successful year for the Evanston
Chamber of Commerce. As the
leading business action force in
the Evanston community, the
has been the voice of Evanston
businesses for years. Our members
range from small, home-based
businesses to major multistate
corporations but for the most part
we are a group of local business
owners who share a common
purpose, we work to promote the
Evanston community as a place to live, work, and shop.
The Evanston Chamber of Commerce was first created in 1955 to
advocate and assist businesses and since that time we have evolved
along with our economy offering more services and benefits to our
members. The Evanston Chamber of Commerce has been active
in keeping informed about the trends in order to provide the best
services to our members as possible. We have been able to provide
numerous educational opportunities for our local businesses as well
as monthly luncheons in which we present knowledgeable speakers
on current topics.
The greatest asset of chamber membership is the opportunity to
connect with other members. Through events such as chamber
luncheons and chamber mixers, members can network with
other business owners and professionals within our community.
Participation in these events allows the business owner to increase
visibility in the community while marketing goods and services
at literally no cost. Perhaps the most important benefit is the
opportunity to share experiences and to trade strategies with other
businesses in hopes of addressing problems that all businesses face
on a day to day basis. These are great opportunities for businesses
to obtain contacts for services that businesses may need, including
legal, payroll, and accounting services.
The Evanston Chamber of Commerce is a member driven
organization. In order to get the most from your chamber investment
businesses should actively participate in chamber events. We offer
opportunities for members to become involved in various committees
and to help ensure that issues important to our local businesses and
our community are being addressed.
Running a business is hard work. We are here to help local
businesses by assisting in marketing, providing professional referrals,
providing timely information and by finding solutions through
advocacy. I encourage every business owner and leader to take
advantage of what our chamber has to offer.

D
uring this past year and thanks
largely to the continued
commitment, efforts, and teamwork of
the staff, the board of directors, and many
volunteers who have worked tirelessly to
meet our goals and to gain the trust of
our membership and the community, we
have experienced many accomplishments
and changes at the Evanston Chamber
of Commerce. I praise each and every
person for making this past year such an
extraordinary success.

Our goal for this coming year is to establish even better relationships
and communication among our local businesses. The upcoming year
will be exciting as we continue to broaden our efforts and move from
promise to delivery.
Even in the face of challenging economic conditions, we know we
can find new ways to take advantage of the opportunities to ensure
Evanston business community remains active and prosperous.
The Chamber of Commerce staff and the board of directors consists
of individuals with the knowledge, experience and expertise to bring
about prosperity to our business community and we know the steps
we need to take are simply an extension of what the Chamber has
been doing successfully in the past few years.
We plan to continue responding to the needs of the business
community challenges and expand our lines of services in order to
engage a wider membership base.

Our progress in the immediate future will be measured in terms of
our ability to establish a closer alliance with our members and the
community leaders. These partnerships can present us with unique
opportunities to meet and promote our business community’s needs.
Through a variety of activities and events we will create opportunities
for our members to showcase and promote their business, obtain
valuable information and training, and get their business name in
front of potential customers. These events could include but not
limited to training opportunities, ribbon cuttings, after hours social
mixers, joint networking events with other community organization,
monthly luncheons and much more.
I am honored to serve as the 2014/2015 President for the Evanston
Chamber of Commerce Board of Directors, and excited to have
the opportunity to work with my fellow board members toward
promoting our great town and making it an even better place to
live, work, and play.
I am also extremely proud of our Executive Director, Dawn Darby,
who has been the driver for all our accomplishments. Her energy
and enthusiasm has been contagious and she has worked as hard as
anyone I know to make the Evanston Chamber of Commerce the
best it can be.
On behalf of the Board of Directors, I want to thank you for being
a member and supporter of the Evanston Chamber of Commerce
and we are looking forward to a continuous and strong relationship
between the Chamber and the community we serve in the coming
year.

The Governmental Affairs Committee meets on a monthly basis to discuss issues that affect
our local businesses as well as our community and is instrumental in organizing Candidate Forums and Legislative
Breakfasts which are held to allow candidates, as well as local and state representatives, the opportunity to
express their views and to answer questions or address concerns that the community may have. By hosting
these forums the Evanston Chamber of Commerce and the Governmental Affairs Committee are creating an
effective way to engage our community and to demonstrate the value of our Chamber.

The Membership Committee
is
instrumental in organizing and creating events
and services that are a benefit to our members.
This committee continuously seeks out speakers
in order to host workshops and seminars needed
in our community. This committee also organizes
Chamber Day as well as other events the bring
chamber members together.

Uinta B.O.C.E.S. #1 (B.O.C.E.S.) is a one-stop Education Center
where any person can work toward their educational goals.

inta B.O.C.E.S. #1 Education
Center (Board of Cooperative
Educational Services) was established
in 1986. A partnership between
Western Wyoming Community
College and Uinta County School
District #1 was created to provide
additional educational opportunities
to the members of our community.
Our mission is to improve and enrich
people’s lives through education.
Uinta B.O.C.E.S. #1 (B.O.C.E.S.)
is a one-stop Education Center where
any person can work toward their
educational goals. Each individual’s
goals are unique. Whether your goals
are to increase your literacy level,
to gain additional professional and
workplace skills, or to obtain a college
degree, we are
there to help. An
array of quality
programs, a
dedicated staff,
and personalized
attention help create a path to the
successful completion of your goals.
B.O.C.E.S offers a variety of
educational choices and is continually
adding quality programs to increase
the opportunities in our community.
Western Wyoming
Community
College (WWCC),
University of
Wyoming (UW),
and Utah State
University (USU)
offer programs, certificates and degrees
at B.O.C.E.S. Associates, bachelors, and
master’s degrees are achievable without
leaving Evanston.
Western Wyoming Community
College Evanston Campus is located in
the BOCES Education Center. This
fall, WWCC Evanston Campus is
offering over 25 live college classes, as
well as, approximately 120 video and
online classes. WWCC provides a wide
variety of degree programs that students
can complete without leaving Evanston.
WWCC Evanston Campus currently
has 17 adjunct faculty members; all
working hard to provide quality, college
opportunities to our students. Fall
enrollment at WWCC Evanston Campus
includes 70 full-time students and 121
part-time students. In addition to these
numbers, a large number of high school
students are enrolled in concurrent
classes and receive college credit.
The University of Wyoming distance
education program is also offered
at B.O.C.E.S. Video, audio, and
online classes are available, making it
possible to earn a bachelors or masters
degree. There are over 35 degrees,
certifications, and endorsements
available through UW distance
education in Evanston.
Utah State University provides
Interactive Broadcast classes and online
classes at B.O.C.E.S. Each semester,
a variety of college classes are offered
in a wide range of subjects through
USU. Scholarships may be available for
eligible students attending WWCC, UW
or USU to assist them in reaching their
educational goals.
B.O.C.E.S. and WWCC Evanston
Campus is excited to offer a mentoring
program to help ensure every student
is successful in completing a postsecondary credential. This program
is free of charge and its purpose is to
help students navigate obstacles or
challenges they may encounter their
first semester and beyond. Research
has shown students’ success in postsecondary programs comes back to
benefit the community. Successful

students have a deeper understanding
of positive quality life indicators
important to individuals, families and
communities, i.e., increased levels
of health, civic participation, and
increased likelihood that their children
will attend college if their parents have
attended.
The mentoring program hopes to
increase the success of students through
personalized service, attention, and
support.
B.O.C.E.S. provides test proctoring
for higher education students who
cannot travel to campus to test. We
proctor tests for a variety of colleges
and universities including Brigham
Young University, Weber State, Utah
State University, University of Utah,
University of Wyoming, Laramie County
Community College, and Western
Governor’s University.
We also proctor tests for student’s
high school equivalency, Pearson-Vue,
and Certiport. So far in 2014, we have
proctored over 350 tests.
B.O.C.E.S offers several programs
to prepare a student to enter higher
education or the workforce. BOOST
(B.O.C.E.S. Opportunity for Selfsufficiency Training) is an example of
one of these programs.
BOOST is a 12-week training
program for youth ages 16-21. BOOST
prepares students to take their High
School Equivalency ( HiSet or GED®)
exam, and provides employment and
life skills training. This program is in
Educating our Communities.

partnership with the State of Wyoming
Department of Workforce Services.
90% of BOOST students have achieved
their high school equivalency. Many
of these students have progressed and
enrolled in post-secondary programs.
Community education classes are
offered by B.O.C.E.S. These classes
are targeted at life-long learners who
are taking courses to enrich their lives.
This fall, we offered over 50 community

addition to the live
classes, we offer several
community education
courses online.
B.O.C.E.S. is an
NCCER accredited
training and assessment
center and provides
safety training for
local industry and
businesses. Last year,
over 3200 students
received training in
Occupational Safety
and Health Association
(OSHA), Petroleum
Education Council (PEC), American
Heart Association, and The National
Center for Construction Education
and Research (NCCER) topics.
NCCER assessments increased by 23%
from the previous year, and 225 Craft
Certifications were issued.

Evanston Regional Hospital offers a full range of

offers wait times of less

elderly health concerns
and every issue in
between.
Last year, Evanston Regional Hospital was named one
of the nation’s top performers on key quality measures by
the Joint Commission, the leading accreditor of health
care organizations in America.
“This recognition is based on data reported to the
Joint Commission about evidence-based clinical
processes that are shown to improve care for certain
conditions,” said a hospital press release.
Evanston Regional Hospital has received this
recognition for several years in a row, and is one of the
few rural hospitals in Wyoming to hold such a distinction.
ERH serves the greater Evanston area, including Fort
Bridger, Lonetree, Lyman, Mountain View, Kemmerer
and Randolph, Utah.
“You see it in many rural communities,” said CEO
George Winn. “People think things are better in the city.
And it’s not just about the hospital.
“Anytime you live in a rural community, people have
the mindset that the services and amenities, including the
hospital, the schools, the radio and newspapers are all
better in a big city. Here at Evanston Regional Hospital,
we hope to disprove that.”
Uinta Urgent Care offers medical care from 9 a.m. to
6 p.m. Monday-Wednesday and Friday; and from 9 to
noon on Saturday; closed Thursday and Saturday.
Evanston is also home to the Wyoming State
Hospital, a facility built in 1887. Not only does the
facility house a great deal of history, it offers state of the
art care for treatment, rehabilitation, and recovery. It is
the only state-operated psychiatric hospital in Wyoming,
and provides a full range of services and programs.
Besides the Wyoming State Hospital,
Frontier Psychological and a number of
other mental health providers offer area
residents top-rated mental health
counseling as well as substance abuse
programs, and emergency mental health
care.
In addition, Evanston has seen the
success of an outpatient surgical center,
and the recent construction of a medical
health services building, all of which
complement services provided by the
hospital.
Also based in Evanston is Uinta
County Public Health. This is a facility that offers a wide
variety of services to Uinta County residents, including
education and awareness.
The mission of Uinta County Public Health is to
protect and enhance the health and wellbeing of Uinta
County residents.
Some of the services offered include vaccinations, flu
shots, diabetes education, and maternal and family health
education.
Public Health offers a variety of wellness classes and
educational workshops and seminars designed to keep
the citizens of Uinta County healthy and disease free.
While Evanston is a small city, it boasts a host of
medical resources that help residents optimize their
health and wellbeing.

Learning and life
ducational opportunities offer the key to life, not only in Evanston but also in any size town. Residents of Evanston
benefit from a strong and well-structured educational system all the way from early childhood through adulthood.
Early childhood education begins with numerous preschools and childcare
centers in the area.
These facilities work with children to develop the necessary skills to be
successful in school. They work with cognitive as well as fine motor skills,
socialization, and even health and fitness.
The public schools in the Uinta School District Number 1 rank well state-wide
for performance. And small class sizes ensure that children receive the attention
they need for optimal learning.
Kindergarten through high school, schools
throughout Uinta County offer stability as well as
prime educational opportunities for every student.
The development of a Boys and Girls Club in
Evanston will ensure that kids have a safe place
to hang out after school, while improving their
grades and having fun.
And for those who find that traditional schooling is not an option, Evanston offers Horizon
High School, an alternative to traditional high school. At Horizon, students gain real-world
experience while still completing their high school education. Horizon offers an alternative
that keeps students engaged, while working with their specific needs.
For post-secondary work, Evanston boasts a plethora of opportunity. Uinta BOCES
(Board of Cooperative Education Services) offers a variety of classes, from GED to higher
education to vocational services. Their goal is to educate, empower and enrich students’
lives.
The Family Literacy Program works with families in areas like early childhood
education, adult education, parenting classes and adult literacy classes. The program helps families
succeed by giving them the skills they need.
In the vocational arena, BOCES offers safety training as well as industry-specific job training.
In addition, BOCES offers a variety of degree programs including online opportunities through Western Wyoming
Community College, the University of Wyoming, Utah State University and Western Governors University.
BOCES also provides a variety of community enrichment programs, including drivers education, parenting skills, computer
training, nutrition, and hunters safety.
Other community education opportunities abound at the
University of Wyoming Cooperative
Extension Service. The extension
program offers a unique variety of
classes and workshops in such diverse
areas as agriculture, nutrition, food
safety and preparation, master
gardening and rangeland
management.
In addition, the extension service
hosts the local 4-H group, which
focuses on issues that influence
daily life. The 4-H program helps shape kids into responsible adults who contribute to the
wellbeing of the community.

The thrust behind the economy
vanston is uniquely situated in southwest Wyoming to
be a leader in a multitude of industries. With an abundance of
natural resources, wide-open spaces, and close proximity to
interstate highway and railroad
services, Evanston is at the
heart of regional industrial
and energy development.
The Union Pacific
Railroad has served an
important part of Evanston’s
development since the town
was founded during the
construction of the first
transcontinental railroad in
the late 1800s. The city of
Evanston has recently
purchased and is developing a rail spur, locally referred to as
the Pioneer Oil Site. Once developed, this site will provide rail
tie-in service for local industry.
Union Pacific maintains a presence in Evanston, with a
crew of railroad and track engineers who maintain and service
the tracks and the signals in the region.
In addition, Evanston is home to Union Tank Car
Company, a maintenance and repair facility for oil tanker cars.
Thousands of railroad tank cars are serviced and repaired at the
facility every
year, and the shop is a major employer in Evanston.
While the railroad created a foundation for Evanston, the
energy industry solidified the community. Beginning in the
1980’s with the discovery of oil and natural gas in the region,
Evanston quickly boomed. Although the intensity of the energy
industry has faded, there is still a solid base in Evanston.
Chevron, FMC Tech Completion Service, Anadarko
Petroleum Company, Urroz Oil & Gas, and Rock Mountain

Power all maintain energy-based operations in the Evanston and
Uinta County area. Oil, natural gas, and coal have suffered
swings in production and value, but continue to provide a steady
industrial basis.
The southwest Wyoming region also boasts a steady stream
of renewable energy industry. Just east of Evanston, EMGMountain Wind Power and FPL Energy Wyoming, LLC produce
more than 144 megawatts of energy using a readily available
resource: wind. The wind turbine site puts the Evanston area and
Uinta County at the forefront of Wyoming’s burgeoning wind
energy industry.
Another thriving industry located in Evanston is
Elkhorn Holdings, Inc., which maintains nine offices across the
country, reaching from the home office in Evanston to Montana,
Louisiana, Pennsylvania, Colorado and New Mexico. Founded
in 1984, Elkhorn is the second largest privately owned company
in Wyoming. This oil and gas related construction company
employs nearly 2,000 employees and builds gas compression
stations, and provides industrial and plant construction and
maintenance solutions to the oil, gas, power, and mining
industries, as well as pipeline services.

Making Evanston Home
E
A great place to live, work and play!
vanston, Wyoming, is home to
nearly 13,000 residents. Situated in the
intermountain region of southwest
Wyoming just a few miles from Utah
and near the Uinta Mountain range —
the highest mountain range in the
contiguous United States running east
to west — the city boasts a storied
history matched only by the
exceptional living and recreational
opportunities it claims in the present
day.
As grading crews for the Union Pacific
Railroad approached the site of present-day Evanston in
November 1868, Harvey Booth recognized a business
opportunity. He pitched a tent with a wooden floor and
canvas walls and called it a saloon and restaurant. Within a
few weeks, the site became a frontier railroad camp with a
population of 650. Soon, the railroad reached Evanston, and
the town was named after surveyor James A. Evans.
In 1870,
Evanston
became the
Uinta County
seat. Thanks to
abundant
timber and
fresh water
from the Bear
River, the
1871
establishment of a
roundhouse and machine shops helped give the town
economic stability.
Evanston is a great place to call home. With a rich history
and a promising future, generations of people welcome you
to this hidden jewel in southwest Wyoming.
Geographically, Evanston is ideally situated less than an
hour from some of the greatest skiing in the entire world. In
addition, only a bit further down the valley, world class
shopping, dining and culture can be found in Salt Lake City.
Just a few miles to the south, the Uinta Mountains beckon
outdoor enthusiasts with the promise of hiking, fishing,
hunting, skiing, snowmobiling and just about any other
outdoor activity that one might desire.
Evanston boasts a rich history, from its humble
beginnings as a railroad town, to the historic China Town

area, to the Lincoln Highway. This history gives Evanston a
rich tapestry of past stories, combined with ever unfolding
experiences and opportunities.
The city boasts recreational resources beyond compare,
with the Bear River State Park and the Bear River Greenway.

Agriculture
Maintaining a connection to the land
W
hile the idea of a cowboy saddling up and riding out at dawn to bring in
a herd of cattle may seem a romantic notion, in Evanston, Wyoming, it is a way of
life.
The cowboy is alive and well in Uinta County. In this area, hundreds of
ranches and farms sustain a strong and viable agricultural industry.
Agriculture in Uinta County isn’t the industrialized conglomerate giant that
has taken over the mid-west. Here, agriculture remains true to its roots.
Ranchers graze sheep across hundreds of acres, while shepherds tend the
flocks. More than 200 ranches in Uinta County run beef cattle, and while much
of the industry
has been
modernized,
cowboys still
ride horses out
here in the
west.
A number
of guest
ranches and
dude ranches
in the area offer folks the opportunity to
saddle up and ride, just like during more pastoral times.
Kingfisher Bend Ranch and other guest ranches offer a
chance for everyone to experience the thrills, frustrations
and pains of herding cattle, riding horses and living like a
cowboy.
Agriculture isn’t just for the ranch kids in Evanston. The Uinta
County 4-H program offers everyone the opportunity to experience
agriculture.
The annual Uinta County Fair gives participants and residents a
chance to showcase their hard work and dedication for the entire
county to celebrate.
The Uinta County 4-H program even offers kids a chance to
raise their own “livestock” with the Youth Agriculture Program.
That program was created to encourage youth who might not
have an opportunity to raise a chicken or a rabbit, or even a calf.
Participants use the Uinta County Fairgrounds to raise their
animals, while learning the proper way to care for and raise an
animal.
According to Youth Agriculture Program organizers, the
program offers kids a chance at responsibility as well as the
satisfaction, frustration and fun of raising animals, selling them
and reaping the rewards of their hard work.
Agriculture is deeply ingrained in the heart of Evanston and Uinta County.
Not only does agriculture contribute to the economy of the area, it provides a deep cultural context for western living.

Fun and adventure await you in Evanston
R
esidents of Evanston can enjoy recreational
opportunities year-around. Indoors and outdoors, there is
something for everyone all year long.
As spring emerges from the cold grip of winter, Evanston
offers an abundance of activities to get you moving.
Beginning in January and running through May, the annual
Uinta County Concert Series features a troupe of musical and
performance artists who present world class music, classical
performances, ballet and much more.
In March, residents and visitors can look forward to the
annual Celtic Festival, a celebration of Celtic Culture featuring
Irish bands, food, crafts and culture, sponsored by Young
Musicians, Inc.
June is a busy
month, beginning
with the annual
Renewal Ball. This
fun event is a mustsee for anyone living
in or visiting
Evanston. Monies
raised during the
event help finance
restoration efforts of
the historic
downtown district.
June is also the month for the Beer, Brats and Bluegrass
festival, a recent tradition that highlights bluegrass music. This
fun, family friendly event raises money to continue support
efforts for a school built in Africa, through the donations of
money by Evanston school children.
July in Evanston offers the kind of summer entertainment
that people only imagine. The fun begins on the Fourth of July,
with the city sponsored Fresh Air, Freedom and Fun festival.
The event features local and regional bands, an historic chuck
wagon dinner prepared by the Evanston
Rotary Club, and watermelon served by the
city council. Following the festival be sure
to catch the best fireworks show in the west.
July also boasts the annual Evanston
Brew Fest. This event offers local and
regional entertainment, as well as a large
selection of micro-brew, and the popular
“Big Wheel Races.”
Summer draws to a close with the
annual Roundhouse train festival, the Bear
River Mountain Man Rendezvous and the
classic car show. These annual events

signal the slowing down of Evanston entertainment.
Labor Day marks the final hoorah for Evanston, with the
annual Cowboy Days,
beginning on Friday
night and lasting until
Monday. Residents and
visitors can enjoy
downtown activities on
Friday night, followed
by rodeo’s and family
events on Saturday and
Sunday. On Labor Day,
the Evanston Rotary
Club hosts the annual
pancake breakfast, just
before the start of the
Labor Day parade.
If those activities aren’t enough, there are endless exciting
options for recreation in the beautiful mountains surrounding
the Evanston area.
Fishing is always available on the Bear River and other
local waterways. Those
seeking a more thrilling
adventure can find rafting,
canoeing, mountain biking,
and camping only minutes
outside the city.
Or rent a canoe, paddle
boat or paddle board and
enjoy Evanston’s Ice
Ponds at the BEAR
Greenway.
World class hunting for
elk, mule deer, antelope
and more is available in
the immediate area as
well.
During the winter Evanston boasts a number of
activities including snowmobiling, show shoeing
and skiing. Evanston is even one of the stops on
the International Pedigree Stage stop Sled Dog
Race, one of the largest sled dog races in the lower
48 states. This race is run from Jackson, Wyo., to its
final destination in Evanston over the course of
several days. World-class mushers and dog teams
visit the area in early January.
Exciting adventure awaits year around in
Evanston and the surrounding area.
