C
onstruct Canada 2007, the
country’s premier trade
show for building design
and construction, attracted a
record 23,461 visitors and 1,100
exhibitors from around the world
to the South Building of the Metro
Toronto Convention Centre on
Nov. 28-30.
Some of the features at the 19th
annual exposition and conference
included a very thought-provoking 5th annual International
Architectural Roundtable and
over 120 New & Green Products
being showcased throughout the
exhibit floor. The demonstration
areas on building envelope and
green building proved to be very
successful and will continue to be
a regular trade show event.
With 446 speakers and 235 presentations, our seminar program
proved again to be a tremendous
success with some seminars being
presented to “standing room only”
audiences. Wide ranging seminar
topics attracted individuals from
all facets of the construction,
property management and business communities.
This year’s international participation included 324 foreign visitors and trade officers from around
the world. An afternoon networking session provided Canadian
architects, builders, contractors,
engineers, manufactures and suppliers with an opportunity to meet
and develop contacts with these
foreign delegates.

years working for major general contractors.

Andrushko set his sights on a
career on the construction side of the
fence during a post-university stint as
a design engineer at a Toronto consulting firm.
“The biggest job I worked on was
an automotive plant in Ingersoll,”
recalled Andrushko, a professional
engineer who has a master’s degree in
structural engineering from the University of Toronto.
“That turned out to be a huge
turning point in my career. EllisDon
was the general contractor. Watching
them put it all together [the project]
really piqued my interest in construction.
“I realized that the designer is only
one piece of the puzzle and that the
general contractor is the guy who
puts the pieces together. I liked the
idea of putting the puzzle together.”
Andrushko, now president of
Andrushko Construction Services
Ltd., which provides project management services to owners of commercial and industrial projects, parlayed
that pivotal moment into a 20-year
career in construction.
He honed his skills as a project
manager at PCL Constructors Canada Inc. before landing a position as
manager of business development at
Walter Construction (Canada) Ltd.
and then vice-president, buildings at
Alberici Constructors Ltd.
Andrushko, a Gold Seal-certified
project manager, decided to take the
plunge and hang his own shingle in
2004.
“It took a lot of planning, a lot of
organizing and getting the right professionals behind me to ensure getting off on the right foot,” he recalled.
Andrushko, who operates out of
a home office in Burlington, hasn’t
looked back.
One of his current clients is the
Art Gallery of Ontario. which is in
the midst of an ambitious expansion
project. He is one of three project
managers retained directly by the
AGO.
His stable of clients includes major
shopping centre developers — among
them Trinity Development Group and
The Landmark (Canada) Inc. Landmark is building an 800,000-squarefoot shopping centre in Markham.
“I’m very conscious of avoiding
over-committing and under-delivering,” Andrushko said. “Timing is
critically important. I wouldn’t be
able to handle projects the size of the
AGO and Landmark concurrently if
they were both at the same stage of
construction.”

Is victory the truest test?
T
he beauty of being TCA President is that I am not accountable to anyone…not counting,
of course, our 2,200 member companies, their 250,000 employees, our
Chairman, the Executive Committee
and the more than thirty on our Board.
Oh, and Evelyn!
So who’s going to complain if I
break with the tradition of dealing with
serious industry issues in my President’s Report and talk instead about
something of overwhelming personal
importance. I am talking, of course,
about the YCEC Hockey Challenge.
For those of you who have no idea
what I am talking about, perhaps it
would be prudent to share a little background. First of all, YCEC stands for
‘Young Construction Executives’ Club’,
a group of about 350 dynamic industry leaders who just happen to all be
under 35 years old. So, the good news
is that this group includes some of the
industry’s true movers and shakers.
They’re young, they’re intelligent and
their future is bright. The bad news, in
my view however, is that youth impairs
one’s judgement.
Case and point.
On Saturday, January 19, YCEC
challenged TCA’s ‘Cougar Squad’ to a
hockey game. The ‘Cougar Squad’ is a
group of wiley, veteran athletes (wiser
and more experienced with age) and
YCEC was under the misguided notion
that victory would be a cakewalk. But
guess what sports fans. The Cougars
won!
Now, I know you are all busy and
most of you won’t have sufficient time
to read on. No problem. I’ve about covered everything.

nothing to do, I suppose in fairness I
could provide a bit more information.
Not that it makes a difference, but
I could mention that YCEC won last
year’s game 6-2. For the record, it was
2-2 after the two periods that counted.

It wouldn’t be right to include the
4-0 blowout in the third. After all, we
only had enough medication for two
periods. Moreover, last year’s game
was intended to be an exhibition.
This year’s on the other hand, was
designed to separate the men from the
boys! Oops. Sorry Natalie. I meant the
14 men and 1 woman from the boys.
Actually, kidding aside, the YCECCougars Challenge was a terrific hockey game according to the 125 who came
to watch. Most were kids who attended
the family skate an hour earlier and
stayed on to watch their fathers cheat
death by not only surviving 60 minutes of competitive hockey without
their pacemakers against a team that
was younger, faster, and ALMOST as
good looking, but more importantly,

they were there to actually witness a
historic event.

For those of you who weren’t there,
take a moment to check out the pictures on pages 10-11. You will appreciate the irony of our poor planning
when you check out the trophies.
The tiny insignificant “first place”
trophy was intended for YCEC and that
big beautiful three footer presented to
YCEC was intended for the Cougars.
Who would have thought that talent and merit would win out over luck
like it did in 2007?
In any event, I didn’t choose to
discuss the YCEC Challenge in my
President’s Report simply to gloat. On
the contrary, what was most impressive about the hockey game wasn’t the
hockey itself. It was the camaraderie,
the teamwork and the mutual respect
on both sides of the red line.
In some ways, it’s too bad we can’t
drop a puck every time we have an
industry dispute, shake hands afterwards whatever the outcome and practice being as gracious in defeat as we
are in victory. Food for thought!

Thank you for ‘answering the call’
and making 2007 a great success
Looking back on my year
as TCA’s 2007 Chairman,
I am amazed at how time
flew, yet how much was
achieved by the terrific staff
and member volunteers of
the Toronto Construction
Association.
Heading into 2007, with
a strong economy and a
construction industry that
was booming, I realized that
people were busy and time
was limited. With that, I
asked in my first TC News
Chairman’s Report that people get involved where they
can because, “TCA is only
as strong as its members.”
Thank you. The call was
answered.
With the tireless efforts
of the many committees,
their members and the TCA
staff, several initiatives set
out in the Association’s Long
Range Plan were achieved
ahead of schedule.
These include, taking
the Electronic Plans Room
national, the launch of the
new Builders’ Digest, significant technological improvements at the TCA/MCA
offices that will improve ser-

vices to our members and a
new era in The Construction
Institute of Canada.
Beyond the new initiatives, we had terrific participation at our annual events
as well.
With a rainy forecast
only the day before, Mother
Nature once again worked
with us and brought sunshine to our Members’ Day,
where we celebrated the
Association’s 140th birthday.
The TCA golf tournament, in its new location, set
record attendance, another
successful
membership
drive with 50 volunteers and
148 new members, and who
could forget the nearly 2,400
in attendance at the Christmas Lunch – another new
record.
One group that is close to
my heart is the Young Construction Executives’ Club
(YCEC), where I got my
start at TCA.
Ten years ago when I
became involved, the YCEC
had a core group of 20 to 30
active members.
Today, under the guidance of its Chair, Joe Perry,
the group boasts more than
350 members. Congratulations to Joe and all the
YCEC members. Keep up
the great work!
As Chair, I became much
more involved in The Construction Institute, now
renamed The Construction
Institute of Canada (TCIC).
What an eye opener it was.
I now have a true appreciation for all the hard work
that has gone into the development of the Institute and
how it is clearly on the road
to success both locally and
nationally.
I would be remiss if I did
not acknowledge the Institute’s Chancellor, Keith Gillam, who has been behind
this initiative from day one
and has been instrumental
in pushing for the reciprocity agreement between the
Chartered Institute of Building (CIOB) and the America
Institute of Constructors
(AIC).

In conclusion, it has been
a fabulous year for me both
personally and professionally and I would like to thank
the TCA staff, my family,
and you, the members, for
making my year as TCA
Chairman so memorable.

The year ahead for your national association
A
s the clock struck midnight on New
Years Day, and as people already
started to let New Years’ resolutions
go by the wayside, the Canadian Construction Association began to look forward to
2008 with a number of key priorities on its
agenda. Although unexpected and unanticipated events will always require adjustment
to CCA’s plans for the year, some of the top
issues and initiatives of interest will include
the following:
Roll out of the new CCDC2: After many
years of patience, the new version of CCDC2
is set to be unveiled in early 2008. Educational opportunities will be offered to better inform the industry on the impact of the
revised changes to CCDC2.
A focus on expanding trades training
capacity: With a continuing concern over
labour supply, CCA has witnessed a number of successes to help increase the supply
of skilled labour, including new apprenticeship tax credits, immigration reforms, and
general heightened awareness amongst
Canadians. The next hurdle that CCA will
look to tackle will be with regard to training capacity, particular in the college sector. For too long, the federal government’s
education agenda has focused too much

on the needs of university, and not enough
on the needs of skills training, where jobs
are currently highest in demand. CCA will
work with partners in the college sector to
prepare a package of measures for presentation to the federal government intended to
increase the ability of the industry to train
greater numbers of students.
New versions of LEED to be rolled out:
At its first national conference to be held in
Toronto in June, the Canada Green Building Council (CaGBC) is set to unveil a
major revision to the LEED rating system.
This new version, tentatively called LEED
Complete, will not just focus on a building’s
environmental performance at the time of
TCA’s 2008 Annual Golf Classic Thursday, May 22, 2008
For many years now, TCA’s Annual
Golf Classic is one of the most successful and sought-after golf tournaments
offered by any association. In fact, this
is one of the reasons that TCA events
are so successful – incredible networking opportunities with the “who’s who”
of the construction industry in the
Greater Toronto Area.
TCA will once again hold this year’s
golf tournament on Thursday, May 22, 2008 at The Club at Bond Head
(north and south courses) and Copper Creek Golf Club. Bond Head’s South
Course is a traditional Links style course with tall deep fescue and ragged edged
bunkers that will test even the most seasoned player. The North Course is every bit
as challenging but is more traditional in design, with dramatic elevation changes,
lush bluegrass rough lined with trees. Copper Creek has emerged as one of
the top facilities in the GTA, set amid the rolling hills and forests of the

If you haven’t had an opportunity to golf at these courses, now is your chance. TCA’s
order form for golf will be on the street April 1, 2008. As is our policy we handle all
applications on a first come/first served basis, however, you may request any of the
courses offered. Once one course is full, we will then move all golfers over to the
other courses. Each course will have its own registration desk and once golf is over,
we will all dine together – all three courses will gather in Copper Creek’s
dining room after golf.
Remember April 1, 2008 is the date for registration. We expect to have well over
400 golfers in attendance again this year. See you out on the links. FORE!!

will require ongoing measure of a building’s
sustainability footprint, and therefore ensure
greater environmental benefit throughout a
building’s lifecycle. CCA, with its Memorandum of Understanding with the CaGBC,
will work to influence the rollout of LEED
Complete, and communicate educational
opportunities to
in late 2007, with remaining agreements
expected to be signed in early 2008. What
this will mean for contractors is that tenders
emanating from these new funds should be
released in time for the 2008 construction
season. Already, a number of provincial
governments have released capital budgets
for 2008-09, with a number of provinces
announcing record levels of funding.
Intervening in an expected federal election: If the political pundits are right, Canadians are expected to go to the polls again in
2008 in another federal election. Although
some will question the need for yet another
election, the fact remains that elections provide organizations like CCA with an excellent opportunity to present our views and
policies on various issues to the various parties, campaigns, and individual candidates.
CCA will use the opportunity to press candidates to stake positions on the construction industry’s key issues – infrastructure
funding, labour policy, support for innovation, tax reform, and so forth.
Revision of CCDC and CCA documents:
Over the coming year, there will be a number of standard documents that will either
be reviewed and revised, or possibly under
development. For instance, CCDC14, the
design-build stipulated price contract;
CCDC 4, the unit price contract, and CCA 5
a and b, the Construction Management contract forms, will all be reviewed by the CCDC
Committee. There will also be a number of
new documents in production, including a
new Subcontract guide, a new CCA sub sub
contract form, and a Joint Venture Guide.
Federal infrastructure programs to be
implemented: With billions in new funding announced in the March 2007 federal
budget for infrastructure, agreements with
provincial governments began to be signed
This is just a snapshot at the activities and
priorities for CCA in 2008. However, CCA
is your association. If ever you have issues
of concern for the national construction
industry, do not hesitate to contact us. Your
input is valuable, and allows CCA to better
respond to emerging issues.

As a project manager, Andrushko finds
himself on site on a day-to-day basis with
some of “the top-drawer” general contracting firms in the city — and TCA colleagues
to boot. He has found his association contacts useful when it comes to getting job
referrals.
“They get to know me as a person, and
what I’m doing professionally and put my
name forward to prospective clients,” he
said. “That helps me get a foot in the door.
After that, it’s up to me to keep it there.”
Andrushko, who succeeds PCL’s Matt
Stainton as TCA chair, has sat on the association’s board of directors since 2003. The
2007 vice-chair, finance, Andrushko currently chairs the TCA’s long-range planning
committee.
The current five-year plan was drafted
in late 2006 and is now being implemented. “We’re making good progress,” said
Andrushko. “I don’t see any major shifts in
direction.”
He officially took office on Jan. 31 during
TCA’s annual meeting.

Geoff Kinney Sr. Industry Award Announcement - December 5, 2007
The Concrete Floor Contractors Association of
Ontario is pleased to announce that Armando Silvestri
has been selected as the recipient of the Geoff Kinney Sr.
Industry Award for 2007.
It is with great satisfaction that the concrete finishing
industry presents this award to Sil, with sincere thanks
for his efforts, over many years, to the concrete finishing
industry of Ontario and Canada.
Armando Silvestri began his career as a concrete finisher in the
1950’s upon his arrival to Canada. “Sil” became a business partner of
the late Geoff Kinney Sr. at Duron Ontario Ltd. until his retirement,
as President, in 1990. Since that time, Sil has consulted with a number
of concrete finishing companies to construct Super Flat Floors across
Ontario.
The Geoff Kinney Sr. Award was established in 1985 in recognition
of the volunteer contributions made to the concrete flooring industry by
Geoff Kinney Sr. of Duron Ontario Ltd. Mr. Kinney not only made significant contribution within the concrete floor industry, but as well, spent
much volunteer time towards the goals of local, provincial and national
construction associations as well.
Mr. Silvestri was a pioneer in flat floor construction. In 1976, while
in his role as Vice President of Operations at Duron, Sil and his crew
installed the World’s first “Fmin100” Super Flat Floor (receiving the first
Gold Trowel Award from the FACE company for this work). The techniques he developed produced extremely flat (“Super Flat”) concrete
floor surfaces which permitted the operation of automatic wire-guided
lift trucks in a very narrow aisle, high rack configuration. These specialized techniques are still used around the World today.
This award is presented annually to members of the Concrete Floor Contractors Association who exemplify the outstanding service and selfless
dedication to the concrete flooring industry as made by Geoff Kinney Sr.

Sil was honoured in 2003 with the “Sam Award”, in memory of the late Sam Face of the
FACE Companies, for his innovative work in this specialized field.

New CCDC 2 document approved

construction industry’s
flagship standard contract document, Canadian Construction Documents Committee
(CCDC) 2, is expected to hit the
street by early next year.
Last published in 1994, the
document is the standard stipulated price contract between an
owner and prime contractor.
It was updated by volunteers
from CCDC’s constituent organizations; the Canadian Construction Association (CCA),
the Association of Consulting
Engineers of Canada, the Royal
Architectural Institute of Canada
(RAIC) and Construction Specifications Canada.
CCDC chair Walter Strachan,
a principal in CBCL Ltd. Consulting Engineers of Halifax, said the
revisions were required to keep
pace with change in the industry.
The new version incorporates
changes related to insurance
requirements, indemnification,
waiver of claims, warranties and
payment. There are also new provisions related to mould.

on the committee for a decade as

injury prevention means turning a
few stomachs, the WSIB is willing to
steer in that direction, its chairman says.
“We hoped our graphic public awareness campaign last year would shock
people into action to decrease the staggering number of workplace fatalities,”
says Steve Mahoney, Workplace Safety
Insurance Board chairman. “This is not
happening quickly enough, so this year
we are raising the bar even higher with
ads that will strike an emotional chord
with the people of Ontario.”
This year’s awareness campaign theme
is “There Really are No Accidents.”
Mahoney says WSIB wanted to “raise
the bar” in this year’s campaign because
employers and employees all need to
understand that workplace injuries, illnesses and fatalities are 100 per cent
preventable. There were 101 workplace
fatalities last year and 73 so far this year
as of the end of October.
“Prevention is everyone’s business,”
Mahoney said. “I did not apologize for
our ads last year and I certainly won’t
this year.”
The campaign’s multimedia strategy includes television and radio commercials, print, transit and outdoor ads,
internet advertising and a website- www.
prevent-it.ca. The print and television
ads will run in English, French, Italian,
Portuguese, Spanish, Cantonese, Mandarin and Punjabi.

CA’s Annual Christmas Luncheon attracted
over 2350 – a record attendance –and a
grand head table of the Association’s Board
of Directors, Past Presidents and distinguished
industry leaders. The luncheon was the finale
to the annual Construct Canada trade show. This
year’s MC was James Cunningham, one of North
America’s fastest rising comedy stars. Thanks
are extended to Travelers Guarantee Insurance
Company as the luncheon wine sponsor. During
the luncheon, attendees viewed a PowerPoint
presentation on TCA’s year in review.
The 2007 TIPTA (Temple W. Harris Innovative
Product/Technology Award) Award Winner
is EnerWorks Inc. The decision of the judges
recognizes EnerWorks Inc. as being able to
integrate most passive solar thermal components
into one single pre-engineered solar energy unit
for heating water. The pre-assembled SEU greatly
simplifies engineering and contractor work. Its
modular and highly integrated approach avoids
HVAC engineers having to re-invest ST systems for
each project. The SEU is available in six different
sizes and can be programmed flexibly to suit a
wide variety of field conditions. In addition to the
obvious industry recognition, the TIPTA Award
includes some $14,000 in promotional value.

Help With Green Building Rating Systems
There is a selection of green building rating systems being used today. This course will introduce some of these
systems such as Green Globes, LEED and Energy Star and their accreditation systems will be examined. The course
will then direct the class through the studying process. Each week will focus on a different aspect of sustainability
such as Sustainable Sites and Water Efficiency. By the final week the main aspects of sustainable building will
be covered. Selected materials will be chosen to study in order to help you become proficient in specific areas of
sustainability related to construction in order to successfully be able to use some of these rating systems.
All attendees are responsible for acquiring and purchasing their own binder, which are available from the Canada
Green Building Council.
