his year we celebrate the 10th anniversary of the Rosslyn BID. We have a lot to
celebrate, and much to tout about Rosslyn – the very best community in the
metropolitan D.C. area for the arts, technology and global business.

We are starting it off with a special emphasis on the arts. Our cover story on page 4
presents SuperNOVA, a performance art festival brought to you by the BID and
organized by Philippa Hughes’ Pink Line Project. For three days in June, Rosslyn’s
streets and public spaces will come alive in exciting and unexpected ways. Over the
course of the summer, and during the construction phase of Rosslyn’s amazing
redevelopment, our new temporary public art program will soften Rosslyn’s hard
edges, brighten our streets and skywalks, and lead visitors to Artisphere.

Artisphere will be the site not only of several SuperNOVA events, but also The Day of
Foster.ly on May 4, an exciting and popular technology event for startups and
entrepreneurs. The BID is the major underwriter of Foster.ly, as well as Artisphere
itself. With arts and technology as the economic base for any metropolitan
community, a strong planning component provides the underpinnings. The County’s
effort to update the Rosslyn Sector Plan – known as “Realize Rosslyn” – is noted in
our story on page 13.
Monday Properties’ CEO Anthony Westreich thanked the County for its support of
Rosslyn as a competitive submarket in his remarks at the topping out ceremony for
1812 North Moore, shown in our photo essay on page 14. 1812 North Moore is now
the tallest and most efficient office tower in the region, a prestigious headquarters
building for global business.
To augment these major development and business activities, the BID has an array of
summer events for the public’s enjoyment. We highlight them all – concerts, farmers
market, film festival, boot camp and many other activities – in our new calendar
format. Let us know what you think about it.
We also want to know what you think about the Rosslyn BID in general. Every few
years we undertake a Customer Satisfaction Survey to gauge the public’s awareness
and opinions of our programs. Especially during the year of our 10th anniversary, we

The Rosslyn Business Improvement District (BID), which
started operations in 2003, takes a leadership role in
making Rosslyn a better place in which to live, work and
play. The BID cleans and maintains Rosslyn’s 17-block
commercial office core through its Ambassador program,
provides services for Rosslyn’s homeless, beautifies
Rosslyn’s landscapes and public spaces, and presents
community events and concerts. The BID is also a major
supporter of Artisphere and the DC Circulator bus
service. The BID expands and strengthens the historic
work of Rosslyn Renaissance: planning for the future
design and development of the greater Rosslyn area.

Kip Laramie Named Jim Hunter
Human Rights Award Winner
Kip Laramie is a winner of the 2012
James B. Hunter Human Rights Award
from the Arlington Human Rights
Commission. He was recognized for
dedicating his life to “help others obtain
shelter, a healthier life and second chances.”
Laramie has fed many of the area’s
homeless from his Rosslyn restaurant, and
leads the Rosslyn BID’s Homeless Services
Committee. For 24 years, Laramie owned
and operated the Santa Fe Café in
Rosslyn, which closed Oct. 28, 2012.

Hynes said Laramie “represents the very
best of Arlington.”
The award is named for former County
Board member James B. Hunter, who
died in 1998. Like many others, Kip
Laramie was a friend of Jim Hunter.

Robert Duffy Named Arlington
County Planning Director
Arlington County’s new planning
director, Robert J. Duffy, has 25 years of
community planning experience. He began
his new position in September 2012.
Most recently planning supervisor for
the Prince George’s County Planning
Department, Duffy has led award-winning
planning projects, including the Central
Annapolis Road Sector Plan, the planning
study for Brookline, Massachusetts, and the
transformation of downtown Louisville,
Kentucky’s, deteriorating West Main Street
into a cultural arts district.

made a presentation about locating a
boathouse in Rosslyn, across from
Roosevelt Island, at the BID’s Urban
Design Committee meeting Nov. 14,
2012. Congressman Jim Moran (D-Va.)
and National Park Service (NPS) Planner
Ben Helwig attended the meeting. NPS
currently is studying the feasibility of a
boathouse on the Arlington side of the
Potomac River; Rosslyn is one of five sites
being assessed.
“There is no greater benefit and driver of
economic development than access to
water,” says Paul Rothenburg, co-chair of
the BID’s Urban Design Committee. “There
has been local interest in building a
boathouse in Arlington for nearly 30 years.
Congressman Moran’s support increases
the likelihood that this time the project will

Association. The Chevy Chase-based
firm has a portfolio in the Washington
D.C. area that encompasses 22.9 million

in the streets and in the parks, that will
energize our public spaces and
engage the audience in unexpected ways.

SuperNOVA is an international performance art
festival to be presented by the Rosslyn BID and
produced by Philippa Hughes’ Pink Line Project.
What is performance art? It combines visual art
with dramatic performance. It has no guidelines or
rules per se. It is art because the artist says so. This art
is not for sale. Its hallmark is its evanescence, which
cannot be bought. But many pieces have lasting
effects.
SuperNOVA is the brainchild of the BID’s Retail
Task Force, whose mission is to enhance Rosslyn’s
retail environment, and attract and retain tenants.

Partnership with Artisphere
Wilmer Wilson IV, selected by the
Huffington Post as one of 30 young black
artists under 40 contributing to the
ongoing conversation about race, will be
among the SuperNOVA artists.
His exhibit, The FOREVER Aftermath,
will be at Artisphere through June 30 and
will include three performance forums on
April 18, May 16 and June 8. The
exhibition is made possible by the Rosslyn
BID and the D.C. Commission on the Arts
and Humanities D.C. Creates! Public Art
Program.
Wilson is inspired by the historic
figure Henry “Box” Brown, a 19th century
slave from Richmond, Virginia, who
mailed himself to Philadelphia to obtain
freedom. Using his own body to examine
the meaning of freedom, his exhibit
focuses on the aftermath of performance
art. FOREVER refers to the stamps issued
by the U.S. Postal Service, which, in past
performances, he has pasted all over his
body. On display will be a rotating
selection of documentation from Wilmer’s
Henry Box Brown: FOREVER performances.

Another artist, Kathryn Cornelius, is
known for her piece Save the Date,
performed last summer at the Corcoran
Gallery of Art in Washington, D.C., in
which she married and divorced seven
suitors, from 10:00 a.m. until 5:00 p.m.
During SuperNOVA, on June 7,
Cornelius will operate The Do Nothing
Machine throughout the duration of a
standard 9:00 a.m. to 5:00 p.m. workday
with a one-hour break for lunch.

To find international talent, The Pink
Line Project reached out to local embassies.
A group from Finland, The Nutty Tarts,
and an artist from Spain, Mönica Cofiño,
will also perform in the festival.

BID Launches Temporary Public Art Program
The BID launched a temporary public
art program this spring with two colorful
fiber art installations. Against a backdrop
of iron and steel construction sites, these
artworks of acrylic and nylon will
enhance and enliven several of Rosslyn’s
public spaces as the neighborhood
undergoes redevelopment.
Because the public art is being used as
an urban design tool, Lucia de Cordré,
the BID’s director of urban design, calls
the installations “art with a purpose.”
“Besides being aesthetically pleasing,”
she says, “these installations achieve
important BID goals: activating

Rosslyn’s outdoor spaces, guiding people
to landmarks and connecting different
parts of the community.”
Artisphere Yarn Bomb
The first temporary fiber art
installation, the Artisphere Yarn Bomb
features hand-stitched artwork on six trees
along Wilson Blvd. between the Rosslyn
Metro station and Artisphere, Arlington’s
visual and performing arts center. The
installation brightens the urban landscape
by creating a colorful path of stitched
geometric shapes and native Virginia flora
that lead to Artisphere’s front door.
“We are creating artwork outside of
Artisphere to lead people into
Artisphere,” says Jennifer Lindsay, a
well-known fiber artist who is serving
as the Artisphere Yarn Bomb project
manager and curator. “The geometric
shapes emphasize that Rosslyn is a
modern city.”
The stitched pieces of the Artisphere
Yarn Bomb were created by 100 volunteer
knitters and crocheters of all ages and skill
levels, dubbed the “Guerrilla Stitch
Brigade.” Residents, families and people
from the greater D.C. area joined
members of the Aurora Hills Senior
Center, Glencarlyn Library and Westover
Library. For 20 weeks this winter, they
gathered together on Wednesday nights in
Artisphere’s Town Hall to knit and crochet
individual pieces intended for the
installation, and in addition met at public
libraries and local yarn shops.
As part of the Yarn Bomb project, the
BID also sponsored an auxiliary speaker
series, “Crafting for Change in Your
Community,” hosted by Arlington Temple
United Methodist Church. The lectures
featured expert knitter Margaret Fisher,
master gardeners Carol Rosen and Kay
Morell, and craft activist Betsy Greer.

The Renwick Gallery Takes Note
Thanks to Yarn Bomb Project Manager
Jennifer Lindsay, the project has caught
the attention of the Smithsonian
Institution’s Renwick Gallery.
Both projects will be featured at an
event at Artisphere on May 11 sponsored
by the James Renwick Alliance, the
membership arm of the Renwick Gallery
in Washington, D.C. The event will
include a lecture, a walking tour and a
reception to honor the artists – Rachel
Hayes and the members of the “Guerrilla
Stitch Brigade.”

“All Aflutter”
The second temporary fiber art
installation is “All Aflutter,” created by
nationally renowned artist Rachel Hayes.
“All Aflutter” will adorn Rosslyn’s
skywalks on North Moore St., Nash St.
and North Fort Myer Drive with brightly
colored, flowing fabric.
Hayes’ large-scale works have graced
skywalks along Kansas City, Missouri’s,
Avenue of the Arts, New York City
construction sites and galleries throughout
the United States. She is influenced by
Christo, the Bulgarian-born American
artist who created The Gates in New York
City’s Central Park – more than 7,000
16-foot-high vinyl gates draped with
saffron-colored fabric panels on 23 miles
of the park’s walkways.
To plan “All Aflutter,” Hayes
photographed Rosslyn’s architectural
elements, to determine fabric placement
and the flow of the bridges. “I spent time
thinking about how each piece would
look up close and far away, how they will
relate to each other,” she says, “and how
somebody will move their body across the
skywalk and ‘see’ what is ahead of them.
“I see stripe patterns and grids all over
Rosslyn. I want to respond to these
parallel and perpendicular lines by
attaching sheer materials that are allowed
to billow in the wind,” Hayes adds. “It is
not my intention to compete with the
landscape of Rosslyn. Rather, I can echo
the lines and forms while drawing
attention to the unique beauty of a
medium sized all-American city.”
Later this summer, the BID will begin
work on its third public art installation.
“Expect the art to be elegant and
soothing,” says de Cordé. “Public art can
put Rosslyn on the map.”

an outgrowth of Zuckerman’s “Office
Hours,” when he would tweet an
invitation to other entrepreneurs to meet
him at a local coffee shop. Zuckerman still
holds “Study Halls,” to co-work for an
afternoon.

osslyn is quickly becoming the place for
entrepreneurs and startups. Home to Über
Offices and Carr Workplaces, Rosslyn also is
where NextGenAngels, a group of 50 investors
who are 40 years old or younger, often meet.

Rosslyn Sector Plan Gets an Update

Many projects in the Rosslyn pipeline were approved by the Arlington County Board
based on guidelines established by the Rosslyn Station Area Addendum, approved by
the County Board in January 1992.
In December 2012, the County began a process – dubbed “Realize Rosslyn” – to update
and fine-tune the Sector Plan. A community meeting at Artisphere, an evening
walk-around Rosslyn, and a mid-day forum for Rosslyn office workers kicked off the
process. A second series of public workshops was held in February. A draft plan should
be delivered in early spring with adoption of the final plan expected this summer.
Goody Clancy, a Boston firm, has been hired by the County to assist with the review
process. The firm has participated in downtown revitalization plans for many cities
including Boston, Denver, Kansas City, Alexandria, Virginia, and Cambridge, Massachusetts. David Dixon, principal in charge of planning and urban design at the firm, leads
the project. Rosslyn BID board members Tim Helmig, Andy VanHorn and Stan Karson
have been appointed by the County to participate in a “process panel” that monitors
and provides input on the planning process.
Redevelopment Drives Review
“Rosslyn continues to have a number of sites that we anticipate will come in for
additional development and it’s important that we have an updated plan to guide the
decisions about that development,” says Anthony Fusarelli, Arlington County project
manager for “Realize Rosslyn.”
The original Rosslyn Sector Plan dates back to the 1977 Rosslyn Transit Station Area
Study. It focused on the build-out of underdeveloped areas. Revised 15 years later as
the 1992 Addendum, the latest plan put forth the vision of Rosslyn as a vibrant place to
live, work and play, and identified seven major sites critical to future development. In
1996, the County created the “C-O Rosslyn” zoning district, allowing redevelopment
with heights up to 300 feet in exchange for community benefits.
“We applaud Arlington County for reviewing this plan, which is vital to the
development of Rosslyn as a great urban center and major gateway into
Arlington,” says Paul Rothenburg, chair of the Rosslyn BID Urban Design
Committee.

for 1812 North Moore
M
Monday Properties and Clark Construction celebrated the
topping out of 1812 North Moore on March 15, with 250
construction workers in attendance and many guests who were
instrumental in bringing the project to fruition.
The top of 1812 is at 35 stories high or 390 feet, making
1812 North Moore the tallest office tower in the D.C. region.
“We have reached a significant milestone in our vision to
build the tallest and most efficient building in the region,” said
Monday Properties CEO Anthony Westreich, as he spoke to the
crowd in a sea of bright green safety vests and hardhats. “1812
North Moore Street will set the standard for office development.
“I thank Arlington County for encouraging the development
of Rosslyn into a highly competitive submarket and offer my
congratulations to the more than 250 workers from Clark
Construction who have given their all to this project.”
The $345 million tower, designed by Doug Carter of Davis
Carter Scott Ltd., will have 580,000 square feet of office space,
12,000 square feet of retail space, and on-site access to the
Rosslyn Metro station.

Caffe Aficionado
Caffe Aficionado, an upscale coffee
shop, is expected to open in early spring.
It will occupy 762 square feet on the first
floor of 1919 N. Lynn St., in the
Waterview Conference Center. The shop
will serve coffee from Los Angeles-based
Handsome Coffee Roasters, artisanal
pastries and sandwiches, and focus on
organic and local foods.
“The café has a deep commitment to
quality and above all service,” says owner
Adiam Berhane.“I cannot tell you how
fortunate I feel to have opened my

Homeless Services
A-SPAN Walk Raises $33,000
The Rosslyn Walk for the Homeless on Oct. 31,
2012, attracted 225 walkers and raised
$33,000 for A-SPAN (Arlington Street People’s
Assistance Network).
The one-mile walk originated at the Boeing
building and continued through the heart of
Rosslyn. A-SPAN volunteers led small groups
and talked about the homeless services
provided throughout Rosslyn. Walkers
returned to Boeing for a catered lunch
provided by four Rosslyn area restaurants –
Continental, Hyatt Arlington, Roti Mediterranean Grill and Ruby Tuesday.
The walk was open to the public, and
sponsored and hosted by Boeing. Monday
Properties and The JBG Companies also were
major sponsors. Additional support was
provided by Arlington Temple United
Methodist Church, CEB, and the Rosslyn BID.

Donations Sought from Community
On April 6, the U.S. Navy
commissioned the USS Arlington,
one of three ships named in recognition of
the tragic events of Sept. 11, 2001. The
ship honors the memories of those killed
or injured in the terrorist attack on the
Pentagon, and recognizes the heroism of
Arlington’s public safety personnel – the
men and women who raced to assist the
victims of the attack.
The ship’s on-board Tribute Room,
which features steel girders from the
Pentagon, will tell Arlington’s story as it
sails around the world for the next 50
years. Arlington residents will be able to
tour the ship whenever it is in its home
port in Norfolk, Virginia.
The USS Arlington Commissioning
Committee held a special reception at the
Army Navy County Club on Jan. 31. The
host committee for the event included
Rear Adm. David M. Thomas, Jr.,
Commander Naval Surface Force Atlantic;
Joyce Rumsfeld, Ship Sponsor; Sen. Tim
Kaine; Sen. Jim Webb; Sen. John Warner;

Arlington is the eighth of the Navy’s
San Antonio class of ships, designed to be
the most survivable amphibious vessels

century amphibious shipbuilding and
warfighting technologies to
support current and future
Marine Corps aircraft and landing craft. It
will be capable of taking nearly 1,200
Sailors and Marines to the fight in
addition to providing humanitarian efforts
worldwide.

The most noticeable structure in
Rosslyn’s changing skyline is the crane at
1812 North Moore Street. Standing 537.53
feet above sea level, the crane is the highest
ever in the Washington, D.C., metro area.
Crane operator Mike Teague can see
everything from his perch at the top,
including the bald eagle that once landed
on the arm of the crane 100 feet from him.
“When I had to move the crane, he flew
off,” says Teague, an employee of Clark
Concrete Contractors, a subsidiary of Clark
Construction Group LLC.
The 35-story trophy building developed
by Monday Properties and being built by
Clark Construction Company was
designed by Doug Carter from Davis
Carter Scott.
When it’s completed this fall, 1812 N.
Moore will be one of the largest LEED
Platinum office buildings in Virginia, with
580,000 square feet of office space and
12,000 square feet of retail space.
To build a tower of this magnitude, the
crane needs to be in constant motion,
Teague says. “It’s one lift after another all
day long.”
The crane operator’s job is to move
materials like iron, steel, wood and
concrete around the site making
sure that all the tradesmen have
access to what they need. Each
morning, Teague moves two full
trucks of steel before anyone even
arrives on the job site.

All in a Day’s Work
Teague, who is 66 years old, gets up at
3:00 a.m., in Thurmont, Maryland, drives
60-plus miles down I-270 and arrives at
the 1812 job site at 4:30 a.m. He starts his
work day with a cup of coffee and then
takes the construction elevator to the 26th
floor. From there, he climbs slanted
ladders 200 feet up to the crane’s cab. As
he is climbing, he checks the crane for
loose bolts, cracks and other obvious
hazards to supplement the monthly safety
checks performed by an ironworker crew.
The ascent to the cab takes 45 minutes
to an hour. “I like to take a little break in
between landings,” he says. He is usually at
the controls by 6:00 a.m., just in time to
see the sunrise. He doesn’t leave the crane
until his day is over, typically between
5:30 p.m. and 6:30 p.m. “Gravity makes it
a little easier going down,” he admits.
Regardless of the weather, Teague is on
the job Monday through Friday. However,

the crane shuts down when the wind gusts
at 45 miles an hour or more. “Rain and
snow doesn’t stop us, just high winds,” he
says. The most peaceful time on the job, he
says, is when he pours concrete.
From Start to Finish
Teague operated his first crane in 1964.
At the time, he was a laborer but his buddy,
a crane operator named Alan Robertson,
was drafted for the Vietnam War. Robertson
taught Teague to work the crane in his
absence. Back then, Teague says, the crane
was controlled from a console and the
crane operator stood on the deck of the job
site. “It was like operating a remote control
car,” he says.
“It was easier than the labor work I was
doing at the time so I liked it,” he says.
“Operating the crane isn’t as physical, it is
more mental. But I’m just as tired at the
end of the day as a laborer,” he adds.
Teague is considering retiring when he
completes his work at 1812. “I will take a

few weeks off and go to Florida,” he says,
“and see if I can stand being off.”
Teague has been operating the crane at
1812 since July 2011, when it was first
erected. Since then, the crane has been
raised twice – once in August 2012 and
again in December 2012. This was a big
deal! The crane was jacked up to make
room for Teague to set four 19-ton steel
trusses to create the pyramid that will
crown the building.
“I’ll be able to tell people years from
now that I worked on this building” – the
tallest office tower in the D.C. region, he
says. “This is the first building I worked on
that they started working on the façade
before I left for the next job.”
A native of North Carolina, Teague has
worked as the crane operator on more
than 50 buildings in the Washington,
D.C., metro area. He often leaves for the
next job after his last concrete pour and
before work begins on the façade. Usually
he doesn’t know how the finished building
will look. This time he will.
