In 2010, California joined 44 other
states in adopting the Common Core
standards. These new, more rigorous
standards call on students to be able
to read and understand complex
texts, and explain their reasoning
through writing and conversation.
The new standards will pose particular challenges for designated English Learner (EL) students, who are
already struggling to learn basic English. Many parents and teachers
have concerns about how Common
Core will affect EL students, and
whether ELs will fall farther behind
their native English-speaking counterparts when the new assessments begin in spring 2015.
About 1.4 million — nearly 25 percent — of the students in California’s
public schools are designated ELs,
according to a 2012 report published
by the nonpartisan think tank Public
Policy Institute of California. The vast
majority — 85 percent — of
California’s EL students speak Spanish at home. EL students’ scores lag
behind their English-speaking peers
in standardized testing and the state’s
high school exit exam.
“It has always been the case for
English Learners that they have a
double challenge — learning the content while at the same time acquiring
the language that gives them access
to the content,” said Mary Waldron,
the director of San Diego Unified
District’s Office of Language Acquisition.
“Ninety-nine percent of the work
of our office is professional development, which supports teachers in how
to effectively support English Learners in those two areas,” she said.
San Diego County schools will get
monetary support to implement Common Core, and potentially those funds
could go toward supporting EL programs. Each district in California will
get a slice of $1.25 billion in state
money over the next two years to help
implement the new standards. The
funding can be used for professional
development, instructional materials
and the integration of technology.
In the South Bay Union School
District, where 62 percent of students
are Latino, Assistant Superintendent
Shelley Burgess said her district has
always allocated resources toward its
English Language Development program.
“We also plan to use some of our
funding to support our teachers in understanding the new ELD standards
and how they work in concert with
the Common Core State Standards
to ensure the needs of EL students
are met,” Burgess said.
But some critics of Common Core
say there are no real guidelines in
place for teachers developing their

World War II veterans honored with flight to D.C.

After returning to San Diego at the
end of World War II, where he had
participated in the Battle of Okinawa,
Louis Cañedo became a school counselor at Montgomery High School, in
the South Bay.
He said his experiences during the
war made him try to help young
Latinos to be able to face all the barriers they could meet in their lives.
“Most people don’t experience
what I saw during the war,” said
Cañedo, who is 87 years old. “The
tragedy, the bloodshed. As a high
school counselor, I was able to help
the youth to be better prepared to
handle anything they could face in the
future.”
Cañedo was one of 80 World War
II veterans who flew to Washington,
D.C., to visit several historical sites
as part of the Honor Flight San Diego, which took place on Saturday,
November 2nd.
The veterans spent all day Saturday traveling by motor coach to see
the WWII Memorial followed by the
changing of the guard at Arlington
National Cemetery. They all toured
the Korean, Iwo Jima, Vietnam, and
Air Force Memorials, and the Navy
Yard Museum.
The veterans traveled at no personal expense thanks to generous donations made to Honor Flight San Diego.
“It was just fantastic, it was very
nice,” said Cañedo of the trip. “It was

more than what I expected. Visiting
all those sites was really impressive.”
On Sunday, the veterans returned
to San Diego on a chartered US Airways flight after visiting the WWII
Memorial for the first time. They
were honored with a water cannon
salute as the plane approached the
gate. Friends and family welcomed
home the veterans, many of which
are in their late 80s and 90s, with
cheers and flags waving.
“When we came home from the
war we didn’t get anything like that,”
Cañedo said. “It is really nice that
people show some appreciation of
what World War II veterans did when
they were young.”
Honor Flight San Diego is a nonprofit organization created solely to
honor America’s veterans for their
service, said founder Dave A. Smith.
“None of the World War II veterans were thanked in the past,” he said.
“These trips are just a small thank you
for all they did for our country.”

Diego hosts about three trips a year

After working for almost six years
at the McDonald’s across from San
Diego City College, Leobardo Meza
was fired in mid-October for buying
a hamburger for one of the many
homeless people who visit the restaurant.
It is against McDonald’s policy that
employees buy food for customers,
although at that location many employees help the homeless by buying
them food.
“Everybody does it,” Meza said.
However, community activists
claim that Meza was really fired as
retaliation for participating in the August, San Diego Fight for 15 strikes,
in which fast food workers demanded
wages of $15 per hour.
“I’m in debt,” said Meza, who has
a wife and two children to support.
“I don’t have any money. What they
did with me is an injustice. They violated my labor rights.”
On Thursday, October 31st, a coalition of community activists, workers’ unions, and college students, protested in front of McDonald’s located
on Park Ave., across from San Diego City College. More than 200
people walked from City College to
the restaurant demanding Meza be
given his janitorial job back.

advocates vow to continue
fighting to get immigration
reform passed this year

Bakersfield -- On Wednesday,
a women-led delegation staged
a sit-in at House Majority Whip
Kevin McCarthy’s office in
Bakersfield, chanting, singing
and refusing to leave until
McCarthy signed a pledge to
advance comprehensive immigration reform in the House. Simultaneously, more than a hundred people, including immigration reform advocates, farm
workers and new immigrants,
rallied outside the congressman’s office and held vigils in
support of the women.
The women and their families had come from California’s
Central Valley, Los Angeles
and the San Francisco Bay
Area to urge Congressman
McCarthy, who is the third
most powerful lawmaker in the
Republican-controlled House
of Representatives, to take
immediate action to bring a
comprehensive immigration
reform bill to a House vote.
After McCarthy’s office
closed for the day at 5 p.m., a
group of 13 women refused to
leave. For hours, police denied
the women access to food,
water and medication. Despite
this, the women endured for an
additional six hours until finally,
they succeeded in luring the
House Majority Whip out of his
home at 11 p.m. and engaged
him in conversation about his
lack of leadership in advancing
immigration reform. The sit-in
concluded with his reassurance
to the women that he is “serious about solving the problem”
but refused to sign pledge to
push for a House vote on immigration reform.
United Farm Workers leader
Lupe Larios, who was among
the women locked inside the
congressman’s office, said
McCarthy promised to tackle
immigration reform during this
congressional session, which
ends in 2014, but discarded the
possibility of passing immigration reform in the House by the
end of the year.
“We appreciate Congressman McCarthy taking time to
come meet with us, but he said
that with only 13 days remaining in the 2013 congressional
session, it is not realistic to address immigration reform. As
one of his constituents and voter,
we don’t want to hear more
excuses,” Larios said.
“Immigration has been debated for 13 years in Congress,
two thirds of the U.S. Senate
passed bipartisan legislation.
When will the House vote on
legislation? Earlier this year
Republican House leaders have
suggested votes in July, then
September, then October, and
now we are being told “later”.
The problem with the “later” is
that it never comes,” she said.

Who Killed the Capo?

Celebrating his 63rd birthday, “retired” Mexican drug
trafficker Francisco Rafael
Arellano Felix was enjoying
friends, family and the fun-loving company of the Mexican
farandula, or entertainment set.
Held at the Marbella Hotel in
the popular international tourist destination of Los Cabos,
Baja California Sur, a resort
long promoted as an island of
safety in a sea of insecurity, the
party drew about 100 guests.
The attendees included onetime Mexican soccer star
Jared Borgetti, boxer Omar
Chavez, son of the legendary
slugger Julio Cesar Chavez;
and Luis Antonio “El Mimoso”
Lopez, ex-singer of the famous
El Recodo Band, who entertained the crowd. Photos of
the bash later published in the
Mexican press showed a jovial
time, as the big birthday boy
variously flashed U.S.-style
gang signs with aging friends,
posed alongside bikini-clad
women and stood together with
sporting legend Borgetti.
The October 18 Los Cabos
party was also crashed by an
uninvited guest: a clown who
strolled into the festivities without the slightest interference.
As the evening wore on, and
the booze likely sunk in, the
clown suddenly appeared from
nowhere, walked up to Arellano
Felix and proceeded to shoot
the old capo five times in the
head with a Belgian-made “police killer” pistol. Present for
the assassination were
Arellano Felix’s wife, 1990

Last month’s assassination
eliminated the oldest brother of
the family that founded the
Tijuana Cartel, or Arellano
Felix Organization (AFO), considered at one time the most
powerful drug organization in
Mexico and possessing a nonstop cocaine pipeline that ran
from the steamy jungles of
South America into the eager
noses, pipes and veins of the
United States and beyond.
Like other empire-builders,
the AFO accumulated monuments to their wealth and influence: swank San Diego area
homes, a pyramid-style nightclub in Ciudad Juarez situated
next door to the federal attorney general’s offices, the Playa
Mar Oasis Resort in Rosarito,
Baja California, and the halffinished hotel on the beach of
Puerto Vallarta. The ex-operator of the fashionable Frankie
Oh disco in Mazatlan back in
the day, Rafael added to the
flash by publishing newspaper
statements proclaiming his
faith in God and prowess as a
businessman.
Years later, the fateful Los
Cabos celebration recalled the
scene that drew public attention when drug dealer Jose
Jorge Balderas Garza, or “JJ,”
shot and seriously wounded
soccer star Salvador Cabanas
in a Mexico City nightclub in
early 2010. The shooting at the
popular “Bar-Bar” club cast a
spotlight on the regular hobnobbing that went on between
gangsters, sporting figures and
Televisa network personalities.
Rising to power after the
1980s, the AFO established a
virtual fiefdom in Baja California, vying with other cartels for
control of Sinaloa, Chihuahua
and other states. Francisco
Rafael and his brothers were
linked to some of the more violent episodes that marked the
rise of the narco in Mexico,
including the bloody 1992
shootout at a Puerto Vallarta
disco with Joaquin “Chapo”
Guzman and the killing of Cardinal Jesus Posadas Ocampo
in the Guadalajara airport a
year later, an incident officially
tied to the conflict with Chapo
Guzman but still an unsettled
affair in the view of many
Mexicans. Tapping into crossborder reserves, the AFO employed California gangbangers
in its Mexico street battles.
In the 21 st century, the
AFO fell on harder times.
Ramon Arellano Felix was
killed in a 2002 Mazatlan
shootout reminiscent of an Old
West gunfight, while brothers
Benjamin, Javier and Eduardo
were arrested, extradited and
locked away in the United
States.
The blows have prompted
some U.S. and Mexican authorities to periodically pronounce the transnational crime
group all but finished. More
sober assessments, however,
insist that the organization persists, possibly with sister
Enedina Arellano Felix and her
son Fernando Sanchez
Arellano at the helm.
Since his 2008 release from
U.S. custody, Rafael was said
to have lived a quiet life in a
middle class section of Los
Cabos with a precious ocean
view. Using the name Mauro
Vazquez, he reportedly presented himself as a musical
producer. The veteran gangster
was also known to be a motorcycle enthusiast with a penchant for the Harley Davidson
brand.
Rafael’s assassination came
at a delicate and strategic moment. Less than two weeks
before the murder, so-called
narco banners threatening local police were draped across
Tijuana. Signed by the “United
Groups of the New Tijuana
Cartel,” the messages also reportedly contained the signatures of “Don Balas,” a man
linked to the AFO, and “El
Atlante,” a figure associated
with narcomenudeo, or streetlevel drug dealing.
Local officials downplayed
the narco-banners. While
Tijuana Mayor Carlos Bustamante attributed the public
threats to police confiscations
of contraband, the city’s pub-

lic safety chief scoffed at the
claims of the banner writers.
“I will categorically say that
there is no veracity to the existence of a new cartel,” said
Alberto Capella Ibarra.
Yet, like the narco-banners
of the United Cartels that declared all-out war against the
Zetas in early 2011, the Tijuana
banners previewed blood on
the tracks.
The banners were unfurled
during a time of political transition, occurring in the switchover from the administration of
the outgoing governor, Jose
Osuna Millan, to the new one
headed by Francisco “Kiko”
Vega de Lamadrid. Both men
are members of the National
Action Party.
In Mexico, local and state
political transitions, even of the
same political party, are typically characterized by shakeups in law enforcement ranks
and the reshuffling of department heads for agencies in
charge of business and construction permits, public works,
tourism, and other money-making opportunities.
Within a day of Rafael
Arellano Felix’s murder, Mexican federal police detained 70year-old Manuel “El Caballo”
Aguirre Galindo in Mexico
City. Aguirre was reputedly the
historic money-laundering chief
of the AFO, and a fugitive for
the past 20 years.
U.S. authorities had posted
a $2 million reward for his arrest.
Although Aguirre’s family
claimed that their relative was
arrested on October 19, Mexican law enforcement did not
announce the detention until
the following week. In the interim, Aguirre’s relatives filed
court injunctions that contended the elderly man was
being held incommunicado.
The circumstances of
Aguirre’s arrest and Arellano
Felix’s murder merit some discussion. Although he was a
wanted man, Aguirre was
nabbed while dining casually in
a restaurant located in Lomas
de Chapultepec, the ritzy
Mexico City neighborhood inhabited by the country’s elite.
Arellano Felix was throwing a
party attended by celebrities
but with no visible security or
even bodyguards present. The
soon-to-be victim was either so
confident of his safety in Los
Cabos that he didn’t give security a second thought, or he
was betrayed from within his
own circle and security purposefully relaxed to allow the
assassin a free hand.
Ironically, the Los Cabos hit
happened six days before
Arellano Felix’s real birthday,
October 24, but the celebration
was held nearly a week prior
because of reported event
scheduling issues at the
Marbella.
Both the murdered capo
and his old associate had multiple run-ins with Mexican and
U.S. law enforcement. Despite a long-running and hefty
reward offered by the U.S.
government, federal officials

y en el patio exterior se
dieron cita niños y niñas
provenientes de seis escuelas primarias bilingües de
Ense-nada, presen-tando
cuadros de bailables típicos
del Estado de Oaxaca dentro
de los objetivos de ¨Identidades en Tránsito¨.
Con la finalidad de fomentar, difundir y fortalecer las
tradi-ciones propias de la
cultura mexicana, los niños
bilingües de seis escuelas de
Ensenada presentaron sones
y jarabes que se presentan
eminen-temente como parte
de la ¨Guelaguetza¨, las
escuelas que participaron
son: ¨Ignacio Allende¨ de la
Colonia Buena Vista, ¨Luis
Donaldo Colosio Murrieta¨de colonia El Pa-raíso,

Diego’s most interactive museums on Veterans’ Day after donating blood at the USS Midway’s
Blood Drive on Monday,
November 11, from 10 a.m.
to 3 p.m. at the Navy Pier

Donors at the drive will be
awarded a ticket to tour the
museum (exhibits will close at
5 p.m.). There will be free food
and live entertainment from 1
to 4 pm on the USS Midway,
as well as a meet-and-greet
with Olympic athletes and
Trevor Davis, San Diegan who
appeared on NBC’s hit show
“The Voice!” Grand prize
drawings also will be held for
vacations to Hawaii, Mexico
and Florida!
“Touring the USS Midway
is a great family outing,” said
Lynn Stedd, blood bank
spokesperson. “We hope families will take advantage of this

and then boarding the aircraft
carrier on a day when we remember those who have
served our country in the
armed forces.”

Districting Plan
Consent Decree directs the
Commission to hold at least
three (3) public hearings in various geographic areas of the
City before it makes any modifications. The schedule for

Youth Making a Difference
in City Heights
Although the buildings at
4185 Fairmount Avenue in City
Heights had undergone extensive renovation in the summer
of 2013, La Maestra Community Health Centers (LMCHC)
was in dire need of a new railing system for its growing Teen
Center.
What remained was a broken metal railing that was an
eye sore for those passing by
daily. On October 12, 2013,
construction began with direction from a local teenager.
Derek Shafer, a scout and
sophomore at Westview High
School (and whose father is an
alumni of the local Hoover
High School) was in search of
a project that would not only
help teens, but also seniors.
The La Maestra Foundation
has started a “Generations”
program that seeks to integrate
all ages and cultures. One aspect is developing an AfterSchool Program.
“With the help of my dad
and fellow scouts, we raised
over $900 for materials and
spent a couple months planning” said Derek. “The best
part was seeing it all come together in one long day!”
The railing now serves as a
landmark for displaying the
positive changes in City
Heights. Zara Marselian, Chief
Executive Officer, was on
hand to witness the final
touches.
“This is a huge benefit to all
that use the services here at
La Maestra. All the planning
and hard work is very much
appreciated. It is great to see
teenagers take on responsibility and excel.”
The new railing system is
just one of many new upgrades
to the LMCHC buildings along
Fairmount. It coincides with the
opening of the Teen Center
After-School Program that
holds sessions on Mondays
from 4-6pm. Teens have the
opportunity for healthy snacks,
homework assistance, and
learning a variety of skills from
Art, Music, Leadership, and
Technology.
La Maestra Community
Health Centers is a Federally
Qualified Health Center located in City Heights, a community that is home to more
than 90,000 residents. Many of
the City Heights residents are
recently settled refugees and
immigrants from over 60 countries, with unique health and
well-being needs. LMCHC

Grove, and National City, and

U.S.O. San Diego Airport
Facility located at the Terminal 2 area.

and potato chip snack packs,

States Marine Corps.
The newly-opened USO
San Diego Airport Facility is
operates 365 days a year and
consists of 10,000 square
footage facility space. This site
provides various supportive
services to about 125,000
active duty U.S. military
troops and their families annually. The USO Airport Facility is designed to provide a
safe haven for recruits fresh
out of boot camp heading to
their first duty station or heading home on a temporary leave
pass.

It’s Time for Many - 8-Year Post-BAPCPA Waiting
Period for Subsequent Bankruptcy Filings Ends
Eight years ago this month,
Congress passed the Bankruptcy Abuse Prevention and
Consumer Protection Act, otherwise known as BAPCPA.
The new law brought about
sweeping changes to bankruptcy law in the United States
and was stated to have been
enacted in order to minimize
the abuses that were occurring
with consumers who were allegedly taking advantage of the
old system. While most eightyear anniversaries are relatively low-key affairs, the one
relating to the BAPCPA is significant for many people, as it
means that those who rushed
to file bankruptcy cases before
passage of the bill into law have
now endured the waiting period for filing another case.
It used to be that people who
encountered serious financial
difficulties and who filed for
bankruptcy protection as a result needed to wait for six years
before filing for bankruptcy protection once again. BAPCPA
extended that waiting period to
eight years, which means that
as of now many people are eligible to look into discharging the
debt that they may have accumulated since October of 2005.
Given all that has happened
since that date, this could provide much-needed relief for
many people.
When the BAPCPA was
passed, few if any people foresaw the historic economic storm
that was looming just a couple
years down the road. At the
time, the economy was booming at least on superficial levels
and almost no one thought that
millions of people would encounter the need for protection from
the United States Bankruptcy
Code. As such, it was seen as
a relatively low-risk proposition
to pass the bill into law.
We all know what has happened since: the worst economic recession since the
Great Depression strangled the
economy and put millions of
people out of work and out of
their homes. It also left an untold number of people in a serious lurch if they had filed for
bankruptcy protection just prior
to the passage of BAPCPA
but were unable to do so again
because they had not yet
waited the required eight years
to do so.
That time has now passed,
but for many people the process
of filing another bankruptcy case
will also be different. That’s because there are new requirements that will change the way
people approach this situation.
Examples of these changes
include:
· The means test
· The credit counseling requirement
· Higher court filing fees
· Additional documentation
requirements
All of this means that people
who have been waiting to provide themselves with a fresh
financial start need to avoid the
assumption that since they
have been through this before
that they can easily handle this
filing by themselves. This assumption could lead to serious
mistakes and to even more financial stress.
Instead, people in the area
who find themselves in this situation need to make sure that they
meet with experienced Bankruptcy attorneys who have

this current environment.

Native American actor urges retention of traditions Palomar College Celebrates Veterans Week

Actor Saginaw Grant, a Sac
and Fox Indian who has played
numerous Native American
roles in the movies and on television, said at a Student Veteran Organization event at
Grossmont College on Monday, Nov. 4. that every combat veteran comes home with
hidden wounds caused by the
things they saw or did. However, he said, it’s important that
they banish negative thoughts
from their minds: “You can’t
change those things by thinking about them.”
Grant, who had served in the
Marine Corps during the Korean Conflict, said even after
separating from the military service, veterans should continue
to honor the proud military traditions that have been passed
down for generations. Likewise,
Grant, who appeared in the
2013 movie The Lone Ranger
as the Comanche Chief Big
Bear, said that his Indian people
should carefully listen and then
honor the lessons that have
been transmitted for eons in
their oral traditions.
His fellow Marines value
being on time and being able
to listen, he said. They also conduct themselves with pride, no
matter how harshly life might
deal with them.
His Sac and Fox people
value the gifts given to them
by the Creator. They welcome
back the sun every morning,
knowing how good it feels to
be greeted at home following
a journey. He said he personally thanks the Creator for letting him feel well, for the meals
that he eats, and for letting him
see the sky. He added that he
asks the Creator to let him
show kindness to other people,
and to demonstrate how
friendly he can be.
In former days, he said, Sac
and Fox grandchildren listened
to the elders tell them about life,
but today some are not interested in hearing. Some don’t
show respect for elders.
Likewise, he said, continuing in his theme of parallelism,
some people don’t show military veterans the respect they
are due for having volunteered
to go into combat.
This culture of disregard
also extends to Mother Earth,
from which people have taken
so much—coal, oil, different
minerals. At the pace mankind
despoils the earth, it will not
last another four generations,
he said.
He said his people traditionally believe that humans and
animals once had the ability to
speak to one another, but that
animals withdrew themselves
from the relationship because
humans abused them. However, animals still are willing to
teach by example. “Animals
know more than we do about
the weather, and about treating each other right,” he said.
Grant expressed hope that
traditions and civility can be reclaimed because both provide
life with its richness. It was the
culture of giving that prompted
American Indians in Massachusetts to greet the Pilgrims,
to provide them with fresh
water and food, he said.
He urged students who
gathered in the Main Quad of
Grossmont College to hear his
address to find what they are
good at, and then to develop
that talent. “When you do that
you will find satisfaction,” he
said. “We have a purpose.”
The actor and lecturer concluded his speech with a story
about the Creator coming down
to see his work and meeting a
dog and a turtle. He instructed
them to proceed from where
they were standing to the base
of a tree on the top of a mountain off in the distance. The dog
dashed to the destination,
whereas the turtle took his time,
three moons in fact. The Creator asked the dog what he had
seen along the way. The dog
responded he hadn’t really seen
anything, he was so intent on
getting there. When the turtle
arrived, it took him four moons
just to tell all the wonders he
had witnessed along the way.
“You must take your time in
life to enjoy your life,” Grant
advised. There are things that
are beautiful to be enjoyed, he
said. “Enjoy your lives.”

of events for that week and

fundraising drive collecting
funds that will be donated to
Veterans Village of San Diego,
an organization that helps veterans in need of assistance.

display during the Veterans
ceremony. Donations of care
package items are also being
collected. Those who wish to

Oceanside – El 16 y 17 de
noviembre, los trenes de
pasajeros COASTER de
North County Transit District,
Metrolink y Amtrak y los trenes
de carga de BNSF no estarán
operando en el Condado de
San Diego. Instamos a los
usuarios a planificar con
antelación para poder adoptar
otros medios de transporte
público durante estos días
porque no se ofrecerá el
servicio de autobuses de
reemplazo para conectar las
paradas del COASTER. Los
pasajeros que normalmente
viajan en el COASTER deben
tomar la Ruta 101 del BREEZE
o conexiones de MTS durante
la suspensión programada del
servicio.
Durante el fin de semana,
la Asociación de Gobiernos de
San Diego (SANDAG) adelantará obras necesarias en el
puente Santa Margarita que
realzarán la experiencia de los
usuarios. Se espera que el
proyecto esté terminado en la
primavera del 2014. Los trenes
COASTER y demás servicios
ferroviarios volverán a operar
en su horario regular a tiempo
para los traslados matutinos del
lunes, 18 de noviembre. Para

verge of his 20th team championship over a 25 year coaching career as well as his

Grossmont College will
seek its 20th men’s water polo
championship and its coach
Brian Harvey will be shooting for Career Wins No. 605
and 606 at Miramar College
on Friday and Saturday during the championship rounds
of the Pacific Coast Athletic
Conference.
On Friday, Nov. 8, Grossmont will draw either Southwestern College or Miramar
College as an opponent, and
should the powerhouse
Grossmont team win, as expected, it will play in the
championship game on Saturday. Harvey predicts his
team’s opponent for that contest will be San Diego Mesa
College, which last Wednesday fell 12-8 to the Griffins
and gave Harvey his 600th
career win. Since then his
team won four more games
during a tournament held at
Saddleback College.
Over his 25 years as a water polo coach for Grossmont
College, Harvey has compiled
a record of 604 wins and 226
losses for a .727 winning percentage. His team won its
first conference championship in 1990 against Orange
Coast College in a 12-0 season, and then dominated the
Orange Coast Conference
through 1998 and the Pacific
Coast Athletic Conference
thereafter.

e were intrigued when we
received a press release
from the Republican National Committee, announcing that they were expanding their
Hispanic effort in California. Their efforts were highlighted with the addition
of a Hispanic state director.
We were excited to learn that Francis
Barraza, from Chula Vista, was named the
state director and we looked forward to

The Republican Party desperately
needs to find a way to attract more Hispanics into the Party. Without a greater
percentage of Hispanic support, the Republican Party will continue to devolve
into a minority Party and will have a difficult time breaking up the super majority that the Democrats now enjoy in California.
Make no mistake. La Prensa San Diego leans Democrat, but that does not
preclude us from including and talking
about Republican candidates or issues.
In fact, we look forward to engaging the
Republican Party in the conversation and
sharing ideas. We believe that a strong
two-Party system, even a three-Party
system, makes for better politics and
greater accountability.
As it has often been said, the Republican Party holds many principles that are
reflected in the Hispanic community. As
President Ronald Reagan once said, Hispanics are Republicans, they just don’t
know it yet.
But there are the bugaboo issues such
as immigration, affirmative action,
unions, the constant scapegoating of the
Hispanic community, border enforcement, DREAMers, and the list goes on,
for which the Republican Party and Hispanics are miles apart. Those critical issues drive Hispanics into the arms of the
Democratic Party.
The Democratic Party is the de facto
Party for the Hispanic community!
So, back to Francis Barraza. As a home
girl from Chula Vista, we thought a back-
ground on her would make for a great
story. So we sent our reporter out to corral the interview, something we thought
would be a slam dunk!
But we had a little trouble attaining
contact info for Ms. Barraza, which we
thought as odd considering she was statewide director. Further, there was no response to our emails. So we contacted
the PR person who sent the press release.
And that was where it went South!
Through the PR person, we found out
that Ms. Barraza will not be talking to
the press and if we had any questions
about the Republican Party and their Hispanic effort we could direct the questions to the PR person and she will answer them!
We shouldn’t have been surprised by
this response. Recently we published a
commentary by our friend Marisa
Treviño who wrote “One Latina journalist’s tips to help GOP politicians follow the Chairman’s directive of engaging Latino media.” In the commentary,
she expressed how difficult it was to get
even Hispanic Republicans to return calls
to journalists, despite the call for the Republican Party to become more engaged with Hispanic media!
Despite the Republican Party’s best efforts to put on a positive face for the
Hispanic community, they are still unable to break the shackles from the past.
The Republican Party can’t wrap its mind
around the fact that if they want to reach
the Hispanic voter they are going to have
to empower those few Hispanics who are
willing to share their vision. They should
incorporate these Hispanics into the
process, not only as spokespersons, but
as decision makers. Once Hispanics become an intricate part of the Party then
maybe they can start to break down some
of the barriers that have been erected
between the Hispanic voter and Republican Party over the past decades.
One thing we know for sure, propping
up puppets such as Francis Barraza does
very little in bringing together the Republican Party and Hispanics.

already helping uninsured Latinos

health insurance when they left home or graduated. A provision in Obamacare allows young
adults to stay on their parents’ health insurance plan until they are 26. Because of this
provision, Jessica was able to stay on her
mother’s plan and receive the treatment she
needed. Nearly half (46 percent) of all young
adults who are uninsured, and may be eligible
for coverage in the new marketplaces, could
get coverage for $50 or less per month.
Obamacare also ensures insurance companies can no longer deny coverage based on
pre-existing conditions, and it makes preventive services such as annual check-ups and
mammograms free of charge. Hispanic seniors
now pay less for prescription drugs, and lifetime caps on coverage are gone.
Obamacare increases funding for community health centers where one out of three patients is Hispanic; these centers offer important primary care and behavioral health services to underserved communities. Increasing
funding to these centers ensures our communities are better served with quality healthcare
providers.
The uproar over this website is the worst
kind of manufactured crisis. The website will
be fixed, and in the meantime, the Affordable
Care Act already helps millions of uninsured
Hispanics. If critics succeeded in defunding
Obamacare Hispanics would lose the benefits
this law gives them.
Sadly those same critics have no plan to provide access to healthcare for our communities
should they actually succeed. While
Healthcare.com will be fixed, it is unclear if
the same can be said for the warped view of
those seeking to defund the ACA.
Let’s hope the critics come to their senses
and become part of the solution, instead of just
fanning the flames of another manufactured
problem.
Like Charlie Brown and the football, critics
keep kicking at Obamacare, missing badly and
ending up with mud on their faces. Sadly, they
are at it again, this time talking about defunding
a law that is overwhelmingly popular with Hispanics over a glitchy website. Healthcare.gov

critics who say they want to earn favor with
Hispanics would do themselves a huge favor
by stopping their quest to defund Obamacare.
Lets get this out of the way up front, this
website will be fixed. While a healthy discussion over how to improve Healthcare.gov is
welcome, critics are missing the bigger picture.
The website is one of several ways the uninsured can gain access to healthcare under
Obamacare; it is one component of a larger
system that helps 10.2 million uninsured Hispanics.
There are a number of ways to gain health
insurance under Obamacare. The uninsured can
contact an official health insurance broker to
help choose a health insurance policy provided
by the law. They can also apply for health insurance using a paper application, which can
be found online. The uninsured can apply by
phone, they can also use an ACA “speciallytrained navigator” to help them find health insurance, and yes, once all of the kinks are
worked out, the uninsured can use
Healthcare.gov.
The reality is the majority of people who enroll in ACA will do so by using one of these
options, not just the website.
Yet this is only half the story. Since
Obamacare was signed into law, other pieces
of the legislation have been implemented and
are overwhelmingly positive for uninsured Hispanics. At a minimum, Obamacare has made
10.2 million uninsured Hispanics eligible for

Today the government is imposing on us what
type of health insurance they deem good for
us. What’s next? Will the day come when we
are told what kind of job we can have, where
we can live, or how many children we can
have? They’re already telling us what type of
light bulb we can use or how large a soda we
can drink!
You may be one of the few lucky ones who
will actually benefit from Obamacare; but
please remember, there is no such thing as a
free lunch and freedom has never been free.

nobody, with no light at the end of the tunnel,
no one who wants you. I just keep saying,
‘There’s only one me. But all my friends, all
the other guys at the group home, all these other
kids need families too.’ I just hope they don’t
give up. And that someone gives them a
chance.”
I am so grateful Davion did not give up on
himself and is serving as a voice for many other
youths like himself. There were nearly 400,000
children in foster care in 2012, and 101,719 of
them were waiting to be adopted. Although foster care is supposed to be temporary, the average length of stay in foster care is nearly two
years. Almost one-third of children waiting for
adoption have been in care three or more years
and one in seven has been in care five years or
longer. For some children like Davion, foster care
can last an entire childhood. One of the remarkable blessings of Davion’s sharing his story is
that it shed light on the thousands of children
who wait years and years before finding a permanent family, especially on the thousands of
teenagers who desperately want but are at risk
of never finding a family: 16 and 17 year olds
are just 3.3 percent of finalized adoptions. Children who leave foster care without permanent
families are at increased risk of not graduating
from high school and ending up unemployed,
homeless or in the juvenile and criminal justice
systems—with a jail cell in place of a home.
The church that welcomed Davion to tell his
story served an important mission. Across the
country other faith communities are helping children in foster care find permanent families and
help support families to keep children from going into care.
November is National Adoption Month. If just
one-third of the nearly 345,000 faith congregations in America encouraged one member to
adopt one child from foster care, all the 101,719
children in foster care awaiting adoption could
have a loving permanent family. Davion’s pleading words struck a chord as he reminded adults
everywhere that God does not give up on any
child—and neither should we.
“I’ll take anyone,” Davion said. “Old or
young, dad or mom, black, white, purple. I don’t
care. And I would be really appreciative. The
best I could be…”
It was a front page story in the Tampa Bay
Times last month that broke hearts around the
world. Fifteen-year-old Davion Navar Henry
Only has spent his entire life in Florida’s foster
care system. His mother was incarcerated
when he was born, and when he did an Internet
search for her name in June he learned she’d
died just a few weeks earlier. He’s been moved
from placement to placement throughout his
childhood without ever finding somewhere he
really belonged. As a teenager now living in a
group home, Davion was starting to feel like
he was running out of time—at risk of becoming one of the more than 23,000 youths each
year who simply “age out” of the foster care
system at age 18 or older and are left on their
own without ever finding a caring, permanent
family connection.
Davion decided to take his future into his own
hands and asked his caseworker if she could
help him speak at a church. She made arrangements at St. Mark Missionary Baptist Church
in St. Petersburg, Florida. There, as the article
reported, the shy teenager who’s worked hard
to get A’s so far this year in everything but geometry and would love to play football if he
had someone to drive him to practice, stood at
the pulpit and asked the congregation if “someone, anyone” could adopt him.
Davion’s story quickly went viral and was
shared on social media networks and websites
around the country. He appeared on national
television and received media coverage as far
away as Australia and Japan and there is wonderful news to report. Davion’s child welfare
agency, Eckerd, has received more than 10,000
inquiries about adopting him and says: “We are
confident that Davion’s new forever family is
within the responses we’ve received and case
managers have already begun to follow up individually with each family. Davion’s simple plea
has raised awareness of adoption everywhere,

that I don’t think their case is winnable,
why do they change from using “usted”
with me to “tu”? When I tell a Mexican

Twice jailed in the U.S., Rafael Arellano Felix ultimately served less
than two years of a seven-year sentence in prison before he was deported to Mexico in 2008. Brian White, Arellano Felix’s lawyer, credited the early release to a good prison behavior record. The relatively
light jail time contrasts with the lengthy or life sentences in maximum
security facilities slapped on other Mexican capos extradited to the
U.S., including Rafael’s own brothers.
Speculation swirls around the motive of Arellano Felix’s murder. Was
it over an old money debt or trail? According to different accounts,
Rafael’s specialty in the AFO was moving cash and greasing the wheels
of business relationships. Possible authors of the killing mentioned include historic rival Chapo Guzman and other drug business competitors. Then there are the relatives of hundreds if not thousands of people
killed by the AFO who could be thirsting for revenge.
And at a time when old skeletons are rattling around the closet,
Arellano Felix’s first-hand knowledge of the state-narco power structure also deserves a look. Less discussed, at least so far, is the national
and international context in which the assassination of one old narco
and the detention of a second one transpired.
The release of legendary drug lord Rafael Caro Quintero from a
Mexican prison this fall, quickly followed by U.S. and press stories
quoting two former U.S. Drug Enforcement Administration (DEA)
agents and an ex-CIA contract pilot claiming CIA operatives were
present during the 1985 torture/interrogation of Enrique Camarena, a
crime for which Caro Quintero faces extradition to the U.S., reopened
the book on the murky underworld of drug traffickers connected to the
Arellano Felix family, U.S. Cold War warriors and Mexican security
officials who came together during the Iran-Contra era.
As the Mexican press continues digging deeper into this story, Caro
Quintero has apparently vanished from sight.
Revelations of longtime NSA spying on the Mexican government, as
well as continued reports on the CIA’s close relationship with a nowdefunct Mexican security agency known for its profitable supervision
of the drug business, add other elements to a simmering mega-scandal
that, given the right political combustion, could burst into flames. In this
scenario, possible loose cannons are not at all convenient.
Whatever the reason for Arellano Felix’s murder, the crime is not a
priority for Mexico City. Although there is strong reason to presume
that the professionally-staged killing had more to do with Rafael’s narco
background than with his life as a semi-retired family man, the murder
has been classified as a “common” crime prosecutable by the state
government and not the feds. Consequently, the murder case was
dropped on the lap of the new Baja California state attorney general
who took office last week.

Over his career, said Harvey, he has produced “45 All-Americans
so far.”
What makes Harvey’s achievement all the more remarkable is that
Grossmont College does not have a regulation size pool, so much of
the team’s training, and all of its so-called “home games” must be
played in other swimming pools.
“I think I have rented every swimming pool in the county at one time
or another,” Harvey said.
Currently the team trains at night at Granite Hills High School 50meter swimming pool. Although there is a swimming pool on the
Grossmont College campus, it is “too short, too narrow and too shallow” for water polo, and therefore is only used for leg conditioning and
passing and shooting drills. He compared using that pool to playing
half-court basketball.
So what is Harvey’s secret? Why have his teams dominated the
league year after year?
As a coach, he treats his players with respect. “I always try to be
positive with my players rather than yelling or being negative,” he said.
“I also leave a lot of the decision-making with my players.” Furthermore, he said “there is a sense of humor that goes into this. We have
fun, it has to be fun.”
Furthermore, “a lot of our practices are goal-oriented meaning that
once you achieve the goals stated for a particular skill or drill, the team
moves on to the next. The better the performance, the quicker they
move to the next skill.”
Harvey also credited Jim Spillers, Grossmont College’s associate
dean for athletics, with providing unfailing support for the team. “He is
a pleasure to work with,” Harvey said.

Kale Salad with
Grana Padano and
Citrus Dressing
Yield: 5 cups
1/2 pound kale
1 large Anjou or Bartlett
pear, sliced
1/2 cup Grana Padano
shards
1/4 cup pine nuts or sliced
almonds, toasted
2 tablespoons orange juice
2 tablespoons white wine
or balsamic vinegar
2 tablespoons olive oil
1/4 teaspoon salt
1/4 teaspoon ground black
pepper
Remove ribs from kale and cut into
1-inch ribbons; place in a large salad
bowl. Add pear, cheese and nuts.
Whisk together orange juice,
vinegar, olive oil, salt and pepper.
Pour over salad and toss.
