IRS Tips
The Mayor discussed new businesses and entertainment opportunities that
are developing in Hoffman Estates. In addition, the Mayor discussed the
progress on the toll-way interchange at Barrington Road and the
improvements that it will bring to the area. Mayor McLeod also spoke about
improvements in code enforcement, inspections, village streets, and housing
development activities. Mayor stated that 2015 was the first year since the
recession in which there was significant residential development in the
Village. He also gave a progress report on the success of the Sears Centre
Arena in 2015. Ben Gibbs, general manager of the Sears Centre Arena
commented on the successful year for the arena. Later this year, the arena
welcomes the Windy City Bulls Development League basketball team. The
Mayor’s informative presentation was concluded with a question and answer
session from the audience based on questions from the businesses and
community residents.

Election Poll Workers Needed: Serve your Community
During the Historic 2016 Presidential Elections
The Cook County Clerk's office is looking for community members to work as
suburban poll workers for the March 15 Presidential Primary Elections. Having a
broad spectrum of community members working together to serve voters in local
polling places is a critical part of the democratic process and the more people
involved the better. Poll workers are paid $175 or $325 based on the position
they choose. Visit cookcountyclerk.com/judges or call 312.603.0970 to learn more
and submit an application. Bilingual judges and students are encouraged to apply.

A Certificate of Origin (often abbreviated to C/O or COO) is a document used in international trade. It is a printed
form, completed by the exporter or its agent and certified by an issuing body, such as a chamber of commerce,
attesting that the goods in a particular export shipment have been wholly produced, manufactured or processed in a
particular country.
The Certificate of Origin (CO) is a document which is used for certification that the products exported are wholly
obtained, produced or manufactured in a particular country. It is generally an integral part of export documents.
The “origin” does not refer to the country where the goods were shipped from but to the country where they were
made. In the event the products were manufactured in two or more countries, origin is obtained in the country where
the last substantial economically justified working or processing is carried out. An often used practice is that if more
than 50% of the cost of producing the goods originates from one country, the "national content" is more than 50%,
then, that country is acceptable as the country of origin.[1]
It is important to note that not all goods leaving the United States need a certificate of origin.

Guidelines Are Now On
Line!
The Chamber is pleased to

$500.00 scholarships for students
this year.
The Scholarships will be offered in
three categories:
1. Graduating High School Senior
2. Current College Student
3. Graduate Student
The application and guidelines can
be found on the front page of the
Chambers website under the
Scholarships tab. All applications,
completed essay questions, and
official transcripts need to be
returned by Monday May 16th, to the
Chamber office by 4:00pm.
Unfortunately, the Chamber will not
be able to accept any late
applications.

Understanding the Small Business
Health Care Tax Credit
The Affordable Care Act includes the small business health care tax
credit, which can benefit small employers who provide health coverage for their employees.
The small business health care tax credit benefits employers who:
have fewer than 25 full-time equivalent employees
pay an average wage of less than $51,600 a year
pay at least half of employee health insurance premiums
Here are some facts that will help you understand this tax credit and
how it may affect your small business or tax-exempt organization:
Credit percentage is 50 percent of employer-paid premiums; for
tax-exempt employers, the percentage is 35 percent.
Small employers may claim the credit for only two consecutive
taxable years beginning in tax year 2014 and beyond.
For 2015, the credit is phased out beginning when average wages
equal $25,800 and is fully phased out when average wages exceed
$51,600. The average wage phase out is adjusted annually for inflation.
Generally, small employers are required to purchase a Qualified
Health Plan from a Small Business Health Options Program Marketplace to be eligible to claim the credit. Transition relief from this requirement is available to certain small employers.
Small employers may still be eligible to claim the tax credit for tax
years prior to 2014. Employers who were eligible to claim this credit
for prior years – but did not do so – may consider if they are still eligible to amend prior year returns in order to claim the credit.
Gathering the following information will assist you in completing Form
8941, Credit for Small employer Health Insurance Premiums.
SHOP QHP documentation or letter of eligibility from SHOP, unless transition relief applies
Numbers of full-time and part-time employees and numbers of
hours worked
Average annual wages for employees
Employer premiums paid per employee, if applicable
Relevant K-1s and other pass-through credit information
Cost of coverage for each employee
Payroll tax liability – for tax-exempt organizations only
Pass-through credit info – for K-1s of other small employers

Random Acts of Kindness 2016
A heartfelt thank you to all who participated in the Valentine’s Day program at Alden Poplar Creek.
Valentine’s cards were distributed to the residents, made by the children in School District 54. Mayor
McLeod, Village Trustees, and Chamber Board Members participated in the festive celebration. Residents
enjoyed a marvelous party where the residents voted prior to the event, and a king and queen of St.
Valentine’s Day was crowned!
