CONTENTS
I
t is my honor to represent the City of Hidalgo
and its citizens as the City’s Mayor. In spite of
the short time I have held this position. I have
already been in contact with several possible business
prospects to help improve our city’s economic development and its growth.
The team that works beside me has taken
on the commitment to work toward the financial and
cultural growth of our City, as well as to strengthen
the bond with our neighboring country.
Friendship is the key factor that ties the two
countries together, as they represent each other as a
financial source for the development of our City. We
must stretch out our arms and embrace this movement
of collaboration to better ourselves, and the City of
Hidalgo.
It is our purpose to change the City’s image
in order to ensure investors that people will come to
patronize our growing city.
Obstacles will cross our path, but we will
know how to face them as a city that stands united
and not divided. The City of Hidalgo will continue its
excellent growth and will challenge the community
to join us in this movement for a better tomorrow... a
better Hidalgo.

for Fire Prevention Week

he
National
Fire
Protection Association’s
(NFPA) annual public
awareness campaign, Fire Prevention
across the country to prioritize
fire escape planning and practice.
For Hidalgo children, the Hidalgo Fire
Department will be going into schools and

see a performance by
firefighters,
second
graders will learn from Sparky the Fire
Dog, third graders will go through the
Fire Safety House, fourth graders will see
a video “Fires Fury” and fifth graders will
learn about “Exit Drills In The Home”. ■

hosted by Jerry Sanders, Mayor of
the City of San Diego. He had the
opportunity to meet with mayors
from the U.S. border and across the
border to collaborate on topics that
affect the border communities of
Mexico and the United States, and
consolidate the friendship ties and
mutual understanding among our
communities and governments.

No Texting While Driving

of August 14, 2012, the
Hidalgo City Council
has voted and has adopted a “NO
TEXTING ORDINANCE” ban. The
signs are being placed throughout the city
to remind citizens and visitors that the
new ordinance has been adopted and will
be enforced beginning SEPTEMBER
10, 2012. Hidalgo Police Patrol Officers
will look for tell-tale signs to indicate if
the operator of the vehicle is utilizing a
handheld device such as a cellular phone,
or a Personal Digital Assistant (PDA’s),
etc. The Hidalgo Police Department
will enforce Section 102-9, the Use of
a wireless communication device and is
an offense with a fine of $200 (USD).
The following is the Hidalgo City Code
amended and reads as follows:
Section 102-9 Use of a wireless
communication device; offense:
(a) Prohibiting Use of Wireless
Communication Device. It shall be
unlawful for the operator of a motor
vehicle to use a wireless communication
device to view, send or compose an
electronic message manually engage
other application software while
operating the vehicle upon the roadway
(b)(2).
(b) Exceptions. It is an
exception to the prohibition in subsection
(a) if: (1) an operator of a motor vehicle

uses a wireless communication
device to strictly engage in
telephone conversation or to listen
to a voicemail message, including
dialing or deactivating a phone call;
(2) an operator of a motor vehicle
uses a wireless communication
device while stopped or standing at
a position parallel to and as close
to the right hand edge or curb or a
roadway where parking, standing
or stopping in a non-emergency
situation is not otherwise prohibited;
or (3) an operator of a motor vehicle
uses a communication device solely
in a voice-activated or other handsfree mode.
(c) Affirmative Defense.
It is an affirmative defense to
prosecution of conduct prohibited in
subsection (a) if: (1) an operator of an
authorized government vehicle uses
a wireless communication device
to respond to an emergency while
acting in an official capacity while
operating an authorized government
vehicle; (2) an operator of a motor vehicle
uses a wireless communication device
to: (A) operate a global positioning or
navigation system; (B) obtain emergency
assistance by contacting (i) an emergency
response service, including a rescue,
emergency medical or hazardous material
response service; (ii) a hospital; (iii) a
fire department (iv) a law enforcement

agency (v) a medical doctor’s office;
(vi) an individual to administer first aid
treatment; or (vii) a police department;
(C) obtain emergency assistance to
prevent a crime about to be committed;
(D) report a traffic accident; or (E)
communicate with the reasonable belief
that a person’s life, safety or property is
in immediate danger.
Interim Chief Julian Guzman
concurs, “The new city ordinance will
help reduce related traffic crashes and
injuries caused by distracted motorists
when the operator is texting, instant
messaging and or surfing the Internet
sites while driving”.
The legal limit for blood
alcohol content is 0.08%. Studies
have shown that texting while driving
is the equivalent of having a 1.6 bloodalcohol level, which is approximately
20 times the legal limit. The Texas
Department of Motor Vehicles
website (www.txdot.gov) shows that
in the year 2011, Statewide Crashes
where cell/mobile phone use was a
contributing factor totaled 3,194. The
data indicates that from the 3,194,
there were a total of 40 fatal crashes
where the cell/mobile phone use, was
a contributing factor. Your social
networking (email, instant messaging,
etc.) can wait to be updated. Do you
have $200 to spare to pay the fine?
Let’s be safer on the roadway and be
cautious when operating a motor vehicle
at all times.
Recommendations: The Hidalgo
Police Department recommends that
while on the roadway, the operator of a
motor vehicle use a hands-free device
such as a Bluetooth or a voice-activated
device. ■

Adult Men’s Softball League
T
he Hidalgo
Youth Center
began
its
2012 Adult Men’s Softball
League in mid August. The
league, after being absent for
a couple of years, has come up
and running again, providing
friendly competition and
entertainment to our local
community. Adults can now
enjoy nightly games at our
Municipal Park located in the
Valle Alto area.
A
handful
of
these men also coach our
young kids during our Pony
Baseball League that is held
in the spring. Now their
families along with the young
ones that they help coach, are
cheering these men on.
Our league catered
to local residents including
our police / fire dept., local
business owners, city and
school employees, even our
very own Mayor Martin
Cepeda came out to have
some fun and showcase his
softball playing skills. The league
began with opening games on
August 21st with a Tuesday and
Thursday schedule that allowed
seven teams to participate each
night.
The
season
will
conclude
with
a mini round –
robin tournament
between
all
seven teams to
determine
our
overall winners.
All in all it helped
our
Hidalgo
Community
have
another
league to cheer
for and the local
adults get out of
a normal routine
to get some good
old-fashioned
exercise in their
system.
The
league will be
held once a year
during the fall.

Hidalgo Youth Center, Youth After-School Hangout Spot
T
he new school year is
here, along with the new
fall season at the Hidalgo
Youth Center. The Youth Center provides
programs and activities to all our local
kids ages 5 -18. Whether it’s a karate class
you want to take or just showcase your
pool skills, the youth center will provide
our kids a facility to come and hang out
after school. We offer Karate, Guitar,
Arts & Crafts, Computer, Cheerleading,
and Gymnastic classes all free of charge.
We also host daily pool, foosball, soccer
and basketball tournaments that are held
in our recreation room, classrooms and
our modern air-conditioned gym. Come
and shoot some hoops or better yet work
on that assignment your teacher assigned
you. Our staff will gladly assist you with
the proper tools and guidance to achieve
whatever tasks you want to accomplish.
The Youth Center also offers classes to
adults, such as computers and aerobics
to those that wish to participate. Kid’s
classes and programs are free of charge.
The only requirement to participate is
for the parent to fill out a membership/
registration form, which is also free of
charge, and your kids will be on their
way to enjoying their after school hours.

Youth Center is open year round. For

EMPLOYEE OF THE MONTH OF JULY
M
r. Jaime Gaona
was presented
with his plaque
for Employee of the month for
the month of July. Jaime has
been a very important part of our
Youth Center staff for the last
four years. He’s actually been
around the youth center since he
was about 7 years old starting
off as a member with us having
been a regular at the youth center.
Even as a teenager he would be
eager to help us out with small
tasks. Helping us out organizing
tournaments, helping with our
basketball league, our baseball
league and now he has been our
Teen Program Coordinator for the
last four years.
He is truly an asset not
only to our department but also
to our community. He can relate
very well with our kids, our
teenagers, and help guide them
with whatever assistance they
need when it comes to school,
or any everyday life situations
they face. He is the one person that
we can depend on to handle situations,
questions, or concerns when it comes to
our yearly instructional classes, programs, Council Member Guillermo Ramirez, Council Member Gustavo Sanchez, Mayor
or athletics. For all these reasons we Martin Cepeda, August Employee of the Month Jaime Gaona, Council Member
nominated Jaime to be our employee of Pedro Fonseca, Mayor Pro Tem Dan Dillard, Council Member Rodolfo Franz.

artin Aaron Carrasco was born and
raised in Hidalgo, Texas, and
is twenty-two years old. He
has held his clerk position in
the Hidalgo Municipal Court
since 2008 and is enrolled in
the University of Texas PanAmerican with a major in
English. Throughout the past
four years, Martin has volunteered in city events such as
BorderFest, and is currently
serving community hours at
the Hidalgo Pump House.
While on the job, Martin is
willing to lend a helping hand
and makes the best of every
situation.

State Farm Arena Rocks The Charts
D
id you know that State
Farm Arena is one
of the THE BEST
PERFORMING arenas in the state?
According to industry magazine Venues
Today, it is the #1 arena in Texas for
venues of its size. Another industry
leader, Pollstar reports that State Farm
Arena beat out the Toyota Center in
Houston to claim the fifth spot for venues
of all sizes in Texas. The Arena ranks
81st in the entire world, and 42nd in the
United States.
State Farm Arena also won
another accolade, a Prime Site Award,
by Facilities Magazine, and the Arena’s
General Manager Eric Blockie was
recognized as a Prime Site Team Leader.
The award is given to the best of the best,
and is decided by talent buyers, booking
agents, and promoters, giving this award
special significance.
Summer 2012
We had a very successful
season this summer. REO Speedwagon
and Styx performed in May, along with
a free outdoor 5 de Mayo celebration
and the Ringling Brothers circus.
WWE had a sold-out show in July,
and the State Farm Arena hosted a
special meet-and-greet party for the
boys of the Vannie E. Cook Jr. Cancer
Center who are currently undergoing
chemotherapy. Tens of thousands
of people joined us for the outdoor
celebration known as Dayglow.
Vicente Fernandez closed out the
month of July for us during his soldout show in his Gira del Adios, and
another Mexican icon, Marco Antonio
Solis, closed out the month of August
at State Farm Arena.
Fall / Winter 2012
State Farm Arena shows no signs of slowing down, as
we kick off our last season of the year with a two-day run of
Shrine Circus (September 1st and 2nd), which is the largest and
only three ring circus to come to the Valley this year! Coming
up next are country superstar Blake Shelton on September 26th,
Boy Like Girls and the All American Rejects on October 6th,
the Survive Monster Party and the Hidalgo October Festival on
October 14th, Sesame Street’s Elmo Makes Music November
8-11, and Disney’s Mickey’s Music Festival on December 27th.

Ronald McDonald Visits the
Hidalgo Public Library!
T
here was a bit of clowning
around inside the Hidalgo
Public Library on August
2, 2012 - but it was all worth it to promote
the importance of reading. Through
the use of music, magic, puppets,
storytelling, and of course, lots of reading
and fun with their favorite clown, Ronald
McDonald, the adults and children who
attended enjoyed listening to the Ronald
show. This educational show is designed
to motivate students to read more often
by making reading fun. After the show,
Ronald gave out coupons for free burgers
and coupons for a free medium McCafe’
coffee! On behalf of all the library staff
and patrons who attended the show,

T
he City of Hidalgo
Water
Department
provides the following
important information concerning your
brush collection / bulky items service.
Once a month, the City of Hidalgo
provides a brush /bulky item pick-up for
a total of 12 collections per year.
Please separate the shrubs,
branches, grass, and leaves from the
household garbage and place in a
separate pile from bulky items.
It is important to make sure that
brush and branches must not exceed 8
feet in length.
The Residential Brush Pick-Up
takes place every 3rd week of the month.
The brush Collection Schedule for the
next 2 months is September 17 thru 21
and October 15 thru 19.
Residents are encouraged to
help keep the city of Hidalgo very clean
all the time.

New Teachers Welcomed to City of Hidalgo Schools
N
ew teachers coming into
Hidalgo Early College
High School and Valley
View High School districts for the 20122013 school year were welcomed to the
community by the Hidalgo Chamber
of Commerce, the City of Hidalgo and
Hidalgo’s business community at a
luncheon in their honor held at the La
Herradura Friday, August 14th. Hidalgo
Chamber of Commerce Vice-Chairman
Xavier Villescas gave the invocation.

T
he Hidalgo Chamber
of Commerce Yard of
the Month is the home
of David and Sandra Gutierrez at 505
South 22nd. It is trimmed in Japanese
blackberry, banana plants, palm trees and
Magnolia trees.
This family really enjoys the
outdoors and that is one of the main
reasons why they keep their yard
beautiful. They water daily and mow
the lawn every weekend. Weekend
barbeques and evening relaxation are
great motivators to keep the yard in top
shape.■

release, Kids In The Street. Their coheadline tour, with Boys Like Girls, will
stop at the State Farm Arena in Hidalgo,
TX on Saturday, October 6th at 8 p.m. Tickets will go on sale next Friday,
August 31st at 10 a.m.
“We're beyond stoked to be
touring the US again this fall. It'll be
great being out with Boys Like Girls. We haven't toured with those dudes
since 2006, so it should be a fun and
memorable reunion for everyone!” said

The All-American Rejects
have been busy performing at European
festivals as well as accompanying
Blink-182 on their International tour. They began their stateside headline tour
earlier this month.

Hidalgo and Reynosa Celebrated “Faces of Texas”

T
he City of Hidalgo
and the Casa de Arte
y Cultura of Reynosa
celebrated a bilateral event called "Faces
of Texas" which included an exhibition of
oil paintings.
During the exhibition the
works of artists like Victor Ivan, Mario
Vite, Mabus and Donato Berlanga were
exhibited to the public using the City of
Hidalgo City Commissioners chamber.
These artists created beautiful paintings
of great altruistic people from the Valley,
which included; Alma Ortega Johnson
President of Wells Fargo Bank; local
artist Monica Ramirez; Norberto Salinas
Mayor of Mission; Diana Cantu President
of Hispanic Woman Network; Kirk Clark,
also an artist and businessman, and the
late Mike Allen.
The organizers took this
opportunity to distinguish all honorees
with awards but with special recognition
to Ramon Ayala the King of the
Accordion. He was the recipient of the
“Premio Altruista Siglo XXI” (Altruist
Award XXI Century). His long music
career and his humanitarian work were
highlighted during this event.
Hidalgo Mayor Martin Cepeda
and his lovely wife Anna took part in
the ceremony. “It is important for us to
continue celebrating these events where
we open our doors to our neighbors from
Reynosa,” said Mayor Cepeda.
In addition Mayor Cepeda said,
“I want to recognize the commissioners
that are present: Guillermo Ramirez
and Gustavo Sanchez. I want to thank
everyone and tell you that we are proud
because this is the first time that an event
like this takes place here in this city. I
want to thank Mr. Arturo Garcia, Director
as well as Don Luis Lauro Moreno who
has supported La Casa de Arte y Cultura
of Reynosa, Mexico.”
Mayor Cepeda said that when
the organizers called him and proposed
to have the event in Hidalgo, he accepted
because the event promotes culture,
history and above all reinforces friendship
with the City of Reynosa.
The director of Casa de Arte y
Cultura said, “Culture enriches and it is
humanity’s heritage and we are taking
this opportunity to recognize and award
deserving citizens,” he said
This special ceremony is called
Faces and takes place once a year. For
the City of Hidalgo it is the first time
participating however for the Casa de
Arte y Cultura it marks its 12th year.
“More than 250 personalities have been
recognized and have received this award.
The people that have been honored are
from the state of Tamaulipas and Texas.
The award is a sculpture The City of Hidalgo and the Casa de Cultura y Arte from Reynosa, Tamaulipas

l Departamento de Agua
de Hidalgo proporciona
a los residentes de
la Ciudad de Hidalgo la siguiente
información importante relativa al
servicio de recolección de arbustos
y objetos grandes. Una vez al mes se
provee el servicio de recolección de
arbustos y objetos grandes para un total
de 12 colecciones al año.
Por favor, tenga separado los
arbustos, ramas, zacate, y hojas de otros
desechos enumerados a continuación
bajo Artículos No Aceptables (que no
se recogen). Es importante saber que
la dimensión de los arbustos y ramas
no deben exceder 8 pies de largo.
Recolección de Arbustos y Objetos
Grandes tiene lugar cada tercera semana
del mes. El programa de Recolección
de Arbustos y Artículos Grandes para
los próximos 2 meses es: 17 al 21 de
septiembre y del 15 al
19 de octubre. Se les

famoso, Marco Antonio Solís, cerró
la serie de presentaciones en la Arena
State Farm el mes de agosto.

Los espectáculos de la Arena State Farm no muestran
signos de desacelerarse, empezamos nuestra última temporada

EMPLEADO DEL MES DE JULIO
U
n merecido reconocimiento recibió el señor
Jaime Gaona por ser el
Empleado del Mes de Julio 2012 de Ciudad Hidalgo. Al señor Gaona le fue presentada una placa por el Alcalde Martin
Cepeda, por ser una parte muy importante
del personal de nuestro Centro Juvenil
de Ciudad Hidalgo durante los últimos
cuatro años. Realmente él ha participado
como miembro desde que tenía siete años
divirtiéndose y aprendiendo en el Centro
Juvenil. Como adolescente él colaboraba
en el Centro en pequeñas tareas, ayudando a organizar torneos en la Liga de Basquetbol y Beisbol.
Durante los últimos cuatro años
él ha sido el Coordinador de los Programas Juveniles; él es verdaderamente
una persona valiosa en nuestro departamento, así como en nuestra comunidad.
El puede relacionarse perfectamente con
la juventud ayudando a guiarlos en cualquier manera que necesiten ayuda en sus
actividades académicas, aconsejándolos
como enfrentar situaciones que ellos enfrenten en su vida diaria. “El es una persona
de quien puedo depender en situaciones
difíciles, preguntas o preocupaciones cuando hablamos de las clases de instrucción, así como de los programas atléticos”, expresó el Alcalde Martín Cepeda
al presentar al empleado del mes Jaime
Gaona. Por todas estas razones, Jaime
Gaona ha sido nominado y seleccionado
como nuestro empleado del mes de julio

años Martín ha trabajado como
voluntario en diferentes eventos

el BorderFest y actualmente está
de voluntario en la Pump House
de Hidalgo. En su trabajo, Martín

Liga de Softbol Varonil

Centro
Juvenil

comenzó
la
Liga
de
Softbol Varonil de adultos
temporada 2012 a mediados
de agosto. Después de estar
ausente por dos años la
liga se reincorpora y está
nuevamente
funcionando,
proporcionando competición
amistosa y entretenimiento
a nuestra comunidad. Los
adultos pueden gozar de
juegos nocturnos en nuestro
Parque Municipal ubicado en
el área de Valle Alto. Algunos
de
estos
participantes
también son los que entrenan
a los niños y jóvenes durante
la temporada de la Liga Pony
de Beisbol, que tiene lugar
en la primavera. Ahora sus
familias, sus hijos, y los
niños que entrenaron también
los animan a ellos. Nuestra
Liga es para los residentes
locales, incluyendo nuestros
policías, bomberos, dueños
de negocios, empleados de la
ciudad o escuelas. Hasta nuestro
mismo Alcalde, Martín Cepeda,
vino y participó, divirtiéndose
mostrando
sus
habilidades
jugando softbol.
La Liga empezó con su
primer juego el pasado
21 de agosto con un
horario de martes y
jueves, el cual permite
a siete equipos que
participen cada noche.
La temporada concluye
con torneo de muerte
súbita
(eliminación)
entre todos los siete
equipos para determinar
nuestros
ganadores.
Todo esto ayuda a que
nuestra comunidad de
Hidalgo tenga otra liga
a quien apoyar y echarle
porras. Los adultos de
la comunidad salen
de su rutina normal
para hacer un poco de
ejercicio físico. La liga
se reunirá una vez al
año durante el otoño.

Lugar de Reunión para Jóvenes Después de Clases

l nuevo año escolar
esta aquí, así como la
temporada de otoño
en el Centro Juvenil. El Centro ofrece
programas y actividades para todos
nuestros niños y jóvenes de las edades de
5 a 18 años. Si usted desea tomar clases
de karate o quiere mostrar sus habilidades
en el billar, el Centro le ofrece a nuestros
estudiantes un lugar a donde ir y pasar
tiempo después de clases.
Ofrecemos clases de karate,
guitarra, arte y manualidades, así como
de computación, porristas y clases de
gimnasia, todo esto gratuitamente.
También
ofrecemos
diariamente
torneos de billar, futbol, soccer y
basquetbol, los cuales tienen lugar en
la sala de recreación, en los salones de
clase y en nuestro moderno gimnasio
acondicionado. Venga y juegue un poco
de basquetbol o trabaje en su tarea que
le asignó su profesor. Nuestro personal
le ayudará con el equipo apropiado y
lo guiará para hacer cualesquier tarea
que usted desee hacer. El Centro de la
Juventud también ofrece clases para los
adultos, como computación y aerobics
para aquellos que desean participar.
También hay clases y programas
especialmente para los niños, gratis. El
único requisito para participar es que
vengan sus padres a llenar un formulario
de membrecía, el cual también es gratis.
Usted y sus hijos podrán disfrutar
después de las horas de clase. Lo mejor

No Envíe Mensajes de Texto Mientras Conduce

U
n nuevo anuncio en la
Ciudad de Hidalgo.
El concilio de la
Ciudad de Hidalgo votó el pasado 14
de agosto implementar la prohibición
“ORDENANZA DE NO ENVIAR
MENSAJES DE TEXTO MIENTRAS
CONDUCE”. Los anuncios serán
colocados a lo largo de la ciudad para
recordar a los ciudadanos y visitantes
que la nueva ordenanza ha sido adoptada
y que es aplicada a partir del 10 de
septiembre del 2012. Las patrullas de
policía de la Ciudad de Hidalgo buscarán
signos que el conductor del vehículo está
utilizando un aparato portátil como un
teléfono celular o un Asistente Personal
Digital (PDA), etc. El Departamento de
Policía de Hidalgo aplicará la ley Sección
102-9, el Uso de aparatos inalámbricos
de comunicación y es un delito con una
multa de $200 (USD).
El siguiente es el Código de la
Ciudad de Hidalgo modificado y dice lo
siguiente:
Sección 102-9 Ofensa, el uso de
aparatos inalámbricos de comunicación;
(a) Prohibición del uso de
Aparatos inalámbricos de comunicación.
Será ilegal para el conductor de un
vehículo de motor utilizar aparatos
inalámbricos de comunicación para ver,
enviar o redactar un mensaje electrónico
manualmente, operar otro ‘software’ de
aplicación mientras conduce un vehículo.
(b)(2)
(B) Excepciones. Hay una
excepción a esta prohibición en la
subsección (a) si: (1) un conductor de un
vehículo de motor utiliza el dispositivo de
comunicación inalámbrica estrictamente
entablar comunicación telefónica o para
escuchar un mensaje de correo de voz,
incluyendo marcar o desactivar una
llamada telefónica; (2) un conductor de
un vehículo motorizado usa aparato de
comunicación inalámbrica mientras está
parado a la orilla de una calle o camino,
o parado en lugares no designados para
emergencia; o (3) un conductor de un
vehículo usa un aparato de comunicación
de voz activada u otro sin necesidad de
usar las manos.
(c) Defensa Afirmativa. Es una
defensa afirmativa ante una conducta
prohibida en la subsección (a), si: (1) el
conductor usa un vehículo gubernamental
y usa un equipo de comunicación
inalámbrico para responder a una
emergencia mientras está actuando en
una función oficial mientras conduce un
vehículo gubernamental; (2) un conductor
de un vehículo motorizado usa un aparato
de comunicación inalámbrica para: (A)
opera un sistema de posición global o
un sistema de navegación; (B) obtiene
asistencia de emergencia contactando
(i) a un servicio de respuesta inmediata,

incluyendo rescate, emergencia médica
o servicio de respuesta de materiales
tóxicos, (ii) un hospital; (iii) departamento
de bomberos; (iv) agencias de policía; (v)
oficina de doctor; (vi) una persona para
que dé servicios de primeros auxilios y
tratamiento médico; (vii) departamento
de policía; (C) para obtener asistencia
de emergencia para prevenir un crimen
que está por suceder; (D) para reportar
un accidente de tráfico; o (E) comunicar
con la razonable creencia de que la vida
de una persona peligra, su seguridad o
propiedad está en peligro inminente.
El Jefe interino Julián Guzmán
está de acuerdo en que “esta nueva
ordenanza de la Ciudad ayudará a
disminuir los choques relacionados
con conductores distraídos cuando el
conductor está enviando mensajes de
texto o están navegando en sitios del
internet mientras manejan”.
El límite legal del contenido
de alcohol en la sangre es de 0.08 por
ciento. Los estudios muestran que el
enviar mensajes mientras manejan es
equivalente a tener 1.6 niveles de alcohol
en la sangre, lo cual es aproximadamente
20 veces más del límite legal de alcohol.
El sitio en el internet del Departamento
de Motores y Vehículos de Texas, (www.
txdot.gov) muestra que en el año 2011,
los choques a nivel estatal cuando un
celular o teléfono móvil está en uso
fue un factor que contribuyó a 3,194
accidentes. Los datos indican que de
esos 3,194 accidentes hubo un total de 40
choques fatales mientras se usaban los
teléfonos celulares. Su red social (e-mail,
mensajes instantáneos, etc.) pueden
esperar a ser actualizados. ¿Tiene usted
$200 para gastar para pagar una multa?
Seamos más seguros en las carreteras y
más precavidos cuando conducimos un
vehículo motorizado todo el tiempo.
Recomendaciones:
El
Departamento de Policía de Ciudad
Hidalgo recomienda que mientras maneje
en el camino, el conductor de un vehículo
motorizado debe tener un aparato donde
no use las manos como un ‘Bluetooth’ o
un aparato de voz activada. ■

Martín Cepeda, Alcalde de la Cd. de
Hidalgo, Participa en la Tercera Cumbre
Binacional en San Diego, CA

Hidalgo,
Martín
Cepeda, participó en
días pasados en la Tercera Reunión
Cumbre Binacional, auspiciada por la
Asociación de Alcaldes Fronterizos de
México y los Estados Unidos realizada
en San Diego, California. Jerry Sanders,
Alcalde de San Diego, fue el anfitrión de
la Tercera Cumbre, en la cual el Alcalde
Cepeda tuvo la oportunidad de conocer
a los alcaldes de los pueblos fronterizos
estadounidenses y mexicanos para
discutir y colaborar en asuntos que afectan
a nuestras comunidades fronterizas. En
esta cumbre se consolidaron los lazos
de amistad y entendimiento mutuo entre
nuestros gobiernos y comunidades.
Los oradores presentes en esta
cumbre fueron los alcaldes Jerry Sanders,
de San Diego, California; John Cook, de
El Paso, Texas, y Carlos Bustamante, de
Tijuana Baja California, así como Juan
Tintos Funcke, Secretario de Turismo de
Baja California; Alan Bersin, Asistente
del Secretario de Asuntos Internacionales
y Jefe Oficial Diplomático en el
Departamento de Seguridad Nacional
de los Estados Unidos y como orador
principal Michael Camunez, Asistente
del Secretario de Comercio para acceso a
los mercados y cumplimiento de normas,
de la Administración del Departamento
de Comercio Internacional.
A las sesiones que asistió el
Alcalde Cepeda fueron las presentadas
por William Lansdowne, Jefe de Policía
de San Diego, sobre seguridad pública;
Thomas S. Winkowski, Comisionado
Asistente Interino de Aduanas y
Protección Fronteriza, y Christopher
Maston, Director de Operaciones de
Campo, en el sector de San Diego, de
la Patrulla Fronteriza, hablaron sobre
los cruces fronterizos. El Sr. Rubén
Barrales, Presidente y CEO de la Cámara
de Comercio Regional de San Diego,
California, y el Sr. Joe Terzi, Presidente
y CEO del Centro de Convenciones y
Visitantes de San Diego, discutieron
sobre la importancia del Desarrollo
Económico y el Turismo en nuestras
ciudades fronterizas. Betsy Markey,
Secretaria Asistente para Asuntos
Intergubernamentales del Departamento
de Seguridad Nacional de Estados
Unidos, y Paul Beeson, Jefe de la Patrulla
Fronteriza de San Diego, Aduanas y
Protección Fronteriza, discutieron sobre
asuntos de la inmigración. ■

Mensaje del Alcalde
E
s mi honor representar a la Ciudad de
Hidalgo y sus ciudadanos, como Alcalde
de la Ciudad. A pesar del corto tiempo
que he tenido esta posición. Ya he estado en contacto
con varios posibles perspectivas de negocio para ayudar
a mejorar el crecimiento y desarrollo económico de
nuestra Ciudad.
El equipo que trabaja junto a mí ha asumido el
compromiso de trabajo hacia el crecimiento financiero
y cultural de nuestra Ciudad, así como a fortalecer el
vínculo con nuestro país vecino.
La amistad es el factor clave que une los
dos países, que representan unos a otros como fuente
financiera para el desarrollo de nuestra Ciudad. Debemos
estirar nuestros brazos y abrazar este movimiento de
colaboración para superarnos y la Ciudad.
Es nuestro propósito cambiar la imagen de la
Ciudad para garantizar a los inversores que personas
vendrán a patrocinar nuestra Ciudad creciente.
Obstáculos cruzará nuestro camino, pero
sabremos cómo enfrentarlos como una Ciudad que se
encuentra unida y no dividida. La Ciudad de Hidalgo
continuará su crecimiento excelente y será un reto para
la comunidad a unirse a nosotros en este movimiento
para un mejor mañana... un mejor Hidalgo.

Bomberos de Cd. de Hidalgo se Preparán
para la Semana de Prevención de Incendios
L
a Asociación Nacional
para la Protección contra
Incendios (National Fire
Protection Association, NFPA) inicia
su campaña anual para concientizar al
“Tengo dos maneras de salir” se enfoca
en animar a las familias a nivel nacional
a priorizar las salidas de emergencia para
escapar de un incendio, planear y ensayar
este procedimiento de escapar en caso de
público de la Prevención de Incendios
durante su semana anual que será del 7
al 13 de octubre próximos. El tema
de la campaña de
este año es
una emergencia de ocurrir un incendio.
Para los niños de Ciudad
Hidalgo, el Departamento de Bomberos
de la Ciudad visitará las escuelas y
presentará programas educacionales
para enseñarle a los niños la seguridad
durante los incendios. Las cinco escuelas
primarias del Distrito Escolar de
Hidalgo que visitará el Cuerpo de
Bomberos del lunes 8 al viernes

13 de octubre son: Dr. Alejo Salinas,
Hidalgo, Valley View South, Wilbur E.
Lucas, Valley View y Hidalgo County
Head Start. Los bomberos visitarán
también las guarderías, hogares de grupo
y casas de asistencia
temporal a peticion de
los interesados durante
todo el mes de octubre.
Los estudiantes
aprenderán acerca de
la seguridad contra los
incendios en diferentes
maneras por grupos de
edad. Los estudiantes
de prekinder a primer
grado podrán ver una demostración por
los bomberos; los de segundo grado
aprenderán de Sparky el perro mascota
de los bomberos. Los estudiantes de
tercer grado visitarán una casa segura
contra incendios y los de cuarto grado
verán el video “La furia del fuego”. Los
de quinto grado aprenderán donde están
las salidas de emergencia en el hogar. ■
