in Crime Stoppers for your part in making Nova Scotia a better and safer place to live.
As Crime Stoppers enters its 25th year in 2012, it is important to remind ourselves about the hard work
and dedication of the Crime Stoppers family – its partners, administrators and volunteers who play a vital
role in making life better for families in Nova Scotia.
The Department of Justice supports your efforts. Fighting crime is a shared responsibility and we applaud
all of those involved in this effort. As a retired police officer with more than 35 years of experience in
municipal and RCMP policing, I know this first-hand. Government, businesses, police agencies, special
interest groups, and the public - we all have a role to play.
Once more, I want to thank you for your efforts. You are doing a great service for your community and
you are helping to build a province that is safer and better for Nova Scotians.

For the seventh year as president of Nova Scotia Crime Stoppers Association, it is my profound honour
and pleasure to bring greetings on behalf of myself and our volunteers to our police and media partners.
I would also like to recognize our supporters and partners. Without the commitment of all involved in
Crime Stoppers, we would not be enjoying the tremendous success that we have since 1987.
2012 will mark the 25th anniversary of Nova Scotia Crime Stoppers Association. From our humble
beginnings, our program has grown to be an effective tool for law enforcement. Our statistics speak loud
and clear. At our present rate, 2012 will see recovered stolen property reach $4,000,000.00. We should
also see seizures of illegal drugs reach a total of $10,000,000.00.
And the simple reason as to why we succeed is our volunteers. These committed and dedicated citizens
are truly one of the very best Crime Stoppers teams in the world. We are very fortunate to have volunteers
that have been with this program since our first public meeting and we have many members with more
than 20 years of service to this program.
We are still seeking out new initiatives that would see us develop our existing partnerships in areas of
cross boarding smuggling, human trafficking and all serious crimes that affect every citizen of this
province. In the near future, look for Crime Stoppers to expand our focus and efforts concerning crimes
perpetrated against our youth and our seniors.
Finally, I would like to recognize our tipsters. Whether you have contacted us by telephone, the internet
or text tips, or if your motivation was the cash award or anonymity, you too have made a difference for
the safety and security of your fellow citizens.

Crime Stoppers Association for the outstanding work that is done in making our province a safer place.
In our efforts to prevent and solve crime, Crime Stoppers plays a critical role assisting police by providing

Nova Scotia Crime Stoppers Association. Thinking back to your inception, I recall Crime Stoppers
getting off the ground from within its first office in Police Headquarters on Gottingen Street in Halifax.
Your growth as an organization is remarkable and your assistance to police agencies over the last two and
a half decades has been invaluable. Crime Stoppers has enabled police arrests in excess of 2,700 people,
laid more than 6,200 charges and cleared over 5,300 cases; your efforts in combatting and solving crime
have significantly contributed to creating safe communities in our Province.
Further, programs such as Crime Stoppers would not thrive in the same way without the commitment of
many members and volunteers. I would like to personally thank all members and volunteers of the Nova
Scotia Crime Stoppers Association. We greatly value the time and effort you put forth in making Crime
Stoppers a respectable and reliable agency that members of our community can rely on and trust.

fighting history stands on a very solid foundation built by the Public, our Media Partners and the Police
working in partnership. The dedication of our volunteers who promote the Crime Stoppers Program

the Public on how our program works, and how to contact us with your Tips. By maintaining and building

Annual Awareness Guide.” These Awareness Guides are distributed throughout the province annually as a
promotional tool and to highlight local unsolved crimes.

The STory of CrIme SToPPerS
In July 1976, Greg MacAleese, a Canadian-born police officer in Albuquerque, New Mexico was investigating a robbery/murder at a local
gas bar. The crime occurred in a very well traveled part of the city. The victim, Michael Carmen, only two weeks from marrying his high
school sweetheart, was filling in for a friend who needed that shift off. This young man would die approximately four hours after being shot
for no apparent reason. He did cooperate with the robbers and turned over the $36.00 in the cash register.
MacAleese was frustrated that no one would come forward with information on this crime. He determined that there were two reasons for
the public’s lack of confidence in their police department. First, citizens were apathetic. In other words, “why bother,” or “what’s in it for
me?” Second, fear of criminal retaliation. Many citizens in Albuquerque believed that if they did come forward with information that they
would be the criminal’s next victims. Determined that this case could be solved, MacAleese approached his chief of police, local business
and the media with an idea. To overcome apathy, local businesses offered a cash award as an incentive for anyone with information to call
police. To overcome fear of criminal retaliation, they would offer callers complete anonymity. A local television station agreed to re-enact
this crime in September. The re-enactment aired at approximately 10:45 PM during their newscast. By 8:00 AM the next morning this
crime was solved. Impressed with the results, MacAleese sought the support of the chief of police to continue this type of approach to
solving crimes. The chief agreed that if Crime Stoppers could solve 30 serious crimes by the end of the year he would consider making it
permanent and part of Albuquerque Police Department’s fight against crime. In fact, in the next four months, Crime Stoppers solved 300
crimes. Crime Stoppers took off! The program grew, and in October 1980, Crime Stoppers uSA had 59 programs. Then in August 1983,
Crime Stoppers International was formed to reflect the worldwide interest in this unique program. Today, there are more than 1,700
programs worldwide and we all operate exactly the same way. We offer cash awards and complete anonymity.
The Partners - The Volunteers
Crime Stoppers is a partnership between the community, the police and media. Each partner has a distinct and important role in the success
of our program. Crime Stoppers is administered and overseen by volunteers from communities around Nova Scotia. Without doubt, each
volunteer brings a strong belief in safe homes and safe communities to this successful investigative tool for our police agencies. You will
see our volunteers at community events promoting the many successes attributed to Crime Stoppers. They are charged with the fundraising
for cash awards. They also determine the cash awards and even pay those awards.
The Partners - The Police
The police receive the tips and pass them on to the appropriate investigating agency. The police provide information on crimes so we can
research and write the Crime of the Week features that you read about in your local newspapers, hear on a radio station or view on television.
The information from tipsters is assessed and passed on to the appropriate investigating agency. They promote Crime Stoppers through
public speaking and public service announcements.
The Partners - The Media
The media’s role is to keep Crime Stoppers in the public domain. Whether it’s the Crime of the Week, a public service announcement or
promoting the many successes of Crime Stoppers, their role is vital to the overall success of the program. The media reassure the public that
this program works. The Crime Stoppers program is very fortunate to have our Crime of the Week feature and Public Service
Announcements donated by the media. A successful Crime Stoppers Program could not function as well without this kind of support.
1976 – 2010
like any other successful idea, Crime Stoppers has seen a steady growth since its inception. Crime Stoppers Albuquerque grew to Crime
Stoppers New Mexico to Crime Stoppers uSA and in 1981, became Crime Stoppers International (CSI) when the first program outside the
united States started in Calgary, Alberta. Crime Stoppers was introduced to the citizens of this province in 1987. Today, there are over 1,700
programs worldwide. All programs operate with the complete guarantee of anonymity and cash awards. CSI has been recognized by
Interpol as an effective crime-fighting organization. CSI has also been recognized by the united Nations.
The statistics accumulated since its beginnings are truly amazing. Worldwide tipsters have been responsible for 858,467 offenders arrested;
1,332,880 cases have been cleared; property valued at $2,068,320,374.00 recovered and returned to the rightful owners, and drugs valued
at $7,913,021,787.00 removed from our streets as of December 20, 2010.
Who would have thought that such a simple and grass-roots idea would have such a profound impact?

The Crime Stoppers programs were launched in November 1987 with a program for mainland Nova Scotia and a
second for Cape Breton Island. Not unlike the first Crime Stoppers in Albuquerque, our programs took off. We
can boast that we’ve solved such serious crimes as murder, aggravated sexual assault, fraud, arson, illegal
smuggling and drug dealing. You name it, and our anonymous tipsters have solved it. We proudly say that no
matter where you live in Nova Scotia, whether you’re served by the RCMP or a municipal police service, Crime
Stoppers has played a significant role in identifying criminals and bringing them to justice. later in this article, I
will share some of the many cases solved by anonymous tipsters.
Crime Stoppers has proven its worth many times over to our police and other enforcement agencies. Remember,
Crime Stoppers is not a police program. It is an extension of the community assisting law enforcement.
How many times have we heard that expression, “is your organization cost effective and efficient in service
delivery?” If you apply that statement to Crime Stoppers and how the program operates, you will readily agree
that we are effective and efficient. Crime Stoppers tipsters, at no cost to the investigating agency, will relay
information on crimes; who is responsible, how they did it, what was stolen, where it’s hidden, and so on. Tipsters
save our partners time and effort in investigating crime. Successful tipsters are rewarded in cash, anywhere from
$50.00 to $2,000.00, for their efforts by the Crime Stoppers program, not the police.
very early in our history, we identified the persons responsible for the murder of a man. The motive for that crime
was robbery. The victim was robbed of a small amount of money and through the efforts of a tipster who overheard
the perpetrators discuss their crime and, specifically, how they committed it, was so valuable to police that they
were able to make two arrests. Eventually, both pleaded guilty.
Another case involving a vicious assault was solved through the efforts of a tipster who was able to provide us with
the name of the assailant based on a specific description of the attacker.
Several years ago, Crime Stoppers identified several people involved in an elaborate debit card scam which, at that
time, had cost the banking institution several thousand dollars in losses. The tipster was able to provide precise
details on how this group was defrauding the bank.
Police believe that approximately 80% of criminal activity is drug related. So Crime Stoppers is always proud of
any drug seizure attributed to our program. We are very proud that to date, we have been responsible for removing
in excess of $7,000,000.00 in illegal drugs out of the hands of our youth. Included in those seizures is everything
from street level dealing as well as sophisticated growing operations. A cocaine seizure in the mid 1990’s was
valued at $400,000.00. More importantly, police seized several automatic weapons and the persons arrested were
high-ranking members of an organized crime group in another part of Canada.
The Insurance Bureau of Canada estimates that approximately 15% of insurance claims are fraudulent. This is a
crime that costs us all. There are several cases on the Crime Stoppers books where we have identified people who
have engineered their own crime and insurance claim and because of the assistance of our tipsters, Crime Stoppers
were able to provide police with specific details of how the so-called crime was committed, what the suspects were
claiming in losses and most importantly, where the personal items were actually hidden.

We often refer to a Crime Stoppers TIP as “that missing piece of the puzzle.” The puzzle is not complete until
every piece is in place and that was the case with a Crime Stoppers Crime of the Week feature several years ago,
where we were trying to identify the driver of a vehicle involved in a hit and run that occurred approximately
eighteen months prior to the re-enactment. In this case, the victim and his infant son received minor injuries, but
nonetheless, they were injured and deserved justice. All we really had in this case was the obvious: the time, place,
day, where the run vehicle should have been damaged, its size and the colour. An observant tipster saw the
re-enactment and recalled being at a body shop around the time of collision and remembered that the owner of the
vehicle wanted the car to be repaired and painted a completely different colour. The tipster also recalled where this
vehicle sustained damage. luckily for the investigating agency, the body shop still had the front bumper of that
vehicle and when it was examined and analyzed, it was found to have paint from the hit vehicle. The accused was
arrested, charged and convicted of several criminal code driving offenses.
Arson is perhaps one of the most difficult cases to solve because during the commission of the offense not only is
property destroyed but so is evidence. We were very fortunate at Crime Stoppers to solve several cases of arson,
but one that we are proud of involved property in the valley area of the province. The tipster told Crime Stoppers
how the fire was set, what was used as an accelerant, and others who were present and witnessed this crime. The
tipster provided the suspect’s name and that the suspect had been seriously burned, along with the fact that they
received treatment at another hospital in the province. The suspect did not receive treatment at a local hospital so
as not to draw attention to them.
These are just a few of our accomplishments. Crime Stoppers’ tipsters have assisted many investigative/enforcement
agencies in this province and beyond. Yet in the numbers below, less than 30% of our callers ask for the cash reward.
This phenomenon is almost true with all Crime Stoppers program worldwide.

November 2011.

It gives me great pleasure to be associated with such an organization as Crime Stoppers. It is the only
avenue where people can phone in information about a crime and remain anonymous. Cash awards up
to $ 2,000.00 are paid for information leading up to an arrest.
The role of Crime Stoppers volunteers is to bring awareness to the public and supply information to the
avenues where such information can be relayed.
We meet on a monthly basis with eight to ten members present out of a membership of fourteen.
In partnership with our community police, we attend different functions during the year and pass out
brochures and various items with the Crime Stoppers telephone number and other information to keep the
public informed. We talk to the people in our communities one-on-one and try to relay the important role
they can play in keeping their communities safe.
I thank our leadership, the many volunteers that make this organization a success, and especially the
Annapolis Valley Board for their commitment that makes my job as chair a very pleasurable experience.

During the early Spring, we entered a bowling team in Big Brothers Big Sisters Bowl for Kids’ Sake and
we also had passed out our Awareness Guides to our local offices.
In May, the Antigonish Crime Prevention had an Appreciation Night for the three local organizations:
Crime Prevention, MADD and Crime Stoppers.
Four of our members received Certificates of Appreciation: Gerard MacNeil - 8 years, Shirley Ackerman
- 8 years, John Chisholm - 6 years, and Cathy MacNeil - 5 years.
In July, we entered two parades, one with Lainie Landry on her scooter pulling a miniature jail with Bella
the Crime Stoppers dog as the jail bird. We won first prize with that entry.
In the Highland Games Parade, we had a float displaying our banner and flag along with Lainie and Bella.
We had hoped to do a BBQ as a fundraiser during the Musical Ride, but one show was rained out. We did
display our tent and our logo but, needless to say, the weather didn’t make us any money.
At the end of September, we had an appreciation luncheon for our members at one of the local restaurants
which was quite enjoyable. We look forward to the coming months and hope to have some new members.
We thank the Antigonish Detachment of the RCMP for their help, and of course, our members who are
always there with helping hands.

The Colchester Crime Stoppers Advisory Board consists of 17 members from the areas of
Debert, Tatamagouche, Bible Hill and Truro. Road signs have been erected in these areas to

Each January, Crime Stoppers Month, we advertise in our local paper the activities of our
Board and the results of tips garnered from our area with the information given to us by the
Provincial Board.
We participated with our Mock Jail in the Christmas and Canada Day Parades in Truro, and
Town Days in Tatamagouche. We shared a booth in the Truro Senior Expo Day in Truro with
the town police, a booth at the Stewiacke Town Day, and the RCMP Musical Ride and
Tatamagouche.
We are conducting "Bullying" seminars in our district with the assistance of Sgt. Gary Frail, Provincial Police Coordinator.

Bible Hill Man Receives Provincial Recognition
Brian Phelan, a well known business resident of Bible Hill, recently received “The Nova Scotia Crime Stoppers of the Year Award.”
This award selection was not an easy one. All of the Colchester Area Crime Stoppers members are hard-working, attend regular meetings
and support the program.
Mr. Phelan’s outstanding dedication and devotion to the Crime Stoppers program led to his nomination. He is always eager to respond to
any request for help, is a hard worker, and has faithful meeting attendance. Bryan also has great leadership qualities.
The Award was presented at a recent meeting of Colchester Area Crime Stoppers by NS Crime Stoppers President, Mr. John o’Reilly. The
local board Chairman, Ron Roach, and all members unanimously agreed that Bryan should receive this recognition.
The Truro Daily News also extends congratulations to Mr. Phelan.
Nomination for Provincial Board Volunteer of the Year
I would have no problem nominating almost any Colchester Crime Stoppers member for this award. They are a dedicated and responsible
membership. There is one member however, who in my opinion, is most deserving of this award. His name is Bryan Phelan. This gentleman is highly
motivated and a real asset to the program. There follows a summary of activities:
• He attends every meeting and is a great contributor.
• Stores the Jail and trailer at his home premises.
• Uses his own ¾-ton truck to tow the Jail whenever the NS
Crime Stoppers van is not available.
• Always participates in float decoration and other activities,
in his garage under cover in inclement weather.
• Is quick to respond and always willing to participate with
his colleagues for any assignment.
• volunteers accommodation again at his own home for
extra meetings.
• His wife, Phyllis, is very supportive of his activities and
often participates.
He has my unequivocal endorsement for this award.

Cumberland Board
Over the past 20 months, the Cumberland District RCMP have sent out close to 100
Crime Stoppers Media Releases to media outlets throughout Nova Scotia, to all
municipal leaders and Police Advisory Board Members in Cumberland County. As
well, over 200 media releases have been sent which have also made reference to
calling Crime Stoppers if the release was in relation to a crime. It is an investigative
tool that members now include in many files.
Tips have been received on a regular basis pertaining to investigations. Some
offences have been solved as a result of these tips, along with recovery of stolen
items.
Posters have been distributed to high schools in the area promoting Crime Stoppers.
Also, new signs have been posted in Westchester and Wentworth.
Twelve community presentations to seniors, community groups, and public events have been given with a focus on
using Crime Stoppers.
With a small membership, the Board finds it difficult to do fundraising. Even though our volunteer group is small,
it continues to be active in holding meetings, paying tipsters when requested, participating in events such as Police
Week, Seniors’ Expo, and at community events that create an opportunity to promote Crime Stoppers.

East Hants Crime Stoppers was founded in 1988. The idea of Crime Stoppers in
our area was first mentioned at a Chamber of Commerce meeting, whereby the first
Chairperson, Paul Mombourquette, asked for volunteers to begin the group. The
concept was very favourably received and about 18 people formed the East Hants
District. In 1992, Constable Gary Hicks of the Enfield RCMP approached us with
the idea of combining all our local Crime Prevention groups under a Community
Policing umbrella called Tri County Crime Prevention, which has since been
changed to East Hants Crime Prevention. This has been in effect since then, and is
very successful.
At the present time, East Hants Crime Stoppers consists of Chairperson Chris
Wilber, Treasurer Debbie Dunn, Secretary John O’Reilly, retired RCMP Faye
Peach, Maxine May, and Community Policing Officer, Constable les Kakonyi.
Our groups under the East Hants umbrella are Addiction Services, Citizens on Patrol, Crime Stoppers, Safe Seniors,
Domestic violence, and newly added, MADD. The groups work together for fundraising and community
awareness events. We participate in parades; have barbecues, breakfasts, Senior Police Academies, a yearly golf
tournament, info fairs and our largest fundraiser, a Battle of the Brains, which is a Trivia night. We have a
wonderful group of volunteers and we receive a lot of support from our local RCMP.

For 25 years, Halifax Regional Municipal Board has been made up of dedicated,
hardworking volunteers. Some of our volunteers have been with the program since
the beginning. I would like to take the time to thank the members for their

Throughout the year, we carry out a variety of promotional activities, such as
barbeques, awareness booths and parades, to name a few. We take part in a number
of fundraising activities, such as our Battle of Wits, dances, auctions and ticket

lunenburg County Crime Stoppers presently have ten members who are
dedicated and focused on promoting Crime Stoppers awareness in our area.
Our board members have participated over the year in many activities, starting
with booths set up at the Bridgewater Mall and the lunenburg Save Easy for
January Crime Stoppers awareness month passing out pamphlets, to handing
out ice scrapers for the local red ribbon campaign. We have a yearly
promotional night at the local “Guppies Restaurant” in New Germany;
participate in the annual Michelin Safety Fair, Michelin Seniors Expo and our
Annual Food Drive in May; and, some of our favorite activities are the
Bridgewater and New Germany parades.
This year, the board has targeted the local lunenburg middle and high schools, doing presentations on
Crime Stoppers awareness and on bullying which has been, and is, a very big issue in the schools. The
schools and students are becoming more aware of this situation and we were successful that the schools are
now putting on the student I.D. cards, the Crime Stoppers name, Text number and Tips number. This will
be one of our focuses again this year to reach as many schools as we can to continue the message.
The lunenburg Board aim to continue to promote the Crime Stoppers message within the community and
expect to have continued success in promoting awareness in the upcoming year. I would like to thank all
the lunenburg Board Members for their continued dedication to volunteering in our community.

Pictou county board
The Pictou County Board has had a successful 2011 year. Our members have made our chapter’s main goal of solving
crime and fighting crime in our community a top priority. Our chapter consists of an integrated approach where our
meetings are held in conjunction with Pictou County Crime Prevention. This format has allowed our group to partner
and has increased our resource capacity to spread the word of what Crime Stoppers is, and how it helps solve crime.
The Pictou County Board has assisted in several events from partnering with Mothers Against Drunk Driving, police
road checks and school visits.
The Pictou County community has been very supportive in the Crime Stoppers program and with community
volunteer support, and our organization will continue to go and promote the value of receiving tips and information
from the public. Our partners from New Glasgow Police Service, Pictou County District RCMP, Stellarton Police and
Crime Prevention have increased our ability to promote a valuable program within our community.
Our chapter has been extremely busy and our volunteers have spent several hours in promoting and informing the
general public of the value of Crime Stoppers and how it will make Pictou County safer.

Queens county board
Queens Board this year again focused on public awareness and getting information into people’s hands about Crime
Stoppers and what we do. During January, Crime Stoppers Month, we held an information blitz at the local
Superstore, which was well received. Many questions got answered and much swag given out. Our Mayor and
Council agreed to fly the Crime Stoppers flag for two months over the waterfront for all to see.
Both the curling rink and hockey rink now have banners hung or in the ice with the Crime Stoppers logo and the
1-800-222-8477 (TIPS) number. As usual, the jail and bail was in liverpool for Privateer Days and although the
numbers were down, the enthusiasm was still there. The mock Jail was a huge hit in the parade again. The local
media, both radio and newspaper, came and did live interviews on air with participants and the RCMP officers
doing the warrants.
The Queens Board has ten members and have leads on possible new recruits. This Fall, a local sign-maker donated
enough Crime Stoppers magnetic bumper stickers to equip all seven RCMP vehicles with two signs, and we, as a
board, purchased enough for all taxis to have two signs, also. Now all you see are Crime Stoppers bumper stickers
everywhere!
The Department of Transportation put up three more Crime Stoppers road signs for us. We now have Crime
Stoppers signs on every main road and back road entering Queens County. So as you can see, public awareness is
our main focus.

West Hants Board
The West Hants Board of Nova Scotia Crime Stoppers completed another successful
and positive year in promoting Crime Stoppers within the area.
As a promotional item to go along with the “Sticky Notes” purchased last year, West
Hants purchased from their funds, 576 pencils embossed with contact information for
Crime Stoppers.
Another promotional idea undertaken by the West Hants Board was the purchase of
T-Shirts to be worn by young people and teens who are always ready to assist Crime
Stoppers in parades, etc..
Letters requesting support for the program within the boundaries of the West Hants
Board were sent to all businesses within the area and the response was overwhelming.
Support was received from the Town of Windsor, the Town of Hantsport, the
Municipality of the District of West Hants, and the Council of Glooscap First Nation.
All donors received a Certificate of Appreciation acknowledging their support of the program.
The offer of a free location to erect a sign advertising Crime Stoppers was accepted and a sign was purchased from West
Hants funds and erected by our volunteer members on a busy secondary highway (see photos on next page).
In addition to participating in Police Week at the local RCMP Detachment, the volunteers also set up and distributed
promotional items at the Community Wellness Day/Seniors’ Expo. The Board purchased 2 Gift Cards from the local
supermarkets as a draw for the people visiting our display (see photos on next page).
A Tip was paid as a result of information received, which resulted in 2 arrests totaling 6 charges, involving $20,000.00
in marijuana plants, a $40,000.00 vehicle, and 2 cartons of illegal cigarettes.
On a day in June, the volunteers of the West Hants Board participated in 3 events promoting Crime Stoppers. First was
the Bike Rodeo in Hantsport with the Van and Mascot, next was the Teddy Bear Jamboree Parade again with the Van
and Mascot, and lastly, the RACE (Race Against Crime Everywhere) Event, which became a promotional event in lieu
of fund raising. The RACE Event was well attended by RCMP Officers and was a huge success thanks to the donations
of hot dogs from the grocery stores in the area, in addition to the BBQ provided by a member from another Board and
his employer.

SUSPICIOUS FIRE - DEBERT
On July 13, 2010, Colchester District RCMP were dispatched to a suspicious cabin fire on Reid Road in Debert.
The Debert Fire Department attended the scene and extinguished the fire, however, the damage caused by same
resulted in the cabin to being a total loss. By the time the fire department arrived on scene, the cabin was fully
engulfed in flames with only the rear right side post of cabin still standing. As the cabin is in a very secluded area,
the nearest neighbor is several kilometers away. Colchester District RCMP are asking anyone who might have
information concerning this suspicious fire to contact the RCMP or Crime Stoppers.
THEFT - Lower Sackville
Crime Stoppers is asking for the public’s help in solving a case of theft that took place in lower Sackville, Nova
Scotia.
Stolen was a 2009 homemade trailer, white and black in color with wide military straps, blue tarp on it, white sides,
5 1/2-feet wide by 8-feet long. The licence plate is from Ontario: J63160. The trailer went stolen from ACE Towing,
687 Prospect Rd, between June 30th and July 1st, 2011. The trailer was full of items.
BREAK AND ENTER - Sheet Harbour
On June 5th, 2011, multiple items were stolen from several properties owned by the same person on lofty Pine
Road, Popes Harbour, NS.
The suspect(s) took various items, including two unregistered firearms: Winchester 30-30 rifle, lever action, brown
wooden stalk and some rust on the barrel inside a brown soft case. A .22 cal. rifle, semi-automatic, brown wooden
stalk with rabbit and bushes burned into the stalk, a “hand” burned into the fore-stalk.
BREAK AND ENTER - Waverley
Crime Stoppers is asking for the public’s help in solving a case of break, enter and theft which occurred in
Waverley, Nova Scotia.
On October 31, 2010 and November 12, 2010, someone broke into the Pizza Place in Waverley. Taken was a
quantity of cigarette products.
A witness saw the suspect running with a bag on his shoulder to a red Chevy Aveo sedan 4D. The suspect got in
the passenger door. The car went to Fall River on HWY 2.
The Suspect is described as a white male, 30 years old, approx 6’, thin build.

MISCHIEF - Eastern Passage
Crime Stoppers is asking for the public’s help in solving a number of cases of mischief which took place in the
Eastern Passage area of HRM.
Sometime on the night of November 28 and 29, 2011, a number of vehicles had their windows shot out by a BB
gun. In one case, a woman reported she was sitting in her vehicle in her driveway having a smoke when a BB was
shot through her car window. She did not see the suspect vehicle.
Police are interested in a red coloured sports car, which was seen in the area on the night of the crimes.
FRAUD - Kentville
On Wednesday, November 15, 2011, an unidentified female suspect went to the residence of the victim in
Kentville, Nova Scotia to purchase a 2008 Geovanni trail bike (model GEO 250) that was being advertised for sale
on Kijiji. The suspect paid the victim $1,300 in American $50 bills.
When the victim attempted to deposit the funds the next day, they were advised that the bills were counterfeit. Four
different serial numbers appear on the bills.
The suspect is described as a white female, approximately 30 years old, 140-150 lbs. with dirty blonde hair. She
was driving a newer model green Chevrolet half-ton truck.
THEFT - Lunenburg County
An all-terrain vehicle was taken from a residence in Simpson’s Corner, lunenburg County, NS sometime between
November 20 and November 22, 2011. This is a unique vehicle that sells for $20,000 retail. This particular vehicle
has $3,000 worth of accessories attached to it.

ROBBERY - Halifax
A robbery occurred near the Westin in Halifax, Nova Scotia on Saturday, November 12, 2011. The victim was
approached by two males and poked with a knife as demands were made for the victim’s wallet and cell phone.
The two males fled to a nearby vehicle waiting in a driveway at the corner of Queen Street and South Street in
Halifax.
The vehicle is described as light grey and volvo style. The victim’s credit card was used less than an hour later at
the McDonald’s Restaurant in Spryfield. The photographs of the suspects who used the credit card match the
description provided by the victim of the robbery.
BREAK & ENTER - Annapolis County
Crime Stoppers and the Annapolis Royal Police are seeking the public’s assistance in identifying an unknown
suspect wanted for Break, Enter and Theft.
During the afternoon hours of December 5th, 2011, an unknown suspect(s) entered a residence on Champlain Drive
in Annapolis Royal. Once inside, a number of items were stolen, including cash and jewelry.
BREAK & ENTER - Mount Uniacke
Crime Stoppers is asking for the public’s help in solving a break, enter and theft which occurred in Mount uniacke,
Nova Scotia.
On November 21, 2011, between 0100 and 0200 hrs, unknown culprit(s) gained entry into the Irving Store at 31
Highway #1 in Mt. uniacke, NS.
Once inside, the culprits then smashed their way into an office where
the safe and a quantity of cigarettes were stored. There have been
similar incidents and culprit(s) description at similar breaks in the area.
Attached are photos obtained of two of the suspects responsible. Of
note: both parties are wearing socks on their hands, and the smaller
suspect has a white shirt wrapped around his head.

THEFT - Musquodoboit Harbour
Crime Stoppers is asking for the public’s help in solving a theft of cash and attempted fraud.
A purse was stolen from a vehicle in Musquodoboit Harbour on Thursday, December 1, 2011. On the same date,
the suspects in the photographs below attempted to use the victim’s bank card at the Musquodoboit Harbour RBC
but failed to enter the correct PIN.
Suspect’s description is as follows:
White male of average build, wearing a red, grey and white zip-up hooded sweater with ‘ZYNY’ in black letters,
dark-colored track pants and a ball cap.
The female suspect is described as a white female with brown shoulder length hair, wearing blue jeans and a black
winter jacket with a hood trimmed in brownish fur.
ROBBERY - Sackville
An incident happened on September 1, 2011 at 2130 hrs but video was just recently received. The suspect is a white
male in his late teens or early 20s. He left on foot after being confronted by the lone staff member with an iron rod.
The suspect fled on foot towards the upper Sackville/trailer park behind the store. The male made mention of a
firearm when making demands.

BREAK & ENTER - Sheet Harbour
Crime Stoppers is asking for the public’s assistance in solving the following break & enter.
During the early morning hours of November 23rd, 2011, Crowell’s Funeral Home in Sheet Harbour was broken
into and was the subject of graffiti. The community of Sheet Harbour also had numerous other businesses’
sidewalks spray-painted along Highway 7.
ARSON - Lunenburg County
Crime Stoppers is asking for the public’s help in solving the following case of arson which occurred in lunenburg
County, Nova Scotia.
On the evening of June 15th, 2011, while it was raining, a cabin burnt approximately 3 miles north, near the end
of Beechill Road, lunenburg County, NS. Two teen males were noted walking in this area when it was discovered
burnt. The Chester RCMP are seeking the public’s assistance in identifying these two young males and as well,
looking for any information anyone may know about this cabin being burned.
GRAFFITI - Eastern Passage
Crime Stoppers is asking for the public’s help solving the following crimes.
On August 28, 2011, at 2000hrs, there was a report of some new graffiti near the skate board park in Eastern
Passage. A/ W/C Sgt. MANN requested that Cst. ATTEWEll make patrols and open a file.
Police attended the area and located some racial motivated graffiti on the road in front of the entrance to the skate
board park at 51 Oceanview Rd.
On September 2, 2001, at 1505hrs, RCMP received a graffiti complaint near Briarwood Dr. and Cow Bay Rd. that
there was racial graffiti on the Canada Post mail boxes. This incident occurred during the night of August 31. It
was not reported until September 2. All graffiti was done in gold color spray paint on the mail boxes.Then on the
other side of the house on the garbage box, there was gold spray paint racial graffiti.
BREAK & ENTER - Sheet Harbour
Crime Stoppers is asking the public’s assistance in solving the following break and enter.
On October 19th, 2011 at 2:30 am, Duncan Macmillan High School in Sheet Harbour, NS was the target of a break
and enter.
The suspect(s) broke a window into the vice Principal’s office, pried the lock off a cabinet and took various items
including cash, prescription medication, and a black Seville Classics fan. The suspect(s) searched through every
drawer and cabinet in the vice Principal’s office and the main office looking for items to steal.

HOMICIDE - Amber Donna Kirwan - New Glasgow
On October 8th, 2011, Amber left her residence with friends around midnight to
attend local clubs in the area.
She was last seen on October 9th, 2011 at 0136 hrs leaving the area of Dooly’s
located on Archimedes Street, New Glasgow, NS. She was wearing a black and
blue shirt and black pants and a black cover sweater.
On Sunday, November 6, 2011, police confirmed that human remains found in
Heathbell, Pictou County, NS, were those of Amber Kirwan.

BRASS THEFT - Lawrencetown
Crime Stoppers is asking for the public’s help in solving a case of theft of brass fittings from a well drilling business
in lawrencetown, Halifax County, Nova Scotia.
Sometime between 5:00 pm on August 12, 2011 and 8:00 am on August 15, 2011, entry was gained through a hole
cut in a chain link fence. $10,000 in brass fitting was taken from a truck and had a weight close to 2000 lbs.
This theft would require some knowledge of the contents of the truck and a truck to remove the fittings.
COPPER THEFT - Annapolis County
Crime Stoppers is asking for the public’s help in solving a rash of copper thefts in Annapolis County, Nova Scotia.
Annapolis County RCMP is requesting assistance with several thefts of copper from Nova Scotia Power. Three
thefts from Nova Scotia Power generating sub stations occurred between Thursday, August 25, 2011 and Monday,
August 29, 2011. All were similar in nature in that the grounding wires for the chain link fencing had been cut and
pulled out of the ground. The grounding wires are bare and may be weathered and green as shown in the picture

VEHICLE ARSON - Boutiliers Point
Crime Stoppers is asking for the public’s help in solving the following arson case which occurred in Boutiliers
Point, Nova Scotia.
On August 18, 2011, at approximately 1:03 am, RCMP and the fire department attended the government wharf next
to Boutiliers Point look Off and 7112 St. Margaret’s Bay Road for a vehicle that was on fire. upon arrival, a 2003
Grey GMC Sierra was fully engulfed. The firefighters on scene advised that a rag was in the gas tank when they
arrived. The wharf is currently under construction and the vehicle is registered to RJ Mac Isaac Construction ltd.
Antigonish. There were no witnesses to the arson.
THEFT - Truro
Crime Stoppers is asking for the public’s help in solving the following case of theft being investigated by the Truro
Police Service.
The theft occurred overnight on Thursday, August 11, 2011 from the Chignecto School Bus Garage at 266 Crossley
Avenue, Truro, Nova Scotia.
Stolen was:
- 2005 white Chevrolet Silverado 3/4 ton truck, NSl: DZK640, with trailer attached
- 2001 white GMC pickup, Restricted Plate: R24138, with trailer attached
- (4) Husqvarna whipper snippers ($400.00 each)
- (2) red Western plows (most likely attached to the trucks)
- (4) orange Kubota GF1800 industrial lawn mowers (two mowers on each of the trailers)
Both trucks have Chignecto Central School Board logos on the doors, yellow flashing lights on top of the back
rack. One trailer has a license plate of R23558, the other trailer is black. Total value of stolen property $194,500.
The 2001 white GMC pickup was recovered in the woods off Pictou Rd., Bible Hill, NS on Friday, August 12,
2011. The truck was completely burnt.
HARRASSMENT & THEFT - Pictou County
The complainant has made several complaints to the RCMP about being the victim of property crimes and
harassment at his residence in Hopewell, Pictou County. victim believes they have been targeted since 2008.
Persons continuously come on to the property and into the garage where items have been disrupted, damaged or
stolen.

BREAK & ENTERN - Mount Uniacke
Crime Stoppers is asking for the public’s help in solving a break, enter and theft which took place in Mount
uniacke, Nova Scotia.
On Wednesday, July 27, 2011 at 00:41, two male suspects broke into a business located on James Boyle Drive,
Mount uniacke, Nova Scotia. A bolt cutter was used to gain access to the yard. From video surveillance, it appears
that one male was wearing overalls with reflective tape around both legs and arms.
Stolen:
• 3 – 900′ rolls of copper wire
• 3 – 450′ rolls of copper wire
• $2000-3000 in brass fittings
• 100′ of welding cable
• Truck with a 900′ roll of copper wire and tools (the keys were left in the truck).
In addition to these items, they also stole a cd player/stereo from another unlocked truck from the work site.
THEFT OF DIRT BIKE - Sheet Harbour
Between June 17th and June 22nd, a 2004 Honda CRF150R Dirt Bike was stolen from a shed on Pool Road, Sheet
Harbour, NS.
The suspect(s) took the dirt bike and did not touch any other items in the shed. The dirt bike is red/white with a
dragon sticker on the front plate.
SHOPLIFTER - Antigonish

for shoplifting in Antigonish, N.S.
On May 9th, 2011, an unknown male stole a Robot Roomba vacuum ($450 value)

ATV THEFTS - Annapolis County
Crime Stoppers is requesting the public’s assistance in regards to several ATv thefts that have taken place in the
lawrencetown, Annapolis County area of Nova Scotia.
On March 31, 2011, a red 2004 Honda Fourtrax 4×4 was stolen from a residence in lawrencetown, NS. Witnesses
observed the ATv being driven west on the 201 Highway by two people wearing helmets at approximately 13:30
hrs. This particular ATv had a winch attached to the front along with two brackets to support a plow and was
accompanied by a red and black passenger seat.
On April 2, 2011, a grey 1994 Honda ATv was reported stolen from a seasonal residence in Paradise, NS. The theft
is believed to have occurred some time during the previous night. On April 9, 2011, a yellow 2004 Honda ATv was
reported stolen from a trailer located on the front lawn of a residence in lawrencetown, NS. This particular ATv
had a black push bar on the front along with a winch and had black saddlebags on the rear.
On May 24, 2011, a yellow 2004 Honda Foreman was reported stolen from a residence in Brickton, NS. A witness
reported that at approximately 11:30, a large four-door blue car was observed backed into the driveway of the
residence where the ATv was stolen. A male and female were observed around the vehicle and a description was
given of both. The male was approximately 5’7”, slender built, wearing a dark plaid jacket and a baseball cap, in
his early 20s. The description of the female was black hair worn in a ponytail and fair skin.
ATV THEFT - Sheet Harbour
Crime Stoppers is asking for the public’s assistance in solving the following theft.
Between April 23, 2011 at 10:00pm and April 24, 2011 at 08:30am, an ATv was stolen from a residence on Cooks
Road in the community of Sheet Harbour, Nova Scotia.
The ATv is described as being a 2005 Honda TRx500, s/n 1HFTE312154001020, which was yellow in color. A
distinguishing feature is that the muffler was being held up by a ratchet strap.

THEFT OF GAS - Goldboro
Crime Stoppers is asking for the public’s help in identifying the person
responsible for a gas and dash.
On Saturday, February 19, 2011 at 18:00, approximately $300-400 worth of fuel
was stolen from two tanks located at 441 Goldbrook Road, Goldboro, Nova
Scotia. The suspect vehicle is a blue or black Ford F-150 with wooden railings on
the box.
THEFT OF CABLE - Colchester County
Crime Stoppers requests the public’s assistance in solving a number of thefts in Colchester County, Nova Scotia
A number of telephone wire thefts from telephone poles have occured in the Colchester County area of Nova
Scotia. The wire is likely being targeted for the copper content, which is relatively low in this particular wire.
Although the total value of the wire taken is minimal, there is a public safety issue as areas are left without access
to 911 or other services when the telephone wire is cut. Three sites have been targeted in Colchester County thus
far– two in the Onslow area, and one in Pleasant valley. Subjects are cutting the telephone wires on telephone poles
at the ground and then again 5-6 feet up the pole. This wire is unique to Bell Aliant and anyone found in possession
of such wire has likely stolen it.
THEFT OF SKIDDER - Folly Mountain
Crime Stoppers is asking for the public’s assistance in solving a case of theft which occurred in Folly Mountain,
Nova Scotia.
Sometime between December 11, 2010 and December 15, 2010, a set of TRYGG Wood Skidder traction chains
were stolen. The chains are size 24-5-32, of a diamond pattern, and are therefore a little less common that the
regular circle pattern Wood Skidder Chains.

ATTEMPTED ARSON - Cow Bay
Crime Stoppers is asking for the public’s help in identifying the persons and
vehicle depicted in the photos. It is believed the males were responsible for
attempting to burn the residence at 1086 Cow Bay Road on the evening of

HOME INVASION - Dartmouth
Crime Stoppers is asking for the public’s help in identifying the persons
responsible for a home invasion which took place on Galaxy Drive in
Dartmouth, Nova Scotia.
On November 28, 2010, at approximately 23:00, two suspects entered the
apartment and pointed a firearm at the victim’s head, demanding cash and
jewelery. One of the male suspects was described as a dark-skinned black male
wearing a ski mask and hooded sweatshirt. The second suspect is described as
a light skinned black male with a chin strap beard.
THEFT - Pictou County
A break, enter and theft occurred at 1491 Black Brook Road, Black Brook, Pictou County, Nova Scotia, sometime
between 14:30 on Tuesday, December 28, 2010 and 09:30 on Wednesday, December 29, 2010.
A set of upper kitchen cupboards were stolen, including an over the range microwave (white in color). The kitchen
cupboards were made of oak with raised-panel doors and a clear, natural finish with the two corner cupboard doors
having glass doors. The area has been subject to several break and enters in the past, as it is quite remote, providing
the time needed to remove and steal such items.

Bullying - Be part of the Solution - Report Bullying to Crime Stoppers

Bullying occurs whenever someone repeatedly says or does hurtful things to someone else on purpose. It often involves a power imbalance between
the bully and his or her victim. Bullying can be done by a single person or by a group of people.
Why do young people bully?
If we are bullying others, there are often underlying issues that are contributing to this behaviour. Some common reasons why young people bully
others are:
• We feel threatened by people who are different than us
• We may be unhappy and take our unhappiness out on others
• We may have been bullied ourselves
• It makes us feel in control and superior to others
• To get attention
• To feel tough
• We think it will make us popular
• We may be jealous of the people we are bullying
Bullying is a form of aggression that stems from a position of power. Bullies acquire this power in different ways:
• Advantage in size, age, strength, intelligence, etc.
• Advantage in social status with peers (e.g., more popular, more socially dominant).
• Knowledge of another’s vulnerability (e.g., obesity, learning problems, family issues, disabilities) and using that knowledge to cause distress.
• Membership in a dominant group in society and using that power against members of a less dominant group in the forms of racism, sexism,
homophobia, and classicism.
Signs that a young person is being bullied
Some common signs of bullying include:
• Not wanting to go to school or participate in extra-curricular activities
• Anxious, fearful and over-reactive behaviour
• Exhibits low self-esteem and makes negative comments about him/herself
• Headaches and stomach aches
• Lower interest and performance in school
• Loses things, needs money, reports being hungry after school
• Injuries, bruising, damaged clothing, broken things
• Unhappy, irritable, little interest in activities
• Trouble sleeping, nightmares, bedwetting
• Expresses threats to hurt himself/herself or others
If you see some of these warning signs, it is important to talk to us to see if we are being bullied. Often, we feel helpless if we are being victimized
by bullies and it can help to talk to you when we’re trying to figure out how to deal with it.
How to talk to youth about bullying
Many adults think that bullying is a normal part of growing up; however, bullying can have serious long-term physical and psychological
consequences. For this reason, we need you to talk to us about bullying and help us explore ways that we can deal with the situation. Similarly, if
you find out that we are bullying others, we need you to talk with us about our behaviour and explain the consequences. We also need your help to
address the underlying issues that may have led us to start bullying in the first place.

If someone tells you that a young person is bullying others, do not dismiss it! If someone tells you that we are bullying others, many of you
immediately dismiss the complaint, thinking that we would never be capable of such behaviour or that the victim is just being overly sensitive. While
your first instinct should definitely be to believe us, most complaints about bullying are legitimate. It is important that you address the issue with us
and explore what behaviours of ours could be interpreted as bullying. It is also important to examine the reasons behind these behaviours. Young
people who learn that they can get away with violence and aggression often continue to do so in adulthood. They have a higher chance of getting
involved in dating aggression, sexual harassment and criminal behaviour later in life (Bullying Canada). For this reason, any complaint about bullying
should be addressed seriously: bullying can have serious long-term consequences for both the victim and the aggressor.
Don’t buy into the myths about bullying. People have been perpetuating myths about bullying and how to deal with it for years. Don’t make the
mistake of buying into one of the following:
Myth: Youth have to learn to deal with problems on their own – they don’t need an adult to help.
Fact: If we come to you and tell you that we are being bullied, it has likely been going on for some time. It takes a great deal of courage to talk
about being victimized by bullying: we are coming to you because we have tried to deal with the situation on our own and haven’t been successful.
It’s important that you offer us support and discuss assertiveness, problem solving techniques and options for reporting the bullying to the authorities
if appropriate.
Myth: If a young person is being bullied, he or she should fight back with equal force.
Fact: Encouraging us to respond in kind – either physically or verbally – is never a constructive way to deal with bullying. In fact, it teaches us that
violence and aggression are acceptable ways to deal with conflict. We need you to set an example for us and model positive conflict resolution
behaviours.
Myth: Suffering through bullying builds character.
Fact: Bullying can seriously harm our self-esteem and make it hard for us to trust others. The emotional and psychological scars from bullying can
last a lifetime.
Myth: It’s just name-calling and teasing: it doesn’t really hurt anyone.
Fact: Name-calling and teasing can cause serious psychological damage that lasts far longer than physical scars. These behaviours are hurtful and
need to be addressed.
Myth: They’re just being kids.
Fact: Bullying is a learned behaviour: bullies may be imitating behaviour they have seen on television or at home. Bullying is NOT a normal part of
childhood and should not be treated as such. Unless you take bullying seriously, we’ll have to continue to face bullies who harm us physically and
emotionally.
Work with us to find a solution to bullying. If we come to you and say we are being bullied, your response should vary depending on the situation.
Some of us may need to practice assertiveness or different problem-solving strategies; in other cases, we may need to talk to school or city
authorities or make the parents of the bully aware of the situation. Regardless of what you think is best, listen to how we feel about the situation
and help us explore our options. Ultimately, we will gain more confidence if we play a major part in coming up with the solution. For more information

HUMAN TRAFFICKING IS MODERN-DAY SLAVERY
HOW TO RECOGNIZE A VICTIM
Human Trafficking is defined as the recruitment,
transportation, transfer, harbouring or receipt of
persons, by various means of coercion, force, fraud,
or the abuse of power, for the purpose of
exploitation. Exploitation typically includes sexual
exploitation, forced labour, involuntary servitude, or
slavery.
The clandestine nature of Human Trafficking makes
it difficult to ascertain its true magnitude. The United
Nations however has estimated that over 700,000 persons are trafficked
annually. Other organizations have put the estimated totals even higher
than this. It is also estimated that more than half of people who are
trafficked annually are children! Child victims of trafficking are often
exploited for sexual purposes, including prostitution, pornography and
sex tourism. They are also exploited for forced labour, including domestic
servitude, sweatshop factory work and migrant farming.
VICTIMS OF TRAFFICKING CAN BE FOUND IN:
- Commercial sex or prostitution
- Nannies or servants
- Sweatshop factories
- Construction
- Farming or landscaping
where does it occur?
DON’T CLOSE YOUR EYES TO HUMAN TRAFFICKING
- Speak neither English nor French, or may not speak on their own
behalf
- Originate from a foreign country
- Be unaware of local surroundings even though they have been in
the area for an extended period of time
- Show evidence of control, intimidation or abnormal psychological
fear
- Not be able to move or leave job
- Have bruises or show signs of physical abuse
- Show signs of malnutrition
- Be frequently accompanied by an individual who may be their
trafficker
- Be frequently moved by their trafficker
WHAT IS THE VICTIM’S MINDSET?
THE VICTIMS MAY: Not self-identify as victims of human trafficking.
Victims may not appear to need social services because they have a
place to live, food to eat, medical care and what they think is a paying
job; Be taught to distrust outsiders, especially law enforcement. They
have a sense of fear and distrust toward the government and police
because they are afraid they will be deported; Feel better in their current

their home countries. Some traffickers threaten that they will harm their
families if they report their situations to, or cooperate with, law
enforcement.
Certainly experience has shown that Human Trafficking occurs in our
major cities across Canada, however it is not exclusively restricted there.
Wherever there is a demand for any of the services referred to in the
previous list, it is conceivable victims can be found there as well. Perhaps
in your own community! Please don’t close your eyes to Human
Trafficking. If you suspect or know of Human Trafficking activity, please
contact your local Police, or if you wish to remain anonymous, call your
local Crime Stoppers program at the number below.
ROOT CAUSES
Some of the main causes for trafficking persons into Canada include: an
increasing demand for low cost labour and services across Canada and
the United States, poverty, lack of education and employment
opportunities and inequality (gender, nationality) in countries of origin.

Quite often, Human Trafficking is happening right in our own communities
and we do not notice. The reason we do not notice is often due to a lack
of familiarity about Human Trafficking. We encourage you to firstly make
yourself aware of the issue of Human Trafficking, and secondly, help your
family and friends be aware. By raising awareness levels throughout all
communities in Canada, we believe we will be able to greatly reduce the
incidence and continuance of Human Trafficking. That is a good thing to
do! Please help those victims already in our midst and help prevent the
importation and exploitation of more.
WHAT HAPPENS WHEN YOU CONTACT CRIME STOPPERS?
Firstly, your identity will never be known as Crime Stoppers does not
subscribe to call display. Your call will be completely anonymous. The
information you provide will be forwarded to the Police for investigation
and, if proven to be accurate, will help ensure the perpetrator(s) will be
arrested and charged, and you would be eligible to receive a cash reward
of up to $2000 Canadian. The victim (the person being trafficked) will
be provided with assistance and, if from another country, can be
provided with a temporary residency permit and a safe location while the
matter is being resolved.

Cigarettes
The illegal tobacco trade is a serious threat to the health and safety of Canadians. It is
dominated by criminal organizations, which are motivated by the potential of large profits which
in turn fund other criminal activities. In the case of many large seizures of illegal tobacco, drugs
and weapons have also been seized. Due to its low selling price, illegal tobacco has the
potential to increase smoking rates which in turn results in an increase in health care costs for
which all citizens pay the price.
The illegal tobacco trade varies greatly across the country. Central Canada is the primary
source of illegal tobacco products found throughout the rest of the country. The illegal tobacco
market in the Atlantic region is almost entirely supplied by criminal networks sourcing their
supply from ontario, Quebec and New york State. The current environment of manufacturing,
distributing and selling contraband tobacco products is different from what it was in the early 90s
when it was based primarily on the diversion of legally manufactured products. Today, it’s driven
largely by illegal manufacturing, although it also features, to a lesser degree, the illegal
importation of counterfeit cigarettes which arrive in Canada via marine containers.
Several factors contribute to Canada’s illegal tobacco market, including smokers’ motivation to
find cheap product, low public recognition and appreciation for the consequences of illegal
tobacco, ease of access to illegal tobacco products especially by our youth, and the illegal
manufacturing and sale of tobacco products.
The illegal tobacco trade deprives all citizens of money that could be used for things like health
care and education. Persons who are caught possessing or distributing illegal tobacco can face
fines, penalties and even jail time.
Crime Stoppers recognizes the seriousness of this issue and its effects on our communities and
will continue to work with law enforcement agencies and partners to combat the illegal tobacco
trade in Nova Scotia.
