3-month Extension to Phase 1 with additional funding
UNOFFICIAL SUMMARY
This letter extends Pha~~e- 1 by three months and commits additional funding to the Phase 1
amount. The updated Performance Framework and Summary Budget for Years 1a2b, which
contain targets and a budget for this extension period, are also attached. The annual progress
reporting requirements have also been removed.
Dear Dr Bukoshi
We are writing this letter to provide you with a three-month extension to your Round 7 HIV I AIDS
Novated and Amended Grant Agreement. The Phase 1 Ending Date is changing from 30
September 2010 to 31 December 2010. We are also increasing the Grant amount EUR 448,561.
The purpose of this extension and funding is to ensure that Program activities continue while the
Phase 2 decision is being made. This extension does not mean that Phase 2 of the Program has
been approved. If the Global Fund decides to commit funding for Phase 2 of the Program, the
overall five year term of the Grant Agreement will remain the same. The Phase 2 Ending Date
remains 30 September 2013.
We have attached an updated Performance Framework, which contain targets for the extension
period, and a Summary Budget that includes the additional funds being committed.

This Grant Agreement was changed before by Implementation Letter dated 3 February 2009 and
Novated and Amended Grant Agreement effective 1 October 2009.

In addition, we would also like to inform you that in March, 2010 the Secretariat of the
Global Fund decided that Principal Recipients are no longer required to submit Annual
Progress Reports to the Global Fund. As a result the Grant Agreement shall be amended
as follows:
(1) Delete Article 15 (b )(ii)of the Standard Terms and Conditions entitled
Annual Progress Reports so that Article 15 (b) shall now read as follows:
uPeriodic Reports. The Principal Recipient shall, not later than 45 days after the
end of each reporting period indicated in Annex A to this Agreement, report on the
progress towards Program objectives and targets for that period indicated in Annex A.
The Principal Recipient shall submit periodic reports on the form specified in Annex A.
For the period in question, the Principal Recipient shall explain in the report any
variance between planned and actual achievements and between planned and actual
expenditures. "
(2) Delete the block in Section A of the Performance Framework entitled
"Annual Report Due Date."

Updating the following blocks on the face sheet:
Block 4A:
Modification Number: 3 (Implementation Letter 2, dated 25 June 2010);
Block 6:
Phase 1 Ending Date: 31 December 2010;
Block 8:
Grant Funds: EUR 2,137,121 (Two Million One Hundred Thirty-Seven Thousand
One Hundred and Twenty One Euros);

Replacing the attachment to Annex A called "Performance Framework Year 1&2a:
Indicators, Targets and Periods covered" with the revised attached document called
"Performance Framework Year 1&2b: Indicators, Targets and Periods Covered"; and
(5)
Replacing the summary budget in Section C of the Summary Budget 1&2a of the Novated
and Amended Grant Agreement with the summary budget contained in "Summary Budget
1&2b."
The new face sheet of the Grant Agreement is also attached.
All other terms and condition of the Grant Agreement remain the same.
The above changes take effect after you sign this letter. Please confirm your agreement to these
amendments by signing the enclosed copies of this letter and returning one copy to us.
