This evening the Office for Black Catholic Ministries celebrates its seventh awards banquet, now
renamed the Toussaint-Tolton Awards Banquet. In addition to continuing to honor the Venerable
Pierre Toussaint, this name change was made to reflect the profoundly holy life of the first
recognized black priest born in America. Augustus Tolton was born into slavery on April 1, 1854.
His mother, Martha Tolton fought for their freedom and escaped through the Underground
Railroad to Quincy, Illinois. Imbued with his mother’s courage, young Augustus fought to remain
Catholic. Against great odds, he studied his faith and ultimately decided to become a priest.
Because no seminary in the U.S. would accept a black man, he was sent to Rome to study, and
was ordained a priest in Rome on Holy Saturday April 24, 1886. Pope Leo XIII delegated
Cardinal Giovanni Parocchi to officiate at the ceremony. (For more information on the journey of

Using examples like Father Augustus Tolton, and the Venerable Pierre Toussaint living lives that
were replete with goodness and grace, we at the Office for Black Catholic Ministries build upon
our history and embrace our mission. We recall with great admiration the path of extraordinary
black Catholics and their journeys of faith. We are proud to continue their courageous and
faith-filled calling to be conduits of a way of living that is truly Catholic.
As such, our office is responsible to the Catholic African Diaspora in assuring that our people are
supported and heard, and to assert our important voice in the Catholic Church as well as the larger
community of God. We provide workshops on Afro-centric liturgy, bible study classes, retreats,
and seminars to develop our Catholic/Christian religiosity. Additionally, as an Archdiocesan
agency that recognizes its social responsibility, we address the concerns of racism and injustice
that impact the global community, from the deserts of the Darfur region of the Sudan, to the grief
stricken hearts of the people in the hurricane ravaged south, to the poverty plagued streets of our
own Connecticut cities and towns. We embrace our God-given and Church directed mission.
We are justifiably proud of, and grateful to, the many people who have dedicated so much of their
time and treasure to promote this important affair. Without such dedication and effort, this event
would not and could not have been possible.
Those who are to be honored this evening are: Archbishop Henry J Mansell, Mr. Joey
Arango, Mrs. Jackie Arango, and Ms. Beverly Plummer. Each award recipient has been an
example of the heart and essence of living a truly Catholic life. We are very pleased to honor them
this evening.
We are especially grateful to Archbishop Henry J Mansell for his continued enthusiasm, support
and guidance. Our office could not ask for a greater advocate for peace and justice.

STATEMENT OF PURPOSE
Office for Black Catholic Ministries:
Shall be dedicated to the relentless demands of fostering
ongoing dialogue that is rooted in Charity and Truth,
and directed toward a mutual esteem and appreciation
of Black Culture in the Archdiocese of Hartford.
Shall promote the heritage of Black Catholic culture by
offering affirmation and assistance to preserve and build
up strong family life, education and spirituality and

Short Biography
The Rev. Dwight Reginald Whitt, O.P., is a Dominican friar of the Province
of St Joseph. A native of Baltimore, Maryland, he earned his B.A. from
Loyola College in Baltimore and his S.T.B. from the Pontifical Faculty at
the Dominican House of Studies in Washington, D.C. He entered the
Dominican Order in 1970 and was ordained a priest in 1976. Fr. Whitt
served in campus ministry at Louisville’s Spalding College (now Spalding
University) before enrolling in Duke Law School, from which he received
his J.D. From 1986 to 1988, he also served on the staff of St Mary’s
Church in New Haven, Connecticut. He studied at both the Yale Divinity
School and the Pontifical University of Saint Thomas Aquinas (the
“Angelicum”) in Rome before getting his J.C.L. and J.C.D. (with
distinction) from the Catholic University of America.
After graduating from law school, Fr. Whitt practiced law in Philadelphia.
He left practice in 1985 to begin his law school teaching career, which has
included positions at Villanova University School of Law, the University of
Kentucky College of Law, Duke Law School, and Notre Dame Law School.
From 2003 to 2007, Fr. Whitt served as President of the Pontifical
Theological Faculty of the Immaculate Conception at the Dominican House
of Studies (making him the first African-American ever to head a school of
theology granting degrees in the name of the Holy See). Currently, he is a
Professor of Law at the University of Saint Thomas School of Law in
Minneapolis, Minnesota.
Fr. Whitt was a Catholic participant in the sixth round of the United
Methodist-Catholic Dialogue, and is a member of the Canon Law Society
of America, the Conference on Catholic Legal Thought, the National Black
Catholic Clergy Caucus, and the Black Catholic Theological Symposium,
and the boards of several Catholic institutions and organizations.
Venerable Pierre Toussaint
1766-1853
Declared "Venerable" by the Pope John
Paul II and a candidate for sainthood,
Pierre Toussaint was born a slave in
the former French colony of Haiti, and
was brought to Manhattan by his
wealthy owners in the late 1700's. A
profoundly religious man, he used his
earnings as a society hairdresser to
buy freedom for other slaves, and to
help the needy of every race, color and
creed. During an outbreak of the
plague in New York City, he risked his
life to nurse victims of the dreaded
disease. He also established an
orphanage, raised large sums of money
for Catholic causes, and instituted one
of the nation's first schools for Black
children. The holy man's life began in
the St. Dominique household of Jean
Berard, a liberal-minded master by the
standards of the era. Unlike most
slaves, Venerable Pierre had been
taught to read and write, an asset
which enabled him to study Sacred
Scripture and to appreciate the
writings of both Catholic and nonCatholic religious thinkers. After his
master's death, he secretly supported
the Berard family, which had fallen
into bankruptcy, and accepted his
own freedom only upon the death
of the widowed Madame Berard. As
famed for his piety as for his
philanthropy and professional skill,
he was casually referred to as a
"saint" even in his own lifetime.
Revered as he was, however, he still
suffered the daily humiliation that
was the lot of his race. He could not
use public transport to see his
clientele, and a bigoted usher
barred him from attending Mass at
the old cathedral, which his
contributions had helped to build.
Never-the-less he was originally
interred in its churchyard after his
death on June 30, 1853, joining his
beloved wife, the former Juliette
Noel, who had predeceased him two
years earlier. In 1990 his remains
were transferred to the crypt of St.
Patrick's Cathedral on 5th Avenue
at the direction of Cardinal O'Connor,
a vigorous advocate of his
canonization.

Most Rev. Henry J. Mansell, D.D.
Archbishop Henry J. Mansell was installed as the
fourth Archbishop of Hartford on
December 18, 2003.
On June 29, 2004, Archbishop Mansell received the
pallium from His Holiness Pope John Paul II in Rome.
On July 1, 2004, Archbishop Mansell became the
Connecticut State Chaplain of the Knights of
Columbus, and continues to serve the Knights and
their families in this capacity.
On October 21, 2004, Archbishop Mansell was named
Co-Chair of the Mayor’s Commission to End Chronic
Homelessness. The Commission developed a ten-year
plan to end chronic homelessness in the Capitol
Region.
Archbishop Mansell is a member of the MetroHartford Alliance.
In 2005, Archbishop Mansell created a
Human Resource Office for the Archdiocese of Hartford.
On September 6, 2005, the first Nativity
School was established at St. Martin de
Porres Academy, New Haven.
On January 1, 2006, the Priest Wellness
Program was initiated through Saint
Francis Hospital and Medical Center,
Hartford; Saint Mary’s Hospital,
Waterbury; and the Hospital of Saint
Raphael, New Haven.
In 2006, Archbishop Mansell created a
Development Office for the Archdiocese of
Hartford.
The first Catholic Youth Spectacular was
held in 2006 at St. Thomas Seminary.
The attendees participate in a host of
outdoor activities including: Christian
entertainment, the Sacrament of
Reconciliation, a picnic lunch, and a
special Mass dedicated to them, and
celebrated by Archbishop Mansell. This
has become an annual event, averaging
1,800+ high school age students in
attendance.

Archbishop Mansell initiated a tuition
assistance component to the Appeal for
Catholic elementary school students. In
addition, he initiated an emergency
assistance component to provide funding
for medical and dental care, food,
clothing, rental assistance, utilities, and
auto repairs, to those parishioners who
face economic hard times.
Archbishop Mansell supports an annual
Convocation of Priests, and under his
leadership, this has become a yearly
overnight, outside the Archdiocese. These
Convocations provide the opportunity for
presentations concerning priestly
ministry, for the Archbishop to meet with
his priests, for socializing, and the
building of fraternity among the priests of
the Archdiocese.
Archbishop Mansell has visited every
parish in the Archdiocese, most of them
on multiple occasions.
Archbishop Mansell serves on the Board
of Directors of Holy Apostles College &
Seminary in Cromwell.
In 2006, through the Archbishop's Annual
Since coming to the Archdiocese,
Appeal, with the Order of Malta of
Archbishop Mansell has overseen nine
Hartford County, and St. Francis Hospital
consecutive Archbishop's Annual Appeals,
and Medical Center, Archbishop Mansell
helped to initiate the Malta House of Care
mobile clinic. This free medical service to
the uninsured is available regardless of
race, religion or nationality. The mobile
clinic rotates among the parking areas of
Catholic parishes in inner city Hartford.
Archbishop Mansell has overseen the
development of the Archbishop Daniel A.
Cronin Residence for Retired Priests at St.
Thomas Seminary, which opened in March
2007.
In 2007, Archbishop Mansell created a
Facilities and Construction Management
Office for the Archdiocese of Hartford.
Archbishop Mansell petitioned Rome for
the title of Minor Basilica for the Church
of the Immaculate Conception of the
Blessed Virgin Mary in Waterbury. On
February 9, 2008, Rome granted the
petition. Archbishop Mansell celebrated
a Mass of Designation at the Basilica on
Sunday, April 10, 2008.
On June 17, 2008, the new Institute for
the Hispanic Family was dedicated in
Hartford.
In 2008, Archbishop Mansell initiated the
annual Summer Gathering of Priests, in
addition to the yearly Convocation, as an
opportunity to come together in a relaxing
atmosphere to support one another in
ministry to the people of the Archdiocese.
On August 12, 2008, a new Catholic
Charities Agency was dedicated. The
state-of-the-art Agency is located in what
used to be St. Donato’s Parish facilities in
New Haven.
With the guidance and support of
Archbishop Mansell, the first Connecticut
Catholic Men’s Conference was held on
November 15, 2008, at the Connecticut
Convention Center in Hartford. The
Conference is held annually at various
locations throughout the Archdiocese.
This Conference is a strong instrument of
evangelization for the Church in
Connecticut.

On June 23, 2009, a Catholic Charities
Agency office opened in the converted
Sacred Heart Rectory in Waterbury.
On August 7, 2009, Cathedral Green, an
affordable and supportive housing
development, opened its doors in the
converted St. Joseph Cathedral School in
Hartford.
On August 23, 2010, another Malta House
of Care mobile clinic was blessed and
dedicated, and will rotate among the
parking areas of Catholic parishes in inner
city Waterbury.
On February 18, 2011, Archbishop
Mansell blessed and dedicated the John
T. O’Connell Tower at Saint Francis
Hospital and Medical Center in Hartford.
The Tower features state-of-the-art
medical technology as well as spacious,
comfortable patient facilities, and it
houses the Connecticut Joint Replacement
Institute.
Archbishop Mansell is actively promoting
the beatification and canonization cause
of Father Michael J. McGivney (18521890), a diocesan priest of Hartford,
ordained in 1877, and founder of the
Knights of Columbus.
On April 28, 2012, Archbishop Mansell
consecrated the new permanent altar in
the Cathedral of St. Joseph. It was
dedicated in honor of the Venerable Father
Michael J. McGivney. The altar contains
the relics of St. Aurelia and St. Casta from
the old cathedral altar. Archbishop
Mansell does hope and pray that one day
the process of canonization will be
completed for Father McGivney, so that we
may enclose his relics in the new altar as
well.

Bonaventure University, Canisius College,
Albertus Magnus College, Goodwin

Jackie and Joey Arango have been members of
St. Michael Church for more than 35 years, and
truly love their church and church family.
During that time they have both been very
active in many areas of the church, both
serving as Eucharistic Ministers, youth
coordinators, members of Small Christian
Church, Knights of Peter Claver and Knights of
Peter Claver Ladies Aux. Joey has chaired the
Archbishops Annual Appeal, He is a member of
the financial board, usher board and when
volunteers are requested they try to always be
on the list. Jackie and Joey both love to cook
and bake so whenever there is an event, that
has to do with food they are usually somewhere
in or near the kitchen. They enjoy showing off
their baking skills in the form of fundraisers for
St. Michael church. They have lived in Vernon,
CT for more than forty years and have two
children and five grandchildren.
Ms. Beverly Plummer
Beverly Plummer is a devoted member of St. Justin
Parish in Hartford and is a native of the island of St.
Lucia. Sitting in the pews on Sundays, Beverly
observed what needed to be done and waited for someone else to do it. Time passed by and she realized that
certain things will not get done on its own. She then
took the initiative and has not stopped working for her
parish since. She began to prepare the schedules and
guidelines for the altar servers; became the Sacristan
for the weekday Masses and assistant Sacristan on
Sundays. Additionally, she became the right hand of
the parish priest, preparing and assisting him with the
joint Triduum Mass, neighborhood Masses and all
other special days of worship for St. Justin and St.
Michael Parishes. She is also a Cathechist for Confirmation classes for both St. Justin and St. Michael.
She is a lector and the Chairperson of the Liturgy and
Lector Committees of St. Justin and the secretary for the Parish Council.
Beverly coordinates the Rosary Evenings Devotion to Mary, held in May and
October at the homes of parishioners. She is Co-President of the Caribbean
Catholics of North America (CCNA)- Hartford and a board member of OBCM. She
is always available to be of service to both parishes and in the community. Most
important she takes time for her family and friends, loved by kids as Auntie Beve,
enjoys cooking and cake decorating.
To whom much is given, much is expected. For Beverly it is very fulfilling and a
privilege to be of service and by the Grace of God will continue to be a servant in
the Lord’s vineyard within the parish family of St. Justin and St. Michael. She
works as a travel consultant at Caribbean Travel Agency, Inc. in Hartford. She
has one son, Christopher.
The Award
The Office for Black Catholic Ministries of the Archdiocese of Hartford
is charged with the responsibility of preserving, incorporating and
extending the role and place of Black culture in the life of the
Archdiocese. To that end, the Awards Dinner is designed to promote
the Office for Black Catholic Ministries of the Archdiocese of Hartford
and to recognize the lives of the Venerable Pierre Toussaint, and
beginning this year, Fr. Augustus Tolton.
The Awards, now known as the Toussaint-Tolton Awards, are given to
individuals who have provided strong, effective leadership and service
to the Black Catholic Community of the Archdiocese of Hartford. These
individuals have fostered educational opportunities and demonstrated
strong personal faith and compassion. They have an intense interest
in encouraging a healthy Black Catholic identity and have
demonstrated a lifestyle that reflects the meaning of church universal.
The award recipients are concerned with and sensitive to the social
teachings of the church. This year's honorees are: Most Rev. Henry J.
Mansell, D.D., Archbishop of Hartford; Mr. & Mrs. Manuel and
Jacqueline Arango, parishioners of St. Michael Church, Hartford and
Ms. Beverly Plummer, parishioner of St. Justin Church, Hartford.
The Trophy
The Award, titled "The Freedom Ring" was inspired by the extraordinary life and works of Fr. Tolton and Pierre Toussaint. It is a reminder
of the moral imperative to be ever vigilant in freeing ourselves and
others from the injustice of poverty and racism.
The Artist
John Noelke received his BFA from the University of Texas, Austin
and his MFA from the School of the Museum of Fine Arts Boston.
He won a national sculpture competition honoring Angela Merici.
