Sending-off report forms for NLD players MUST be sent to Nick Mudd within 72 hours of the sendingoff. A copy of the report must also be sent to Trevor Sharpe (Secretary NLDRFURS) and Paul Carroll.
For non NLD players the report forms must be sent to Trevor Sharpe (Secretary NLDRFURS) .
Guide to Appointments
Weekend Appointments
Initial appointments are sent out by Paul Carroll a month at a time, usually one or two weeks before
the beginning of the month in question.
Once you have received your appointments, John should be informed of any problems.
If you have any problems in the current week, you should ring John Bradwell  (01529) 460040.
Please remember to leave your name & the date of the call and appointment.
If you have to call off in the week please leave a message by 7pm. On Thursday at the latest. Call offs
after Thursday cause a lot of extra work and should be restricted to genuine emergencies.
If you are aware of any future dates on which you are unavailable, please let John know in writing or
by telephoning  (01529) 460040 and you will not be appointed on these dates. This saves unnecessary work.
It is the Clubs responsibility to confirm your game and the arrangements. If the Club have not contacted you by 7pm. On Thursday evening, please try to contact the Club to find out what is happening. If you cannot make contact, please call John.
If your game is cancelled please ring as soon as possible, even if is cancelled on the Friday or Saturday
morning… you never know your luck!
If you are going to be away for all or most of the week or are going to be difficult to contact, please
ring the Club early in the week or the week before to avoid them panicking because they cannot contact you.
Re-appointments are made on Wednesday & Thursday evenings. If you are ambitious, it pays to be
contactable, or have someone manning your phone!
If you have any problems with Club confirmations, please let John Bradwell know.
Midweek Appointments
These operate in a similar way to Saturday’s appointments except that any problems should be directed to Trevor Sharpe  (01246) 207647
We are generally short of midweek Referees and there are often good games to be had. If you are
available occasionally on the odd Tuesday or Wednesday please let Trevor know.
Non-Society Appointments
Referees & Touch Judges are covered by insurance for games appointed to by the Society between
member Clubs or affiliated bodies e.g. Schools, Universities & Women’s RFU, of the Rugby Union. If
this is not the case, you have no insurance cover and could be personally liable for any legal actions
taken against you.
If you are asked directly to Referee a match, you are advised to notify John Bradwell or Trevor Sharpe
who will advise you if the game is legitimate and if so, record it as an official appointment.
If you are approached by a School, it is always worth checking whether they have approached the Society before speaking with you or not.
If you are asked to Referee a Junior match and you have not attended a relevant training session or
have not applied for Criminal Records Bureau enhanced check, under NO circumstances Referee the
match.
If you are asked to Referee any game that is not in accordance with RFU regulations regarding the

ages of players, you should not Referee the game, advise the organizers that they should not proceed
with the game.
If you are asked to Referee mini, junior games please ensure that you are aware of and understand
the regulations concerning the age group concerned. It would be advisable to confirm these with the
coaches beforehand. Even if asked to you should not deviate from these regulations.
Expenses
The Society pays you expenses for travelling to your appointments. Every month a link is sent out
for you to complete your expense claim. Payment will usually be made by cheque or BACS Transfer
within 10 days of receipt of your claim. Current mileage rate is 40 pence per mile.
You may claim travel expenses for travel to Central Training Meetings (usually at Southwell), but
please try to travel with other referees to minimise expense to the Society

Exchange Appointments
Where there is more than one Referee is involved on an exchange, expenses will be paid on the basis
that one car only is used, unless specifically agreed in advance with the Hon Secretary.
The senior Referee is responsible for sorting out the travelling arrangements with his/her colleagues.
If the Referees are the same Level, the one whose surname comes first alphabetically, is considered to
be the senior referee.
You are entitled to claim travelling expenses to & from the Club to which you have been appointed.
They should be based on the distance from your home to the Club or between the start and finish
points which ever is the shorter.
Insurance
Members who have paid their subscriptions are covered by the Societies insurance for accidental
death & severe disability, while Refereeing, touch judging or advising and in travelling to and from
the match. They are covered against third party and public liability claims.
Please note:- if you a break your journey for other than ‘ normal travel stops ‘ the insurance stops at
the break point. In addition, if you break the law, you may invalidate the insurance cover.
The society does not insure you for any loss of earnings. Also, in the event of very severe disability,
the amount, which you could receive, is likely to be inadequate. You are advised to take out additional
personal cover against these eventualities.
Sendings Off
If you send a player off, record the details at the time and before re-starting the game. As soon as you
can after the game, complete a RFU Sending Off form with full details of the incident or incidents.
Send the form to the Disciplinary Secretary if in NLD (see above for details) with a copy to Trevor
Sharpe Chairman. If you send off a Schoolboy a report must be sent to the Schools Head Master.
For Mini Junior games a report should go the Club’s Secretary
Where a player is sent off on the advice of a touch judge, the form should be completed by the Referee
& Touch Judge jointly.
For any sending off, other than for school & mini- midi matches, a sending off form
must be completed & posted to the nld disciplinary secretary & a copy to Trevor
Sharpe and nick mudd within 72 hours.

Other Incidents
If serious injury takes place during the game (even though no foul play is involved), you are advised
to write down the details of what happened and send a copy to Trevor Sharpe.
If any other serious problems occur during the match or you are subject to abuse or bad behaviour,
There is an RFU Referee Abuse Form available from the Website or the secretary, please obtain one
complete it & return it to Trevor Sharpe, with a copy to Nick Mudd.
If either of the above situations happen, you are advised not to discuss them or make any statements.
Want to get on?
To progress to refereeing at a higher level of game, you need to be graded at a higher level, and a
higher grading may be achieved by:
Demonstrating your capability to referee well, gauged by the trained coaches and Advisers who,
from time to time, will be appointed to assess your refereeing competence and provide some development actions for you to improve your refereeing
Attending society training meetings regularly
Being committed to refereeing and be flexible in the type of games that you referee whether it be
League, cup, friendly, junior
Be prepared to travel to a variety of locations thus gaining experience of refereeing at many
clubs and or schools. 
Demonstrating the necessary interpersonal skills in representing the society at all establishments where you are appointed e.g. with players and officials from the club, school, university. 
Dressing in suitable attire as is expected of a referee representing the society at match venues
NLDRFURS Grading Policy
This Grading policy has been drawn up to help both the Referees, Advisers and Coaches & the Grading
Committee within the Society, and also give helpful guidelines to the Referees, Advisers and Coaches as to
the standard required to progress through the Grades if they so wish.
All Active Referees, Advisers and Coaches wishing Promotion are expected to show Commitment, and flexibility regarding matches and availability.
Adviser and Coaching Reports used in County by NLDRFURS are the basis for all Grading up to but not including Level 4
All Active Referees, Advisers and Coaches Grades are reviewed twice a season. Those re-graded will be informed as soon as possible, after the NLDRFURS Grading Committee has met. Nobody is untouchable within the Society, and Grading can mean demotion as well as promotion.
Where appropriate Referees may be Re-graded at other times.
NLDRFURS Referee Match Recommendations
Midweek before the game
The home club representative should telephone you to confirm the game. Know which teams you are refereeing.
Make sure that the following points are covered:
The actual venue
The kick-off time

The colours of both teams if possible
That touch-lines will be roped off at a minimum of 5 metres (or wherever practicable) from each line
where there is no permanent barrier
That First Aid will be available, together with a trained person to administer it
Are there any major road works that may delay your journey time?
If the club has not contacted you by 7 PM Thursday evening, you call them. It looks more professional, and
also confirms whether you have a game on or not so that you can notify the Re-appointments Secretary if
necessary. It is NOT to take the attitude that you will only honour the fixture if they call you.
On the morning of the game

Remember that you are a member of Notts, Lincs and Derbys Society of Rugby Union Referees, and A
REPRESENTATIVE OF THE SOCIETY, so dress smartly, wearing a polo shirt, blazer or jumper with the
NLDRFURS badge on it, and also wear the NLDRFURS tie, not a club tie or an RFU one. A smart appearance adds to the professional image of your Society, and it alerts the club members to your position as match
official. You only get one chance to make a first impression.
Arriving at the ground and pre-match
Always plan to arrive at the ground at least an hour before the scheduled kick-off time. This will give you
time for mental and physical preparation, and also gives some leeway if the match start is brought forward
for any reason. Please do not sit & hide away in your car, it gives the impression of insecurity.
Introduction
Introduce yourself to the home team officials, any club representatives and of course the home team captain.
Also the away team captain and representatives. (Remember your body language, be upright and positive).
Pitch
At a convenient time, check the state of the pitch (the line markings, any potholes, amount of water, hardness of the ground), and the roping off. (While you are doing this, you are probably being watched yourselves,
to judge how professionally minded you are). If you are not prepared to referee the game due to the state of the
pitch, make this clear to the two captains and the home club representatives as soon as possible. If it is something that can be put right, allow enough time for this to happen. If it can’t be corrected, ask about a change
of pitch. Remember that you are not authorised to cancel a game, so start the game and immediately abandon the game due to dangerous conditions. (If one captain says the ground is not fit then the game should be
cancelled). If you do so, put in writing to the NLDRFURS Secretary the reasons for your actions.

First Aid
First aid should be available, even at the lower playing Grading e.g. II’s, III’s & juniors. Often the First Aid
person will check with you how you wish to handle minor and major injuries re them coming onto the pitch.
Establish what you require and stick to it. It is a club responsibility to ensure that First Aid is available. In
Junior Rugby the game must be stopped to allow Players to receive treatment
Team Captains
Referees who talk to team captains to establish understanding before the game should do this at least 20 minutes before kick off. Remember, they need some time with their teams immediately prior to the match, don’t
intrude on that time. If practical, do the coin toss during your team Captains’ talk Remind Captains at this
time discipline of the team is their responsibility.
Boot & Playing Kit Inspection
Agree a suitable time with both captains when you can enter their changing rooms to carry out a boot/stud
and body armour inspection. If more convenient this can be carried out on the pitch or training area. Then
stick to this time. If you are unhappy with any particular studs, say to the captain and player, “I am not happy with …”. Walk away and carry on with your inspection duties. The player must be allowed time to change
any illegal boots. Re-check that player’s boots after he has made any changes. NEVER let a player play in illegal studs, you have a duty of care to all of the players and to the referee following you there next game. Be
satisfied in your own mind that any body padding is legal; if in doubt don’t allow it. We would rather defend
you in the clubhouse than in a Court of Law.
Front Rows
You must never allow scrums (contested or uncontested) in a senior game unless all the players of
both front rows are a minimum of 18 years old, suitably trained & experienced as front row players.
You must talk to the front rows and front row replacements before the game to brief them, do this as
early as possible when they are all together. Establish what you want for scrummages and in particular on engagement, and ask for any questions.
League games
Both captains, or a club representative should hand to you a league card with the names of the players and replacements by 45 minutes before the kick-off. Complete the details at the foot of each card, but only sign the
cards after the match is over. (Remember that it is a useful reference to have the names in case of a sendingoff). Hand the cards back to the team captains after you have signed them. You MUST hand back the cards,
they belong to the league teams not the referee.
Cup games
Make sure that you are aware of the particular rules pertaining to the cup competition you are refereeing. In
particular, the number of replacements/substitutions allowed, and what to do in the event of a tie at no-side.
You are not to decide these, but should know what to do.
Touch judges
If you have touch judges, go through with them in your dressing room how you as a team of three will manage the match, covering the major items such as touch scrummage, ruck and mauls. Lineouts, penalty and
free kicks, kicks at goal and foul play, and what happens in the in Goal Area.
Designate one TJ to keep the time, and one to keep the score. Ensure that one also keeps track of the replacements/substitutions.

Match balls
The match ball is given to you at least 10 minutes prior to kick-off. Check that it is properly inflated (9.5 – 10.0
psi), if you don’t have a gauge, the ends of the ball should just depress with your thumb.
Advisers
If the game has an Adviser, he will probably come and see you before the game. His job will be mainly after
the match, so ensure that you are able to complete your pre-match tasks satisfactorily without delay.
Hydration
Make sure that you take in enough fluids during the preceding hours on the morning of the game and prior
to starting a game. Energy drinks are especially designed to replace the salts & minerals lost during exercise.
Don’t start a game under-hydrated and end up with problems of cramp.
Warming up
Allow enough time to warm up before the game. Go through your personal pre-match exercises of stretching and warming up. Pulling a muscle during a game due to inadequate preparation before kick-off can be
avoided.
During The Match
Spectators
If there are problems with spectators and they are beyond the ropes or barriers then it is the home club’s responsibility to maintain order at their ground. If it is within, or there are no ropes or barriers then the referee
should deal with the issue. If a quiet word with the offending spectator(s) has no effect, speak to the home
captain and ask him to deal with it. If he is unable or unwilling to do so, you should consider abandoning the
game. If you do so, put in writing to the NLDRFURS Secretary the reasons for your actions. We now have
forms for actions of this kind to be completed by the Referee which can be found on the website or obtained
from the secretary. Do NOT abuse the Abuse form.
Player behaviour
There will be three Grading of sanction available to you the referee. The first is a verbal warning. The second
is a yellow card (ten minutes in the sin bin). The third is a red card. Be judicious in your use of the yellow
card, a quiet word as you run past the player often helps the situation. Ask yourself if the offence merits a sinbinning or just a verbal warning. Avoid situations where you give yourself no options.
Be prepared to use the yellow card as a “tool of communication”. It is not just for foul play, but for repeated
infringements e.g. dissent, killing or playing the ball on the ground, time wasting, and repeated offside (even
by the team). Use of the yellow card when these negative tactics are being used often is usually enough to deal
with the problem, since the team loses that player or players for 10 minutes. However, do not “bottle out” by
using a yellow card when the offence merits a red card. We do not want the thugs staying on the park.
Sin-bins
If you sin-bin a player for 10 minutes for cautionable behaviour, stop the game, note the player’s number and
the time of the offence, and order him to the sin-bin. He has to stand in a designated area or behind the opposing team’s posts. The match time restarts when he arrives at this area. You should be aware of the passage
of 10 minutes of actual playing time, so that you can call the player back onto the field of play at the next
stoppage of play. He should make his way to the halfway line and enter at this point. Should you forget the
time, bring him on as soon as practically possible after the 10 minutes, but only when play has stopped. No
doubt the coach or other team officials will bring the time to your attention. Make sure that the 10 minutes

has elapsed on your watch not just on theirs. If different players are sin-binned at overlapping times, be aware
of who is due back at which time. The 10 minutes sin-bin time must also take into account any injury time
(e.g. if 2 minutes elapse for an injury, the sin-bin clock will also stop for 2 minutes).
Be aware that you cannot sin-bin the same player twice in the same game. If the offence warrants a second
yellow card, this becomes a red card. Taking the player’s name for the first yellow card simplifies things if a
red card is subsequently necessary.
Sending-off
Do not use words like “the next one who does that is going off”, use word like, “you know what can happen if it
continues” or “Do not force me to dismiss anyone”, it leaves you with options.
Should the need arise to order a player from the field of play, do the following:
Blow your whistle to stop play.
Call the offending player(s) to you by name and number, e.g. “Red 7 please”. The relevant team captain should also be called over.
Write down immediately the time, the player’s name and number, the score at the time of the offence,
and the reason for dismissal.
Inform the player why he is being dismissed from the field of play, and visibly show the red card. (Do
not over-react by waving the red card frantically, it looks like you have lost control, just show the red
card to the offender in a positive manner).
If necessary, talk to both captains and ask them to speak to their teams to maintain order.
Restart the game with the appropriate action, whistle, and signal, e.g. penalty kick.
There is no basis for sending off a team captain if you are unable to identify individual offenders. Remember
that you may be required to justify the sending-off at a disciplinary hearing. Should the infringements persist, you always have the option of abandoning the game.
It may be worth asking yourself the reasons “Why”? Did we not deal with the incidents through the game
better at the time they occurred, or are we just frustrated that the players are losing control? (Players get
tired, so do referees). ALWAYS complete sending-off forms within 72 hours of the incident, even if in hindsight you realise you’d made a mistake.
Front Row Forward sent off or temporarily suspended – League & Cup games
First Replacement
If it is a league or cup game, the team losing the player is required under League or Cup regulations to provide a competent front row replacement. If they are unable to do so in the first instance, they will lose a man.
Carry on with the match using uncontested scrums only.
Second or Subsequent Replacements
If a team is unable to provide a second competent front row replacement when required, they are NOT in
breach of the league regulations since they are only required to provide a total of 4 front row players at the
start of the game. (You must check before the match how many front row replacements are required if it is a
cup game). The team can play a non-competent front row player in the front row in this case, but the referee
must continue with uncontested scrums only. The result of the match stands, and the match card should be
annotated accordingly.
Front Row Forward sent off or temporarily suspended – other games
If a front row player has been sent off or sin-binned, it is desirable that both teams field competent front rows.
However, if a team is unable to provide a competent front row replacement, inform the captains that the
game can only continue with uncontested scrums. If the teams are unwilling to comply with this, you must
abandon the game.

Post-match
Immediately
It is recommended that you do not discuss the game with anyone whilst walking from the playing area.
Sometimes players remain emotive after the final whistle, don’t give them the opportunity to have a go! After
warming down (always important, it aids with the recovery of the muscles and disperses lactose), proceed to
your dressing room, then get showered and changed. If there are any points in the game that you feel may be
raised by the Adviser, go over them and make sure that you are clear as to how you handled them. Do not allow the Adviser to discuss things in your dressing room, you need at least 15 minutes to yourself.
In the Clubhouse
If the Adviser is there, find a quiet table where he can go through the points he wants to discuss. This is between you and the Adviser; it does not involve the players. Remember that it is a two-way discussion. After
this, it’s a good idea to talk to the players of both sides, and especially the captains. What they say may help
you improve as a referee, if possible talk to the front rows. (They will always tell you what you have missed).
Sending-off
If there have been any sendings-off, do NOT discuss the details of this with any club officials, players or
spectators, because what you say in the club house will be inadmissible at the Disciplinary Hearing. Also
refuse, if offered, to watch any video evidence of the match for the same reason. Inform them that you will
make out your report and send it to the appropriate people within 72 hours of the incident. (For clubs, do 2
copies, 1 to the NLDRFURS Hon Sec, and 1 to the County Disciplinary Secretary. For schools, do 2 copies, 1
to the NLDRFURS Hon Sec, 1 to the Headmaster of the offending player’s school).
Hospitality
It is customary for most clubs to allow the referee a couple of courtesy drinks after the match. If they are not
offered, do not presume that they are free, but instead pay for whatever you have. Almost always, the referee
will be allowed to participate in the post-match food, but again it is sensible to check.
Other Referees
It is an unwritten rule of NLDRFURS that should there be other referees at the venue, you do not comment
adversely about their performance after the game. You would expect the same courtesy from them. The same
rule applies about referees who are not there. If you are asked to comment on other NLDRFURS referees by
anyone at the club, please refrain from doing so.
Leaving the Ground
Before leaving the clubhouse, always but always thank the home club for their hospitality. There is a strong

Child Protection Guidance for Match Officials
What Officials must do
When refereeing young players, match officials must.
Recognise the importance of fun and enjoyment when officiating young players
Provide verbal feedback in a positive way during games
Appreciate the needs of players
Be a positive role model
Recognise that safety is paramount
Explain decisions – most players are still learning
Do not tolerate verbal abuse.
What Officials must not do
Change in the same area as young players
Shower with young players – agree with the coaches a timetable
Be alone with young players at any time – if a young player comes into the dressing room ensure
another adult is present
Check the studs without the coach being present
Administer first aid except in an emergency and you are a qualified first aider
Allow a young player to continue playing if you have doubts about their fitness
Tolerate bad language from young players
Engage in any contact with young players
Give a lift to a player unless there are other young people or adults in the car and parents are
aware
Take a young player to your home
Overtly criticise young players or use language which may cause the player to lose confidence or
self esteem
Make sexually explicit remarks to young players even in fun
What Officials must report
the following, in writing, to the Club or CB Welfare Officer and/or Society Secretary:
Behaviour by adults, which you feel, contravenes RFU Child Protection Policy.
Verbal bullying by coaches/parents/spectators
Physical Abuse by coaches/parents/spectators
Inappropriate or aggressive contact by an adult to a young person
Verbal abuse directed at you by young people or adults
REMEMBER: “The Welfare of all young people is paramount”….
