The mission of the Trident Workforce Investment
Board is to develop the region’s workforce by
providing high quality workforce development
programs and services to our customers. To
accomplish our mission it created a market driven
and user friendly workforce system investing
workforce funding to recruit, prepare, and train
workers with the skills needed to support existing
industry and attract new industry to the tri-county
region.

The Trident One-Stop Career Center is located
at 1930 Hanahan Road in North Charleston.
Satellite Centers are located in Moncks Corner,
Summerville and Charleston.
The Trident Workforce Investment Board provides equal

TWIB Annual Awards Ceremony
The Trident Workforce Investment Board
recognized three area companies and four
outstanding customers at its 18th Annual
Workforce Investment Act Customer Awards
Ceremony held in the Trident Technical College
Complex for Economic Development.
Janet Cappellini, TWIB Vice Chair, welcomed
everyone for “joining us in expressing our
appreciation to the award recipients and
in celebrating their accomplishments and
contributions to workforce development in the
Trident Region.”

“As Chair of the Trident Youth Advisory
Council for the last few years, I had the distinct
and wonderful opportunity to interact with One
Stop staff and TOSCS partners, Palmetto Youth
Connections and the Adult Education offices of
Berkeley, Charleston, and Dorchester Counties.
Our partners do an excellent job in educating
and preparing our youth for employability in
sustainable careers because they genuinely care;
Caring truly makes a difference.”
After a few brief words from Daniel Davis,
Berkeley County Supervisor; Colleen Condon,
Charleston County Council; and Larry Hargett,
Chair Dorchester County Council, Cappellini,
with the assistance of Paul L. Connerty, TWIB
Executive Director, and Terry Kinder, immediate
past Chair, proudly presented the awards.

Members of the TWIB had several opportunities
to discuss workforce issues with business and
community leaders during the summer months.

were able to discuss workforce issues with local
legislators and business leaders.
Several members attended the Berkeley
Chamber of Commerce breakfast briefing on
August 28th. The TWIB sponsored the Berkeley
County Chamber of Commerce’s Salute to
Small Business Luncheon held on September
12, 2008. Several TWIB members and TOSCS
staff were in attendance and networked with
small business owners regarding TOSCS
programs and services.
As a sponsor of the NASWA Annual
Conference, held in Charleston from September
15 – 19, 2008, A representative of the TWIB
had the opportunity to talk about their business
programs and services at the Plenary Session on
Wednesday, September 17, 2008.
The TWIB was also a sponsor of the Greater
Summerville Dorchester County Chamber of
Commerce’s Industry Appreciation Luncheon
Paul Connerty was the featured speaker at the
SCAPS Meeting on September 24, 2008. He
spoke about the Career Readiness Certificate
and how staffing agencies should use this
valuable tool when working with clients who
seek employment.

Connerty added his congratulations and
appreciation to the award winners by saying,
“We value each of you as a customer of the
Trident One Stop Career System, and want to
continue to help you achieve success.” He also
added that the One Stop Career Centers saw a
33% increase in services from last year.
He then thanked the TWIB for its “vision and
leadership to create a competitive workforce
advantage for our region”, and the staff of the
one stop system, adult and youth program staff,
Palmetto Youth Connections, one stop partners,
and the Charleston County Grants Department
for their “hard work, professionalism, and
commitment to the team.”
A raffle to benefit the C. DeVineau White
Scholarship Fund ended the day’s events. This
scholarship, established in 1996 honoring the
memory of former employee C. deVineau
White, is awarded each year to a deserving
youth attending Trident Technical College.

The TOSCS participated in the Latin American
Business Council -- Business EXPO, held on
September 17, 2008 and passed out information
on career training programs and other services
at their exhibit.
The Trident Workforce Investment Board has
named Lou DuBon Chair; Janet Cappellini,
Vice Chair; and Jennifer Hook 2nd Vice Chair.
Lou DuBon is the Senior
Human Resources Manager at
AGFA Materials Corporation.
He graduated from Rutgers
University, New Brunswick, NJ,
with a degree in accounting. His
professional affiliations include
the Society for Human Resources Professionals,
Lowcountry Industrial Relations Committee
(past chair). South Carolina State Chamber
of Commerce, Berkeley County Chamber of
Commerce, Charleston Metro Chamber of
Commerce, Lowcounty Manufacturers County
and the Trident Regional Education Center
Advisory Board.
Janet Cappellini is a principal
and Director of Operations for
Alternative Staffing, Inc. She
graduated magna cum laude from
Illinois State University with a
degree in social work. She is a
Certified Staffing Specialist by the National
Association of Personnel Services as well as a
Certified Staffing Professional by the American
Staffing Association. Cappellini is a member
of the North Charleston Rotary Club, the team
leader for the Roundball Classic and has been
a literacy coordinator for 7 years. Cappellini
is the first female auxiliary probation officer in
Charleston and a member of the three tri-county
Chambers of Commerce.
Jennifer Hook has over five years
experience in human resources
management, most recently as
Senior Human Resources Generalist,
Corporate Human Resources and
Benefits Coordinator, Senior Human Resources
Specialist, Training Coordinator, and Training
Instructor-Human Resources with American
LaFrance, LLC. She received her undergraduate
degree in psychology and master’s degree in
human resources development from Clemson
University, Clemson, SC.

Steven Brower, Dottie Karst, Tommy Pruiit,
and Angela Washington have been newly
appointed TWIB members.
Steven Brower is an Owner/Partner
in Carolina Starches.
Steven
graduated from Purdue University,
West Lafayette, IN, with a degree in
chemical engineering and received
an MBA from Rutgers University in Newark,
NJ. He also volunteers at the Low Country Food
Bank and Charleston Animal Society.
Dottie Karst CPC, CSP is the
owner of Charles Foster Company
in Charleston. Dottie graduated
from Boston University, Boston,
MA, with a degree in finance.
Karst is on the boards of the Charleston Metro
Chamber of Commerce, the South Carolina
Small Business Chamber, North Charleston
Rotary, South Carolina Association of Personnel
and Staffing, and is on the Charleston Air Force
Base Advisory Council. She has been honored
by the Center for Women as a “women of 12”,
has received the Sam Walton Leadership Award,
and was named the 2007 Charleston Air Force
Base Community Volunteer of the Year.
Tommy Pruitt is Government
Communications / Public Relations
Director for Force Protection
Industries. Tommy graduated from
Limestone College in Gaffney,
SC. He is active in the Society of
Human Resources Management, International
Association of Business Communicators, Public
Relations Society of American, National Investor
Relations Institute, Lowcountry Manufactures
Council, Charleston Defense Contractors
Association, Association of the United States
Army, and the Marine Corps Association.
Angela Washington is Human
Resources Manager for Rhodia.
Angela studied biology at St.
Augustine College in Raleigh, NC,
and graduated from Limestone
College, Gaffney, SC, with a degree in business
administration. She completed her master’s
degree in human resource management from
Webster University and is on the boards of the
YWCA of Greater Charleston and the Teachers’
Supply Closet. She serves on the Community
Investment Review Team for the Trident United
Way, is on the Coastal Community Foundations’
Advisory Team for New Funds, and is the
Trident Region corporate chair for United
Negro College Fund. She is also a member
of the Lowcountry Manufacturers Council and
Industrial Relations Council.
