IN MEMORIUM
Kaye Christensen Newcomb 53, of Stanley, New York, passed away on Tuesday (January
21, 2014) after a determined battle with cancer. She had a strong spirit and never let her illness defeat her joy of life, family and friends. Kaye's love of music began early, singing in
the church choirs and as a member of the Varitones at Penn Yan Academy. Kaye graduated
from Mansfield University and began teaching Vocal Music at Marcus Whitman Central
School in 1982. She obtained a Master's Degree of Music from Ithaca College. She taught
all levels at Whitman, currently instructing at the Primary level, a job she truly loved. She
was Music Department Chair for many years and headed the Arts in Education for her
school. Kaye was very active in the Teachers Association, always striving to be part of the
solution. Kaye was honored by her peers for excellence in teaching and was inducted into
Delta Kappa Gamma, an organization that recognizes educators and promotes good teaching. Kaye taught voice and piano lessons privately and brought her love of music to many
students for a number of years. She acted in, directed and was music director for area musical theater groups, including Marcus Whitman and Midlakes high schools as well as community theaters. For the past twelve years her love of water, Keuka Lake in particular, was
extended to the hobby of antique and classic boats. She brought the same level of enthusiasm and commitment to the boating organizations that she did to teaching and musicals. She
was a member of the following chapters of ACBS: Wine Country Classic Boats, primarily
centered on Keuka Lake, Finger Lakes, Niagara Frontier and Sunnyland Chapter of Florida;
and a member and supporter of the Finger Lakes Boating Museum. She was never happier
than when on the lakes "motor boating." Kaye was a choir member, director and organist at
several churches but had spent 31 years with the Clifton Springs United Methodist Church.
Again she shared her love for music and direction with generations of church members of
all ages.
She is survived by her loving husband, H. Richard Newcomb; her sister, Cheryl (Russell)
Fisher of Penn Yan; her step-children Robert Newcomb of Geneva and Bethany (Brian
Wishart) Newcomb of Arvada, Colorado; step-grandchildren, Brendan, Joshua, Hannah,
and Megan Newcomb and Brianna, Shaely, and Phoebe Wishart; and nieces and nephews,
Christopher, Kirt, and Alison Lockwood.

REMEMBERING MARK BENNETT
Museum member and donor of the Virginia Dare, Mark J. Bennett, died on January 19 after a long illness.
Mark was born in 1950 in Corning, NY. From the time he was a small boy, Mark loved building everything from boats to large commercial buildings. He earned a degree in architecture from Syracuse
University and an MBA from the University of Virginia. He traveled the world for his career in real
estate finance. While he relished his adventures, his heart remained at Keuka Lake, where he could indulge his passion for antique wooden boats. Just last summer he completed the restoration of the Virginia Dare, a 1927 Baby Gar, which he then donated to the museum. He wanted to give back a piece of
history to “the lake,” which had always brought him such joy.

Mandatory Boater Safety Education 5-1-14
Beginning May 1, 2014, Sections 49, 71-d, 75, 78 and 79 of the Navigation Law shall be
amended to provide for mandatory boater safety education. For the complete text
of these laws, please visit New York State Legislature.
Any person born on or after May 1, 1996 and at least 10 years old who operates a
motorboat must be the holder of a boating safety certificate issued by one of
State Parks, the U.S. Coast Guard Auxiliary or the U.S. Power Squadron.
An approved course of instruction includes at least 8-hours of classroom training and a
proctored examination. Students must be at least 10 years of age to take a
course. Age and education requirements for personal watercraft operators remain
unchanged.
Motor Boat Education Requirements:
Any operator under 18 must be
accompanied on the vessel by someone at least 18 who holds a certificate
if required by age, or someone at least 18 who is not required to hold a
certificate.
An operator 18 or older who is
required to hold a certificate but does not, accompanied by someone else
over 18 who holds a safety certificate.
The owner of a recently purchased
motor boat, if legally required to hold a boating safety certificate, may
operate such vessel without the required certificate for a period of time
not to exceed 120 days from purchase.
Persons 18 years of age or older
may rent a vessel without holding a safety certificate, provided the
operator of the livery holds a certificate, demonstrates the use of the
vessel, and the person renting the vessel demonstrates their understanding
of the vessels operation in return. Those under the age of 18 must have a
safety certificate in order to rent a vessel.
Motor Boat Operators Exempted From Having To Hold A Boating Safety Certificate:
Persons born before May 1, 1996
Certified New York Safe Boating Instructors Members of the USCG Auxiliary or
US Power Squadron
Persons licensed by NYS Parks, the
United States Coast Guard or Canadian Coast Guard to operate commercial
vessels
Police officers, peace officers, fire and rescue personnel, and life guards when acting pur- suant to assigned duties
A resident of another state or country who is the holder of a valid boating safety certificate issued according to the laws
of their home state or country

Watercraft Rentals
The Navigation Law has been amended to extend the expiration date of Section 73-a,
Subdivision 2, regarding the rental of personal watercraft. Persons over the
age of 18 renting personal watercraft may continue to operate them without
having to hold a boating safety certificate. This provision, set to expire on
January 1, 2012, will now expire in 2014.
No other changes have been made to this section.

Water Skiing
- Tow boat must have an observer at least ten years of age, in addition to the operator
- Skier must wear an approved PFD
- Water Skiing is prohibited between sunset and sunrise
Powerboat Operation: Persons born on or after May 1, 1996 must have successfully completed a
State certified, Power Squadron, or Coast Guard Safe Boating Course in order to operate a mechanically propelled vessel. Please refer to NYS Leg A3471 from 2013-14 for more details. Certificates must be in the operator’s possession (ie: on the boat).
Personal Watercraft: Operators must be at least 14 years old. Operators of all ages are required
to have successfully completed one of the NYS approved safe boating courses. Certificates must
be in the operator’s possession.
Children under 12 on board a vessel under 26 feet must wear an appropriately sized
Type I, II or III USCG Approved life jacket while boat is underway.
All boats must stay 100 feet from “diver down” flags. There are two such flags: the Alpha
Flag (blue pennant with white stripe at base) and the Diver Flag (red rectangle with white diagonal stripe).
