STRIKE CHALLENGE OVERVIEW
Military and Government units, in part, historically acquire UTV (Ultra-Light
Tactical Vehicle) class platforms for:
NAVIGATION: UTV’s supplement standard GMV class vehicles which
cannot meet unit needs at the lowest tactical level. Standard vehicles are
traditionally too cumbersome and heavy to effectively navigate where
smaller units need to maneuver due operational environment challenges,
to include terrain, vegetation, surface, or infrastructure. The movement of
equipment and supplies over austere terrain (such as in Afghanistan) where
the footpath is the main mode of travel, is one example. Dense jungle and
arctic climates is another example.

Overview
APPLICATION: Military operations can be so austere that the deployment of vehicles such as the venerable M998 HMMWV is simply unfeasible. When standard GMV platforms cannot meet unit needs at the tactical
level, the fallback alternative is usually manpower; that is, the soldier packs
in the combat mission load. UTV vehicles fill the gap between physically
man-packing loads and the use of operationally impractical larger GMV’s.

MULTI-MODALITY: UTV’s, due their inherent simplicity of architecture, allows for rapid low-cost design inclusion of critical capabilities to
include C2/C4 integration, UAS launch and control in remote locations,
unmanned autonomous operations, task specific high consequence configuration changes such as SAR and MEDEVAC.
Strike Challenge was consequently organized to facilitate and demonstrate various
UTV/LTV class systems in order to introduce, through demonstration, evolved ultralight mobility capabilities. Strike Challenge was also designed to include the tactile
demonstration of compact, efficient and advanced support systems/equipage developed
by the commercial industry to provide a force multiplier to the mobilized light squad
element or government agency conducting high consequence critical success tasks.
OBJECTIVE
The primary objective of Strike Challenge is to create and facilitate participant direct
interaction with key light mobility platforms and specialized mobility supportive systems such as lighting, shelters, communications, SUAS, watercraft and soldier mobility support (bionic powr recovery) as examples. All products to be available under the
auspices of Strike Challenge shall fundamentally demonstrate the salient, physical,
functional, or other characteristics mentioned above as a future or current capability set forth by experienced end-users. As a part of Strike Challenge, attendees may
choose to operate tactical land vehicles, watercraft, mounted weapons and various
specialized equipment. Operations will involve traversing difficult terrain and obstacles; temporarily occupy, enter and egress through abandoned MOUT buildings that
may be in a variety of physical conditions; handle sensitive electronic devices; enter,
exit, ride and use military support vehicles; navigate a semi-autonomous vehicle; don
innovative human enhancement wear/gear and other related equipment. Instruction
will be provided and specialists will be on-hand to monitor/assist all activity.

Demonstration:
All products to be available under the auspices of Strike Challenge shall fundamentally demonstrate the salient, physical, functional, or other characteristics
desired as a future or current capability set forth by experienced end-users. The
resultant after action may eventually be relied upon to generate or meet the
future essential needs of the mobilized warfighter and/or government agent.

SECURITY
Camp Rilea is a secure U.S. Army National Guard military training post with effective and typical military security protocols and protective structures.
Before Camp Clatsop, Oregon’s north coast area between Astoria and Seaside
was a favored area for National Guard
training as early as 1907. Its appeal included rolling open ground for military
maneuvers and firing ranges, a decent climate, and a good water supply.
Transportation was another important
feature. This area had reliable passenger railroad connections with the rest
of the state. This made it easy to move
troops and equipment from their hometown armories to summer training sites
at Seaside, Gearhart, Columbia Beach,
and Clatsop Plains.
In 1927, the Oregon National Guard
leased the land that became Camp
Clatsop. Camp construction and improvements began immediately under
the leadership of Major General George
A. White, Oregon’s Adjutant General.
This was done with federal funds and
federal programs such as the Works
Progress Administration and Civilian
Conservation Corps.
In the 1930s, the state
purchased the Camp
Clatsop property and
added additional acres.
By 1941, Camp Clatsop
included over 700 acres
and boasted accommodations for 4,600 troops
in 4-man and 8-man tent
frames. Later, these tent
frames were improved
by adding wooden walls,
metal roofs, and oil-fired
stoves.
During World War II, Camp Clatsop was
the initial mobilization station for the
249th Coast Artillery. The U.S. Army
continued to use it throughout the war
as an extension of Fort Stevens. A variety of Army units, such as the 37th
Infantry Regiment, used it as a training
and staging base.
After World War II, Camp Clatsop was
the site for the 1948 encampment of
newly reorganized Oregon Army National Guard units. In the following
years it became the primary training
site for Oregon Army National Guard
air defense (anti-aircraft) units. Oregon
Air National Guard radar and communications units also trained at Camp
Clatsop.

In 1959, Camp Clatsop was renamed
Camp Rilea to honor Major General
Thomas E. Rilea.
Oregon’s air defense units were disbanded in 1972 and Camp Rilea had
a brief period of reduced use. In 1975
the camp was partly revitalized for use
by a variety of military units, not just
the Oregon Army National Guard.
In the mid-1980s there was a major expansion of Camp Rilea’s facilities and
roles. Under the leadership of Oregon’s
Adjutant General at the time, Major
General Raymond F. Rees, Camp Rilea
became a training site meeting a variety of modern military training needs.
It featured modern troop housing,
state of the art weapons ranges, and
30 specialized training ranges.
As of the start of the 21st century,
Camp Rilea facilities supported infantry
squad training, airborne and amphibious training, operations in urban areas,
Special Forces and Ranger training,
combat engineer training, leadership
training, and training for peacekeeping
operations. The Oregon Military Department leased over 350,000 acres of
nearby forest land to support training
for units up to brigade strength (about
4000 soldiers). A number of military
units from other countries also trained
at Camp Rilea, including Canada and
Great Britain.
Starting in 1990, Camp Rilea began
hosting a number of civilian and school
programs. These included national
cross country track events, Naval Sea
Cadet training, high school soccer
meets, high school and grade school
tour groups, football and band camps,
and historical re-enactments. Camp
Rilea also became an important training site for federal, state, county, and
municipal law enforcement agencies.
Since 1998 Camp Rilea has been used
as a “Theater Specific Individual Readiness Training Site” for National Guard,
U.S. Army Reserve, and Regular Army
units being sent overseas.

AMENITIES & PARTICIPANT ACTIVITY
SAFETY: First responders and ambulance will be available or onsite during the 3-day
demonstrations, limited shuttle transportation will be available for demonstration
and site-to-site movement.
DIRECT INTERACTIVE PARTICIPANT ACTIVITY: As a part of Strike
Challenge, attendees may choose to operate tactical land vehicles, watercraft, mounted weapons and specialized equipment. Operations will involve traversing difficult
terrain and obstacles; temporarily occupy, enter and egress through abandoned
MOUT buildings that may be in a variety of physical conditions; handle sensitive
electronic devices; enter, exit, ride and use military support vehicles; navigate a semiautonomous vehicle and other related equipment. Instruction will be provided and
specialists will be on-hand to monitor/assist all activity. Attendees that opt to participate must sign the event waiver and freely and voluntarily assume any and all risk of
injury that such activities involve.
VENDOR DEMOSTRATIONS
AdvanTac Technologies offers a state-of-theart, next generation, multi-functional mobile
storage and delivery system. The Advanced

Reconfigurable Container™ (ARC™) is a
collapsible, reconfigurable, and self-contained

shipping system which is constructed of a nearly
unbreakable composite material. The patent-pending technology incorporated into
building the ARC provides US and NATO militaries, law enforcement and first
responder’s with dependable storage and transportation of goods, while containing
features which provide multi-functionality when not in use.
All systems are constructed from a high-strength composite material that is virtually indestructible yet lightweight. It is extremely resilient against impact, shock,
and is resistant to aircraft fuels, hydraulic fluid, mildew, and ultra-violet light. This
fire retardant container meets the FAA burn test requirements of FAR25.853 and
FAR25.855.
The ARC/Genesis container systems have received air worthiness certification from
the Air Transportability Test Loading Agency (ATTLA) for all fixed wing aircraft
(2G and 3G load factors). Additionally, the containers have received air worthiness
certification from the Naval Air Systems Command, Director, Air Vehicle Engineering Department, for all rotary aircraft (3G and 4G load factors) including the V22.
The ARC is the original mobility container and led the way for the development of
the latest in mobility technology. The ARC is the largest mobility bin, and its self-sufficient design includes integrated lifting system, tow bar and towing wheels. The ARC
container system is completely mobile without the need for MHE(Material Handling
Equipment)
The ARC is truly a multimodal expeditionary system. There are several keys to the
“expeditionary” nature of the ARC container. The ARC’s multimodal capability allows it to seamlessly move from the warehouse, to truck, to air or sea, to air drop, and
recovered with an ATV or off-road vehicle without the need to reconfigure or repack
the contents.
From the ARC evolved the Genesis™ and Cubit™. The Genesis is a smaller version of
the ARC, and has been designed to address the size requirements of a 463L air cargo
pallet. The Cubit, a smaller container that can be housed inside the ARC or Genesis,
has been designed to organize and separate contents into more manageable loads. All
systems and accessories are highly interoperable with each other.

Bionic Power, a Canadian company, is developing
a knee-based energy harvester that produces 10-12
Watts of power without extra user effort. In fact,
the energy harvester assists the user going downhill carrying heavy loads. The generated power is stored in a user-supplied battery.
Bionic Power is working with PEO Soldier Warrior and NSRDEC Natick to define
user needs and testing. U.S. Marine Corps have also placed an order for 50 units to
to do joint testing with the U.S. Army. The joint testing is expected to take place in
Okinawa in early 2017.

Sprint’s Emergency Response Team (ERT) was created in
2002 after the attacks on our nation on 9/11. Sprint realized
at that time, that when the network is not operating or is
congested, our mobile network recovery infrastructure was
rendered useless due to the dependency on terrestrial communications. We designed and developed infrastructure that could utilize satellite
networks to backhaul cellular mobile network recovery infrastructure and provide
broadband IP networks at anytime and anywhere. Since ERT’s conception in 2002,
