WELCOME
The Bensalem Township School District is pleased that you have chosen to attend a School
Board Meeting. The School Board Members and the District's administrators believe that
popular control of education is a fundamental part of a democratic society. We welcome
public involvement and appreciate those residents who provide valuable input on matters
affecting the welfare of all students in the community.
Addressing the Board
If you would like to address the School Board, please follow these guidelines:

If possible, write to Dr. Samuel Lee, District Superintendent at the Dorothy D. Call
Administrative Center, 3000 Donallen Drive, Bensalem, PA 19020-1898.
At the beginning of the Board Meeting, the School Board President will recognize
people who wish to address the Board. To be recognized, please complete an Audience
Participation Card located in the lobby where you enter the Board Room and give it to
Mrs. Susan Harder, School Board Secretary.
If you are a member of a large group concerned about one issue, we ask that a
spokesperson be designated to speak.
The Agenda
The School Board will follow an agenda prepared in the Dorothy D. Call Administrative Center and
distributed to the Board Members at least two days before the meeting. Copies of the agenda are
available so that you may follow each item on the agenda. If enough copies are not available, please
ask to share with another member of the audience.
Board Meetings
The regular monthly action meeting is held on the fourth Wednesday of each month, subject to
change. This meeting is held in the Dorothy D. Call Administrative Center located at 3000
Donallen Drive, Bensalem, beginning at 7:30 p.m.
When necessary, special School Board Meetings are called to act on urgent business. When special
meetings are called, proper notice is given to newspaper and televised over local cable Comcast
Channel 28 and Verizon FiOS Channel 32.

School Board Information
The School District is the local educational system that functions within the laws of Pennsylvania.
The School Board is composed of nine unpaid members who create policy and conduct the business
of the School District within the laws of the State and Department of Education. The School Board
appoints a non-voting secretary and treasurer.
School Board Members are elected by township residents on Election Day in November and hold
office for four years.
The School Board is a policy-making body whose authority is derived from state law. The
administrators work within the limits of School Board policy and manage the school system.

Mission Statement
Striving to be the premier educational institution in Bucks County, we will provide a
first class education for the whole child that challenges and supports each student to
discover a passion for learning while designing and achieving a personal vision of

Provide a safe, orderly and healthy environment for each student.
2. Provide engaging and challenging curricular programs and activities for each child.

and services that support all students in their efforts to learn.
5. Utilize meaningful methods of internal and external communication.

Goal #1 – Provide a safe, orderly and healthy environment for each student.
Strategies:
• Improve behavioral support policies and procedures to make them more restorative in
nature.
• Update crisis response manuals in each school building and implement safety drills
routinely.
• Identify and embrace that no child is invisible.
• Incorporate the Wellness Policy while offering instruction in, and opportunity for,
healthy living.
• Strive to implement recommendations of the Class Size Study Committee.
Goal #2 – Provide engaging and challenging curricular programs and activities for
each child.
Strategies:
• Reinvigorate the visual and performing arts programs in Bensalem Township
School District.
• Improve transitions between school levels.
• Implement a comprehensive curriculum renewal process to align standards,
instruction, assessment, grading and reporting.
• Improve early childhood education offerings including the consideration of
pre-kindergarten, full-day kindergarten and transitional first grade programming.
• Strive to implement recommendations of the World Language Study Committee.
Goal #3 – Provide the best instructional and leadership practices for the
benefit of each student.
Strategies:
• Enact a recruitment plan that brings skilled, motivated and diverse employees to
the district.
• Implement Professional Learning Communities throughout all schools.
• Strive to implement recommendations of the Inclusion Study Committee.
• Continue to provide appropriate services for students found to be in need of
gifted education and/or special education supports.
Goal #4 – Work in collaboration with community members and organizations to
provide resources and services that support all students in their efforts to learn.
Strategies:
• Identify and define community opportunities to participate in schools.
• Develop outreach programs for students to participate in the community.
• Celebrate the success of community collaborations.
Goal #5 – Utilize meaningful methods of internal and external communication.
Strategies:
• Educate stakeholders about the re-authorization of NCLB, federal/state mandates
and school-related matters to enhance collective understanding.
• Establish forums that provide for an open exchange of ideas.
• Elicit substantial information from students regarding their educational experiences.
• Build effective communication throughout all levels of the district.

In keeping with Act 84 of 1986, Sunshine Law, Open Meetings for Public Agencies, effective January 8, 1987, the Bensalem
Township Board of School Directors will hold their Regular Monthly Meetings as follows for the 2015 calendar year:

Contract for Services Agreement between Austill’s Rehabilitation Services, Inc. and Bensalem
Township School District for on-site evaluation/consultation/treatment at the rate of $63.25 per hour.
An itemized invoice form detailing specific student services rendered each month will be generated

Agreement between Lakeside Educational Network and Bensalem Township School District to
reserve two general education and thirteen special education slots for students referred by the School
District at a total cost of $453,525. There shall be no accrual of educational days if the total number
of educational slots purchased is not utilized during any period within the school year. (Cohen)

Tuition Contract between Bensalem Township School District and New Hope Academy to purchase
educational services described in IEP for one student for the 2015-16 School Year at a rate of
$34,900. If student moves from BTSD or is withdrawn to another program, tuition will be remitted
on a per diem basis up to the date of withdrawal. (Cohen)

Contract for Services Agreement between Buxmont Academy and the Bensalem Township School
District for referral of students for educational services at the rate of $121.02 per diem for regular
education students and an additional $15.00 per diem for special education students for the 2015-16

Armstrong Middle School sale – The 2 finalist buyers each presented final plans to the BA Committee. Each finalist was allowed 15 minutes
for their individual presentations. A meeting will be scheduled for each finalist to present their draft plans for review by the School
Board. A recommendation for the approval of the selected buyer will take place shortly thereafter.*

12. MOU w/BCIU#22 (Head Start) to park at the VMC. – A MOU will be presented for approval at the August 26th Board Meeting for
approval to allow the IU to park Head Start vehicles at the VMC when the vehicles are not in use.
13. PDE-3086 – Contract to Purchase Meals from Schools – The contract (PDE-3086) outlines an agreement that the Bensalem Food
Services Department will provide snacks and meals to the IU for the Head Start Program.

Facilities usage (GP): - The BA Committee reviewed two Facility Rental Requests from the Bensalem Police Department and the HS Boy’s
Baseball Coach Mr. Daut to utilize the Varsity Baseball Field and the HS Stadium. Both rental requests will be forward for Board approval at the
August 26th Action Meeting. The request from Holy Family College to utilize the High School Varsity Baseball field was denied based on the
provisions of the letter forward by Holy Family for use of the field.

Approval of Release and Settlement Agreements:
It is recommended that Board of School Directors approve two (2) Release & Settlement
Agreements reached between the School District and employees X and Y as recommended by labor
counsel and as reviewed by the Board Solicitor.
6.
Secretarial Classification Change:
It is recommended that Board of School Directors approve the classification change of the Secretary
of Human Resources pay grade “Secretary A” to pay grade “Senior Secretary” effective July 1,
2015, consistent with the increased responsibilities as reflected in the revised job description and
consistent with the provisions of the Secretarial Bargaining Unit Agreement.
7.
Appointment of Assistant Food Services Coordinator:
It is recommended that Board of School Directors approve the appointment of Crystal DiGiacomo
as Assistant Food Services Coordinator effective August 17, 2015. Salary and benefits shall be
consistent with the provisions of the School Administrators’ Compensation Plan Agreement at
Index .53.
8.
Appointment of High School Assistant Principal:
It is recommended that Board of School Directors approve the appointment of Michael Stock as
Assistant High School Principal, effective date to be when released from present employer. Salary
and benefits shall be consistent with the provisions of the School Administrators’ Compensation
Plan Agreement at Index 1.15.
9.
Appointment of Snyder Middle School Assistant Principal:
It is recommended that Board of School Directors approve the appointment of Diana Garaitonandia,
Ed.D as Snyder Middle School Assistant Principal, effective date to be when released from current
employer. Salary and benefits shall be consistent with the provisions of the School Administrators’
Compensation Plan Agreement at Index 1.13.
10.
Appointment of Shafer Middle School Assistant Principal:
It is recommended that Board of School Directors approve the appointment of Aqueelah Ellzy as
Shafer Middle School Assistant Principal, effective date to be mutually agreed upon. Salary and
benefits shall be consistent with the provisions of the School Administrators’ Compensation Plan
Agreement at Index 1.13.
11.
Technology Consultant:
It is recommended that Board of School Directors approve the appointment of Marge Paullisky as
Technology Consultant at the rate of $600 per eight (8) hour day for four (4) days maximum to
assist the professional development of staff in e-school. Form 1099 to be issued.
12.
Board Hearing Decision:
The Board of School Directors, after the holding of four (4) hearings to take Testimony and receive

St. Mary Regional Trauma Center to provide educational support and evaluation techniques
relating to concussion and head trauma education and the providing ImPACT testing by SMRTC
for student athletes in compliance with Board Policy.

Recommendation to approve the 2015-16 School Year Contract for Services Agreement between
Bensalem Township School District and Austill’s Rehabilitation Services, Inc. for on-site
evaluation/consultation/treatment at the rate of $63.25 per hour. An itemized invoice form
detailing specific student services rendered each month will be generated and furnished for each
therapy service provided.

Recommendation to approve the 2015-16 School Year Agreement between Bensalem Township
School District and Lakeside Educational Network to reserve two (2) general education and
thirteen (13) special education slots for students referred by the School District at a total cost of
$453,525. There shall be no accrual of educational days if the total number of educational slots
purchased is not utilized during any period within the school year.
4.
Recommendation to approve the 2015-16 School Year Tuition Contract between Bensalem
Township School District and New Hope Academy to purchase educational services described in
IEP for one student at the rate of $34,900. If student moves from BTSD or is withdrawn to
another program, tuition will be remitted on a per diem basis up to the date of withdrawal.

Recommendation to approve the Contract for Services Agreement between Buxmont Academy
and the Bensalem Township School District for referral of students for educational services at
the rate of $121.02 per diem for regular education students and an additional $15.00 per diem for
special education students for the 2015-16 school year.

Recommendation to approve the Agreement to Provide Specialized Educational Services by and
between UHS of Doylestown, LLC, hereinafter referred to as “Foundations”, and Bensalem
Township School District for the term beginning August 31, 2015 thru June 15, 2016 and shall
remain in effect until the conclusion of the summer ESY program on August 12, 2016. This
Agreement shall be automatically renewed for additional periods of one (1) school year, subject
to termination provisions as set forth in the Agreement.

PUBLIC COMMENT #2
Mrs. Rose Jacobs – Elimination of High School Library Aide position. The HS
Library is used by hundreds of children every day as well as after school. This is a
crucial resource to our children.
Mr. Harris – speaking as a band parent, wished to recognize and thank the facilities
crew for field access and lighting – the marching band is off to a running start.
Mr. Marshall - encouraged fellow board members to reach out to legislators to
encourage them to pass the State Budget.
