocational fields provides them with
the vision and knowledge that they have options available
to them, provided they invest in the work required. The PYA
program has been an integral part of our foster care services
as it helps these young men and women at the critical time
in their life as they strive for independence.

education with the critical support and guidance is key in
keeping these foster children enrolled, engaged and focused
on school. It is the best chance these children have in
improving their lives. Since 2010, not a single one of the
youth enrolled in our Strategies for Success program has
dropped out of school.
These incredible outcomes have supported the possibility
of bringing the SFS Program to scale for all of the youth
in our foster care program. The program’s success allows
us to demonstrate its effectiveness and has inspired the
possibility of influencing the entire child welfare community
into providing more comprehensive educational support
services to these youth.
ADOPTION SERVICES
STRATEGIES FOR SUCCESS (SFS)
In the best of circumstances, the teen years are filled with
developmentally appropriate strife, a time when we see
youth exercising poor decision making that can negatively
affect their futures. For teens in foster care, these challenges
are exacerbated by the uncertainty in their home lives, the
neighborhood influences around them, and the difficulty
of living through and coming to terms with the trauma
and tragedies they face. Our youth need attentive and
individualized guidance and support to help them navigate
successfully through this time in their lives. As we do this
for our youth, we place prime emphasis on their educations
and school experience.
Our Strategies for Success program is a comprehensive
educational guidance and support service entirely provided
through private fund-raising dollars. Strategies for Success
was developed to meet the needs of our youngsters by
mirroring the guidance provided by private schools
counselors. This type and level of guidance, support,
tutoring, and advocacy are all invaluable in making a

keep children safe, but we expect it to be a temporary
intervention after which children can safely return home.
Unfortunately for some, the safety risks that bought them
into foster care – parental substance abuse or severe mental
illness, for example -- cannot be adequately resolved, so the
children are not able to return to their parents’ care. For the
long term safety, health and well-being of these children,
their permanency planning goal becomes adoption over the
course of their time in care. The CMCS adoption staff, as
well as the case planning team and service providers, work
closely together to ensure that the legal and case planning
process to achieve adoptions moves as expeditiously as
possible.
In fact, CMCS has met and or exceeded our annual targets
for adoption finalizations each and every year, as established
by the NYC Administration for Children’s Services (ACS).
Based on the care given by all involved and the success rates
achieved, CMCS remains a preferred provider of adoption
services for ACS and the City of New York.•

AT-RISK SERVICES
AT-RISK SERVICES
Our At-Risk Services’ mission is to promote a safe and
nurturing environment for at-risk children and youth and the
goal is to keep children safe, prevent abuse and strengthen
biological families. We aim to ensure that all children and
youth in our care who are at-risk of being removed from
the home or becoming homeless have every ancillary service
available at their disposal to prevent that outcome.
DROP-IN CENTER
The Sunrise Drop-In Center offers a warm and inviting
location for youth homeless, runaway and “at-risk” youth,
including but not limited to, those currently in foster care
or who have aged out, young parents, victims of abuse,
youth involved in the criminal or juvenile justice system, or
LGBTQ youngsters. The goal of the program is to protect
youth between the ages of 14-24 and, whenever possible,
to reunite them with their families through an integrated
network of services. When reunification is not possible,
the program aims to protect youth and help them progress
towards independent living. Through daily workshops, case
management services are offered and youth are assisted in
meeting their basic needs, in receiving medical and mental
health services, in furthering their education, in attaining
employment, and in acquiring the skills necessary to
becoming an empowered, independent individual.
PREVENTIVE SERVICES
Our Preventive Services Programs are a proactive measure
to keep families together through early intervention that
addresses potential risk to children. The focus is to create
independence, help families acquire appropriate skills which
promote safety for their children and empower families
to be self-sufficient. Additionally we work to strengthen
families as they cope with the day-to-day pressures as
well as life tragedies that can challenge parental capacity
to appropriately care for and protect children. Most of the
families we serve consist of single parents who are suffering
from the effects of poverty, working families who struggle
with raising their children, families who feel displaced and
are culturally alienated in a new homeland and families who
struggle with their mental health and/or substance abuse.
Preventive Services programs have restored many families
to functioning levels, a tremendously positive contribution
to the community as a whole.
CMCS operates three prevention programs, our Family
Treatment and Rehabilitation Program, Special Medical
and Developmental Preventive Services and our newest
evidence-based preventive program, Family Connections.
Our Family Treatment and Rehabilitation Program works
with some of the most vulnerable children and families in
the city as they are suffering from significant mental health
illness, struggle with substance abuse and in most instances
multiple family members are challenged with both.
Special Medical and Developmental Preventive Services
are intended for families with either a child with special
medical needs, a child and/or parent with a developmental
disability, or a child in need of early permanency planning
due to a parent’s illness. The goal of these services is
to support families where a parent is suffering from a
progressively chronic or terminal illness; or to provide a
bridge to more long-term services for families with children
with special medical needs, developmental disabilities,
or both. Additionally, the program assists a terminally ill
parent to identify a future permanency resource and help
them plan and prepare for the transfer of custody of their
children. CMCS is one of four borough wide providers
selected to work with this extremely vulnerable population.
In 2013, CMCS opened the Family Connections
Prevention Program, introducing evidence-based practice to
our child welfare work with families and children. Family
Connections provides community based in-home services
to families with children who reside in the East Harlem
neighborhood of Manhattan, and works closely with
parents to develop plans that will promote the achievement
of their own family’s goals. Family Connections uses a
strength-based individualized approach when working with
families. Our trained case planning staff supports families
to identify and build upon their strengths, offers the families
change focused intervention sessions, and engages them in
community based services which will meet each family’s
needs. CMCS is part of a collaborative of nine agencies in
New York City that implemented this program together, with
support and guidance from the developer of the program
model. The roll-out of Family Connections marks exciting
and important progress in the development of services and
supports for NYC families. Family Connections brings an
approach to helping families to make positive changes in
their parenting, family relationships and home life, using
methods that have been tested and proven effective. The
Family Connections model utilizes rigorous training and
ongoing coaching and quality assurance that support our
staff as they deliver this intervention.
FOOD PANTRIES
Our South Bronx location operates a food pantry once
a week in an effort to alleviate hunger, malnutrition and
promote overall health and wellness. This federally funded
program has been in operation since the early 80’s and is

available to anyone in the community on an emergency basis
at least once a week. This operation is entirely staffed by
CMCS prevention program employees who volunteer their
personal time to provide children and families with all of the
food items necessary to help bridge the gap and promote a
nutritious and well-balanced diet.
RESIDENTIAL SERVICES FOR CHILDREN
Our Children’s Residential Services provide a therapeutic
home for young people in Westchester and Rockland
Counties. The overriding philosophy of the program
follows the Sanctuary Model, which promotes a traumainformed culture and places an emphasis on organizational
culture through commitments to nonviolence, emotional
intelligence, social learning, shared governance, social
responsibility, open communication, growth and change.
These commitments shape the process of creating a culture
that is trauma-sensitive with an emphasis placed on the
culture of the entire organization.
HAYDEN HOUSE EMERGENCY RESIDENCE & SCHOOL
Our Hayden House Emergency Residence carries on the
legacy of CMCS’s original facility for abused or neglected
children in Westchester County. Each year Hayden House
provides around-the-clock emergency intervention to
approximately 30 children in crisis between the ages of 8 and
18. Once at Hayden House, children receive temporary care
until suitable and safe living arrangements are made. During
this time each child receives a total diagnostic evaluation
and a comprehensive care plan so they can begin to put their
lives back together. During the past 20 years, more than
2,500 of Westchester’s most severely abused children began
the road to recovery at Hayden House. These children arrive
both during the day and night, usually with just the clothes
on their backs.
The Cardinal McCloskey School is licensed by the New
York State Department of Education and is recognized as
one of very few residential schools of its kind in Westchester
County. It is located at Hayden House and serves grades 4
through 12 following the NYS mandated Regents curriculum.
Children are required to take and pass all standardized
tests following the NYS Department of Education testing
schedule. Three teachers with multiple state education
certifications teach the students all of the required courses
in addition to art, music, gym and health. We provide
students with academic support, personalized intervention
and remedial education through ASPIRE, our after-school
program that uses computers to help the children catch up
academically. We have been blessed to witness many of our

children passing the Regents exams and advancing several
reading grade levels in mere months. These achievements
demonstrate their remarkable resilience.
ADOLESCENT GIRLS GROUP HOME
As an alternative to the traditional foster home, our Tappan
Girls Group Home provides girls, ages 12 to 21, some of
whom have been physically and sexually abused, with a
safe place to live and services to meet their educational,
vocational and social needs. Their health care and mental
health needs are also met through the program. Our unique
model is comprised of a married couple who act as house
parents and invite these young ladies to live in their home.
They thrive in this environment by attending local schools,
maintaining part-time jobs and participating in community
activities. The program is a huge success with many of the
residents going on to attend college.
BRIDGES TO HEALTH (B2) PLANNED RESPITE SERVICES
Within CMCS’ Bridges to Health program children and
families can participate in a planned visit to Hayden
House located in Ossining, NY. Planned respite at Hayden
house provides short term overnight relief, thus affording
Caregivers the ability to contend with their child’s disability,
health care issues, or their own self care needs; leading to
safe and healthy families. While at Hayden house youth are
offered a variety of recreational activities and opportunities
for positive peer interactions. In addition to planned visits
to Hayden house, Bridges to Health offers emergency short
term relief for Caregivers to prevent, minimize, or resolve
a behavioral crisis leading to successful functioning and
engagement for youth in their care.
HORIZONS OF HOPE
Horizons of Hope is a federally funded program governed
by the Office of Refugee Resettlement and operated out of
our Hayden residence in Ossining, NY. The HOH program
at CMCS was launched in late March 2014, with its first
intake on May 15, 2014. The twelve bed shelter is an OCFS
licensed facility that provides basic shelter in addition to
interdisciplinary services to unaccompanied youth ages
six through seventeen. The program can shelter males or
females and gender vacancies vary dependent on current
status and room availability. Most youth served originate
from El Salvador, Honduras, Mexico, and Guatemala.
The program expedites a reunification process with
ORR approval and guidance, ensuring a safe and timely

reunification with identified sponsors/family members.
A typical length of stay varies between 15 – 25 days. In
addition to family reunification, the program provides
brief in-house counseling, in the form of individual and
group counseling to reduce trauma symptoms and create
sense of safety. Know Your Rights legal presentations
by Catholic Charities assist youth in understanding the
immigration court process and various types of relief forms.
Education is provided by specialized bilingual professionals
and recreation, acculturation and social activities are
also provided internally and through the community
collaborations. Additionally, daily recreation activities
are provided to enhance social and emotional well-being,
as well as exercise fine and gross motor skills. Offsite
recreation is also provided for all youth once flight risk is
assessed, typically after seven days. •
SPECIALIZED CLINICAL SERVICES
Our Specialized Clinical Services provide additive services
that help to support the critically important work being
conducted across numerous agency programs and locations.
Over the years, we have made considerable investments in
this area so that it is a well-established partner in our service
delivery systems. They participate in a significant way in our
day-to-day efforts to ensure safety and provide permanency
for the most vulnerable of children, youth, families, and
adults with developmental disabilities in the NYC Metro
Region and Westchester/Rockland Counties.
MEDICAL & CLINICAL SERVICES
Our Medical & Clinical Services Program provides
comprehensive medical and clinical care to every child,
family and individual with developmental disabilities in our
care. The program, designed to address both mental and
physical health services, includes routine immunizations,
physical examinations, diagnostic and preventive care in
addition to a wide array of direct clinical services including
individual and family therapy. Registered Nurses, Licensed
Practical Nurses, Master’s Level Psychologists and Licensed
Psychologists and Psychiatrists maintain a steady presence
in all programs and are available on a 24-hour basis to
respond immediately to the medical and mental health needs
of the individuals in our care. Our experienced medical
and clinical personnel provide extensive training to those
we serve and to staff, enhancing their knowledge on topics
related to health and wellness. Relationships with health
care providers and hospitals throughout the communities
we serve further ensures that the highest quality of care is
always available.
BRIDGES TO HEALTH (B2H)
The Bridges to Health (B2H) Program is a statewide
initiative designed to tailor comprehensive health care
plans for children in foster care with serious emotional
disturbances, developmental disabilities and medical
frailties. Studies show that more than half of the children
in foster care have one or more mental health disorders
(i.e. post-traumatic stress disorder) and at least one chronic
medical condition. Our B2H program service delivery
is designed specifically for these vulnerable children and
their caregivers to promote permanency and maximize
functioning in their home, community, and school settings.
This revolutionary program offers 14 additional services in
these key areas aimed at improving their quality of life until
they are 21 years old. A unique feature of this program is
that services can continue for children and families after
an adoption, a time when significant support is needed
to ensure that a child has successfully adapted to their
permanent environment. •

Finding the proper care and support for a family member
with a developmental disability can challenge families
in many ways. There is the balance and peace of mind in
knowing that a family member is receiving the best care
and support possible today while keeping an eye on the
future, making sure he or she will be cared for during times
of transition and will be in an environment that offers
opportunities to live fulfilling and enriched lives.
CMCS has designed support services to help individuals
and their families meet their specific goals and enjoy a rich
quality of life. All services and supports we provide are
designed with the goal of enriching the lives of those we
serve and building a sense of personal fulfillment.
INDIVIDUAL RESIDENTIAL ALTERNATIVE (IRA) HOMES
Each unique living arrangement in our Individual Residential
Alternatives offers the individuals in our care a place they
can call home and exceptional, caring support, 24 hours
a day, 7 days a week. We currently operate 16 residential
homes in Westchester, Rockland and the Bronx and have
recently received approvals to open 2 additional homes.
All support professionals are trained and committed
to providing opportunities for personal growth and
development. Supports and services include assistance as
needed in areas of independent living, medical services,
recreation and leisure. Community inclusion is encouraged
and supported. Residents participate in activities of their
choice during the day be it employment, pre-vocational or
day habilitation programs. A Residence Manager is the onsite supervisor and clinical supports are also provided.
An individual can expect a quality of life based primarily
from a perspective that centers on what matters to them
and allows them to live to their fullest potential. Additional
areas of support include building meaningful personal
connections at home and in the community, making good
healthy choices in menu planning or lifestyle, participating
in community activities like; attending the theater,
participating in sports, volunteering time in community
service activities, going to the salon, horseback riding or
fishing, hiking, swimming, etc.,
Each individual can feel secure and safe in knowing they
too have a stake in their world and are free to dream and
achieve a life of endless possibilities.
INTERMEDIATE CARE FACILITY (ICF)
Twelve medically frail individuals with developmental
disabilities reside at our Intermediate Care Facility in Mt.
Vernon. With ICF services, each individual is provided a full
range of clinical services on site, as the needs of those in ICFs
are generally greater than those in IRAs. As such, having
both IRAs and an ICF in our continuum of residential care
allows us to serve a greater number of individuals with
more complex needs.
SERVICE COORDINATION PROGRAM
Service coordination is specifically designed to assist you
with navigating the service delivery system. The service
coordinator is an experienced, trained professional of the
person’s choosing. Service coordination is the service that
drives all others. The Service Coordinator will meet and
interview the individual and his/her family members in
order to help identify various services that may help meet
individual needs. The service coordinator records a profile
of the person, which includes his/her natural supports,
safeguards, and current services.
Most importantly, a review is completed and the record
of this evaluation of services and goals is documented. This
Individualized Service Plan (ISP), also documents valued
outcomes. These may include outcomes such as learning
new skills in a variety of areas, becoming more involved
with the community, obtaining employment and increasing
socially appropriate behaviors. Once the valued outcomes
are established, the service coordinator works with them
to determine the path they may take to reach their goals.
He/she will assist with completing referral applications as
needed and monitoring services once underway to ensure
they continue to meet their needs. The Service Coordinator
will facilitate an ISP Review every six months with all the
parties involved in the ISP. Service coordination can include
visiting with the school/programs, medical providers and
other services.
The service coordinator will also help maintain their
eligibility as required and other benefits as well, such as
Medicaid and Social Security. In addition to our Medicaid
Service Coordination (MSC), CMCS also offers Short Term
Family Assistance for those who do not qualify, or need
help applying, for Medicaid.
DAY HABILITATION SERVICES
Our Day Habilitation services offer a social environment
where individuals build and refine skills to pursue their
goals, leading to increased independence and increased
options for employment. As with our other programs,
CMCS works with individuals and families to evaluate
skills and together make recommendations that will lead to

successful and rewarding choices.
These programs focus on community integration,
volunteering and vocational skill building. We support
individuals with activities that foster independent living
skills and work readiness. Participants attend regularly
scheduled recreational activities fostering opportunities
to improve their socialization skills. Some examples of
our volunteer opportunities include the Food Patch, soup
kitchens, Chamber of Commerce, Adult Day Care Centers
and VA Centers.
We teach skills and help individuals pursue their goals
through engaging in everyday activities that are purposeful,
meaningful, goal-oriented and fun. We also offer a packed
weekly agenda including a variety of interest driven
activities, such as horseback riding, dance instruction,
movement classes (Zumba, Yoga, Samba etc.), participation
in a baseball league, and more.
Our Day Habilitation Services offer both an on-site
program based out of our Valhalla office and a Without
Walls option where the services are provided in the
community. We recently received approval from the Office
for People with Developmental Disabilities to increase the
number of on-site participants from 15 to 25 individuals.
We have expanded our space in our Valhalla location to
accommodate this increase.
SHORT TERM FAMILY ASSISTANCE
Our Short Term Family Assistance Program is a referral
and advocacy service for individuals with developmental
disabilities in Westchester County. This special program is
awarded to us through the local Developmental Disabilities
Regional Office of the New York State Office for People
with Developmental Disabilities (OPWDD). It is intended
to assist families in Westchester County with obtaining
Medicaid and other needed services and benefits.
SUPPORTIVE EMPLOYMENT
Supportive Employment is a full service employment
program which includes vocational skill building and
enhancement, travel training, resume and cover letter
writing, assistance in writing job applications, interviewing
and long term support both on and off the job site.
Individuals in this program receive customized vocational
support to build marketable skills, learn about industries
of their choice and become a competitive candidate for
employment opportunities. All participants train through
CMCS’s Professional Development Training program. The
curriculum is taught in a group setting. In addition to group

training, one on one sessions take place to specifically target
areas of interest, need, potential and growth.
Training and responsibilities include proper hygiene
and attire, budgeting, managing schedules for prompt
attendance at work and learning to abide by employer
policies and procedures.
CMCS has a network of employers who participate in our
Supportive Employment Program and work in conjunction
with our Job Coaches. The Job Developer at CMCS is
responsible for identifying potential employers who have
the ability to provide a supportive work environment. Many
of our individuals qualify for “work tryout”, in which NY
State may provide the employer with financial incentives.
It is the job developer’s responsibility to present and fully
explain these options to employers, in order to maximize
potential job opportunities.
APPLIED BEHAVIOR ANALYSIS
CMCS is at the forefront of groundbreaking work with
adults with Autism Spectrum Disorder (ASD) and other
developmental disabilities. In partnership with families,
we developed and implemented one of the first integrated
adult residential and day programs in New York State
which uses an Applied Behavior Analysis (ABA) model.
Behavior analysis focuses on the principles that explain
how learning takes place. Through decades of research, the
field of behavior analysis has developed many techniques
for increasing useful behaviors and reducing those that may
cause harm or interfere with learning. ABA is the use of
these techniques and principles to bring about meaningful
and positive change in behavior.
As a result of using this ABA residential and day model,
we have seen great strides and improvement in the adults
with ASD entrusted to our care. These young adults with
ASD continue to make breakthroughs such as learning to
express themselves in full sentences with an IPAD, learning
employment skills to work in the community, and learning
daily living skills to become more independent in the
supported homes managed by CMCS in which they live.
This ABA technique is funded entirely through private
donations and demonstrates the kind of innovation that is
possible when private funding partnerships are secured and
leveraged. The success of the ABA treatment program has
resulted in incorporating this treatment model throughout
out services for persons with developmental disabilities. •
EARLY CHILDHOOD SERVICES
EARLY CHILDHOOD SERVICES
Since 1973, CMCS’s Family Child Care has provided services
for children ages 6 weeks to 12 years old in the Bronx. Over
the years we have grown in order to respond to increased
community needs. By doing so, CMCS has become an integral
part of these communities, serving those children and families
in need.
In 2009, Little Angels Head Start became a subsidiary of
CMCS. This program served children ages 2 – 4 years old
and in 2013 Little Angels Head Start merged with CMCS to
continue to serve children ages 2 – 5 years old. The merger
includes children 6 weeks to 12 years old and includes the
following programs: Family Child Care, Federal Funded
Head Start, Administration for Children Services-Early Learn
and Universal Pre-Kindergarten. Today, our Early Childhood
Education Division (ECED) serves over 2,000 children and
families in the Bronx and Manhattan. The overall goal
of each of these programs is to provide early childhood
educational programs and support in communities that have
been severely underserved, to the detriment of the children in
these neighborhoods.
These programs focus on educational support along with
offering a much wider range of support such as health, nutrition,
mental health, medical, family engagement and involvement and
programs for fathers that strengthen and encourage their role as
knowledgeable caregivers to their children.
ECED also offers programs for children with special needs
and provides assistance to the parents so they can obtain all
resources available to their children and families.
The CMCS ECE Division (ECED) provides services under
three Program groups; Head Start, in conjunction with the
Office of Administration for Children and Families , the state
funded Universal Pre-Kindergarten in partnership with the
NYC Department of Education and Early Learn New York
City (ELNYC), including Center Based full day and Family
Child Care, which is one of the largest Family Childcare
networks in NYC.
HEAD START
Home Based — Head Start is a free program for families that
qualify; eligibility is based on a diagnosis of special needs or
medical fragility and it is federally funded. Priority is given to
families experiencing homelessness, receiving Cash Assistance,
and who have children in foster care. It is a unique program
for children ages 3 – 4 years old. Currently, Home Based serves
children with special needs or who are medically fragile who
may not normally find success in a Center Based program.
Children and Parents receive home instruction for 90 minutes
every week and, additionally, twice a month families participate
in group sessions to enhance socialization skills.
Center Based — We have multiple sites throughout the Bronx
which serves children 3 – 4 years old. Goals for the children
include cultivating positive self-esteem, development of fine
and gross motor skills and the development of strong socioemotional skills while building strong relationships with
peers. The program also encourages an interest and love of
reading, the arts, natural sciences, and the world around
them. Additionally, our program helps develop multi-faceted
language skills via conversations, interactive activities, visual
aids, and dramatic play while embracing diversity in the
classroom and in the community. Children engage in handson learning through daily activities and trips and technology
is used to enhance children’s learning. We provide health and
nutrition services. Our highly qualified staff consists of Group
Teachers who have New York State Teacher Certification
(Birth through 2nd Grade) and Assistant Teachers have
a Child Development Associate (CDA) or an Associate
Degree in Early Childhood Education. Family engagement is
encouraged with families setting goals and partnering with
community based organizations to reach these goals.
UNIVERSAL PRE-KINDERGARTEN (UPK)
Universal Pre-Kindergarten (UPK) believes that all children
throughout New York State deserve the opportunity to attend
a high quality pre-kindergarten program. The program is
funded by the Department of Education and is free to all
families of children who are four years old. Currently, ECE is
funded for 234 four year old children as a 10 month program
(September – June) and operates both full and half day
programs Monday through Friday in all 9 Centers within the
Bronx and Manhattan.
EARLY LEARN NEW YORK CITY (ELNYC)
ELNYC — Center Based is a program that recognizes that
early childhood programs play a critical role in supporting
young children’s development, learning and preparation for
both school and life success. This program currently serves
159 children ages 2 – 4 years old. It is a year round program
that operates 8:00am to 6:00pm, Monday through Friday in
two centers in the Bronx and Manhattan.
ELNYC – Family Child Care (FCC) is a program that seeks
to strengthen family life and maintain children in a healthy,
safe and educational environment with nutritious food and
multiple creative techniques for development and success.
This program serves over 1,000 children ages 6 to 12 years
old in ACS/EL funded and private pay programs. It is a year
round program that operates 8:00am to 6:00pm, Monday
through Friday. The program has 140 Licensed Home
Providers in the Bronx. •

ever. In an effort to make it even easier for you to make a gift, we have several methods
for you to help CMCS continue its life-changing work. You can make your tax-deductible
contribution to CMCS in any of the following ways:

Please make your check payable to Cardinal McCloskey Community Services and mail it
to us in the enclosed envelope.
CREDIT CARDS:
We accept American Express, Visa, and MasterCard. Please fill out the enclosed envelope,
contact us by phone or visit our secure website: www.cmcs.org
MATCHING GIFTS:
You can double your gift to CMCS if you or your spouse, work for an organization with
a Matching Gift Program.
REAL ESTATE:
Gifts of personal residence can also be made with a retained life estate. The retained life
estate allows the donor or a designee of the donor to live in their home for rest of their life.
After that time, the real estate is owned out right by CMCS, without the complications of
probate proceedings. This gift allows the donor to receive current income tax deductions
for the discounted value of the property.
IRA DISTRIBUTION:
For those who are 70 ½ years or older, you can make a distribution from your IRA to
CMCS for up to $100,000 without reporting the withdrawal as taxable income.
SECURITIES:
You can avoid capital gains tax on securities held long-term and provide an income tax
deduction equal to the fair market value at the date of transfer. To transfer securities to
CMCS please provide your broker with the following information:
• Account Name: Cardinal McCloskey School and Home for Children; Account
#: Y1 13273; UBS Financial: DTC# 0221.
• Once you transfer securities, please contact Christina Camardella at (914) 9978000 ext 151 or [email protected] notifying her of the date and time of
the transfer so that she may relay that information to our broker.
