Sri Bharat Lal Meena, Principal Secretary along with the IIT site selection
members, Sri R Balasubramanian, Additional Secretary(Technical
Education), MHRD, Prof. Sudhir K. Jain, Director , IIT Gandninagar and
Sri Ravi Kant Soni Chief Engineer, CPWD viewing the presentations made
by selected Districts officers in order to select the suitable place for IIT in
Karnataka.
The Principal Secretary advised the Director of
Technical Education Sri H. U. Talawar to coordinate
the tour program of Central site selection committee.
Subsequently SPFU Karnataka was assigned the
responsibility to coordinate the program.
The four members site selection committee was
formed to select a suitable site to start IIT in
Karnataka. The committee scheduled its program from
26.08.2015 to 28.08.2015 to visit recommended three
cities — Mysuru, Dharwad and Raichur for the
proposed IIT. “After visiting Raichur, the team left for
New Delhi and the report would be submitted to the
Ministry of Human Resource Development for
consideration.

Programme on “Advanced Pedagogical Skills
Development Training for Engineering College
Teachers” was conducted from 10th -15th August
2015 at STEP Seminar hall, SSIT, Tumkur.
Sri H.U Talawar, Director, Dept of Technical
Education, Bangalore Inaugurated the workshop.
The objective of the programme was to update the
Teachers to Advanced modules of Pedagogical
Skills.

The Deputy Commissioner of Dharwad District Sri Rajendra P. Cholan is

During discussion at the Police Training Centre,
Dharwad Mr. Subramanian said the team was
impressed as the district administration had provided
various viable alternatives. Referring to the demand for
setting up an IIT in Karnataka, he said it was a longpending demand and now they had been apprised
about the facilities and infrastructure available. Finally
it was declared by MHRD New Delhi on 8.09.2015
that Mummigatti Dharwad was the right place for
establishing IIT in Karnataka State.

TEQIP (PHASE-III):
The first phase of TEQIP-I commenced during March
2003 and completed during March 2009, covering 127
institutions in 13 States. The Project helped the
Institutions through incentives and funding. Based on
the satisfactory completion of the first phase of
TEQIP, the second phase (TEQIP-II) has been initiated
in 191 engineering/Technical institutions with an
objective to improve quality of Technical Education
through institutional and systemic reforms. Now Phase
III is coming up to include about 250
Engineering/Technical
Institutions
(Government
funded and aided Institutions, University affiliated
colleges, University Constituent Colleges, Government
Sponsored Deemed Universities) which will be
competitively selected based on the pre-notified
eligibility criteria and quality of proposals. The project
will support quality enhancement in Technical
Education through initiatives such as faculty
development, curricular revision, procurement of
equipment
to
expand
quality
programmes,
accreditation of continued programs, etc. The Project
will develop systemic support mechanisms to help
institutions improve themselves holistically to self
determined targets.
The Project will be complimentary to Rashtriya
Uchchatar Shiksha Abhiyan (RUSA), a new Centrally
Sponsored Scheme designed by building on the TEQIP
experience. Both TEQIP and RUSA use prerequisites
for access to funds and both promote a reform agenda.
TEQIP III will focus on targeted support to institutions
to develop innovative practices, on specific assistance
for lagging states, and on the inter-state eco-system.
The project would also focus on the entire ‘ecosystem’ of technical education in India by supporting
State affiliating Universities to improve their curricula,
assessment and monitoring of affiliated colleges, etc.
In addition, the project would also scale-up its ongoing
efforts in pedagogical and management capacity
development training programmes for project
institutions.

components: 1 : Improving Quality of education in
selected institutions 2 : Improving System
Management
b. project objectives : To strengthen institutions to
improve student learning outcomes
 To scale-up innovative and multi-disciplinary
research
 To consolidate the Centres of excellence in project
institutions
 To build conducive Technical Education ecosystem.
The project has a clear focus on the objective of
improving the overall quality of Engineering
Education.
c.
Project inputs: Component 1: Improving
Quality of Education in Selected Institutions
The component will broadly focus on improving (I)
Academic Quality & Excellence; (II) Research &
Innovation; (III) Industry Academia Collaboration;
(IV) Management Capacity; (V) Equity based
development; and (VI) Institutes Governance System.
India, Australia sign MoU on cooperation in fields
of education, training and research.
The Union Cabinet, chaired by the Honb’le, Prime
Minister of India has approved the signing of a
Memorandum
of
Understanding
(MoU)
between India and Australia on cooperation in the
fields of education, training and research.
The costs of the cooperative activities under this MoU
will be funded on mutually agreed terms and will be
subject to availability of funds.
The MoU will help intensify existing partnerships
between India and Australia in higher education &
research, including technical and
Professional education, schools,
educational education and training and will open up
new and innovative areas of cooperation.
The main objectives of this MoU, amongst other
things, are:
 Consideration
of
expansion
of
the
Australia India Education Council membership from
time to time to ensure appropriate representation
from academia, policy makers and industry as
required and agreed;
 Strengthening the policy dialogue and exchange in
areas of mutual benefit, including qualification and
quality frameworks and standards for education,
research and training;
 Supporting mobility of students and faculty members
through formal exchange programs, internships and
other modalities;
 Improving credit transfer arrangements and work
towards qualifications recognition between Australia
and India;
 Supporting and organizing professional development
programmes for subject experts, educational
administrators, faculty members and teachers;
 Encouraging twinning arrangements between
institutions of higher learning and organisation of
joint research programmes and publications;
 Encouraging research collaboration between
institutions of higher learning to enlarge the scope
for joint research, joint Ph. D. programmes and joint
degrees;
 Sharing best practice education materials including
research materials, publications, and educational
literature;
 Supporting skills development through joint
conferences, seminars, policy dialogue and technical
cooperation in national standards development;
 Strengthening communication for exchange of
information on new policy initiatives and
opportunities for development of education, training
and research activities of both countries;
 Further develop bilateral programmes between
institutions of educational excellence in technical,
vocational, schools and higher education, subject to
availability of funds; and
 Any other activity as mutually determined by both
parties.

ICT Initiatives in TEQIP Colleges.
Principal Secretary Sri Barat Lal Meena is addressing

Education and the Project Director, e- Governance
Sri M. Srinivasulu Reddy are also seen in the picture.
A meeting of all TEQIP Colleges was organized on
09.09.2015 in, Higher Education Council, Conference
Hall from 10.00 am to 5.00 pm. The Principal
secretary chaired the meeting and advised all the
Principals to implement ICT initiatives in their
respective colleges. Sri C. Thangavelu, Director, NIC,
Sri M. Srinivasulu Reddy, e- Governance and
Sri Srinivas. V, e-Governance DTE gave inputs to all
the colleges for the effective implementation of ICT
initiatives.
Institutions, smart classes and smart campus.
Karnataka is the state that has received the highest
grant so far ,that is 131 plus crore rupees and
successfully spent more than 80% of the released fund.
The progress of the state was appreciated by the chair
person and suggestions presented by the state was very
well received by the committee.
The Additional Secretary, MHRD, Govt. of India
appreciated the performance of Karnataka State and
advised other states to visit Karnataka, further he
advised the Karnataka State to organize a National
level conference to showcase the achievements of the
project that would help other states to implement the
project more effectively.

E-GOVERNANCE TRAINING AT SPFU OFFICE
CONSULTATION MEETING AT MHRD, NEW DELHI.
Sri R. Subramanyam, IAS, Additional secretary MHRD, Govt. of India
along with Toby Linden Lead Education Specialist and Task Team Leader,
World Bank, Miss Tara, World bank consultant, Dr. Rita Goyal, NPIU,
Miss Tripti Gurha, Director MHRD were present in the meeting.
Directorate of Technical Education has taken active
steps to implement ICT initiatives. On 5.08.2015 a
training session for implementing less paper office was
organized in SPFU office, DTE, Bangalore.
Sri. Srinivas, E-Governance coordinator gave some
inputs to SPFU staff to implement less paper office,
one of the ICT initiatives.
A Consultation Meeting was held at Shastri Bhavan,
New Delhi to discuss the progress of TEQIP-II, on 7th
Aug 2015.
MHRD has launched TEQIP-II a Centrally sponsored
scheme with matching contribution from the State
Governments. Under the project, 187 Institutions are
on roll across 22 States at present.
As of now this project has succeeded in improving the
quality of Engineering Education as well as in
increasing research outputs .In this regard a
Consultation Session was organized with the Principal
Secretaries of the participating States to discuss the
progress of the project. The Principal Secretary

Screening Committee meeting held on 11.08.2014
The meeting was chaired by Shri R. Subramanyam,
IAS, Additional Secretary, MHRD, Govt. of India.

of various States attended the meeting.
The SPFU Karnataka in its presentation highlighted
new initiatives of the Department of Higher Education,
mainly ICT initiatives, interlinking the Institutions,
sharing the labs and infrastructure, innovation,
MOOCS, Digital Libraries, ranking system of all

All these proposals were scrutinized and verified as
per the revised guidelines of the foreign travel which
was described in the revised Project implementation
Plan (PIP).

Consultant, with our students and faculties regarding
student transition and QEEE classes was held on
11.08.2015. She interacted with the students and
Nodal officers regarding academic support activities
for improving transition rates of students from 1st
year to 2nd year and successful implementation of
QEEE programs in BMSCE.

Expert Lecture on Non Woven’s, on 24-08-2015 by
the Textile department.
Sri Aravind Kulkarni, CEO Precot Meriidan delivered
an expert lecture on Non wovens, the process, scope
and the expertise that the precot industry has in the
production of medical hygiene products. The speaker
was welcomed by principal Dr.k.G.Chandrashekara,
and the speaker was honored on the occasion. The
lecture presented very lucidly and the in-depth details
of processes, material, quality requirements, challenges
and opportunities. The state of the art videos were also
shown.

The lecture was an eye opener for both students and
others. The interactions with students were very lively
and educative. Further it was very hearty to note that
Precot industries has opened their plant in Hassan and
five of our M.Tech and B.Tech students are employed
in their industry. He assured the employment of our
graduates and visits to their plant by our students at all
times.
Department of Electronics and Communication
Engineering conducted two Technical Talks in the
month of August.
Technical Talk on Microcontroller based hardware
design and Project Guidance
Mr. Sandeep Patil, Founder of ExploreEmbeded.com
delivered a lecture on Microcontroller based hardware
design. The session was very interactive and included
hands on and an exposure to many hardware modules.
This event has given students a clear insight of the
Microcontroller based application design and a
guidance to carry out their final year project.
Technical Talk on VLSI Design – A Perspective
Mr. Yatheesha H G, Senior Member and Technical
staff – Karmic Design Pvt Ltd delivered a lecture on
VLSI Design. First part of the session included
information on Analog VLSI and opportunities to the
students in VLSI domain. Second part of the session
gave information about VLSI technology as on today
and IC fabrication process.

The Third International Conference on “Emerging
Research in Computing, Information, Communication
and Applications”(ERCICA-2015), was jointly
organized by the Departments of CSE & MCA during
31st July -01, August, 2015 at Nitte Meenakshi
Institute of Technology (NMIT), Yelahanka,
Bangalore, India. The conference was supported by
Technical Education Quality Improvement Program
(TEQIP).
There were around 650 papers in various
specializations
of
Computing,
Information,
Communication and Applications. All the papers
received have been reviewed thoroughly by an Expert
Review Committee and selected purely on the basis of
quality of research and outcomes.
We had received papers from places like Finland,
Nigeria, UK, Saudi Arabia, Vietnam, USA, China etc
and from across the country from renowned
Institutions like IITs, IIITs, NITs, and Central and
State Universities and well reputed Institutions from
all over the India.
The acceptance ratio was 1:4
The proceedings of the conference was published by
SPRINGER, one of the top rated publishers in the
world and indexed in Springer Digital Library and
Google scholar.
