Title Insurance Pre-Licensing Education
Effective July 1, 2008, anyone making application for a title agent license must first complete a 16 hour pre-licensing
education course, as set forth in the Code of Virginia § 38.2-1814.1. To view the full ruling, click here . Complete
information on Virginia’s Title Insurance Licensing procedures is available through the Virginia State Bar and the
Virginia Bureau of Insurance at http://www.asisvcs.com/indhome.asp?CPCat=CE53INS and at

Course Details
The 16-Hour Course will be delivered over a two-day period. For course monitoring purposes, there will be a minimum
of four sign-in periods throughout the class. Check-in begins at 7:30 a.m. The class starts at 8:00 a.m. and runs through
5:00 p.m. each day. Photo ID will be required at each morning sign-in. There will be one 20 minute break each morning
and afternoon. Lunch is on-your-own each day.
Day #1
Focuses on regulatory compliance and product knowledge. Subject matters include RESPA, HUD Statements of Policy,
the 2007 GAO Report, the GLB Privacy Act, industry history and evolution, as well as review of the 2006 ALTA form
commitment and 2006 form Owners Policy.
Day #2
Focuses on the nuts and bolts of the industry plus Virginia-specific regulatory issues including basic title search and
examination, settlement/escrow procedures, CRESPA, UPL Issues, and the Wet Settlement Act.

Certification Education
Virginia Certified Title Examiner (VCTE™)
VLTA is proud to announce the arrival of the Virginia Certified Title Examiner Online Course! The VCTE-Online is
available to you 24 hours a day, 7 days a week, 365 days a year! Onsite classes have been discontinued, because now the
VCTE course is available to you in the comfort of your home or office.
The Certification Course Process
This course entails 16.0 hours of online course work (8 two-hour sessions) followed by a final exam administered by the
Koogler Group (see below). Students are required to purchase the VCTE Manual (see below) which includes the cost of
the exam. This manual contains the information needed to take the course exam. Those participants receiving a
passing grade on the examination will be deemed a Virginia Certified Title Examiner™ (VCTE™). VCTEs will receive
laminated ID cards and certificates documenting their certification. VLTA lists all certified examiners as preferred
providers on its website. VLTA is notified of those who have passed or failed the exam on a weekly basis. Processing
those who have passed the exam can take up to ten business days.
The 16-hour Online Course is delivered in 8 two-hour sessions. Participants have up to ninety-days (90-days) to
complete all sessions to be eligible to take the certification exam. Those who do not complete the sessions within 90days will need to re-purchase the course to begin the process again. No extensions will be offered.

Virginia Certified Title Settlement Agent (VCTSA™)
The Virginia Certified Title Settlement Agent course is an advanced course for licensed title insurance agents wishing to
deepen their knowledge of real estate settlements. All attendees must be licensed title insurance agents. This class
does not qualify as a pre-licensing course for Virginia title insurance agent licensure.

Published Course/Self Study Instructions:
Upon receipt of the Course Order Form and Payment, VLTA will ship the course(s) (DVD Format) and associated course materials. Once the course is completed,
the student must notify VLTA by email or fax to request the course examination. Notification must include students name, company, address, phone, email
address and course title.
The examination will be sent by e-mail along with a certification to be completed and signed by the student and exam monitor per the instructions listed on the
affidavit. The examination must be taken without any outside assistance including course material, other source material or from any person(s). The monitor is
charged with serving as a witness and personally monitors that the student takes the exam without any assistance. Exams must be taken in the same location as
the monitor.
Students will have ten (10) business days from the date the exam is received to complete the exam and return it to VLTA. Upon completion, the examination and
completed certification are to be sent by fax or email to VLTA for grading. Students must receive a grade of no less than 70% to pass. Students will be notified
within three (3) business days of their scores. Scores will be reported electronically to Pearson VUE.
Note: Students must request course exams and certifications within ninety (90) days from the date the course(s) are shipped. Student requesting
exams and certifications after the allotted 90 days will have to start anew and re-purchase the original course. Students who do not pass the exam or
who do not request exams will not be refunded. Students who do not pass the exam may retake the exam within ten (10) business days at no extra
cost. After the 10 days or if students need to take the exam a third time, they can do so for an additional fee of $50.00. Students have ten (10) business
days to return exams for grading.
