年越しそば Toshikoshi-soba
Toshikoshi-soba is buckwheat noodles customarily eaten on New Year’s Eve.
December 31st, which launches the start of the important New Year celebrations, is called ômisoka. It’s a
custom for families to eat hot buckwheat noodles (toshikoshi-soba) in the evening before midnight (but not
after). The name literally means ‘year-crossing noodles’ – in other words, seeing out the old year and
welcoming in the new.
Various reasons are given for this custom. One common explanation is that the length of soba noodles
symbolizes longevity. Another is that soba is easy to cut, so it symbolizes the cutting off of all the hardships,
troubles and debts of the year just ending. In the Edo period (A.D. 1603 – 1868), there was a custom of eating
soba at the end of every month for the same reason; it was called misoka-soba “last day of the month noodles”.
The custom also varies around the country. In some areas, people think thicker, longer udon (wheat flour
noodles) are more symbolic of longevity. And in Okinawa they prefer the thicker Okinawan version of soba

Part of the Social Security and Tax Number System
Since November, the City has been sending residents a notification card for their Individual Number, also
referred to as マイナンバー (“My Number”). From January 2016, an Individual Number Card will be
issued for free to those who wish to have one.
An Individual Number Card is a plastic card which contains an IC chip, and the bearer’s name, address,
date of birth, sex, the Individual Number (My Number), and ID photograph, etc. are displayed on it. This
card can be used as an identification card as well as to receive services including electronic ones such as

e-Tax. With this card, you may also obtain official certificates including a Residence Certificate ( 住 民 票 )
at convenience stores.

Protect Water Pipes from the Cold

If temperatures fall below -4 degrees Celsius (24.8 degrees Fahrenheit), your water pipes or water meter may
freeze over and burst. To help prevent this, wrap a blanket or towel around the pipe/meter or cover it with
cardboard.
In the event that your pipes/meters freeze over, cover the frozen part with a towel and slowly pour lukewarm
water over it. Do NOT use boiling water, as this may cause the pipe to burst. If your pipes burst, use the water
shutoff valve inside of the meter box to stop the water, or tie a towel around the broken area as an emergency
step. For repairs, please contact the Waterworks Bureau designated construction corporations.

Stop Inappropriate Bicycle and Moped Parking!
自転車やバイクの放置をなくし 住みよいまちへ(「ひろしま市民と市政・中区版」 H27.12.1 号)
Bicycles and mopeds that are carelessly parked on roads and in other public spaces cause trouble for many
other people, such as problems for pedestrians, obstructions for people in wheelchairs, inability for people with
blindness to access braille signage, impediments to rescue operations like firefighting and ambulance services,
blights to the city landscape, and more.
When just one person casually decides to leave their bike or moped somewhere for a short minute, it invites
more people to do the same and causes problems. Stop inappropriate parking!

Central Hiroshima City is a “Regulated Abandoned-Bicycle & Moped Area”
Central areas of Hiroshima City where lots of people gather are designated as Regulated Abandoned-Bicycle

& Moped Areas, 自転車等放置規制区域. In the Naka-ku area, these areas include Kamiya-cho, Hatchobori and its
surrounding area, and the newly-opened Shin-Hakushima Station area.
Bicycles and mopeds which are improperly parked within the Regulated Abandoned-Bicycle & Moped Areas
including public roads, parks, open spaces in front of stations, etc., are strictly targeted for removal at any time
of the day and for whatever reason. Even outside of the Regulated Abandoned-Bicycle & Moped Areas,
improper parking of vehicles may result in their ticketing and subsequent impounding after 7 days have passed.

Garbage Disposal Information
Separate garbage properly and take it to the collection site by 8:30am on the
designated day. Please do NOT take garbage to the site on the night before.
Garbage collection days vary depending on where you live and the category of
the refuse.
For further details, consult your local ward office or your neighbors to
be sure of the proper disposal method.
“Hiroshima 8”, a handbook on how to
separate garbage, and “Hiroshima City Garbage Disposal Guidelines for the 2015
fiscal year”, a garbage chart with schedules of garbage collection days, are
available at ward offices, branch offices and community halls. The Handbook
and Guidelines are translated into English, Spanish, Portuguese, Chinese and
Korean. These are also available at the International Exchange Lounge
(International Conference Center Hiroshima), so please ask the staff if you need
them.
