Appointment to the Truckee Cemetery District
RECOMMENDATION: Appoint one member to the Truckee Cemetery District to fill the unexpired
term ending July 1, 2013.
FUNDING: None.
BACKGROUND: The Truckee Cemetery District currently has one vacancy expiring July 1, 2013. A
notice to fill the vacancy was posted at two locations within the Eric Rood Administrative Center, at the
Madelyn Helling Library, and on the County website. The position was also advertised in The SierNa Sun
newspaper on June 13, and June 20, with a final filing date of June 29, 2012.
Two applications have been received, one from Edmund Czerwinski and one from Cari Leversee. Both of
the applicants have been interviewed. The interview panel included Supervisor Ted S. Owens, SupervisorElect Richard Anderson and Truckee Town Clerk, Judy Price. The interview panel is recommending the
Board appoint Edmund Czerwinski to the District.

XACCESSIBILITY STANDARDS BOARD OF APPEALS: (2 vacancies) Two Disabled
representatives. This board hears and decides appeals of discretionary orders, decisions or
determinations made by the Chief Building Inspector relative to the application and interpretation ofthe
provisions of the California Access to Public Accommodations by Physically Handicapped Persons

XAREA 4 AGENCY ON AGING ADVISORY COUNCIL: (1 vacancy and 2 positions available June
30) One Adult and Family Services Commission vacancy, one Adult &Family Services Commission
position, and one High Noon Nutrition Program position. The Advisory Council shall advise the area
agency on all matters relating to development and administration ofthe Area Plan and operations

*ASSESSMENT APPEALS BOARD: (1 vacancy) One alternate member. Specific qualifications are
required per Section 1624 of the Revenue and Taxation Code. The function ofthe Appeals Board is to
determine the full value of property or to determine other matters of property tax assessment over which
the Appeals Board has jurisdiction. The Board acts in a quasijudicial capacity and renders its decision
only on the basis of proper evidence presented at the hearing. The functions of the Board are outlined in
Section 1620 et seq. of the Revenue and Taxation Code. Compensated per Administrative Code Chapter

*BUILDING STANDARDS BOARD OF APPEALS: (1 vacancy and 2 positions available July 1)
One District 1 vacancy, one District III position, and one District IV position, selected from the County
at large without regard for Supervisorial District. This Board rules on appeals of discretionary orders,
decisions or determinations made by the Building Official relative to the application and interpretation
of State mandated energy regulations contained in Title 24, California Code of Regulations and
requirements ofthe Historical Building Code. Where the appeal issue results from the enforcement of
the California Access to Public Accommodations by Physically Handicapped Persons regulations
(Health and Safety Code Sections 19955, et seq.), the Board shall refer the appellant to the Accessibility

XCHILD CARE AND DEVELOPMENT PLANNING COUNCTI:: (5 positions appointed by the
Board of Supervisors available June 30) One Child Care Providex, one Community representative, one

representative. The purpose of this council shall be to identify child care and development services'
priorities to enhance cooperation among children's services, interest groups and agencies, develop a
strategic long-range plan for a broad spectrum of child care and development services, and advocate the

CITIZENS' OVERSIGHT COMMITTEE OF THE NEVADA COUNTY LIBRARY: (1 vacancy)
One public representative. This Committee reviews, advises, and monitors the library's revenues,
expenditures, and services. The goals of this committee are 1) to ensure that the County of Nevada
receives all library tax monies collected by the Board of Equalization and that those monies are placed in
the Nevada County Library Fund; 2)to ensure that the County of Nevada annually transfers its
maintenance and effort funds, under the provisions of state law, to the Nevada County Library Fund; 3)
to ensure that the Eastern and Western Nevada County libraries are receiving equitable amounts of the
Nevada County Library Fund and operate in accordance with the Nevada County Library Strategic Plan;
4)to review and advise the County Librarian on the Strategic Plan and the annual County Library
Budget; and 5)to facilitate the free flow ofregular communication between the Committee and all

Committee provides on-going review ofthe Community Development Agency's business practices and

HISTORICAL LANDMARKS COMMISSION: (2 vacancies) One District I registered voter and one
District V registered voter to be appointed by the Board of Supervisor representing that District. This

MENTAL HEALTH ADVISORY BOARD: (2 vacancies and 3 positions available June 30) One
vacancy designated to represent District II, one vacancy designated to represent District V,one position

designated to represent District V. This Board reviews and evaluates the community's mental health
needs, services, facilities, and special problems; reviews any County agreements entered into pursuant to
Welfare and Institutions Code Section 5650; advises as to any aspect of the local mental, health program;
reviews and approves the procedures used to ensure citizen and professional involvement at all stages of

XNEVADA COUNTY FINANCE AUTHORITY: (2 positions available July 1) Two public member
residents who shall serve for a two year term. This authority was established for the joint exercise of
powers relating to the financing and/or acquisition of any real and personal property, and/or
improvement thereto, to be used by or for the benefit ofthe County or the Nevada County Housing
