Govt. to offer incentives for SL expat investors

(DM) Government is to give a special incentive
package for Sri Lankan expatriate workers to
invest in Sri Lanka, Minister of Trade, Marketing
and Consumer Affairs, Bandula Gunawadene told
Parliament last week
Minister Gunawardene said that a special Bill that
would allow the free flow of any foreign currency to
the country is also being drafted, adding that such
free flow of foreign currency would be allowed for a
specific period under this Bill.
“These steps would be taken to enable the 1,2
million Sri Lankans expatriate workers to invest in
this country without fear,” the Minister said. The
Minister explained that the government has every
intention of encouraging Tamil expatriate workers
who had been forced to pay king’s ransoms to the
LTTE, to invest in industry here and benefit from
such investments. “The LTTE threatened Tamil
expatriates with death if they failed to pay
extortions, but today they have a wonderful
opportunity in stead as the Tigers are crushed,” he
pointed out. He revealed that the LTTE
representatives abroad have been engaged in
drug dealings and arms deals using the funds they
have collected from extortions.
Minister Gunawardene explained that the
foreigners and the Sri Lankan expatriates have
become confident in investing in Sri Lanka as total
foreign investments in government securities have
increased up to US $152 million during the recent
weeks. He said this has enabled an improvement
in the country’s foreign reserves.
He also informed the House that the Colombo
Stock exchange have improved so much since the
completion of the war that it has become one of
the ten leading stock exchanges in the world.
POLICE APPEAL
The devastated sister of Michelle Samaraweera has appealed to the
public to help officers catch the man responsible for he murder.
Ann Chandradasa, 37, urged anyone with information about her
sister's murder or the two linked sexual assaults in Walthamstow to
come forward before anyone else is targeted.
Michelle's body was discovered
on 30 May 2009 in a small park
and play area along Queen's
Road, E17, junction with
Markhouse Road. She had
been strangled and raped.
The 35-year-old's murder was
quickly linked by DNA with two
similar assaults in Waltham
Forest. The first was on 24
March 2009 as a 59-year-old
woman walked to her front door
near the Queen's Road, E17

victim walked along Lea Bridge Road.

head Colombo
Archdiocese
(ISL - 17/06/09) VATICAN CITY (AP) — The
Vatican says Pope Benedict XVI has named a
Vatican official, Monsignor Albert Malcolm
Ranjith, to head the Colombo, Sri Lanka
archdiocese. Ranjith takes the seat from the
retiring Archbishop Oswald Thomas Colman
Gomis at a delicate time in Sri Lanka’s history,
with a brutal 25-year civil war between the
government and Tamil Tiger rebels ending last
month. In one of his first appointments since
becoming Pope, Benedict in 2005 named
Ranjith to the No. 2 spot in the Vatican’s main
liturgy office.
The Vatican said Tuesday he will be replaced
there by a longtime Benedict collaborator,
Archbishop Joseph Di Noia, currently
undersecretary in the Congregation for the
Doctrine of the Faith.

(DM - 16/06/09) Eight teenage boys
who attacked a CTB bus with stones
for not taking them to Dikwella on
Monday night were arrested by
police.
The suspects were reportedly
returning home after attending a
musical show and had waved and
tried to stop the CTB bus bound for
Colombo from Kataragama.
When the bus had failed to stop, the
gang had attacked it with stones
smashing several glass shutters.
The bus driver who drove the vehicle
away had however later returned to
the scene and taken the youth to the
Dikwella Police station.
They were to be produced before
Matara Magistrate Courts.

parties have applied for registration with
the Commissioner of Elections as
recognized parties, Elections
Department sources said.
These parties had sought recognition
before calling for nominations by the
Elections Commisioner for the elections
for the Uva Provincial Council, Jaffan
Municipal Council And the Vavuniya
Urban Council. Sources said that the
preliminary interviews with the
respective political parties have been
conducted by the Election Department
officials.Names of those new parties
newly recognized by the Commissioner
will be announced today or tomorrow,
the sources added.
The number of political parties
recognized up to December last year
was 61.

over 3,000 families united in
IDP camps

(DM - 17/06/09) The government has united
3,520 families in the welfare camps in
Vavuniya, whose members were found
missing after the displacement, Deputy
Minister of Social Welfare Lionel Premasiri
said yesterday. Of these 520 families had
been united during the last two weeks.
The Deputy Minister said that there were
72,000 families living in 24 welfare camps in
Vavuniya currently, and information related to
32,000 of them had been computerized with
the technological assistance from the Colombo
University. He said that the government had
now access to details on these people such as
the number of family members, occupations,
residential areas and education qualifications
in the computers.

Lanka, Tuesday (UPI) -- The defeated
Sri Lankan Tamil Tigers said
yesterday they have now set up a
novel 'provisional transnational
government' to work for the next
phase of the struggle for a separate
Tamil Eelam or Tamil homeland.
An opinion column on Monday’s
TamilNet website, which the Tigers
use to announce their activities, said a
transnational government was
different from a government in exile.
"A government in exile functions
outside of its territory with the aim of
taking control of that territory.
But the kind of transnational
government we speak of is a novel
experiment that has no precedence,"
the column published on the website
said.
It claimed that the contemporary world
system including its apex body the
United Nations had shown little regard
for the life, safety, dignity and human
rights of the Tamils.
"Only the Diaspora and the
transnational government could
uphold the freedom of aspiration and
freedom of expression of the Tamils,”
the column said.
The LTTE was militarily defeated last
month thus ending a 26-year
campaign for a separate homeland for
the Tamils on the predominantly
Buddhist country.
The BBC reported that the
announcement on the ‘provisional
transnational government’ came from
Selvarasa Pathmanathan, one of the
few senior Tiger rebel leaders still
alive and who is now the group's head
of international relations.
Mr. Pathmanathan said it was a
necessary move to advance “the
struggle”, as the people wanted such
a homeland and self-rule and that a
committee headed by an exiled Tamil
lawyer Rudrakumar Viswanathan was
being formed to help the process.
The formation of the transnational
government may indicate that the
vanquished Tigers may not have given
up their struggle."It is the ways of the
contemporary world system that

he was serving as Professor .

worthwhile for me to respond to it.

government and the Foreign Ministry
have already informed the relevant
authorities to help arrest him.”

'dialogue partner'

Belarus have been granted the status
of a Shanghai Cooperation
Organisation (SCO) dialogue partner,
Russian President Dmitry Medvedev
said at the end of the two-day summit
of the regional grouping today. The
SCO hailed the end of 'internal armed
conflict' in Sri Lanka, even as it hoped
that all the ethnic groups will be given
equal rights for a lasting peace in the
country.

Canada to remain 'involved'

TORONTO (IANS): Despite Colombo's refusal to
give visa to its Parliamentary Secretary Deepak
Obhral, Canada said on Monday it would continue
to engage Sri Lanka on the Tamil issue and work to
rehabilitate Tamils displaced by the conflict.
Indian-origin Parliamentary Secretary Deepak
Obhrai, who was denied visa by the Sri Lankan
High Commission here last week, said Canada
remained committed to the reconciliation process
in the island nation.
Kandy goes dry, meatless
during Esala festival

(ISL - 17/06/09) KANDY - Nearly 57 liquor shops
and bars within three miles from the limits of the
city of Kandy will be closed during the historic
Esala Perahera this year.
All meat stalls within the Kandy municipality too will
be closed.
An announcement to this effect was made at a
conference held to discuss the arrangements for
the Kandy Annual Esala Perahera, chaired by the
Kandy District Secretary Gotabhaya Jayaratne at
the Secretariat on Tuesday 10.
The Perahera begins on July 27. It will be
concluded on August 06.

Father, sons remanded over
alleged killing

person who were past students of a popular school
in Kandy were remanded over the death of a three
wheel driver who was also a past student of the
same school. The third suspect surrendered to
Court through his Attorney Nanda Senanayake.

custody over the death of a three wheel driver R.

have been hit by a hockey stick at the Mulgampola

East returns to normalcy:

(DM - 17/06/09) COLOMBO, June 16 (Xinhua) -Sri Lanka's once troubled Eastern Province has
reached near normalcy with a drastic drop of
disappearances of people and fewer security road
blocks, a one-man commission reported here
Tuesday
The retired judge Mahanama Thilakaratna, who
heads a one-man commission of Inquiry to look
into disappearances, abductions and murders, told
reporters that rights violations in the Eastern
Province had recorded a drop of around 90 to 95
percent this year compared with Jan-May period of
2008.
"Armed groups joining democracy, closer cooperation between such groups have
contributed to this situation," Thilakaratna said.
There is general public view that law stands
above all things else, Thilakaratna said.
He said in Trincomalee district except for two
road blocks, all others had been removed
leading to near normalization. But in the
Batticaloa district it had been difficult to remove
the road blocks yet, Thilakaratna said.
He said the general situation in the east had
drastically improved since the provincial election of
May last year. The militant group TMVP (Tamil
Peoples Liberation Tiger) which broke away from
the former Liberation Tigers of Tamil Eelam (LTTE)
gained control of Eastern Province Council.
The government troops evicted the LTTE from the
east in 2007 which was the prelude to the Army
gaining control of the entire Tamil Tiger held
regions.
The LTTE were completely crushed by the
government troops last month with all their 15,000sq-km territory being recaptured by the troops and
almost all LTTE fighters being killed.
Claiming discrimination at the hands of the majority
Sinhalese dominated governments, the LTTE
began to fight for an independent Tamil homeland
in the north and east in the 1980s, resulting in the
killing of around 100,000 people in one of the
world's longest civil wars.

Independent body needed to
investigate Lankan abuses: Amnesty

(Reuters AlertNet) - An
independent international
commission must be set up to
investigate human rights violations
in Sri Lanka over the last 20 years,
as successive governments had
failed to account for abuses such
as torture, enforced
disappearances and extrajudicial
killings during its civil war,
Amnesty International said.
Sri Lanka last month declared
victory over rebels of the
Liberation Tigers of Tamil Eelam
(LTTE) in a conflict which lasted
over a quarter of a century and
saw tens of thousands killed and
hundreds of thousands of people
uprooted from their homes and
forced to live in displacement
camps.
Human rights groups have been
particularly critical of the last
months of the war, where they say
both the government and Tigers
showed a wanton disregard for
human life with between 10,000
and 20,000 people killed during
this period alone.

The military has been accused of continuously
using heavy artillery to shell a tiny strip of land
where Tigers were trapped along with hundreds of
thousands of civilians, while rebels were accused
of holding civilians hostage and using them as
human shields. Both parties have rejected the
charges.
However, the government remains under pressure
to recognize calls both domestically and
internationally for accountability and transparency,
with the U.N. Secretary-General Ban Ki-Moon
saying earlier this month that any credible
accusation of human rights violations should be
investigated.
“As the Sri Lankan people contend with the most
recent abuses committed by both sides of the
recent conflict, particularly during the last few
months of the fighting, the reality is that they have
been haunted by injustice and impunity for years,"
said Sam Zarifi, Amnesty International's AsiaPacific Director.
Bloody brawl after sports meet
leads to closure of
two faculties

(ISL - 16/06/09) An argument at the annual inter
faculty sports meet of the Sabaragamuwa
University developed into a bloody brawl resulting
in the faculties of Management Studies and
Applied Sciences being closed indefinitely to
prevent further clashes, University authorities said
yesterday.
Five undergraduates have been hospitalized after
the clashes in which student groups used clubs
and bottles of sand. The University authorities had
to summon police to bring the situation under
control.
University sources said that condition of four
students, warded at the Belihul Oya hospital, was
not serious and but one with eye injuries had been
transferred to the Balangoda Base Hospital. The
Agriculture, Geometrics and Languages and Social
Sciences faculties will function as usual.
Registrar of the University T. K. W. T. Thalagune
told The Island that the inter faculty sports meet
commenced on Saturday (13) at the Balangoda
Public Grounds. Applied Sciences Faculty students
scored in most of the events and Management
Faculty students accused them of unfairness
resulting in a heated argument. When it rose to
fever pitch the University administration informed
the police and the Balangoda OIC rushed to the
venue and it was settled. But the clash between
the two factions erupted again yesterday. "We
rushed our student counselors there, but they
failed. We had no other option but to close the two
faculties," the Registrar said.

A software application created by two students
from the University of Moratuwa has been selected
by the Microsoft Corporation to compete in the
Microsoft Imagine Cup student competition as one
of the six finalists at the world competition to be
held in Cairo, Egypt from 3rd to 8th July 2009. The
software application coined "Hope for poor Sasrutha" has been developed at the Faculty of
Information Technology, University of Moratuwa.
This year’s Microsoft Imagine Cup underlines the
theme “imagine a world where technology helps to
solve the toughest problems facing us today,” and
the application has been developed along the lines
of poverty alleviation through women
empowerment. Supunmali Ahangama and Dasuni
Kannangara are the two students honoured in this
rare occasion.

deported from the UK after a British Court found
him guilty to four charges of sexual assault on
women at Keele campus. He was found guilty of
grabbing young women between November and
January, this year according to agency reports.

Provincial Council which is to be held on June 23
is expected to be crucial as some of the TMVP
members who contested from the UPFA ticket are
in favour of joining the SLFP and others opposing
it.

TMVP including Chief Minister Sivanesathurai
Chandrakanthan are not favourable towards
joining the SLFP and are expected to remain
independent.
However he said one has to wait and see what will

wooed or forced to join the SLFP.
“This would not affect the opposition as all 18
members including the 15 UNPers, the solitary

The TNA's overtures come at a time when its
political future looks bleak. The group won most
seats in Sri Lanka's northeast in controversial
elections in 2004 when the LTTE lorded over the
region.
In their discussions in New Delhi, Sampanthan
and his colleagues spoke about the situation in
Sri Lanka, the problems of the thousands
displaced by war, and the setting up of military
camps in the northeast of the country, the war
theatre.
One of their grouses was that the rehabilitation
and resettlement of the Tamils must not be left
exclusively at the hands of members of the
majority Sinhalese community. 'This is
unacceptable.'
They emphasized that Sri Lanka would have to
go for a political solution of the ethnic conflict so
that Tamils enjoy some self-governance. 'The (Sri
Lankan) government's conduct (on this) is quite
questionable,' Sampanthan said.
He also pointed out that Colombo had cut down
security provided to TNA MPs.
Some of them clearly feel vulnerable since Sri
Lanka's east is presently ruled by a former Tamil
Tiger fighter who broke away from the LTTE in
2004. Similar anti-LTTE Tamils are active in the
north as well. And the former LTTE-held region is

Saudi bus accident:
Bodies identified

who died in a bus accident in Saudi Arabia last
Friday have been identified and the government
has taken steps to bring down the body of one
while the other four are to be buried there with the
consent of their families.
Chairman of the Foreign Employment Bureau
(FEB) Kingsley Ranawaka said among the five
who died are Mendis Appuhami (Kandy),
Mohamed Amsa Mohomed Anis (Addalaichenai),
Thaiyar Seg. A. Meeralebbe (Nintavur), Mohomed
Abubaker Shubair Mufees (Karunkoditivu) and
Abdul Gaffoor Sulaimanlebbe (Sammanthurai).
The government has taken steps to offer Rs.
300,000 compensation to the families of the
victims.
Those five Sri Lankans were among 29
passengers who were burnt to death in the bus
accident when they were traveling to their work
place. The bus caught fire after jamming the
electricity locks preventing the trapped
passengers from escaping.
Most of the passengers are from Saudi Arabia.

to its Tamil minority and improve conditions for

defeating Tiger rebels, the nominee to be the
next US ambassador has said.
Patricia Butenis, testifying in a Senate
confirmation hearing on Tuesday, said she
would also press Sri Lanka to bring to justice
those responsible for extrajudicial killings and
attacks on the media.
"Our main message to the Sri Lankan
government is don't lose this opportunity," said
Butenis, a career diplomat who was recently
deputy chief of mission in Baghdad and has
been ambassador to Bangladesh.
"The focus is to have the Tamil population
understand that they have a future in their own
country, in a unified Sri Lanka, and that the
government itself has to appreciate that and
work with the international community, I think,
a little bit more than it has to date."

Kishore for abstaning from voting on the motion to
extend the state of emergency while the other
TNA MPs present in the House voted against.
Kishore and four others in the TNA, according to

and Vavuniya was not conducive to such activity,

General Secretary of the UNP, Tissa Attanayake
told a news conference in Colombo, that any poll
held in the North at this juncture would heavily
favour the government and its allies. "A free and
fair election cannot be expected in an
environment where campaigning would be very
difficult. The entire government machinery as in
the past, would be unleashed to intimidate its
opponents. Nevertheless we will be entering the
fray."
The Elections Commissioner has already been

(TFC) PLC, now managed by the
Merchant Bank of Sri Lanka PLC (MBSL)
will invest around Rs.100 million on a
housing complex in Jaffna.
TFC is in a position to finance the normal
business while pre-sales will also provide
the necessary funds, said Chairman,
MBSL, Janaka Ratnayake.
He said that Jaffna is emerging with new
prospects as a potential market,
Therefore, the housing complex will be a
boon in the industry.
He said that TFC is back on track with its
normal business despite the recession it
faced earlier. TFC will initiate the setting
up of a new branch in Mannar soon. He
referred to the North and East as a virgin
market since it opens the market to many
industries and it will help in the
development of the country.
The MBSL took over the company on May
22 and had shown a massive
improvement during the period. The TFC
is conducting an islandwide campaign in
sixty branches to raise millions of rupees.
The TFC started its normal business in
accepting deposits, facilitating real estate
and other services. It will render their
services again to many customers in Sri
Lanka.
He said that any finance company is
unable to refund money which were
deposited in accounts since they are
invested in long time investments. Thus
customers should be patient until the
company stabilises.

revenue of Rs.5.1 billion in the financial
year ended 31 March 2009. “Revenue
growth in the Maldivian segment helped
to offset the drop in revenue from the Sri
Lankan segment,” said the Chairman,

the year 2008/09. Tight controls on direct
costs had enabled the Group to improve
the gross profit margin from 64% to 68%
last year, according to Mr. Ratnayake.

International Monitory Fund (IMF) this

protests did not turn violent.

protest outside Trent Bridge Cricket
Ground. Throughout the protest, we will
ensure that public safety is maintained
and people are allowed to go about their
normal business," Nottinghamshire Police

The protestors, armed with placards
condemning the Sri Lankan government's
"human rights abuses", were voicing
support for the Tamil people, who they
believe suffered during the Sri Lankan
army offensive to eliminate the LTTE.

was caused more by the LTTE than the
Government. They pointed out that tens
of thousands of Tamills had been held as
a 'Human Sheild' by the LTTE. She also
went on to say that the lack of

the behaviour of the LTTE. The mass
breakout by civillians was proof that the
LTTE were holding people as hostages

economic growth slowed to 1.5 percent
in the first quarter of the 2009, against
6.2 in 2008 and 4.3 percent in the
December quarter, officials said.

water contracted 2.5 percent while

Earnings from textile and apparel had
increased due to demand for high quality
Sri Lankan products, but exports of
gemstones had fallen 50.2 percent,
Kumarasinghe said.
The construction sector was estimated to
have grown by 3.0 percent, helped a

In services wholesale and retain trade
contracted 2.5 percent, transport and
communications grew 3.9 percent,
banking and insurance grew 3.8 percent
and government services 4.0 percent.

last year) while exports contracted 0.7
percent (2.5 percent growth. Domestic
trade grew 3.8 percent against 5.5
percent last year.
Passenger kilometres flown by Sri
Lankan Airlines had fallen 25.0 percent,
railway passenger kilometres fell 7.7
percent, while in state bus service it fell
6.4 percent.
Cargo handling had fallen 12.1 percent.
Telecoms had grown 10.1 percent
against 22.5 percent. Tourism earnings
had fallen 16.9 percent.
Banking services had grown 3.8 percent
against 5.7 percent.
Agriculture
In agriculture, paddy production had
increased by 10.1 percent, tea contracted
40.9 percent and rubber expanded 2.6
percent against.
"Dry weather was good for rubber but
lower international prices discouraged
tapping," head of the national accounts
division Nalini Kumarasinghe said.
"The increased rice production came from
the post-war eastern economy and
government support also helped."

June 16, 2009 (LBO) Sri Lanka's central
bank which offered a third stake of Seylan
Bank to a private investor has not
awarded it to the sold bidder by Lanka
Orix Leasing Company (LOLC) by the
previously set deadline of June 16.
"The process for the selection of the
strategic partner for Seylan Bank PLC is
yet in progress," the Central Bank said in
a statement Tuesday.

"The Central Bank of Sri Lanka will make
an announcement in this connection once
the final decision is made by the
Monetary Board."
The Central Bank amended the sale
conditions for Seylan after three out of
five parties that expressed interest
dropped out.
In the second round only Lanka Orix

first round bidder Sampath Bank also
staying out.
Among those who expressed interest was
cash rich National Development Bank and
John Keells Holdings.

extended gains Wednesday, as high
volume transactions on diversified
conglomerates, banks and hotels
propped up the market, brokers said.
The benchmark Colombo All Share Price
Index closed up 2.20 percent (50.51
points) to end at 2,342.92 while the
Milanka index of liquid stocks gained
2.31 percent (59.02 points) to close at
2,618.08, according to provisional stock
exchange data.
Turnover was 1.01 billion rupees.
"The market is continuing a good run for
the third consecutive week," Dharshi
Ghaneshan, research analyst at Bartleet
Mallory Stockbrokers said.
"In the medium term investors would eye
mid-cap stocks since they have not
appreciated much as the blue chip
counters."
Brokers said 387 million rupees worth of
John Keells Holdings (JKH) shares
changed hands between 125.00 and
128.00 rupees.
Conglomerate JKH which has interests
in logistics, property, finance and retail,
closed at 128.25 rupees, up 4.50.
"The financial sector has been doing well
and in the coming weeks we expect the
same moment to continue," said
Ghaneshan.
Dialog Telekom, a unit of Telekom
Malaysia was active with 1.37 million
shares trading mostly at 5.50 rupees, its
closing price.
Brokers said hotel stocks were also
active today.
Amaya Leisure closed at 30.50 rupees,
up 2.00, while Confifi Hotels closed at
110.75 rupees, up 75 cents.

Islamic Development Bank to
fund educating of Muslim
women

District Development Committee and
Cooperatives, Minister M. Abdul Majeed said Saudi
based Islamic Development Bank has funded Rs.
15.2 million towards the development of Education
among the Muslim women, affected by the civil war
and natural disasters in the Trincomalee district.
In this respect, an agreement was signed between
the Sumaiya Ladies Arabic College of Kinniya and
the Islamic Development Bank under the auspices
of Parliamentary Affairs Minister M. H. Mohamed.
A fully equipped hostel to house 80 students would
solve one of the pressing needs of the school, the
Minister said. At present over 200 students study at
this Arabic College.

yesterday said that his Party had decided to go it
alone at the Jaffna and Vavuniya local polls.
"The Party High Command decided after much
deliberations that the SLMC would not enter into
an alliance with the UNP to fight the elections as it
was the first polls in the North in the post-LTTE
era", he said.
He said that the Party is creating an awareness
among all the displaced Muslim voters on the need
to forward their applications to vote before June 26
if their names had not been included in the Jaffna
and Vavuniya district Electoral Register for 2008.
The SLMC Chairman, who is also the Leader of
the Opposition of the Eastern Provincial Council,
said that as SLMC General Secretary and MP M.

(ISL - 12/06/9) Another fraudulent finance
company, this time in Wennapuwa, has surfaced
leaving in the lurch hundreds of people who had
deposited over Rs. 500 million.
The owner of a building, Ibrahim Udaya Kumara,
who rented out his premises to a company by the
name Shakhi Enterprises and Finance Company,
has complained to the Wennapuwa Police and
sought their help to trace his tenant Jayasinghe
Arachchige Amal Nishantha.
The suspect had also been engaged in land sales.
The petition said that these camps contained 3,100
government servants, 6,700 persons aged over 60
years and 780 persons who needed special
attention, such as pregnant women and mentally
disabled persons. Around 30 senior citizens had
died due to malnutrition and lack of care from
relatives.
The petitioner had alleged arbitrary treatment,
discrimination on grounds of race and also illegal
arrest and detention, since no detention orders are
issued in respect of these persons.
The petition requested Court to direct the Defence
Ministry to ensure that these persons are given the
right to move and further that they are kept in the
camps on detention orders only.
The first respondent is the Minister of Defence.
The second is the Secretary Defence.

Wesak in Glasgow

This year's Wesak celebrations in Glasgow were a
huge success.
The traditional Asian Buddhist community living in
Scotland as well as the new Scottish Buddhists
celebrated Wesak together at the Hidden Gardens.
There were over 400 people at the festival and
everyone understood the significance of generosity
(Dana Paramita) on the Wesak day. The devotees
of the Vihara offered Dansela for over 400 people.
It was a practical lesson for new western Buddhists
about Dana. The symposium was on 'Engaged
Buddhism'. It was chaired by Dr. Ross Drew the
Head of Department of Interfaith Studies at the
University of Glasgow. This year we had a beautiful
closing ceremony as it did not rain! Everyone
chanted Metta Sutta wishing happiness for all.

Venerable K Sri Rewatha Thero addresses the Scottish Parliament

On 3rd June 2009, Venerable K.Sri Rewatha
Thero (Bhante), addressed the Scottish Parliament
by leading Time for Reflection before the main
business of the day. Although monks are members
of the Sri Lankan parliament, this is the first time
that a Sri Lankan Buddhist monk has had the
opportunity and great honour of addressing a
European parliament.
Bhante Rewatha chose teachings of the Buddha
as the foundation of his talk. He said,
“Today may I reflect on some teachings of Buddha
on non violence and peace. Once he mentioned
ten qualities that a Raja ( a king) should develop.
The old term Raja can today be replaced by the
government and the ten duties of the king can
today be applied to all those who constitute the
government such as the head of the state,
ministers, political leaders, legislative and
administrative officers.
The first one is generosity. Rulers should not have
cravings for government wealth and property.
They should give away wealth for the benefit of
the people.
The second is a high moral character. The third is
that they must be prepared to give up all personal
comfort in the interest of their people.
The forth is honesty and integrity, the fifth is
kindness and gentleness.
The sixth is leading a simple life with self control.
The seventh is freedom from hatred and ill will and
the eighth is non violence and promoting peace
and unity among
people.
The ninth is patience
and tolerance. They
must be able to bear
hardship, difficulties and
insults without losing
their temper. The tenth
is that they should not
oppose the will of the
people.

"2553rd Poson" Celebrations at Dhamma Nikethanaya Buddhist Centre
Poson Full Moon Day (or conventionally the full
moon day in the month of June) marks the
blissful propagation of the inspirational message
of the Fully Enlightened One, bringing grand and
invaluable Buddhist Culture to the world. Sri
Lanka was amply blessed and received the best
benefit of this with the introduction of Buddhism
with arts and culture by the Arahanth Mahinda
Maha Thera in the 3rd Century B.C., the son of
the Emperor Asoka (264-267 BCE) in India, who
initiated this propagation of The Buddha
Dhamma. It entrusted the island as the land
where pure Buddhism would last for five
thousand years.
Commemorating these historical incidents and
providing a great opportunity for Buddhists from
many walks of life, Dhamma Nikethanaya
Buddhist Centre in Letchworth Garden City
organised an exhibition and a special pooja for
"28 Buddhas" on Sunday 07th June 2009. A
replica of a beast-ridden jungle, Mihintalawa
Rock, was incredibly depicted showing King
Devanampiyatissa (307-267) and Ven Arahanth
Mahinda Thera. The Culture and Mission that
spread from this birthplace of India-Sri Lanka
Buddhist Civilization were also displayed on
boards with rarely found information and
pictures. The environmental message of
Buddhism introduced 2553 years ago was
significant in this exhibition "O Great king! The
Offering of fragrant flowers on Poson Full Moon Day

an equal right to live and move about in any part
of this land as thou. The land belongs to the
people and all other beings, and thou art only
the guardian of it.”
Sri Lankans gracefully embraced this 2553rd
Poson Full Moon day as a country free from
ruthless terrorism and devastated for three
decades. A special Pooja for the 28 Buddhas
was observed, dedicated to bless the President,
all military personnel and all patriotic Sri
Lankans who were committed to gain a true and
lasting freedom for Sri Lanka. All the soldiers
who sacrificed their lives for the freedom of our
mother land and all the civilians who lost their
lives were commemorated with utmost gratitude.
Those who were disabled and people who lost
their loved ones were also gracefully
remembered.
Devotees from different nationalities were highly
impressed with the evening "pooja for 28
Buddhas", which raised true sensations of The
Poson with incredible harmonious energy of
compassion and peace.
The Dhamma Niketanaya Buddhist Centre takes
this opportunity to thank everyone who
contributed devotionally to make this event a
success and are pleased to announce our next
programme "An Invitation for The Rainy Retreat

Solidarity among Sri Lankan Maha Sangha of Great Britain
Sri Lankan Monks living in many parts of the
United Kingdom met on Wednesday 27th May
2009 at London Buddhist Vihara to revive "The Sri
Lankan Sangha Sabha of Great Britain". It was
initially founded in 1991 with the full involvement of
Sri Lankan monks in UK, under the honourable
patronage of The Most Venerable Dr Medagama
Vajiragnana late Sangha Nayaka Thera, former
chief prelate of Great Britain.
This council was affiliated as a branch with The
World Buddhist Sangha Council. However, it
became inactive since 1998 due to reasons such
as the unstable health of the late Most Venerable
Dr Vajiragnana Sangha Nayaka Thera. Since then,
it has been dormant for eleven years.
The recent meeting of the Maha Sangha is the
revival of earnest and profound interests of all Sri
Lankan monks (representing all the temples in
Great Britain) to fulfill the timely need for a united
congress. In order to re-establish this meeting, all
the temples were called up by Most Venerable
Bogoda Seelawimala Nayaka Thera, the chief
prelate of Great Britain and head of the London
Buddhist Vihara.
Among its vital objectives are:
To provide an opportunity to come together by
assembling at different Viharas in UK three times a
year and recite the PATIMOKKHA (the basic
Theravada code of monastic discipline); To share
strategies for an effective propagation of Buddha
Dhamma; To be responsible for addressing in
unison more concrete issues with regard to local,
national and international concerns; To promote
international co-operation and exchange of
practices and experiences among the MultiNational and Inter-Faith organizations in the UK as
well as abroad; To host a co-ordinated Buddhist
celebration once a year beside respective
individual Buddhist Cultural festive activities in
each vihara; To participate collectively in religious
as well as social and cultural activities connected
with Sri Lanka.
At this meeting, a new board of office bearers for
2553 B.C. (2009 A.D.) was elected primarily for two
years, as constitutionally a general meeting will
take place once in every two years. The London

My old friend, that fine gentleman 'Skanda',

when Royal played S. John's College, Jaffna, and time wasting tactics,
in the face of possible defeat, were unheard of.
As a former test cricketer, cricket administrator
and group chairman of the country's oldest
mercantile establishment, 134 year old George
Steuart and Company Ltd. S. Skandakumar
always played every situation 'with a straight bat'
the gentleman's role he picked up on the sports
grounds of Royal College where some of the
country's greatest cricketers played their first
shots.
On the eve of his retirement in an interview he
said; "It's fortunate that the company I chose to
work for believed in and worked on the principles
of, well, a straight bat. The values that I learnt at
my alma mater (Royal College) and on the
playing field from the noble game of cricket held
me in excellent stead throughout my career,
particularly in the eight years I spent as
chairman”
Few days ago all the respected Sunday broad
sheets in Sri Lanka carried a piece written by
Skandakumar in which he recalls those glorious
days, similar to the 1950s when we all lived as
one family.
His e mail to me said; 'Hello Reggie....I
relinquished the prestigious Chair at George
Steuarts......After 37 long and challenging years, I
have put the commercial side of my life
permanently behind me and from a modest home
in Haputale I am finding community work most
meaningful in retirement. Sending you herewith a
piece I recently penned which, was carried in
most of last Sundays papers, in case it interests
you......The President has an unprecedented
opportunity to become the Statesman we never

Today the Colombo Column reproduces that
article 'THE WAY WE WERE' written by S.
Skandakumar in which he sincerely tells us
about those harmonious times when
Burghers, Tamils, Muslims, Sinhalese and all
other groups gathered together especially at
occasions like Britain's Sri Lankan Festival of
Cricket (FOC), and sang and danced like
members of one and the same family.
T h e Wa y We We r e . . .
The year was 1965. At the conclusion of our
traditional big match versus S'Thomas', the Royal
team was summoned by its Principal and told
that, reciprocal matches had been initiated with
schools in Jaffna , and as a first step, the
school's cricket team was to proceed over the
weekend, for an encounter with S John's
College.
So, a team of 14 players, comprising of a Muslim
captain, 10 Sinhalese two Tamils, and a Burgher
bundled off in the Yal Devi the following
Thursday, arriving at the Jaffna railway station to
a truly warm reception. Over the next two days,
we played some fascinating cricket before an
unprecedented and enthusiastic crowd. A
challenging declaration by our captain, on the
second day, in the true spirit of the game, left the
Johnians around 140 runs to make from 20
overs. Their talented players rose to the task, to
take them to victory, much to the delight of the
very appreciative crowd. Jaffna had seen a great
game of cricket, played to its highest traditions.
Yes, time wasting tactics, in the face of possible
defeat, were unheard of in those days!!
At the closing banquet that followed, the night air
was filled with songs, in Tamil, Sinhala and
English, with team members exhibiting their
talents in solos and duets. The warm and
generous hospitality continued into Sunday as

mixing until a smooth dough forms. Divide dough
into 4-5 equal size balls. On a floured surface roll
each ball to a thin circle 4-5 inches in diameter.
Cook on a hot griddle. Keep turning on both
sides until Roti is cooked.

carefully without getting it spattered. Add the chili
powder, salt and mix well. Stir the tuna regularly
until well fried (about. 5 min.) Add the tomato,
chili, onion, sugar and lemon juice. Keep stirring
the mix until the onions soften and the mix is well
cooked.

“More than 150 people including police and
security forces personnel, doctors and home
guards gave evidence during the public inquiry
on the completed seven cases which lasted for
about one and half years,” Justice Udalagama
said.
He said the reports and recommendations of the
cases on which investigations were completed
would be handed over to President Rajapaksa

500 taken ill after meal
in temple
About 500 people who partook of meals served
during a Hindu festival at an estate in
Wedamulla, Ramboda were taken ill and
admitted to Gampola, Pussellawa, Kotmale and
Wahugupitiya hospitals.
They developed symptoms of vomiting and
purging after a meal of rice with potatoes, dhal,
brinjals and pumpkin. The patients were rushed
to nearby hospitals in lorries. Six people whose
condition was serious were rushed to Gampola
Hospital.
Entrance to Sigiriya go up by Rs.10/The Central Cultural Fund has
decided to increase the price of an

Thirty Lankan competitors for Asian Youth Games

(DN - 16/06/09) After a long interval, once again,
the Sri Lankan boys and girls have received an
opportunity to show their talents in an
International sports meet when the first Asian
Youth Games will commence on June 29 in
Singapore.
The nine day sports extravaganza will see 30 Sri
Lankan boys and girls competing in five sports
along with around 1400 boys and girls from 45
Asian countries.
The events will be conducted at 10 locations and
will facilitate a total of 90 events in nine sports.
All the athletes who will compete for honours will
be between 14-17 years old and this would be
the first international exposure for most of them.
The AYG 2009 will be of great value for the
young sportsmen and women prior to the
inaugural Youth Olympic Games to be held at the
same city in 2010 The AYG is co-organized by
the Singapore Sports Council and the Ministry of
Education of Singapore.

the President of the Wesley College Old Boys

Six teams enter FA Cup quarters

(DN - 16/06/09) Ratnam SC, Police SC and
Saunders SC managed to make their way to the
quarter finals of the Holcim FA Cup soccer
championship after tic breakers. Old Bens playing
with a very young outfit gave a torrid time to home
town rivals Ratnam SC before going down in the tie
breaker 4-2. The 90 minutes of play ended with a
one all draw.
Meanwhile the defending champs of the cup police
too had to fight all the way to end the game at 2 all
but made amends during the tie breaker shoot out
to win over Java lane SC 5-3.
Don Bosco SC, Negombo failed to make their way
to the quarters though they fought gallantly to hold
the strong Saunders team to a 2 all draw and went
down 4-2 in the tie breaker shoot out. It was
Saunders SC’s Custodian Asanka Viraj who played
a vital role for the winner saving two shots from
their opponents.
The other teams to find their berths in the quarter
finals are the last years runners up Nandimithra SC,
Air Force SC and Army SC who registered good
wins against Renown SC, Negombo Youth SC and
New Youngs SC respectively. It also has to be
noted that all teams that have qualified to date are
Premier League teams playing in the segment A.

win if they were to be in contention and retain the

with glory when they emerged champions of the
Andriesz Shield Hockey tournament which was
conducted by the Colombo Hockey Association,
while BRC were runners-up. In the final match of
the tournament played at Maitland Crescent on
Monday, BRC defeated Royal Hockey Club by
three goals to nil. In the 23rd minute of play,
centre forward M.J.M. Imran score for BRC off a
field goal and four minutes later A. Fernando
made it 2-0 off a penalty stroke.After the change
