PROJECT 2013
• A HUAP and Manure Storage Project was constructed on the Kobylski Home
Farm.
• The Wyoming County NRCS Office and Wyoming County Conservation
District.
• Funding
g through
g EQIP
Q and CBSP.
• Horton Creek
• Ground was broken on June 27th with construction finalizing near the end of
September 2013.
• As the project was underway, modifications and additional BMP structures
were able to be addressed on the farm as well. Drop inlet installation, to
relieve excess water retention in the pasture from two underground road
culverts, was one of those additional aspects.

• 200 feet in length by 50 feet wide.
• Designed to house ~100 beef cattle.
• The HUAP facility and manure storage are roofed, HUAP facility has
water

engineers’ recommendations as well as the farmers.
• Project was completed under NRCS practices and standards.
• The design took into account the environmentally sensitive areas,
accelerated soil erosion, existing structures as well as climatic
fluctuations.
CEREMONY TO CELEBRATE
RIBBON CUTTING
CEREMONY
SEPT 21ST, 2013
On September 21st 2013 at 1pm the Ribbon Cutting Ceremony
commenced to celebrate the construction of the project.
Attendees included those personally invited by John and Rick
Kobylski, including NRCS employees Edward Patchcoski, Ed Zygmunt
and Ken Harvey, DEP Pete Tarby, and the Wyoming County
Conservation District WCCD Maureen Manning. Ed Patchcoski, Ed
Zygmunt and Pete Tarby all said a few words about the cooperation
between multiple agencies during undertaking and completion of
the project. Numerous people attending were taking pictures as well
as taking home handouts.

Prior to the construction of the facility, the beef cattle had overwintered on
pastures.
