Community Profile:
Frome
Towns
This area profile pulls together a range of information about the Frome area and the people
who live there.
no map available
Frome has its own parish and contains five wards. With almost 1 in 4 people of Mendip district
living here it is the largest town within the district and the 4th largest in Somerset.
The population of 27,282 lives in area of 832 hectares resulting in a population density of 32.8
per hectare (the highest of all the main towns in Somerset). There are 10,209 households, just
below 25% of the Mendip total.
The main challenges Frome faces include issues affecting households with dependent children,
areas of income deprivation and community cohesion, safety and belonging.
The former ward of Frome Welshmill, in the north-western corner of the town, is a priority area
in Mendip.

Frome has an even spread of neighbourhood types characteristic of market towns but not
necessarily typical of Somerset as a whole. In particular, Frome has relatively high
proportions of households in areas with “comfortably off manual workers living in spacious
but inexpensive private houses”, “owners of affordable terraces built to house 19th century
heavy industrial workers”, “mixed communities of urban residents living in well built early
20th century housing” and “social housing, typically in ‘new towns’; with good job
opportunities for the poorly qualified” and “first generation owner occupiers, many with large
amounts of consumer debt”.

Ensuring Economic Wellbeing
(continued)
The population in Mendip district is slightly better qualified than the overall county at levels 2
or 3. The proportion of 16-19 year olds who are not in education, employment, nor training
(NEETs) is a little worse than in Somerset as a whole.
The district generally is more economically active that most parts of Somerset. While there
are above-average numbers of new and failing businesses, there has been a notable net
gain in VAT registrations. However, the percentage of new businesses surviving 5 years is
slightly below the county average.

NOTES:
This report is one of ten focusing on each of Somerset’s Towns, produced by the Partnership
Intelligence Unit (PIU), based at Somerset County Council.
It brings together data from a variety of sources including the Office of National Statistics,
Avon and Somerset Constabulary, NHS Somerset and the latest Somerset Place Survey.
The measures featured in the report were agreed by public sector partners as collectively
summarising the different areas of the county. For a more detailed description of the
measures, please go to the User Guide.
All Community Profiles produced by the PIU are available from the Somerset Intelligence
Network (SINe) website www.sine.org.uk.
SINe is a network of professionals working for a range of organisations across Somerset,
whose aim is to gather and use information effectively to support policy-making and improve
the quality of life for people living in the county. SINe is part of the South West Observatory
and is hosted by the Somerset Strategic Partnership.
