Legislation passed at Queen’s Park Tuesday
that will expand the jurisdiction of Ontario’s
government watchdog and open the door to
a probe of goings-on at the City of Brampton.
The Public Sector and MPP Accountability and Transparency Act, 2014, also known
as Bill 8, passed third reading at Queen’s
Park.
According to the Liberal government,
which used its majority position in the legislature to pass the bill despite opposition
from the New Democrats, Bill 8 will increase
oversight and transparency at a broader
range of public sector bodies and agencies.
The legislation expands the Ontario Ombudsman’s role – giving the watchdog power
to investigate complaints about municipalities, school boards and universities.
New Brampton Mayor Linda Jeffrey
swept into office during last October’s municipal election with a campaign that included promises to clean up political conduct at
city hall.
Jeffrey’s commitment resonated with
voters after a council spending scandal that
likely cost former mayor Susan Fennell her
job and still reverberates in the corridors of
city hall and the community.
In her inauguration speech last week,
Jeffrey said she would be seeking council
support to appoint former Ontario Auditor
General Jim McCarter to review municipal
finances. As well, she revealed plans to invite
Ontario Ombudsman André Marin to investigate corruption allegations at city hall once
Bill 8 is passed.
“With the passing of Bill 8 I welcome Ombudsman André Marin to Brampton and
look forward to a full and comprehensive review of many of the city’s processes,” Jeffrey
said Tuesday afternoon.
“The Ombudsman’s recommendations
on improving Brampton’s accountability, openness and transparency will bring
Brampton one step closer to becoming a
leader in municipal governance,” she added.
The act will also allow the government to
control the salary of executives in broader
public sector service organizations such
as Ornge, eHealth, Metrolinx, OLG and the
LCBO.
In addition, the legislation will require
cabinet ministers, parliamentary assistants,
opposition leaders and their staff to post
their expenses online as well as the posting
of MPP expense information for out-of-riding travel, hotel accommodation, meals and
hospitality.
Marin welcomed what he called an “historic” expansion of his mandate.
“Today, Ontario takes a great step forward in ensuing accountability in the broader public sector,” said Marin, who noted the
legislation also creates a separate Patient
Ombudsman in the Ministry of Health and
empowers the Provincial Advocate for Children and Youth to investigate children’s aid
societies.
