Foreword
The re-emergence of an environment of political freedom and the resort to
democratic process in the country somehow brought the Balochistan
University of Information Technology, Engineering and Management Sciences
into fresh lime light. The demand for a more acceptable policy, being an
issue for the provincial administration on the one hand, amply demonstrated
the trust of the masses in the quality of education being imparted at BUITEMS
and, on the other, broadened the scope of access.
The university is holding its 4th convocation in November, 2008 at which
Bachelor's and Master's degrees are to be awarded to ---- graduates. It is a
matter of great satisfaction for us that our graduates are readily accepted in
the jobs market, to the extent that certain organizations like SUPARCO and
PCSIR selected our graduates for responsible jobs, even before they
completed their programs of studies and got degrees. This is ample proof of
the employers' trust in the quality of education provided at this university.
There is dire necessity of peaceful atmosphere for the achievement of
laudable milestones in our quest for quality. Unfortunately the region has been
infected by political unrest and terrorist activities which are a matter of
concern for all the patriotic citizens of Pakistan. The prevailing dissatisfactory
state of the situation inland and across the borders is a matter of worry for all
the forward looking people. Our law and order problems are putting
unnecessary strain on our much needed financial resources which are
rapidly shrinking and marring the process of the cherished development.
In spite of all resource restraints and upheavals, we are steadily pursuing the
cherished objectives of equipping our students with the art of living as
competent and productive members of the society, contributing to the
intellectual as well as socio- economic uplift of Pakistan.
May Allah give us strength to sustain the level of growth and
progress that we have been able to achieve so far.
Convocation 2008
During the year 2008, admissions to the university have been made more
accessible to the students from Balochistan by offering more and more
opportunities to them. A number of faculty members who were sent abroad
for higher studies reported back after completion of their MS programs and
are now busy in the task of sharing their newly gained knowledge and
expertise with the students. BUITEMS has already managed to develop a
critical mass of academic expertise which can he turned to good account for
the promotion of excellence in higher studies and research. The impact of
this development has started becoming discernible and is likely to make a
techno-scientific-industrial break through in the country's least developed
region.

I am pleased to learn that the Balochistan
University of Information Technology Engineering &
Management Sciences, Quetta is holding its 4th
convocation today and wish to congratulate the
graduating students on their success.
Keeping in view the prompt acceptance and
absorption of the previous graduates in the
job market, it is indeed a landmark in the history of
Balochistan University of Information Technology
Engineering and Management Sciences, Quetta That
the 4th convocation is being held and a new batch of
more than 400 graduates is being ushered into the domain of practical
service. I extend my heartiest greetings to all of them and hope that they
would face thechallenges of the future with courage and assurance, and
consolidate the achievement of their predecessors.

On this occasion I congratulate the Governor Balochistan who is also
Chancellor of BUITEMS. The Vice Chancellor as well as the faculty on the
successful accomplishment and hope that excellence in education and
research will continue. I also congratulate the parents and guardians of the
graduating students for their sacrifices enabling them to witness this day.
I hope that BUITEMS will keep on producing professional of excellence and
the alumni will play a pivotal role in the development of the province and the
country.

I take this opportunity to extend my felicitations to
the Management and staff of the Balochistan
University of information Technology Engineering
& Management Sciences on the eve of their 4th
convocation.
It is heartening to note that this Institution is living
upto its avowed mission of providing quality
education to the students on modern lines. The
world is changing fast and with this the human
resource requirements are also undergoing
changes with equal pace. Our universities need to
produce graduates who are well equipped with skills and capabilities to meet
the requirements of the global needs. BUITEMS is striving hard to live upto
these expectations, in a part of the country which unfortunately remained
neglected in the academic field in the past.
I am pleased to learn that the Balochsitan University of Information
Technology, Engineering & Management Sciences is growing both
physically in the form of expansion of Physical facilities, and academically by
introducing new programs like Electronic Engineering, Computer
Engineering, Petroleum and Gas Engineering, Chemical Engineering and
Environmental Studies much needed for the future development of the
province as well as the of country.
I offer warm congratulations to the Honourable Governor Balochistan Nawab
Zulifqar Ali Magsi who is also Chancellor of BUITEMS and Engr. Ahmed
Farooq Bazai, the Vice Chancellor and the faculty as well as the graduating
students on this happy occasion and expect that they will continue excel
their performance in future.

quality education which is evident from the fact that all the previously
passed-out graduates have been respectably absorbed in the job market.

It is indeed a matter of great satisfaction for me to
note that Balochistan University of Information
Technology, Engineering & Management Sciences
is holding its 4th Convocation. The University has
made significant impression in the sphere of
imparting higher education and has cultivated an
atmosphere essential for acquiring a high academic
standard.
The seemingly nerve-wrecking and endless years
of study have come to a short stop for the passing
out graduates and post-graduates, since they are about to enter the practical
world with all its opportunities for fame, fortune and success. I congratulate
them all on their achievement and I am confident that they will come up to the
expectations of their Alma mater, their community and above all, their
country. I wish them all great success in their endeavors.

I find this an appropriate occasion to remind ourselves that Pakistan,
especially Balochistan, is going through a very critical phase of its existence.
The present era has not only opened new vistas of growth but has also laid
down various challenges of human resource development, expansion of
markets, economic upheavals, global terror networks and above all the
challenge of sustained growth & development of Pakistan. Focused ability is
required to address these challenges and a host of other related issues.
In such dire straits, who would come to Pakistan's rescue? I have firm belief
that it is our youth who would be the harbinger of progress and prosperity.
Such a moral, righteous and judicious responsibility requires, from the
younger hearts of Balochistan, a solid foundation of education, knowledge of
technology and ethical training, among other things, I am sure the youth would
put their minds and hearts to the task and would do everything in their
capabilities to fulfill this vision.

It is a matter of pleasure for me to learn that
Balochistan University of Information Technology
Engineering and Management Sciences is holding
the 4th convocation is the December, 2008. This
province cherished the establishment an institution
of higher learning which carried the stamp of quality
and assurance the establishment of MUITEMS turned
this dream into reality. The learned faculty members,
the administration and the students of the university
are worthy of praise for their devotion to the
achievement of the objective of promoting high
academic standards in the province. The vast and fast expansion of the
university is an indicator that this institution has made its mark as a
prominent seat of learning, worthy of the confidence and expectations
attached with it.
It is a matter of pride for all of us that BUITEMS is focused on exposing the
students the students to the prospective of advance societies, through the
approaches of inquisitive indepth learning, meaningful research and
integration of the student's community into academic network available abroad.
I congratulate to passing out graduate and postgraduate with the hope that
they would be warmly hailed in the professional circles. This convocation is
just the beginning of a new era and I hope that BUITEMS continues to play a
leading role in the educational circles of the country.

On the auspicious occasion of the 4th convocation of the university, I heartily
facilitate the university authorities, particularly the young and energetic vice
chancellor and the honorable members of the faculty on the tremendous
success. This convocation is an affirmation of the devotion and dedication of
all the faculty members and therefore, they deserve utmost commendations
for their invalidate services rendered for the consolidation of our own
intellectual and technical resources. The government of balochistan is
sincerely committed to the promotion of higher education and will support all
endeavors which lead the achievement of the objective.

Introduction
Baluchistan University of Information Technology,
Engineering and Management Sciences
(BUITEMS) was established for the promotion of
Higher Education, especially, in the fields of
Management Sciences and Technology, by
providing solid and disciplined academic
environment together with need-based research
opportunities, pertinent to the requirements of our
economic development, technical and industrial
growth. We have accepted the challenge and set
to the task of justifying the trust reposed in us. Since
its establishment in 2002, BUITEMS has been contributing to the society
through the provision of culturally enlightened, technologically
knowledgeable, academically competent citizens, moderate in outlook but
intensely research oriented manpower, prepared to lead, to inspire their
colleagues and to preserve and build the traditions of our great civilization.

BUITEMS is a multi-campus complex comprising the City campus, Takatoo
campus & Hazaar Ganji campus. The University is an equal opportunity
institution with academic ambience and disciplined environment as the
distinctive features of the campuses. All round academic and intellectual
activity keeps the students continuously committed to studies and academic
pursuits with adequate scope of participation in co-curricular and extracurricular activities during every semester. Among other features of
maintaining traditional values of excellence in teaching, it challenges the
conventional practices and creates new ways of developing and delivering
instruction and guidance to more than 3500 students on most modern lines
with creativity and innovation being the hallmarks. In the light of the basic
objectives identified in the university vision, collaborative academic and
research schedules/ curricula have been refurbished and links have been
established with world's top ranking universities, like the University of
Glasgow UK, the University of Minnesota USA, Simon Fraser University
Canada, University of British Colombia, Okanagan and the University of
Adelaide Australia, etc.

Our success is attributable not only to the provision of physical facilities, like
academics buildings, state of the art laboratories, computing environment,
students hostels, staff residences, transportation fleet, play grounds, Expo
Centre, research centers and laboratories, libraries, medical facilities,
electricity, water supply & sanitation systems but we also pride ourselves in
having talented and dedicated pedagogues, including the recently returned
foreign qualified young and energetic faculty members, after completing
higher studies in UK and Australia.

We owe our success to the grace of Almighty ALLAH, Chancellor's support,
guidance of our Senate and Syndicate members, tangible encouragement
from the Higher Education Commission & Pakistan Planning Commission,
our ever-hard working directing & administrative staff and last but not the
least, the Community, alike. The University commits itself and all its resources
to the trust and responsibility and we know it very well that we still have miles
to go.

members of the University Senate, elite dignitaries, distinguished guests,
and above all our distinguished students,
Assalam-o-Elakum!
It is a privilege for me to welcome you to the 4th Convocation of the university
being held today. We bow our heads in gratitude to Almighty Allah for giving
us the courage and capabilities to bring our efforts to the level of fruition in the
form of producing young graduates and post graduates. These young men
and women, by the grace of Almighty have been academically and
professionally groomed to accept responsibilities with confidence and
assurance. Our students are groomed in such a way that their minds and
capabilities are not confined to the coverage of prescribed courses of
studies or to the passing of examinations only. They acquire the power to
ponder over the issues related to their relevant field of studies independently
on modern lines appreciated and acknowledged all over the world.

and intellectual input. I congratulate them all on their successful
accomplishments. They would now be embarking on the journey of practical

their parents, but of the whole Pakistani community, as well.

Respected ladies and gentle men!
The responsibilities of a university are not confined to only imparting
academic instructions to the students. Universities are the fountain springs
of new knowledge, new discoveries and exploration of new frontiers of
information. We at BUITEMS, are constantly focused on creating the culture
of research and inquisitive learning. Our students are exposed to real-life
issues and conditions for the development of their talents and capabilities.
That's why our graduates and post graduates who passed out previously
found ready acceptance in the job market. The feedback received about our
alumni is really heart-warming and encouraging. Some of our students are
picked by prominent employers even before they complete their programs of
studies. Organizations like SUPARCO and PCSIR are there to testify this
claim.

It is gratifying to note that Balochistan University of Information Technology,
Engineering & Management Sciences is rapidly advancing towards the goals
set for this young institution. Our vibrancy as an academic and research
institution is geared by our motto of quality and excellence in education. Thanks
to effective planning and dedication of the faculty and administrative
colleagues, our educational accomplishments are constantly multiplying.

An institution of higher education can make its mark only if there is a clear
vision and avowed objectives. Our vision is focused on being amongst the
leading universities of the world - accessible to all, imparting quality
education and promoting cutting edge research. For the realization of this
vision, we are depending upon curricula selected in the light of contemporary
needs, highly qualified and dedicated teaching faculty , laboratories and
latest equipment, library and atmosphere conducive to the promotion of
learning. About two years back, we sent a number of our young faculty
members for higher studies abroad and it is a matter of elation for us that
they performed impressively well and have returned to BUITEMS to add to
the brightness of our faculty resource. Our endeavor is to impart quality
education to the students within our financial and socio-political limitations.
Respectable ladies and gentlemen,
I am pleased to bring on record that, within a short period of six years, we
have brought about a radical change in the concept of education. We have
been inviting researchers, educationists, scholars, mind scientists and
intellectuals of national and international fame to address our students and
faculty members. The advantages of such addresses have yielded two
pronged benefits. On the one hand our people and particularly our students
have benefited from the gems of knowledge provided by eminent scholars
and on the other hand, the visitors carry glowing impressions about BUITEMS

We are committed to inculcate in our students a value system which grooms
them into respectable citizens and equips them with skills and proficiency
for successful achievement of goals and objectives beneficial for the whole
country. Many segments of our diverse society are suffering from lack of
tolerance and respect for opinions and rights of others. Sublimation of wild
sensibilities and adoption of a tolerant approach are the key to social
cohesion and mutual progress. We at BUITEMS are endeavoring hard to
instill such essential traits in our students. Only those nations are
destined to flourish which build in themselves the capability to compete and
surge ahead by dint of hard work and industry. Unless this reality is realized,
we'll continue to be chagrined by our approach of seeking favors without
rising to deserve any privileged treatment.

According to Aldous Huxlay's views in " Brave New World" , those at the top
of the bell curve are the most sought out commodities. I strongly
recommend to you to keep on with your efforts to be among the best, not
only in respect of knowledge, but also in practice. Character, courage,
industry and professionalism are the fundamental assets of a successful
person. Do not underestimate your potentials; be positive and optimistic and
Insha Allah, you'll be able to cruise to greatness.

My dear Engineer Ahmed Farooq Bazai, Vice Chancellor BUITEMS, Learned
Faculty Members, successful Graduates & Post Graduates, Distinguished
Guests, Ladies and Gentlemen.
Assalam-o-elakum!
It is an exhilarating experience for me to preside over the 4th convocation of
the Balochistan University of Information Technology, Engineering and
Management Sciences. I am really proud of being present at a ceremony
where talented young men and women got the fruit of their hard work and
intellectual application in the form of degrees and medals. It is gratifying to
note that BUITEMS has taken glorious strides forward since her
establishment just a few years hack. No doubt BUITEMS stands as a model
institution of higher education. I heartily congratulate you, Mr. Vice Chancellor
and your learned faculty on the accomplishment of a valuable task. I can
explicitly foresee that this university will develop into one of the renowned
universities of the country.

Since the universities are the places where much wisdom and knowledge is
created and accumulated, the government and the public are justified in
expecting them to play their role in moulding the over- all personalities of our
youth as well as in guiding the national outlook. We expect the students to
have capacity and brains to avail of the educational facilities and the valuable
knowledge of the learned faculty members for the sake of preparing
themselves to handle the available resources, efficiently. They are expected
to deal with the problems of technology demands and problems of
commercial, social and political life. At the same time, they should be familiar
with the best thoughts of the best thinkers. Their lives should be enriched
with the ripest fruits of the generations gone before us. We must want them
to be fit in the fullest degree for becoming productive citizen in the
community.

The present age is a time of great challenges for our universities, yet as
remarked by the modern day sages "we are in an age of possibilities".
BUITEMS has opened up a new world of experience and opportunities for
the students. I trust that the completion of a BUITEMS degree program will
pay them lifelong dividends. A university education remains one of the very
best investments, one which generates enhanced career opportunities and
an enriched quality of life.
Our society doesn't mean a collection of individuals striving to gain personal
material ends. It comprises people, such as you and I, who believe that by
working together we can enjoy more meaning full lives, we can build stronger
fraternities and we can leave behind a substantial legacy of social harmony
and progress in Pakistan for our children and for the children of our children.
Ladies and gentlemen!
The young men and women passing out to day must pledge to put all their
knowledge and talent resources for serving the Pakistani nation and winning
repute not only for themselves but for their country as well. They owe this
debt to their mother land and to their university that they repay it with their
high class dedicated services to their fellow citizens and raise the image of
their alma mater.
Dear graduates!
These are times of extra - ordinary changes and accomplishments.
Everyone of us must make all out efforts to capitalize on the remarkable
opportunities available to us and maintain, rather enhance, the fame of
BUITEMS as one of the best universities for education, research and
knowledge - generation.
Let me end my speech with offering congratulations to the budding
graduates who received their degrees and medals today and I wish them
ever greater success in future. I also congratulate the Vice Chancellor,
Engineer Ahmed Farooq Bazai, his very able management team and highly
capable and knowledgeable faculty members on their achievement in the
form of producing competent and forward looking builders of the future of
this province and this country. I hope such dedicated and quality service to
the Pakistani nation will not only continue unabated in future, but will also go
on gaining new heights of standard and success.

May Allah lead all of us on to the path of righteousness and virtue and guide
us on the way of utilizing our knowledge in our practical lives. May further
honor and glory come to the recipients of degrees today and may they serve
the nation and the country in true spirit of faithfulness.
Allah! Inspire these young men and young women with the earnest desire of
expanding their knowledge further and give them the capability of
contributing positively to their respective branches of study. Allah! mould
their minds and hearts according to the teachings of Islam and make them
follow the path of truth with zeal and determination. Ya Allah! Inculcate in the
minds of these young men and women, the sense of gratitude to their

make them aware of their weaknesses, so that they may be able to shun
