FOR MEMBERS ONLY
OCT - DEC 2015
MESSAGE FROM THE PRESIDENT
A “HAPPY NEW YEAR 2016” and may the year 2016 bring continued good health and
happiness to us and our families. Likewise, may the year 2016 bring further progress to
RAFOC in its objects and activities.
The last quarter 2015 saw three major activities organised by RAFOC. The “Annual
Golf“ was successfuly held in October, the “Deepavali Lunch” in November and the
“Annual Dinner” in December. I am pleased to note that all these activities were well
participated and supported by our members and other retired Armed Forces officers.
Our Executive Committee was kept busy during the quarter. In addition to the
committee meetings, representatives from our committee attended a discussion
organised by JHEV to prepare a blueprint on the Armed Forces veterans for the Minister
of Defence and a briefing on the registration of the Armed Forces veterans’ associations/clubs with JHEV as
required by the Akta Veteran 2012. In addition, representatives from our committee continued to visit our members
and other retired Armed Forces officers in HAT Tuanku Mizan, Kuala Lumpur during the quarter. Our Deepavali
Lunch, Annual Dinner and Golf Sub-Committees were also kept busy organising their respective activities during
the quarter. Our RAFOC Secretariat continued to provide information to our members on the activities of RAFOC
as well as news on our members and other retired Armed Forces officers via the internet, website, whatsapp and
sms.
On membership, I am pleased to welcome another 14 retired Armed Forces officers as new members of
RAFOC during the quarter. At the same time, I note with sadness the passing of six of our retired Armed Forces
officers during the quarter.
2015 was another good year for RAFOC. We were able to hold our normal activities less the scheduled forum
and the gof game with the Alumni PTD. 70 new members registered during the year, thus increasing our membership
total to 694 members (less 47 who are no longer with us) as at 31 December 2015.
I trust 2016 will continue to be another good year. The Executive Committee will discuss the activities to be
held in 2016 at our next committee meeting. Nontheless RAFOC will continue to hold the activities held in 2015 and
possibily with one or two other activities.
Financially, our funds are good enough to keep RAFOC going for the year 2016, with the surplus from our
Annual Dinner and other donations/contributions in 2015. The committee is looking for ways to improve our financial
standing for the long term objects of our Association. I welcome solutions from members on this matter.
On membership, our membership is still small compared to the number of the Armed Forces officers who
have since retired or left the Armed Forces. I urge members to assist to get their intake members who are still not
members to register as members. We need to increase our membership so that RAFOC can truly represent the
retired Armed Forces officers’ community.
Thank you for your particiption and support during the year 2015 and I look forward to your continued
participation and support in the year 2016.
Till we meet, Salam Setiakawan!
JENERAL TAN SRI DATUK DR. MOHD GHAZALI BIN DATO’ MOHD SETH, (Besara)
President

All in all, it was another good and successful
gathering amongst the retired Armed Forces officers an occasion for them to meet each other, to ask what’s
new and to have a memorable day of golf and reminiscing
the good old days amongst friends. This was made
possible by RAFOC.
It was good to see Jen Tan Sri Abd Rahman bin Abd
Hamid, (Bersara), our Deputy President, who could not
play on that day and Puan Sri Rosliah during lunch and
the prize-giving. Jen Tan Sri Mohd Ghazali bin Dato’ Mohd
Seth, (Bersara), our President had to attend the UPNM
Convocation on that day. He is one of the two UPNM
Vice-Chancellors. Five non-golfers joined the golfers for
lunch.
Our big THANK YOU to Brig Jen Dato’ Mohd Radzi
bin Ahmad, (Bersara) and his Golf Sub-Committee
members supported by our RAFOC Secretariat for a job
well done, albeit a few short-comings here and there.
Our thanks to Jen Tan Sri Abd Rahman bin Abd Hamid,
(Bersara), Jen Tan Sri Mohd Shahrom bin Datuk Hj
Nordin, (Bersara), Laksda Dato’ Musa bin Omar,

than the necessary payment required. The Chairman and
members of the RAFOC Golf Sub-Committee hope you
enjoyed the golf game and meeting each other on that
day.

DEEPAVALI LUNCH
The “Deepavali Lunch” (organized by RAFOC) was
successfully held on Sunday, 22 Nov 2015 at the
Swimming Pool Foyer, Wisma Perwira ATM, Kuala
Lumpur – the best gathering that RAFOC ever had at
the swimming pool foyer. Nearly 200 members and their
wives/families turned up. The lunch was to provide the
occasion for our members to get together and to facilitate
our Hindu members to host a “Deepavali Lunch” for the
other RAFOC members and their wives/families.
Prior to the lunch proper, from 1100 to 1215 hours,
an updated briefing/discussion on “The Terms & Benefits
of Our Retirement” was held. Unfortunately only 30 or
so members and their wives attended the briefing which
was chaired by our Brig Jen Dato’ Adnan bin Ali,
(Bersara), Committee Member/Chairman of our
Retirement Sub-Committee. The briefing was well
presented by Mej Nor Shamsinar, SO2 Pencen, JRP.
Also present were Kol Hamdan bin Yaccob, Pengarah
Operasi, JRP, Armed Forces HQ and Mej Rahim bin
Musa, SO Pencen, JHEV. A number of issues were raised
by those present, which will be addressed by the
representatives from JRP and JHEV.
At 1215 hours, all adjourned to the Swimming Pool
Foyer for the “Deepavali Lunch” proper. The arrival of
our RAFOC President, Jen Tan Sri Datuk Amar Dr. Mohd
Ghazali bin Dato’ Mohd Seth, (Bersara) was met with
the beating of the “nadeswaram” traditional music. This
was followed by the lighting of the Deepavali light by Tan
Sri Mohd Ghazali, as the guest of honour.
The turnout was very encouraging indeed and was
more than expected, some brought their grand-children
along. Many who came were first timers to our RAFOC
gathering and to the mess. Amongst those present were
three mantan PAT and two mantan PTD. It was good to
see amongst others, Lt Kol Tan Siew Soo, (Bersara) and
wife, Kol I. Natarajan, (Bersara), who is already 90, Lt
Jen Dato’ Seri Mohd Daud bin Abu Bakar, (Bersara) and
his son and the many who were ever present in all our
RAFOC activities. Five non-members registered as
members of RAFOC whilst another 10 took the
application forms to be submitted later.
22 Hindu members, many in their traditional “kurthas”
and their wives in their colourful “sari”, were there to play
host led by Mej Jen (Dr) Dato’ Mohanadas Ramasamy,
(Bersara) and Datin Thilagavathy, and Mej Ganeson
Alwar, (Bersara) and Puan Nomita. The food was super,
befitting the “Deepavali Lunch” and were more than
enough for all - Indian dishes and delicacies ala stall
service plus two roasted lambs, sponsored by Mej Dato’
S. Murthi, (Bersara). Pak Wan, the violinist and singer
were there to entertain those present, complimented by
the rendering of a number of songs by our own veteran
singers, namely Tan Sri Mohd Anwar, Tan Sri Mohd Azumi
and wife, and Lt Kol Dzulkarnain. The event did not end
until near 1600 hours with Tan Sri Mohd Shahrom and
his family being the last to turn up.
BERITA RAFOC 04 / 2015
All in all it was another good RAFOC gathering where
members met each other, to acquaint anew. The
atmosphere was filled with nostalgia, joy and happiness
with old comrades hugging and shaking hands with each
other, some meeting for the first time since leaving the
Armed Forces. This was made possible by RAFOC!
Our thanks to Mej Ganeson Alwar, (Bersara),
Committee Member/Chairman of our RAFOC “Deepavali
Lunch” Sub-Committee and his members for a job well
done. Our thanks to all our Hindu members and their
wives who were present to play host and to the many of
them who chipped in their contributions to sponsor the
lunch. Our thanks to the PMC of the Wisma Perwira ATM
for allowing our lunch to be held at the mess and to the
mess caterer for all the arrangement. Last, but not least
our thanks to all who turned up to make the gathering a
worthwhile effort by the lunch sub-committee.

step down as President; so will the incumbent Vice
President (Army) and Honorary Secretary. Our RAFOC
Constitution stipulates that a member can only hold a
post in the committee for a maximum three 2-year terms
- they would have done the three 2-year terms come our
Annual General Meeting in 2016.
This year the menu was again ala western and those
who attended had the choice of beef, lamb, chicken or
fish as the main course, served warm. Everyone enjoyed
the food and for most, if not all, had what they preferred

Air Force cadets), three from RMAS Intake 36 (including

Mohd Seth, (Bersara), our RAFOC President.

Putra Jamalullail, Raja Perlis. The award this year carries
a contribution of RM5,000.00 from RAFOC to a
charitable organization in the name of YB. Senator Tan
Sri Mohd Anwar.
All in all, it was another good and well attended
dinner, an occasion for the retired Armed Forces officers
and their wives to get together, to acquaint anew and to
“tanya-tanya khabar”. Some had not met each other
since they left the Service, and for some, since leaving
their cadet training institutions. The dinner officially ended
at 2359 hours but a good number stayed on till 0130
hours – an occasion made possible by RAPOC.

who rounded up their intake members, other individuals
for their assistance, our guests and all who attended
the dinner. Last but not least, our thanks to the
management and staff of Royale Chulan Kuala Lumpur
for the various arrangements for the dinner, in particular
the food. We will be back at the hotel for our Annual
Dinner in 2016!

YB. SENATOR LAKSAMANA TAN SRI
MOHD ANWAR - TOKOH RAFOC 2015
Once a year, RAFOC recognize and honour one of our
retired Armed Forces officers who has contributed to the
activities and the well-being of the Armed Forces
veterans’ community, as “TOKOH RAFOC”.
This year our RAFOC Executive Committee
recognize and honour YB. Senator Laksamana Tan Sri
Dato’ Setia Mohd Anuar bin Mohd Noor, (Bersara) as
our “TOKOH RAFOC 2015”. The presentation of the
award was made during the “Retired Armed Forces
Officers’ Annual Dinner” held on Sunday, 13 December
2015 in Dewan Taming Sari, Royale Chulan Kuala
Lumpur, by DYMM Tuanku Syed Sirajuddin Jamalullail
ibni AlMarhum Tuanku Syed Putra Jamalullail, Raja
Perlis.
YB. Senator Tan Sri Dato’ Setia Mohd Anwar bin
Mohd Noor, (Bersara) was born in Alor Gajah, Melaka
on 12 March 1950. He had his primary education at the
HMS Naval Base Secondary School, Singapore until
1968. He was then selected to attend the officer cadet
training in the Britannia Royal Naval College (BRNC),
Dartmouth, United Kingdom in September 1969. He was
commissioned as a Sub-Lieut in September 1971 and
started his military career as a Navigation Officer on
board KD Jerai in December 1971.
His career in the Malaysian Armed Forces spans over
40 years. He has held various staff and command
appointments in the Royal Malaysian Navy, in sea and
ashore, culminating in his appointment as Chief of Navy
on 13 August 2003. He also held the post of Assistant
Chief of Staff (Personnel Services), Armed Forces HQ
from 5 February 2000 until his appointment as Deputy
Chief of Navy on 13 August 2002. On 27 April 2005, he
was appointed Chief of Defence Force, the first nonArmy officer to be appointed to such appointment, a post
he held until 1 February 2007. On 12 March 2008, he
retired from the Armed Forces on reaching the
compulsory retirement age of 58.
On retirement, he was appointed Chairman,
Lembaga Tabung Angkatan Tentera, (LTAT), the Armed
Forces Consolidated Fund. In addition to LTAT, he is a
board director in a number of companies, private and
listed. He is also the Chairman on the UPNM Board.
BERITA RAFOC 04 / 2015
His involvement in the social and organizational
activites goes back to his service days. On leaving the
Armed Forces, he was elected President of the Royal
Selangor Golf Club (2010-2013); President of the
RMNOA (2000-now). In 2012, at the request of many,
he offered to lead the leading veterans’ association in
the country and was elected unopposed as the new
President, Persatuan Bekas Tentera Malaysia, (PBTM)
for the 3-year term (2012-2015). In 2015, he was returned
unopposed as its President for another 3-year term
(2015-2018). Under his leadershi p, PBTM was
rejuvenated as a new entity with new directions and
culture. In 2014, the name of PBTM was change to
“Persatuan Veteran ATM” (PVATM). He has since made
his impact felt at the national and state levels.
In April 2015, he was appointed and sworn in as a
Senator for a 3-year term (2015-2018), a post which was
earlier held by the President/Deputy President of PBTM
until 2000. His presence in the Dewan Senate will
undoubtedly provide the opportunity for the interests of
the Armed Forces veterans to be heard by the august
house, for that matter, by the nation.
At the international level, he was elected Deputy
President of the World Veterans Federation (WVF) at its
50th World Congress held in Poland in September 2015.

and accolades in recognition of his leadership and
service, and was bestowed the Panglima Mangku Negara
(PMN), which carries the title of Tan Sri, by SPB Yang
Di-Pertuan Agong. He has also received distinguished
medals from foreign governments such as the Ordre
National De La Legion D’Honneur from France and the
Command of the Legion of Merit from USA.
For his prominence and contributions towards the
retired Armed Forces veterans’ community, at the national
and international lev els RAFOC honoured and
recognised YB. Senator Laksamana Tan Sri Dato’ Setia
Mohd Anwar bin Mohd Nor, (Bersara) as “TOKOH
RAFOC 2015”.

In addition to those mentioned above, there were
also a number who were commissioned directly as PD

as well as other General Duty officers, Workshop
Executive Officers and Quartermasters in the year 1965.
Unfortunately, we do not have the records of these
officers at present. Our RAFOC Secretariat is working
with JRP to get the list for our future recognitions.
All in all, it was a good event, held as part of the
programme for the Annual Dinner. RAFOC will continue
to recognise the retired Armed Forces officers who were
commissioned 50 years since the year of the annual
dinner. In 2016, RAFOC will recognise those who were
commissioned in 1966. But the recognition will only be
accorded to those who will be at the dinner.
Lt Kol Tengku Ismit bin Tengku Suleiman - SSC 07
Jen Tan Sri Ahmad Saruji bin Che Ros, TUDM - SSC 07
To those who were commissioned 50 years ago in
1965, we wish them nostalgic memories of their
training days and the day they were commissioned.
(Note: The above facts and figures may not be 100%
correct. Our RAFOC Secretariat welcome any comments
and corrections on and from the above intakes).
