The unique nature of the geography, topology and antiquated infrastructure in the beautiful historic town combine to produce a potent mix of congestion, poor air quality and delays. As someone who believes passionately in community and thriving town centres we must do all we can to support the fantastic independent shops that enhance the town. Shopkeepers, publicans, traders and residents all tell me how serious this problem is – and we must listen and take action. In Parliament, I asked him what steps we should take to begin the process of finding a solution to Bradford on Avon’s traffic issues. The Transport Minister confirmed that, locally, we need to produce a comprehensive, costed and supported plan. In January 2016, Bradford on Avon Town Council held a meeting with myself, the Wiltshire Council Cabinet Member for Highways and members of Wiltshire Council and the Bradford on Avon Town Council. At that meeting, it was noted that any decision had to be taken with the broad support of residents and businesses in Bradford on Avon. This survey, the results of which are summarised in this document, are intended to be an aid to any decisions that Bradford on Avon and Wiltshire Councils are asked to take. Although not intended to be a town poll, I believe the results are a strong indication of feelings in Bradford on Avon. There may be concerns raised about the legitimacy of this survey. I believe that the volume of responses makes these results hugely valuable. There is not a more comprehensive opinion survey about the views of businesses and residents in Bradford on Avon and I hope that the results of this wide‐ranging survey will enable a comprehensive plan to be put together for Bradford on Avon. As I have said before, we must grasp the nettle sooner rather than later before the town is strangled by congestion. Michelle Donelan MP 3 Bradford on Avon Traffic Survey Results Published April 2016 Background to the results The purpose of the Bradford on Avon Traffic survey was to effectively determine the community’s views on key traffic related issues in Bradford on Avon, options for possible solutions to those problems and the perception and palatability of each suggested solution. Due to time constraints, these results have only gone into detail on the quantitative results of the survey. Full transcripts of all qualitative questions (Q4, Q6, Q8, Q11) will be collated and published at a later date. In total over 6,500 named surveys were posted to each household in Bradford on Avon. Acknowledging that the views of local businesses are important, in addition, 550 business specific surveys were sent to all businesses registered in Bradford on Avon. Each survey included a self‐
addressed envelope to facilitate the responses. Before the surveys were posted, discussion was held with Members and Officers of Bradford on Avon Town Council as to the content of the survey. The below information is correct as of 19:29 on Friday 15th March. 2954 residents’ surveys were returned 41% of the total sent. 275 business’ surveys were returned 50% of the total sent. 4 Bradford on Avon Traffic Survey Results Published April 2016 Results Public Responses Question 1: Which 3 issues do you consider to be the most important for Bradford on Avon? The vast majority of respondents used all three of their selections on this question. As anticipated, the results of the question about the most important local issues for Bradford on Avon were: traffic congestion (90%), pedestrian safety (61%) and air pollution (52%). Significantly 49% of people also saw supporting local shops and businesses as important to the town. Housing development was considered as the most important to 17% people and tourism for 14%. 3000

Which of these do you consider to be the most suitable? Many responders ticked multiple solutions for this question. The majority of respondents (66%) believe that a one‐way system is the most suitable solution for Bradford on Avon’s traffic issues.1 A significant proportion (59%) believe a by‐pass to be a viable best solution2. Other popular suggestions include a town‐wide vehicle weight limit (60%) and a new pedestrian bridge (45%). Significantly, only 4% of people thought that no change was needed. 2000

It is important to know the geographical spread of those who believe a trial of a one‐way system is a bad idea. Figure 7 maps the locations of those who responded ‘a bad idea’ to this question. Conclusions
Although this survey was not intended as a mechanism for proposing any solutions to the traffic
issues in Bradford on Avon, it is a useful tool in gauging public opinion.
There is clear support (74%) for a trial of a one-way system should modelling show that there is a
potential benefit to the traffic congestion.
There is also support for a by-pass, but there is significant opposition (61%) to housing infrastructure
to contribute to paying for the road. It is likely that the infrastructure needed to pay for the by-pass
would be considerably more than 4000 houses. This survey did not go into questions about the
visual impact, the environmental impact or the geographical difficulties of a by-pass option, which
are expected to be considerable.
Strong conclusions can be drawn from each of the questions and it is hoped that this document will
be an aid to any decisions that Bradford on Avon and Wiltshire Councils are asked to take.
