Clam Bayou Improves Amid Cleanups
By Colin O’Hara
“I’ve got my rubber
gloves and waders. The
water doesn’t touch me,”
resident Grover Griffin
said during the Clam
Bayou cleanup Saturday,
October 17. Despite the city of
St. Petersburg’s recent
pumping of over 15 million
gallons of raw sewage into
the bayou, a crowd of 35
people came out to the
bi-annual cleanup of the
nature preserve as part
of the Great American
Cleanup sponsored by
Keep Pinellas Beautiful
and the city of Gulfport.

By Colin O’Hara
Pick and chose your favorite
topic, because Gulfport City Council
covered it all this week at their
regular meeting Tuesday, October
20. From schools to police to awards
and the senior center – there was
something for everyone.
The Loews Don CeSar Hotel on St. Pete Beach,
nicknamed the “Pink Palace,” was recently named the
2015 winner of the “Best Historic Hotel in America” in
its size category by the Historic Hotels of America trade
organization. The 277-room hotel, located at 3400 Gulf
Blvd., was built in 1928 and is a landmark for visitors
and locals alike.
“The Don CeSar Hotel is a national treasure,” said St.
Pete Beach Mayor Maria Lowe. “We are proud to have
this iconic piece of architecture in our home town. The
Pink Palace welcomes all who cross the new Medal of
Honor Bridge as a beacon of serenity for those who visit
and live in our city.”

Finance Director Honored
Cheryl Hannafin, the finance
director for the city of Gulfport,
was the spotlight that kicked off
the meeting when she was honored
with a certificate of achievement
for
excellence
in
financial
reporting. According to the agenda
memorandum, the Government
Finance
Officers
Association
established the award in 1945 and
is the highest form of recognition
in governmental accounting and

Gulfport Library Adds
Seeds to Their Stacks
Let’s get growing! The Gulfport
Public Library is proud to announce
the addition of a seed library to the
extensive list of offerings at the
library. By doing so Gulfport Library
will be one of a ‘growing’ number of
libraries throughout the country that
have decided to provide a collection
of this nature.
So how does it work? Just come on
in and “borrow” some seeds (promise
there won’t be any late fees), and
get growing! In their commitment
to the seed library, they will provide
informational programs throughout
the year concerning gardening and
have resources available from the
County Extension.
All they ask is that you “get
growing” with your seeds and
whenever possible “return” seeds
from mature plants and vegetables
so that they can make them available
to others. This special collection will
open next week.

Council, from front page
Gulfport’s First Poet Laureate
Several presentations followed,
including the announcement of the
Gulfport’s first poet laureate.
“The winning poet is Peter
Hargatay,” said Director of Library
and Information Technology David
Mather. “He is a resident of Town
Shores and is a retired English
professor whose native language is
Hungarian.”
Mather explained that when
Hargatay was nine years old, he
and his family escaped communist
Hungary and came to the US. He
learned English from a high school
classmate who would later become
his wife, and went on to teach
English at the university level.
Senior Center Renovations?
Much focus was then turned to
the proposed renovations for the
Gulfport Multi-Purpose Senior
Center. The center has not seen
any significant renovations since
it opened in 1983, and the city is
looking to update the space to better
accommodate
the
community’s
growing senior population.
“We went through an exhaustive
effort analyzing the current space,”
Phil Trezza of Harvard Jolly
Architecture said.
Trezza presented two options in
detail to council.
“The first option is to selectively
demolish the multi-purpose center
and build additions,” Trezza said.
“The second option is to explore
the option of building a brand new
building.”
According to the presentation
provided by Harvard Jolly, the
total cost for the first option would
be an estimated $3.762 million. To
complete a totally new building
would cost about $4.5 million.
“This is step one to analyze space
and use of the building,” said City
Manager Jim O’Reilly.
Senior Center supervisor Rachel
Cataldo presented council with the
results of a survey regarding center
services and to decide whether to
extend the hours. The survey was
conducted via Internet with Survey
Monkey and saw 103 total responses
from residents.
“Overall satisfaction; we’ve got 88
20
percent,” Cataldo said. “We also have
85 percent of participants saying
‘yes [the hours of operation] we have
available now are accommodating.’”
Crime Statistics
Police
Chief
Rob
Vincent
presented a crime report for council
showing almost all areas of crime
are decreasing, except for one.
“Auto thefts are the one area
where it continues to move in the
wrong direction,” Vincent said. “The
numbers still aren’t very high. When
you look at us in comparison to St.
Petersburg, our rates are much
much lower.”
Chief Vincent stressed that
locking vehicles is the first step in
preventing auto thefts.
Proposed Bike Trail
Attention then turned to the
proposed bike trail with O’Reilly
giving an update on the process.
While the original plan has been
scrubbed, a new plan is in the early
stages of development.
“The trail revisions have been
drafted. They are very simple, basic
and fundamental,” O’Reilly said.
“When we receive the final drafts,
we will share them with council.”
O’Reilly shared the draft version,
which turns its focus closer to Clam
Bayou.
“The trail actually takes place
around the Clam Bayou ponds. The
10-foot-wide trail will be around the
north ponds of Clam Bayou. It will
then head west on 26th Avenue to
49th Street. It will then proceed
south on 49th Street to 28th Avenue
where it will turn west and go buy
council member Brown’s house to
55th Street to the library and Beach
Boulevard,” O’Reilly said.
The finalized draft will be
presented at a later date.
Equipment Purchases
Some of the housekeeping items on
the agenda included authorization
for the purchase of several city
vehicles.
Council agreed to the resolutions
in purchasing:
-One 2016 Chevy Express cargo
van for the public works department
to replace the aging van currently
in use since 1995. This will cost
$23,706. It will be purchased under
budget.
-One 2016 Chevy Silverado
pickup truck for the public works
department to replace the current
truck purchased in 1991. The truck
will cost $21,573.25 and will be
under budget.
-One Toro Workman Heavy Duty
ACG for the public works department
to replace the one purchased in 2001.
The equipment costs $18,152 and is
under budget.
-One multi-passenger Ford SUV
for the Gulfport Police Department.
The vehicle costs $23,372 and will be
paid for with the Law Enforcement
Trust Fund.
-Two 2016 Dodge Chargers that
will be fitted as police cars. The
Charger was chosen due to its rearwheel drive and and performance
capabilities. Two Chargers plus
additional police equipment will cost
$76,568.

Chabad Celebrates
Scroll Completion
The Jewish community of St.
Petersburg will be completing and
welcoming the Leah Ahuva (Lynzee)
Press Community Torah scroll,
Judaism’s most sacred object, with a
unique and celebratory ceremony at
the Chabad Jewish Center of Greater
St. Petersburg, 4010 Park St.N.
An expert ritual scribe will ink
the final letters of the magnificent
scroll, as done 3,300 years ago for
the very first time by Moses. Written
specifically for this community by
a scribe in Israel, the Leah Ahuva
(Lynzee) Press Community Torah
is dedicated by Steve and Mona
Press in loving memory of their
daughter, Leah Press, along with
the participation of many other local
individuals.
The completion ceremony will
take place on Sunday, November 22
at 2 p.m., when the scribe will finish
inscribing the remaining Torah
letters. Following the completion of
the Torah, the sacred scroll will be
taken to the streets under a traditional
canopy in a joyous procession that
will include live music, torches and
dancing.
The celebration will continue at
Chabad with live music and dancing
and crafts for children, and a buffet
dinner, all free of charge. For more

Gulfport City Council Meeting
Public Comment
& Council Quotes
“Beer taps,” was the answer given by David Mather when Councilman
Dan Liedtke asked what was one of the most requested improvements to the
Gulfport Senior Center.
“Everyone complains about trash, Clam Bayou, and this and that,
but the majority of people at the Clam Bayou clean up were not
from Gulfport. If you’re going to complain about the trash around
the bayou, please come next year and help pick it up.” – Councilman
Michael Fridovich, who attended the Clam Bayou cleanup Saturday.
“We have cancelled the Gulfport Under the Stars event due to
lack of ticket sales.” – Councilwoman Christine Brown. Brown is also on
the board of the Gulfport Historical Society, which puts on the event.
“This coming weekend we have Junk in the Trunk. It is the second
anniversary of the event. Over the years, we have collected 40 tons
of stuff and 20 pallets of electronics. And this weekend we will have
cake.” – Gulfport Neighbors President Margaret Tober.
“I might be the luckiest man in the world. I’ve got the best job
in the world. I help kids, I help my staff and I help the school
community every day.” – Boca Ciega High School Principal Michael
Vigue. Vigue and Gulfport Elementary School Principal James Pribble
presented information on the state of Gulfport schools, including statistics
on increased graduation rates in high school. Community Garden

ARIES (March 21-April 19).
Should you be wary of help, accept
it or reject it flat-out? This line of
questioning is symptomatic of a
disconnect with your intuitive self.
When you're in tight with your
intuition, you know immediately
whom (and whom not) to trust.
Figure out what's coming between
you and your gut instinct, and get
rid of it.
TAURUS (April 20-May 20). The
more you understand people the
better off you'll be this week. Even
when people are doing things out of
the goodness of their hearts, there
are still motivations to be aware
of if you're on the receiving end of
things. Also note: If it has strings,
it's not a gift; it's a negotiation.
What are you willing to do?
GEMINI (May 21-June 21). If
they think you want to be noticed,
they don't know you all that well.
You're not interested in drawing
attention to yourself, only in
fulfilling your potential. The
attention you get (and this week
you'll get a lot because everyone
likes you so much) may even feel
uncomfortable, though you'll find it
easy to be gracious.
CANCER (June 22-July 22).
People have different strengths.
It wouldn't be a bad idea to keep
that in your head as a mantra this
week when said "people" are acting
like idiots around you. There's
something else they are good at
that's not showing up in that
particular moment. Extra points
if you can be patient and keep an
open mind.
LEO (July 23-Aug. 22). The
obedience, discipline and courage
you needed in the early stages of
a learning process have now given
way to new needs. It's going to take
curiosity, total understanding and
innovation to jump to the next level
of mastery. And don't worry -- all of
this is already inside you.
VIRGO (Aug. 23-Sept. 22). There
are many ways to control the
44
conversation. Distraction, diversion,
aggression, domination through
passive victimhood -- the list goes
on. Bottom line: The person who is
stopping the free and fair discussion
is stopping the truth from coming
out. Why? In this motive, you'll find
liberating information.
LIBRA (Sept. 23-Oct. 23).
Blushing can be a response to
romantic feelings, embarrassment
or anger among other things -- all
feelings that are so different from
one another but elicit the same bodily
response. As for those butterflies in
your stomach this week, an array
of interpretations could apply. Pick
one that empowers you!
SCORPIO (Oct. 24-Nov. 21).
Castles in the air are fun to build
but hard to live in, if only for the lack
of flooring. Luckily, this week you'll
meet foundational people. Note
that they may not be as glamorous
as, say, the castle interior decorator
types. These are the reasonable,
realistic people who are absolutely
crucial to grounding your plans.
SAGITTARIUS (Nov. 22-Dec.
21). As far as the "haves" and "havenots" go, you often wonder which
category you fall into. Both seem
to apply! Investigate the question
further this week because you'll
only be as abundant as you feel.
Wealth will come from knowing
your real resources and using them
well.
CAPRICORN (Dec. 22-Jan. 19).
In certain moments, you wonder
whether your efforts and attention
have been misplaced. But this
week, what gives you a lift, saves
you from a bind or makes you feel
proud is a relationship or endeavor
you've invested a great deal of time
and energy into. You can feel good
about that!
AQUARIUS (Jan. 20-Feb. 18).
When you're genuinely curious
about someone, it's easy to give that
person a quality level of attention.
It takes character and heart to give
that same quality attention even
when your immediate interest is
low. Emotional generosity is just
how you roll. You ask the questions
that draw people out and you in.
PISCES (Feb. 19-March 20).
Before the construction comes the
deconstruction. The teardown before
rebuilding is easier to stomach
if the rebuild is in your plan. But
life often doesn't give you all the
information upfront. Whether you
know it or not, there is a grand
renovation in the works. Trust that
whatever happens, it's necessary to
the project.

Whoever makes a will in the State
of Florida must be at least eighteen
years of age. Your will must be in
writing. You must be of sound mind
or be competent when you sign
your will. A will must be witnessed
in a special manner when you sign
it. This requires that certain legal
formalities be observed at the time
of execution of the will. Finally, in
order to be effective, a will must be
acceptable to the Probate Court.
It is not a good idea to cross out
words or add words to a will after the
will has been signed and executed. If
you write on the will after you have
signed and executed it, you run a
serious risk that some or all of the
will may be determined by a Probate
Court Judge to be invalid.
Why Do I Need a Will?
Everyone needs to have a will.
People with minor children need wills
so that they can name a guardian for
their minor children in the event of
death. A will enables you to decide
who gets your property. Without a
will, the laws of the State of Florida
decide who gets your real estate
and personal property. A will also
allows you to name who will manage
the distribution of your estate. This
party is known as the personal
representative under Florida law.
Is My Current Will
Still Good?
That depends. As long as your current
will meets the formal requirements for
a legal will in Florida, it is "good" until
you change or revoke it in accordance
with Florida law. You can change your
will as often as you wish so long as you
comply with the legal requirements
concerning capacity, fraud, undue
influence, duress and meet the formal
requirements for a will in the State of
Florida. Both monetary and personal
changes in your life may require a
change in your will. For example,
divorce, marriage, birth of children,
and deaths of relatives may be a
reminder to review the adequacy of
your current will. In addition, tax law
changes and a change in the amount
or makeup of your estate may make it
advisable to change your will to better
serve your legal heirs.

Gulfport Chief Addresses Council on Crime
By Colin O'Hara
Gulfport Police Chief Robert Vincent addressed the state of crime at the
Tuesday, October 20 city council meeting and presented statistics showing
overall improvement of the city’s crime.
“Auto thefts are the one area where it continues to move in the wrong
direction,” Vincent said. “The numbers still aren’t very high. When you look at
us in comparison to St. Petersburg, our rates are much much lower.”
Vincent and the Gulfport Police Department continue to strongly urge
citizens to take the necessary first step in preventing this sort of crime by
locking car doors all of the time.
“Crime trends are moving in the right direction,” Vincent said. “Violent
crimes have been consistently going down over the past five years.”
Vincent also boasted that the clearance rate on crime have increased thanks
to analyzing crime better.
“This is pretty confidence-inspiring. The clearance rate is the rate at which
we are resolving crimes,” Vincent said. “The national average is about 20
percent and we’re on schedule to be at over 27 percent.”
Vincent credits this climb to long tenure of police in Gulfport and analysis
which includes linking cases that normally would not have been linked
together.
Council also heard recommendations from City Manager Jim O’Reilly about
the upcoming contract negotiations with American Traffic Solutions who run
the city’s red light cameras.
Council had the option to either discontinue the red light camera program
or renew the contract with ATS.
“I do not recommend you renew this contract,” O’Reilly said.
The contract ends in March of 2016.
