Traffic Management
Any road construction project involves some disruption to traffic. Measures will be taken to minimize the impact of the Windsor-Essex
Parkway’s construction on the travelling public.
A requirement of the approved Detroit River International Crossing Environmental Assessment Report (EAR) is to maintain the flow of
traffic through this vital trade corridor during construction. Four lanes of traffic – two in each direction - will be maintained along the
Huron Church Road/Highway 3 corridor during core travelling hours throughout construction. Reductions to one lane in each direction
will be required for certain operations during late night hours.
Disruption You Might Experience During Construction
Temporary Road Closures
Temporary crossing road closures will be required at:

North Talbot Road for bridge replacement
•
Grand Marais Road West and Pulford Street for new roadway construction.
These works will happen early in the Parkway construction and will be discussed in the first two Design and Construction Reports.
(DCRs). DCRs will document how the commitments and mitigation outlined in the Ontario Environmental Assessment Report and the
Canadian Environmental Assessment Screening Report have been addressed. DCRs will be made available for public review.
The need for other temporary closures of other crossing roads is being confirmed. If other temporary closures are required, they will be
presented at a future Public Information Open House and discussed in DCRs.
Permanent Road Closures
The EAR identified a number of municipal roads (or portions thereof) that need to be permanently closed to facilitate the construction of
the Windsor-Essex Parkway.

These closures will be initiated as appropriate during the Parkway construction. Discussions with the local municipalities are required to
confirm the process to be followed to initiate each closure.
